Collaborative research and development (R&D) has been encouraged based on the belief that knowledge spill-over is mutually beneficial for partners. Although the benefits are supported by science and technology policy research, the risk of R&D collaboration has not been extensively discussed. Two independent studies suggest that there are risks associated with the overuse of collaborative research frameworks. Two sets of R&D collaboration data were analyzed: between the national bio-technology research program and 1) Data Envelop Analysis (DEA), and 2) between Stochastic Frontier Analysis (SFA). In the case of SFA, output measures were integrated into a single output, with weights extracted from research programme managers' responses to the questionnaire. While the DEA result demonstrated the inefficiency of collaborative research, SFA did not. Unlike previous research highlighting risks associated with disclosing proprietary R&D and potential conflict of interest, our study indicates that the transaction's social cost affects collaborative research efficiency. Therefore, governments promoting R&D collaborations should be carefully managed, and policy makers must reconsider the strict conditions governing compulsory collaborative R&D programs.

최근 국가연구개발사업의 추진에 있어서 국제공동연구의 비중이 점차 높아지고 있으나 국제공동연구로부터 발생되는 지식재산권 등의 성과물 관리제도는 미흡한 실정이다. 국제공동연구의 대부분을 수행하고 있는 대학이나 출연(연) 등 공공연구기관의 자체적인 성과관리체계가 미흡하고, 정부차원의 관련 법령도 제대로 정비되지 않고 있다. 본 논문에서는 국제공동연구 수행과 관련한 성과물 관리제도의 실태와 문제점을 분석하고 그 개선방안을 제시하였다.

본 연구는 제조업 부문 기업의 공동연구개발활동이 개별 기업의 기술혁신성과에 미치는 영향을 실증적으로 분석하는 것을 목적으로 하였다. 이를 위하여 혁신유형에 대한 이론적 논의를 토대로 기술혁신을 제품혁신과 공정혁신으로 세분화하고 혁신성과에 영향을 미칠 수 있는 요인들을 통제한 분석모형을 설정하였다. 2005년도 "기술혁신조사" 자료를 바탕으로, 가산자료인 혁신성과의 분포특성을 반영할 수 있는 음이항회귀모형을 활용하여 분석을 수행하였다. 분석결과에 따르면, 공동연구개발활동은 제품혁신과 공정혁신 모두에 통계적으로 유의한 양(+)의 영향을 미치는 것으로 나타났다. 이와 더불어 수도권지역에 입지한 기업들을 중심으로 보다 많은 제품혁신성과가 창출되고 있음을 실증하였으며, 기존의 연구들에서 논의된 혁신성과 관련 영향요인들이 갖는 효과를 분석하였다. 본 연구의 결과는 지역의 지속적인 성장을 이끄는 기업성장을 촉진하기 위해서는 한정된 연구자원을 효율적으로 사용할 수 있는 공동연구개발 제도를 수립하고 지식교류 네트워크를 촉진하기 위한 정책적 대안이 마련될 필요가 있음을 시사하고 있다.

This study empirically examined different patterns of collaborative R&D project with their key success factors(KSFs), using data from 82 projects in the Korean electronic parts industry. The patterns of R&D collaboration were categorized into 4 types by two criteria development motive(technology Push/market pull) and Project initiator (focal firm/partner). The bivariate relationships revealed that project characteristics (technological complexity, market uncertainty), management characteristics (participation in project formulation), problem solving characteristics(problem solving performance of the focal firm, users active role in problem solving, active role of university or research institute in problem solving) and success rates appear to be different among four types of collaboration. Each type of collaborative R&D projects also had different KSFs. The KSFs of type 1 (technology Push and focal firm initiation), for instance, include the strategic importance of the project, focal firms share of cost, active role of university or research institute in problem solving, while those of type 4(market pull and customer initiation) cover reliability of partner relationship, a time at partners involvement, information sharing. The findings suggest that the different contingencies brought different patterns and KSFs of collaborative R&D project, since different information, resources, and partners roles were needed to successfully implement the projects according to development motive and project initiator Finally, managerial, policy, and theoretical implications for the collaborative R&D activities in the Korean electronics parts industry were discussed, based on empirical results of this study.

본 논문은 협업 필터링(Collaborative Filtering)기반의 추천시스템에 필요한 알고리즘을 제안한다. 제안한 알고리즘은 사용자의 선호도를 Implicit Feedback을 통해 예측하는 Implicit Rating과 사용자 선호도와 컨텐츠의 정보를 바탕으로 사용자의 프로파일을 형성하는 Tag 기반의 사용자 프로파일과 P2P망 내에서 자신과 유사한 사용자 그룹을 형성하는 알고리즘으로 구성되어 있다. 제안한 알고리즘을 적용하여 Web Text 기반의 CF기반의 개인화 추천시스템을 구현하였으며 구현된 프로그램을 실제 사용자에게 배포하여 Feasibility를 검증하였다.

It is becoming more and more difficult to cope with new knowledge and technology required by society by the efforts of one person or organization according to the development of science and technology. As a method to overcome this, collaborative research is becoming important. This tendency is increasing in the government R&D projects as well, and the 'A' test research institute, which is the subject of this paper, is also increasing a collaborative research. The purpose of this study is to analyze the network characteristics among the participating researchers in the government R&D project conducted by the institution A, and to ascertain how the network characters of the researchers actually affect the financial performance of the team. The results of the analysis show that 'closeness centrality' and 'degree of centrality' contribute positively to the financial performance of the team. On the other hand, 'betweenness centrality' and 'eigenvector centrality' have a negative effect on the financial performance of the team because they are not directly related to financial performance.

ScienceON, RISS, DBpia 등 연구자들이 R&D 과정 중에 이용하는 연구 정보 서비스는 포털 형식의 사용자 인터페이스와 함께 요구 대응 방식(Pull)의 검색 기능이 주를 이루고 있다. 그렇지만, 연구 과정과 결과를 자유롭게 공유·활용하고 협업 연구에 필요한 다양한 도구와 서비스를 제공하는 개방형 협업에 대한 요구가 점차 커지고 있어, 이러한 서비스 역할의 한계도 존재한다. 이에 우리는 R&D 전주기를 지원하기 위한 개인화된 연구 환경 인터페이스를 중심으로 선제 대응 방식(Push)의 목표 지향적 분석을 수행하는 WithON을 설계한다. 본 연구를 통해 제시하는 WithON이 개방형 협업을 위한 가상 공간을 제공함으로써 기존 연구 정보 서비스 방식을 근본적으로 바꿀 것으로 기대한다.

공동연구 참여기관의 협력요소와 공동연구성과 간의 인과관계를 협력적 노력의 매개효과와 함께 분석하였다. 협력요소는 공동연구성과의 영향요인으로 사용되는 전략적 합의, 자원 보완성, 신뢰, 흡수역량으로 구성된 2차 요인이다. 공동연구성과에 대한 영향을 분석함에 있어 공동연구 참여를 결정하는 요인인 협력요소와 공동연구 수행 과정에서 성과에 영향을 줄 수 있는 협력적 노력을 구분하고자 하였다. 즉, 공동연구 수행 전과 수행 과정의 영향요인이 공동연구성과에 어떠한 영향을 주는지 구분하여 분석하고자 하였다. 결과를 종합하면 첫째, 전략적 합의, 자원 보완성, 신뢰, 흡수역량은 협력요소라는 2차 요인으로 구성하는 것이 적합하며, 협력요소는 장기 및 단기 공동연구성과 모두에 정의 유의한 영향을 갖는다. 둘째, 협력적 노력은 협력요소와 단기적 공동연구성과의 유의한 매개효과를 갖는다. 그러나, 장기적 공동연구성과에 대한 매개효과는 검증되지 않았다. 즉, 협력요소는 공동연구 참여의도를 높이고 공동연구성과에 긍적적 영향을 주지만, 협력적 노력은 단기적 성과에만 긍정적 영향을 줄 수 있음을 보여준다.

본 연구는 중소기업과 정부출연(연)이 수행한 공동연구개발 과제의 성과에 영향을 주는 요인들을 연구책임자의 역량과 파트너십 통합, 공동연구경험 등을 중심으로 분석하였다. 실증연구를 위해 우리나라의 대표적인 중소기업 공동연구개발 지원 정부출연연구기관인 K 연구원과 공동연구 프로젝트를 수행한 중소기업에 대해 설문조사를 실시하였다. 772개 기업을 대상으로 설문지를 발송하여 이 중 256개의 설문지가 회수되었으며, 회수된 설문지 중 결측치 등을 제외한 총 149개의 응답 자료를 대상으로 분석하였다. 실증 분석 결과를 살펴보면, 연구책임자의 역량과 산 연 간 연구주체 간의 연구 성과에 대한 시각차이 등으로 인하여 발생하는 갈등을 해소시켜 주는 정서적 통합, 과정적 통합 및 계약적 통합 등의 파트너십 통합이 경제적 성과와 기술적 성과에 영향을 주는 것으로 밝혀졌다. 또한, 참여기업의 최근 3년간 공동연구경험을 조절변수로 하여 연구책임자 역량과 파트너십 통합이 경제적 성과와 기술적 성과에 어떠한 영향을 미치는 지에 대한 분석 결과, 경제적 성과는 조절효과가 없었으며, 기술적 성과에는 연구책임자 역량, 계약적 통합, 과정적 통합만이 조절효과가 있다고 분석됨으로써 부분적인 조절효과가 있는 것으로 분석되었다.

지식기반관점(KBV)에서 산학연 연구개발(R&D) 협력은 기업의 부족한 기술 및 지식을 획득하기 위해 매우 중요한 수단으로 인식되고 있다. 본 연구에서는 산학연 연구개발(R&D) 협력에 따른 기업 성과를 분석하였다. 이를 통해 협력 연구가 과연 기업 성과에 실제로 영향을 미치는지, 그리고 협력 유형에 따라 기업 성과에 차이가 있는지를 확인하였다. 본 연구는 2006년부터 2009년까지 국가연구개발사업을 수행한 250개 중소기업을 대상으로 연구개발(R&D) 협력 비율 및 유형과 기업 성과와의 관계를 검증하였다. 또한 기업 성과는 특허 출원 건수로 측정한 기술적 성과와 총자산수익률(ROA)로 측정한 경제적 성과로 구분하였다. 분석 결과, 연구개발(R&D) 협력 비율과 기술적 성과는 역U자형(inverted U-shape) 관계가 있는 것으로 나타났다. 그리고 연구개발(R&D) 협력 유형 중에서 산산 협력 연구는 기술적 성과에 부정적인 영향을 미치는 반면, 산학연 협력 연구는 기술적 성과에 긍정적인 영향을 미치는 것으로 나타났다. 하지만 경제적 성과의 경우에는 연구개발(R&D) 협력 비율 및 유형과 큰 관련이 없는 것으로 나타났다. 본 연구의 결과는 중소기업의 산학연 연구개발(R&D) 협력과 관련된 정부의 정책이나 기업의 전략을 수립하는데 큰 시사점을 제시할 것으로 판단된다.
