농촌 지역개발사업의 성공 요인 -농촌신활력플러스 사업 추진체계를 중심으로- (The Successful Factors of Rural Community Development Project -Focusing on the Implementation System of New Rural Vitalization Plus Project-)

  • The study aims to explore the success factors focus on the system for implementing the New Rural Vitalization Plus Project (NRVPP). It offers recommendations to bring the success of the community development projects and support the strategies in political and practical. Conclusions and recommendations for improving the practice of implementation are based on the results of the in-depth interview with 9 developers and experts joining the NRVPP. Findings show that the promotion team as the NGO for the community development project used the collaboration and cooperation network to progress for the success of the project although they suffered the political, legal, and institutional problems hindering the normal function of each promotion entity in municipalities. The implications of the study were presented in the conclusion section.

아파트 거주자의 커뮤니티와 주거만족도 간의 인과관계 (Correlation between the Apartment Resident Community and Housing Satisfaction)

  • This study aims to determine the correlation between the apartment resident community and housing satisfaction and suggest which factors can contribute to improving the local community's housing environment and satisfaction by means of the local inhabitants and apartment residents participating in co-managing the community. The study results are as follows. Firstly, the apartment resident community had a positive effect on housing satisfaction but the effects were insignificant. This revealed that residents' interest in communicating with the resident community was low due to various organizations such as the women's association, election committee, and autonomous society being used as means to pursue personal gain rather than the development of the entire apartment. Secondly, the vitalization of the apartment resident community had a positive effect on housing satisfaction. The analysis results showed that the higher the level of unity and volunteering activities of residents, the more improved the resident vitalization programs are being managed, and the higher the level of resident participation, the higher the housing satisfaction. Lastly, this study suggests the supplementation and upgrading of apartment community facilities into complex community facilities as a means to unify the residents and vitalize the resident community. To vitalize the resident community and strengthen the community spirit, the residents will need to voluntarily create a community hub by forming community-tailored associations and programs through connections with local governments and businesses.

A Study on Community Senior Citizen Center as the Senior Health Care Center Vitalization Plan Measures

  • Purpose. This study aims to explore Situations and Problems of the Community Senior Citizen Center as the senior health care and the Elderly's Leisure status. Then, aims to arrange Activation Vitalization Plan of the senior's leisure in Community Senior Citizen Center. Methods. The literature and data used in this study was based on a questionnaire survey, mostly from Gyeongki-Do Community Senior Citizen Center Branch and statistical research data. Literature review and analysis frequency was by reference to the paperback and academic papers related to the senior health welfare. Results. First, the period of the seniors with the Community Senior Citizen Center as health facilities has appeared in 6-10years(32.8%), followed by the response showing that more than 10years(32.4%). Therefore, it reveals that the senior live in the same region in the long term. Second, the number of days that the senior health care the Community Senior Citizen Center has been used by the senior was over 5days. This result was supported by 608people(61.7%). Both men and women replied that they use the health center more than five days. Third, the number of the senior who responded that they use the Community Senior Citizen Center as health facilities 629people(63.9%). They replied that they use the facilities mostly afternoon. The senior use the facilities all day appeared to 263people(26.7%). Conclusions. It seems like that there needs to be a variety of personalized programs that can be added to increase the life satisfaction of the senior participation in leisure programs for the Community Senior Citizen Center as senior health facilities in the future. Additionally, the government needs to require a wide range of financial support for the Community Senior Citizen Center as senior health care and devise the strategies that will lead the health center for the senior need to be actively utilized.

Application and Developmental Strategies for Community-Based Injury Prevention Programs of the International Safe Communities Movement in Korea

  • Purpose: Safety of humans is an important factor that affects health overall, and injuries are one of the major public-health problems in the world. The purposes of this study were to describe the International safe Community movement which contributes to the injury prevention and safety promotion all over the world, and to identify out the application and developmental strategies for Korea. Methods: A review was done of previous research, reviews, and reports on the history, concepts, basic principles, and recommendations for actions of the Safe Community. Results: For this study, the application strategies of the International Safe Community movement in Korea were examined to deduce the strengths of the safe Community program. Community-based injury prevention work according to the International Safe Community model is a successful and cost-effective way of reducing injuries in the community. Conclusion: Through the International Safe Community program, communities are able to realize a healthy community and achieve improved quality of lives for the people, which is the ultimate objective of the Safe Community model. In addition, it will contribute to the economic vitalization and gain through energy and enhancement of productivity of people.

공공도서관의 지역정보서비스 활성화 방안 연구 (A Study on Community Information Service Activation Solution of Public Library)

  • 공공도서관이 지역사회에 대한 정보를 수집하고 제공해야 하는 것은 지역사회 기반시설로서 매우 중요한 업무 중의 하나이다. 따라서 이 연구에서는 공공도서관의 지역정보서비스 활성화를 위한 방안을 제시하고자 공공도서관 및 이용자 대상 공공도서관 지역정보서비스에 대한 이용자 인식 및 요구조사를 실시하였다. 이를 토대로 하여 공공도서관의 지역정보서비스 활성화 방안으로 지역정보 이용을 위한 접근점 다양화, 이용자 요구를 반영한 지역정보 콘텐츠 개발, 공공도서관 중심의 지역정보서비스 협의체 구성, 인식 개선 및 이용 활성화를 통한 지역정보서비스 홍보를 제언하였다.

아파트 커뮤니티 프로그램 운영 평가를 통한 주민주도형 운영 매뉴얼 개발 (The Development of Resident-driven Operational Manual through the Evaluation of Community Programs in Apartment Complexes)

  • The purpose of this study is to develop an operation manual of resident-driven community program by evaluating community program operation to realize a sustainable apartment complex and vitalize a community. To achieve this purpose, 8 community experts, who are in charge of 42 complexes of 7 autonomous districts among 25 districts in Seoul were interviewed from September 2013 to December 2013. Main results of the study are as follows. 1) Operational problems and improvements are deduced from evaluating operation process of community programs. It is found that smooth cooperation of main operators including a community vitalization association, a resident representative meeting and a control office is the most important. 2) Operation guideline for representative programs are suggested based on analysis of operational characteristics of 3 types of community programs; communication, recycling and environment management, according to program operation elements; material element, programming element, human element and finance element. 3) An operation manual of resident-oriented community program is presented after considering evaluation of operation processes and analysis of 3 types of operational elements of community programs.

주민주도적 마을만들기의 동태적 측면에 관한 연구 (A Study of Dynamic Characteristics in the Process of Community Building Projects in Korea)

  • Recently, Community Rebuilding Projects (hereinafter CRPs) in Korea have been driven and motivated by community inhabitants by themselves, and highlighted as an alternative approach to overcome the limitation revealed normally in top-down projects of community vitalization by the Government. The CRPs encourage community-lead development because it happens to integrate multiple stakeholders and to help inhabitants to participate in the process of the CRPs by accumulating and enlarging social capital and network among inhabitants, and the social gain consequently raises the efficiency of public investment in revitalizing communities. In this study, the series of Causal Loop Diagrams (CLDs) is to be elaborated and the System-Thinking (ST) approach is to be presented to understand the dynamic characteristics residing in the above development process of rebuilding communities. The ST approach refers to the CLDs analyzing 19 remarkable Korean CRP cases, and leads to a conclusion including some of policy instruments to support the bottom-up CRPs in Korea. This study contributes a theoretical framework to understand the dynamic relation between social capital and community revitalization as well as empirical suggestions to respond to the issues of the CRPs in Korean local governments.

집합주택단지 생활가로 조성 사례의 활용과 계획적 의미 분석 (Empirical Analysis and Planning Implications for Community Street in Housing Complexes)

  • In Korea, open spaces of urban housing do not serve residents as "regular living areas". We carried out research on the "streets" of urban housings in that the meaning of traditional "streets", playing roles which are not only means of passage but also boundary of life, cannot include present meaning of "streets" of the urban housing. This research is to propose the direction of planning Community Streets for the recovery of the public- and communal urban housing's streets, researching the present employment condition of Community Streets that were prepared recently. Working with 3 complexes which have been completed since 2000, We studied the present employment condition and planned signification, according to the conditions of their surroundings, the physical conditions of Community Streets, and the relationship among main apartment buildings, open spaces, and facilities. From this study, We came up with several suggestions that can present the planning line of Community Streets. Therefore this research is to create the Community Streets for the activity of the streets, the recovery of the community, and improvement of ambulatory environment.

일본 UR임대주택단지의 커뮤니티활성화 지원실태에 관한 고찰 (A Consideration of the Present Status of Support for Community Revitalization in the Japanese UR Rental Housing Complex)

  • This study aims to analyze community support methods and specific attainments of UR rental housing complex S in Japan and examine the present state of community formation.. UR rental housing S is part of the community revitalization support project launched by UR Urban Agency for creating exchanges among residents in the rental housing complex and in this study, the community support project from February to November 2013 was considered. As community revitalization support tasks, five types of events and exchange meetings were held. While the events and exchange meetings continued, even the residents who did not join the residents' association began to make an exchange with each other and their identity as residents enhanced, which means there was a change in the sense of community. Moreover, it is thought that a good solution to maintaining the chance for the events and exchange meetings after the support project is that residents of the younger generation actively cooperate in management as the residents' association members. 5 years after the support project, the present condition of activities of complex residents was examined, but the Residents' Association was disbanded due to the aging of residents, a growth in residents and low participation rates of the younger generation. Besides, there is a complete absence of community activities in the complex now.

농촌지역 마을회관 이용 활용도와 만족도에 관한 결정요인 분석 (Determinants of Utilization & Satisfaction for the Exploit of Community Centers in Rural Area)

  • The purpose of this study is to analyze the community center users' the determinants of utilization & satisfaction for the exploit and to draw out the implication as to what are the influencing factors. The ordered logit model approach was used to examine the determinants. For the use of community center, we surveyed by mail subjecting on rural residents for one month, June 2012, analyzed 625 valid questionnaires. The findings are as follows. First, 'Facility-Satisfaction', 'Education', 'Exploit-Frequency' and 'Age' are the most important factors which affect users' satisfaction. Second, 'A meeting hall function', 'Cultural & Educational function', 'Social & Organizational function', and 'functional criticality function' influence the attributes of users' utilization. Therefore, it is needed to establish the various functions of community center and to prepare the vitalization plan in futuristic viewpoint reflecting the change of rural area. In addition, since there is no clear entity to supervise community center administratively, policy support system to community center should be equipped. Along with these, it is needed to develop managing and operation model for customized community center.
