The purpose of this research is to investigate the actual conditions of primary school science teaching and ways to improve it. In elementary science teaching, teachers themselves tend to have science misconceptions and insufficient science content knowledge. Experienced teachers argued that it could be hard for elementary teachers with lack of science content knowledge to provide their students with meaningful learning experiences of science. Based on the general characteristics of elementary teaching and the awareness of elementary teachers' insufficient science content knowledge, we explored the real situation of the elementary science classroom. We conducted open-ended interviews with teachers and focus group discussions on a regular basis to analyze and compare classes of five primary school teachers. Data analysis focused on why elementary students avoid science classes in upper grades of elementary school and why elementary science classes always need hands-on activities. We also discussed ways to turn hands-on investigation into minds-on investigation by connecting it to important ideas in science. Based on the results, we suggested ways to improve inservice teacher training such as designing supplementary in-service training focused on content knowledge for primary school teachers, setting up professional exchange or collaboration between primary and secondary teachers, and introducing subject-specialized teachers for the fifth and sixth graders of primary school. In particular, considering elementary teachers' insufficient science content knowledge, employing science subject matter specialists in the elementary school could be a useful strategy.
This study is to explore experience on the inter-organizational linkages for vocational rehabilitation of people with psychiatric disabilities and to find out predictors affecting the linkages. This study used triangulation a way as to combine the advantages of both the qualitative and the quantitative approach. The qualitative approach is based on grounded theory by Strauss & Cobin. The quantitative research used the samples of 122 organizations, and was analyzed by multiple regression & logistic regression. The results are as follows. First, as results of in-depth interview, interviewees perceived linkage experience as 'turning the eyes on the other organization in community', namely 'the pursue of collaboration'. This concept is classified four types: initiative, cooperative, authoritative and passive type. Second, according to Tobin(1986)'s five phase of the closeness of inter-organizational linkages, our linkages were found to be in third phase, "coordination". Finally, predictors of the attempt of having linkages & linkage strengthening were analyzed by logistic regression & multiple regression. 'The experience of professional training on people with psychiatric disabilities' and 'the resource dependency' have statistically significant relation with the attempt to have linkages. 'The length of current service', 'the experience of professional training on people with psychiatric disabilities', and 'recognition about other organizational activities' are significantly related to strengthening linkage. Based on the results of this study, alternatives for promoting inter-organization linkages for vocational rehabilitation of people with psychiatric disabilities were proposed.

Libraries, not only research libraries but also public libraries, have been fundamentally affected by the immense spread of the Internet and the World Wide Web. Many public libraries have their Web pages, through which they are providing their new and conventional services. There are also web sites which provide library-like services. This paper shows an experimental project named Internet Public Library Asia, which provides information in multiple languages of information resources published in Chinese, Japanese and Korean languages. This paper firstly overviews how traditional public libraries have been affected by the Internet. Then, it describes a few aspects from the viewpoint of crucial library function on the Internet and also from the viewpoint of Asian resources and users. This paper secondly proposes a model to serve information about valuable resources published in multiple Asian languages, and then shows the metadata schema and a few software tools developed for IPL-Asia The name of IPL is borrowed from Internet Public Library based at University of Michigan, since it is, in part, a collaborative activity with the IPL in Michigan. The metadata schema is defined based both on Dublin Core and IEEE LOM and adapted for parallel description in the four languages, i. e. , Chinese, Japanese, Korean and English. The software tools provide functions to support collaboration among people engaged in development of metadata database and metadata editing. These tools have been developed based on the XML technologies.

Little is known about foraging and roosting habitat of tree-roosting bats in Korea. In the present study, we studied on characteristics of foraging and roosting habitats by Ikonnikov's whiskered bats (Myotis ikonnikovi) in the South Korea, using trapping and radiotelemetry. We captured the bats at 15 sites during nights (foraging times) using mist-nets. Based on characteristic analyses of forests within a radius 500 m from each capture site, forests of M. ikonnikovi habitat are similar characteristics to the old-growth forests. They foraged at forests dominated by boradleaf stands which are older than than 30-year-old and thicker than 20 cm in diameter at breast height (DBH). We used radio-transmitters to locate and characterize day-roosts of Myotis ikonnikovi, and totally the roost use patterns of three bats were surveyed. They roosted in trees (both live and dead) with exfoliating bark, extensive vertical cracks, or cavities, and thier roosting sites were located about 500 m from the initial capture location. The bats had a number of roost in a short-distance, some used new roost every day and the same roost sometimes were used repeatedly. To increase the diversity of the tree-dwelling bats including Myotis ikonnikovi, management practices that the higher food and roost availablility can be sustained in forests are needed.
Purpose. Medical tourism is recently becoming a new industry with great growth potential. The South Korean government is shifting medical tourism from simple cultural tourism to a high value-added industry with a new paradigm. Methods. The government has been providing positive support and marketing policies since the introduction of the article concerning foreign patient attraction to the medical law in 2009, and various types of medical institutions around the country has participated actively in medical tourism by themselves or in cooperation of government bodies and made increasingly greater performance. Results. This study obtained the following results. The medical institutions in Korea have been making efforts to see more development and profitability in diverse ways, including medical tourism for foreign patients and the advance of the Korean medical institutions into foreign markets. However, many local governing bodies and medical institutions participating in medical tourism around the country have primarily focused on examination and treatment on the basis of foreign patients' visit to South Korea and rarely built a medical network with other countries directly for medical tourism. This study presents a case of building a local medical network and a network for international medical tourism successfully on the basis of the local medical association, CMP, which has been formed naturally in Busan. The success factors for CMP included 1) enthusiasm of the official in charge; 2) the medical level, the service level, and open-mindedness of participant medical institutions; 3) cost efficiency due to executive office management with no costs, no conflicts, and constant partnership; 4) security of non-competitive expertise for participants; 5) local factors of CMP; 6) participation of good agencies; 7) reinforcement of participation networks; and 8) post facto management and local doctor management. Conclusions. Its positive effects included patient introduction and greater profitability on an internal basis as well as construction of the collaboration system with the institutions related to medical tourism and confidence. However, there are some limitations: it is still difficult to predict performance due to the short period of their activities, and it is necessary to continue to observe their constant activities since a single medical association was involved.

Current TMDL based on the 'Polluter Pays Principle' in Republic of Korea is individually operated by each local government for the designed allocated pollution load of unit watershed and unit district. However, unlike the motion of the air contaminants, the polluted contaminants in a river move from upstream to downstream, and a river can affect to districts more than two. In addition, a decision making on the construction of a sewage treatment facilities follows the concept of 'economy of scale'. These reasons support the collaboration among local governments in order to reduce the costs in improving water quality. This study suggested a method to reduce water quality management cost by redistributing reduction load considering cost-effectiveness for an entire watershed. The assessment on the suggested method is conducted in Youngsan river watershed. Without variation in total load, reduction load assigned for unit watershed and unit district is retributed in the region where pollutant source is concentrated, and then water quality and cost reduction improved from the redistribution of reduction load is analyzed. The results show that the cost saved by the suggested method is KRW 124 billion for scenario-1 and 172 billion for scenario-2 considering total cost of KRW 788 billion for the existing plan. We expect that the suggested method is a good example to reduce water quality management cost in local governments for TMDL.

Recently, as the range of users utilizing open data has expanded from experts to students, and general citizens, the role of open data portals has changed. In the past, portals have neglected to increase data utilization through citizen participation by focusing on the role of simple data repository, but now they tend to focus on understanding, collaboration and sharing values so that users can actively use data. To meet these social trends, open data portals need to seek ways to improve user-centered services that can encourage citizen participation. The purpose of this study is to identify the main functions for citizen participation in open data portals, to analyze the current status of open data portal user services and to suggest ways to improve them. Through the literature research, we investigated the functions provided by portal services for citizen participation, deduced the types of user services, and analyzed open data portal user services. Furthermore, we suggested user-centered public data portal services improvement plans for citizen participation.

Recently more and more construction projects have become high-rise, complex and intelligent. Accordingly, such projects require an integrated management system for tasks, with a lean approach to construction with work processes for management and productivity. In particular, Construction Information Technology (CIT) fields are concerned with Building Information Modeling (BIM), which represents the process of generating and managing building data during its life cycle. Constructability research has progressed for the project goal which is a cost-time-quality of optimization by integrated construction knowledge and experience. However, the current constructability process has not been performed efficiently, as the existing 2D drawings and papers lack consistent and accurate information, it is difficult to share the contents of work, and the use of information is inefficient. This study proposes that the reformation and enhancement of BIM-based constructability work process can lead to brilliant performance in the framework of the construction phase through achieving collaboration between the design team and the workers at the site.
Purpose - This article tackles risk communication issues and aims to address the characteristics of MERS risk information distribution in South Korea, and secondly to examine the communicative behavior of the public health authority in terms of the quality of communication strategies. Thirdly, the study attempts to figure out the risk communication to cope with MERS through the applications of SMCRE model in chronological order. We employ the social amplification of risk framework for analyzing the emergent public response as one of the main approaches. Research Design, Data and Methodology - The main framework of this study is theoretically based on the social amplification of risk, which describes signals about risk transmitted and processed by individuals and social groups. The model also reflects the interactions between social groups and institutes about disaster-related risk issues, which are potential amplifiers or attenuators of communication signals. S-M-C-R-E Model is methodologically employed to examine the social amplification for MERS risk information in each period, which we defined operationally. The proposed methodology allows the assessment of effectiveness and ineffectiveness on risk communication to be conceptualized as a countermeasure against disasters. The paper focuses on exploring how social risk amplification can be applied and organized in each stage. Results - The SMCRE model describes the exchange of risk information and is also applied to all forms of communication between stakeholders including public health authority, local government and media. Each factor of risk communication includes source, message, channel, receiver and effect. The results support that the effective risk communication involves not only the improved reliability of public health authority as a key factor of risk communication, but also a close cooperation and good collaboration with local governments. It does not seem to be possible that the government-initiated risk communication based on controllability and management cope effectively with infectious disease in early stage. The results of this study imply that the shared risks between local, regional and national authorities can enhance risk communication system. Conclusions - The study supports that the disparities in how disaster-related risk information is interpreted and coded, have made effective risk communication and public sense-making impeded. Our findings support a more communicative discussion about the role of risk information sharing between governments for the improvement of emergency management and underline the importance of social elements in the risk communication, such as relationship and trust building. Findings suggest that trust building between stakeholders could be added to help explain the processes of social amplification and attenuation of risk. It would be recommended that the continuous risk communication with all the involved stakeholders will be able to help national health promotion policy to be improved regarding emergency management. Furthermore, risk communication has to be a scientific approach for the communication pertaining to potentially sensitive or controversial situations with public concerns and low public trust.
This study considers the improvement of R&D promotion program and its investment efficiency for regional industry. We find out some problems of R&D promotion program and suggest plans to improve investment efficiency of R&D through practical analysis of achievement. Since the 2000s, our country has implemented diverse policies for regional industry; R&D for regional industry has become a core part of business from the point of view of regional industry. As ever, these policies are highly supported for the purpose of securing industrial competitiveness by the central government and local governments. This study, through practical analysis of certain region (Jeonbuk), reviews some problems of R&D promotion program and suggests plans to enhance the achievements of a variety of policies, strategies, and projects. We perform practical analysis using three methods for three different aspects: shift-share analysis for each industry type, performance analysis for each investment type and characteristic analysis for each company type. Reviewing the results of practical analysis, we suggest some plans to promote the collaboration of main R&D support organizations and to minimize the doubleness caused sporadically by the central government and local governments. This research will be used effectively in setting up, implementing, and evaluating R&D investments for regional Industry.
