A Study on Methodology of Self-determination of HS Commodity Classification for Utilizing FTA Preferential Tariff of SMEs (중소기업의 FTA 특혜활용을 위한 HS 품목분류 자가결정 방법에 대한 연구)

  • This study reviews the methodology for utilizing information technology by which even non-professionalists in FTAs and commodity classification area can perform the determination of commodity classification, with ease and by themselves, by means of easy utilization of the information on commodity classification and FTAs, of importing and exporting goods. This article examines the technological elements and logics, etc. which simulate the commodity classification for utilizing FTAs. To achieve this, the author has developed the technology to support the determination of commodity classification numbers by accumulating the database of examples for classification after analyzing the classification factors by each commodity item. Utilizing this Commodity Classification Determination Supporting System, users can enjoy effects of education as well as consulting. In this regards, the advantages of this system can be enumerated as followings : Firstly, self-checking on commodity classification can be performed. Secondly, time and cost for classification can be saved. Thirdly, comprehensive competitiveness will be enhanced by allowing traders to achieve the benefit of FTA preferential tariff, for they will be able to issue the Certificate of Origins on a more accurate and precise basis of commodity classification.

A Commodity Classification Method of Domestic Rack-Type Warehouse for Sprinkler System Design (스프링클러 설계를 위한 국내 적층형 물류창고의 수용물품 등급분류 방법)

  • Purpose: The purpose of this study is to present the commodity classification method of domestic rack-type warehouse for sprinkler system design. Method: On-site surveys and classification criteria of the NFPA, FMDS, EN and Japan were analysed and ISO 12949 test were carried out with proposed each classification commodity. Result: Based on a heat of combustion, a classification method for extra high, high, medium and low are proposed. Conclusion: Sprinkler design criteria to secure the maximum extinguishing strength for each class of commodity need to be applied.

Primary Food Commodity Classification of Processed Foods of Plant Origin in the Codex Food Classification (코덱스 식품 분류에서 식물성 가공식품의 원료식품 분류)

  • The purpose of this study was to obtain the codex classification information on the primary food commodity (fresh state) of processed foods of plant origin that are included in the Codex Classification of Foods and Animal Feeds. Furthermore, whether or not the primary food commodity is included in the primary food classification from the Food Code of Korea was investigated. The results are summarized as follows: First, the Codex Classification information (number of classification codes/number of the primary food commodity group that fresh commodities of processed foods are classified/number of primary food commodity that is not included in the Codex Classification) by a processed food group appeared to be 46/8/0 for dried fruits, 76/11/1 for dried vegetables, 54/4/12 for dried herbs, 36/1/0 for cereal grain milling fractions, 17/4/3 for oils and fats (crude), 34/8/9 for oils and fats (refined), 20/8/0 for fruit juices, 3/2/0 for vegetable juices, and 19 codes for teas (in the Codex Classification, the primary food commodity group for tea does not exist). Second, the number of the primary food commodities not included in the Food Code of Korea was 9 for dried fruits, 14 for dried vegetables, 35 for dried herbs, 0 for cereal grain milling fractions, 6 for teas, 3 for oils and fats (crude), 9 for oils and fats (refined), 2 for fruit juices, and 0 for vegetable juices. Third, it was demonstrated that caution should be exercised when using Codex Classification due to differences in food classification between Codex and Korea, such as coconut (Codex, as tree nut as well as assorted tropical and sub-tropical fruit) and olive (Codex, as assorted tropical and sub-tropical fruit as well as olives for oil production), as well as special cases in the Codex Classification, such as dried chili pepper (Codex, as spice), tomato juice (Codex, as vegetable for primary food commodity and as fruit juice for juice) and ginger (Codex, as spice for rhizome and not including as primary commodity for leaves).

Value of Travel-Time Savings in Metropolitan Road Freight Transportation with Freight Classification Code (화물품목 분류에 따른 대도시권 공로화물운송의 시간가치 산정)

  • The objective of this study is to reveal a shipper's preference for road freight transport according to commodity classification code. The shipper's preference in freight transport can be obtained by using value of travel-time savings. The characteristics of freight are so various that the shipper's preference also appear widely different. In these days, there were few attempts to estimate value of freight travel-time savings in Korea. but most of them included only rail or marine freight transport so it couldn't obtain unique travel-time savings for road freight transport. In this study the value of travel-time savings of road freight transport was estimated according to commodity classification code. Revealed preference method and associated binominal logit models were applied to estimate the value of travel-time savings in transit from a Seoul metropolitan commodity flow survey data in 1998. Data sets were segmented by commodity classification code and nineteen binominal legit models were estimated according to segmented groups. The results of this study showed that the value of freight travel-time savings varied wide ranges from 16,441 won to 66,769 won per hour a vehicle along with commodity classification code.

Improvement of the Code Classification Structure in Piping Material Management for Petrochemical Plant Projects (석유화학 플랜트의 효율적 배관자재 관리를 위한 코드분류체계 개선)

  • The objective of this study is to improve the classification structure of commodity code for piping material management which is considered as the fundamental of commodity code and piping material management system. It enhances the efficiency of piping material management directly or indirectly affecting the engineering, procurement and construction in a petrochemical plant projects. To establish an improved code classification structure, this study identifies the problems of former code classification structure in details, as well as the characteristics of other domestic and global EPC company's code classification structures and presents the improved direction considering the recently mega-sized and specialized projects. Accordingly, to efficiently enhance piping material management, the improved code classification structures have been derived from defining suitable code classification structure for specific piping component, adding more standard attribute, expanding the number of code digits and classifying code hierarchy. The results of applying the improved classification structure of commodity code to on-going project have led to reduce the rate of rework from 4.98% to 2.48% for developing purchase description and also have saved working time for executing piping design by 3D modeling from 6 months by two persons to 4 months by a person which is decreased 67% consequently. In addition, the structures of pyramid code management have resulted to accumulation and analysis of the various piping data for other disciplines such as procurement and estimation team which require commodity code information through the company's material control system.

Revision in the Codex Classification of Foods and Animal Feeds (2013)

  • Since the year of 2006 when the extended revision of the Codex Classification of Foods and Animal Feeds was undertaken, considerable progresses have been made in revising the Classification. This paper aimed to summarize the present status on revision of the Codex Classification of Foods and Animal Feeds, focusing remarkable achievements such as 1) the draft revision of the Codex Classification for the fruit commodity group and 2) the draft Principles and Guidance on the Selection of Representative Commodities for the Extrapolation of Maximum Residue Limits for Pesticides to Commodity Groups, adopted by the Codex Alimentarius Commission in 2012. Additionally, it included information on lists of crop group or subgroup which are holding at Step 7 and were adopted at Step 5, and further have not been yet discussed by the Codex Committee on Pesticide Residues. These information will be very helpful for a pesticide regulatory regime.

A Field Survey of Rack-Type Warehouse for Commodity Classification System in Korea (국내 랙크식 창고 수용물품 등급분류를 위한 현장조사)

  • A fire risk assessment in rack-type warehouse is typically determined based on the following factors: 1. flammability and fire loads for storage of goods, packing materials, and pallet, 2. a ceiling height of warehouse indoor spaces, and 3. height, arrangement, and spacing for storage racks. For appropriately extinguishing and protecting the fire in warehouses, therefore, it is necessary to classify combustibles considering the previously mentioned factors and to develop design Standards for sprinkler system. As the first step to apply automatic sprinkler system to domestic warehouses, this study investigated characteristics for commodity distribution and warehouse configuration using 28 warehouses in five distribution complexes located in Gyeonggi-do, South Korea. In addition, this study analyzed Standards for commodity distribution adopted in USA, Europe, and Japan. Using the field survey analysis, this study was aimed to provide baseline data to prepare for Commodity Classification Standard for warehouses in South Korea.

Classification and Nomenclature of Fruit Commodities in South Korea and Codex Alimentarius Commission (과일류의 명칭 및 분류: 국내와 코덱스 비교)

  • The objective of this study was to find out a nomenclature and a code number for fruit commodities from the Codex Alimentarius Commission (Codex) corresponding with a commodity name used in South Korea. In addition, nomenclature or classification for commodity that needs an alteration or detailed examination domestically was determined. In this study, 'Food Code (Korean and English version)' and 'Pesticide MRLs in Food' from the Ministry of Food and Drug Safety and 'Codex Classification of Foods and Animal Feeds' were used. As results, regarding a nomenclature or classification used in South Korea, it appeared that alteration or further examination was needed for the following (English name of commodity, coming from an English version of Food Code). First, reconsiderations for classification of Chinese matrimony vine, fig, five-flavor magnolia vine, and pomegranate are needed as they are classified differently between Korea and Codex. Second, in any case of Korean or English language, nomenclature of commodity is different even within Korea or when it is compared with Codex. Such commodities are: Asian citron, Chinese bush cherry, Chinese matrimony vine, coconut, crimson glory vine, date palm, five-flavor magnolia vine, five-leaf chocolate vine, Japanese apricot, Japanese cornelian cherry, jujube, kiwifruit (golden kiwi), Korean black berry, Korean raspberry, kumquat, lychee, mandarin, persimmon, plum, quince, raspberry, and trifoliate orange. Third, reconsiderations for peach and raspberry nomenclatures are needed as it is currently unclear whether 'peach' includes nectarine and an English nomenclature, 'raspberry', is used in Korea for both various varieties (red, black) and one specific variety.

A Study on the Construction Method of HS Item Classification Decision System Based on Artificial Intelligence

  • Industrial Revolution means the improvement of productivity through technological innovation and has been a driving force of the whole change of economic system and social structure as the characteristic of technology as the tool of this productivity has changed. Since the first industrial revolution of the 18th century, productivity efficiency has been advanced through three industrial revolutions so far, and this fourth industrial revolution is expected to bring about another revolution of production. In this study, the demand for the introduction of artificial intelligence(AI) technology has been increasing in various business fields due to the rapid development of ICT technology, and the classification of HS(harmonized commodity description and coding system) items has been decided using artificial intelligence technology, which is the core of the fourth industrial revolution. And it is enough to construct HS classification system based on AI technology using inference and deep learning. Performing the HS item classification is not an easy task. Implementation of item classification system using artificial intelligence technology to analyze information of HS item classification which is performed manually by the current person more accurately and without any mistake, And the customs administrations, customs offices, and customs agencies, it is expected to be highly utilized in the innovation of trade practice and the customs administration innovation FTA origin agent.

A Study on the Unmanned Transportation Systems of the Seventh Edition of Harmonized System: Focusing on the Section 17 of HS Nomenclature (제7차 HS 협약 개정에 따른 무인 수송기기 품목분류에 관한 연구: 제17부를 중심으로)

  • The HS Convention is an agreement on the harmonized commodity description and coding system enacted by the World Customs Organization in January 1988 to promote international trade and unify the commodity classification systems internationally, and the seventh revision will take effect in January 2022. This study's main purpose is to consider criteria for classifying unmanned autonomous transport systems(UATS) in accordance with Section 17 of the HS nomenclature and to present recommendations for improvement of laws related to tariff classification which may be used to amend related laws in Korea. Currently, there are no provisions within the HS Nomenclature that classify unmanned autonomous transportation systems and equipments. Although such technologies have yet to be commercially deployed, they are being actively developed globally. Thus, this study aims to classify UATS and suggest appropriate amendments to the new edition of the HS Nomenclature and Korean law. This paper examines advance ruling cases from domestic and foreign HS classification under the revision of the HS Convention and the criteria for the classification of UATS and Domestic Korean and foreign classification case studies were investigated, along with a survey of the literature on UATS, in order to derive reasonable tariff classification criteria and present legislative implications. In conclusion, this study aims to provide legislative recommendations for how to improve the system to apply the revisions to the HS Convention to the domestic Korean statutes.
