코덱스의 식품 분류: 곡류, 견과종실류, 허브 및 향신료 (Food Classification by the Codex Alimentarius Commission: Cereal Grains, Nuts and Seeds, Herbs and Spices)

  • 식품 안전 규제에서 위해물질에 대한 국내 기준 설정시 국제식품규격위원회(Codex Alimentarius Commission, CAC) 기준과의 조화를 위한 검토가 요구되며 이를 위해서는 코덱스 식품분류에 대한 정확한 이해가 필요하다. 따라서 여기에서는 CAC(코덱스) 식품분류 개정 작업이 2017년에 완료된 곡류, 그리고 2018년에 완료된 견과종실류와 허브 및 향신료에 대해 개정된 코덱스 식품분류 내용을 소개하고자 하였다. 그 내용을 간략히 요약하면 다음과 같다. 코덱스 식품분류에는 국내 식품분류(식품의약품안전처의 분류)에서 곡류에 해당하는 것으로 Group 020 cereal grains (6개 subgroup), 견과종실류에 해당하는 것으로 3개 그룹, Group 022 tree nuts (subgroup 없음), Group 023 oil seeds and oilfruits (5개 subgroup), Group 024 seeds for beverages and sweets (subgroup 없음)가 있다. 그리고 허브와 향신료의 경우 코덱스에는 2개 그룹, Group 027 (3개 subgroup), Group 028 (9개 subgroup)이 있다. 코덱스 식품분류에서 식품에 부여된 commodity code의 수는 Group 020 27개, Group 022 32개, Group 023 46개, Group 0244개, Group 027 127개, Group 028 138개 이다. 한편 코덱스와 식품의약품안전처의 식품분류 사이에는 여러 차이점이 있었다. 예를 들면 국내 식품분류에서는 곡류나 허브를 코덱스처럼 세분화하지 않았고 코덱스와 달리 땅콩을 견과류에 묶어서 한 그룹으로 분류하고 있고 기타식물류를 두었다. 코덱스 식품분류를 사용할 때 이러한 차이에 대한 주의가 필요하다.

  • Food-borne illnesses remain a world-wide public heath problem, Codex food standards, codes of practice and other guidelines protect consumers from unsafe food. Codex Alimentarius helps to reach this goal by combining consumer protection with food production and trade. Codex provides reassurance to anyone anywhere that foods produced according to its codes of hygienic practice and complying with its standards are safe and nutritious and offer adequate health protection. The Codex Alimentarius Commission is a science-based, international organization. Its standards, guidelines and recommendations are recognized world-wide for their vital role in protecting the consumer and facilitation international trade. At the same time they allow food producers, processors and traders access to markets by breaking down artificial nontariff barriers to trade.

코덱스의 식품 분류: 채소류 (Classification of Vegetable Commodities by the Codex Alimentarius Commission)

  • 국제식퓸규격위원회(Codex Alimentarius Commission, CAC)는 2007년에 식품분류 개정작업에 착수하여 현재 대부분의 식품군에 대한 개정을 완료한 상태이다. 채소류의 경우 개정작업이 2014년에 시작됐으며 2017년에 $40^{th}$ CAC에 의해 개정안이 채택되었다. 여기에서는 식품 안전 규제를 비롯해 다양한 식품분야에서 활용될 수 있도록 채소류에 대한 CAC(코덱스) 식품분류 개정 내용을 소개하였다. 그 내용을 간략히 보면 코덱스는 채소류를 다음과 같이 10개의 그룹으로 분류하였다: bulb vegetables (Group 009), Brassica vegetables (except Brassica leafy vegetables) (Group 010), fruiting vegetables, Cucurbits (Group 011), fruiting vegetables, other than Cucurbits (Group 012), leafy vegetables (including Brassica leafy vegetables) (Group 013), legume vegetables (Group 014), pulses (Group 015), root and tuber vegetables (Group 016), stalk and stem vegetables (Group 017), edible fungi (Group 018). 또한 이들 그룹 안에는 subgroup을 두어 채소류는 총 33개의 subgroup으로 분류되고 현재 총 430개의 채소종류에 commodity code가 부여되어 있다. 국내 식품의약품안전처는 채소류와 마찬가지로 서류, 두류, 버섯류를 대분류로 하여 이들을 채소류에 포함시키지 않고 있다. 또한 채소류를 6개의 소분류인 결구 엽채류, 엽채류, 엽경채류, 근채류, 박과 과채류, 박과 이외 과채류로 세분화하고 있다. 이와 같이 코덱스와 국내의 식품분류에 차이가 있으므로 코덱스 식품분류를 활용하는 데 주의가 요구된다.

CODEX 국제식품규격위원회의 국제표준제정 동향 분석 (Analysis of the Effects on Establishment of International Standards by Codex Alimentarius Commission)

  • The importance of the standards and its related texts established by Codex Alimentarius Commission (CAC) had been increased by the Agreement of Application of Sanitary and Phytosanitary Measures (SPS Agreement) in World Trade Organization (WTO). To meet the needs of WTO SPS Agreement, biennial CAC meeting had been changed to every year. This study was conducted to analyze the effects on interval between CAC meetings. The years of adoption, revision and amendment of CAC texts were collected from the official standard list and individual texts from CAC homepage. The period since establishment of CAC was divided into four groups by starting negotiation of Uruguay Round, WTO foundation and reducing the interval between CAC meetings. The collected data were analyzed by SPSS program. The numbers of CAC standards, guidelines, recommendations, maximum residue levels, and miscellaneous texts were 202, 56, 46, 3 and 5, respectively. Since 8 documents didn't contain the adoption year, these texts were eliminated to analyze adoption year. For adoption, annually 11.26 texts were established since establishment of CAC and there were no significant difference among the 4 groups. However the average numbers of revisions and amendments of adopted texts for overall periods and for each period were 7.56, 0.93, 6.50, 17.20 and 19.75, respectively. The average numbers of overall decisions, defined as summation of adoption, revision and amendment of texts, for overall periods and for each period were 12.37, 6.27, 9.00, 17.40 and 29.25, respectively. There were significant differences by the WTO foundation and the interval between CAC meetings. The reduced interval of CAC meetings influenced to increase number of revisions and amendments of adopted texts, but not yet adoption of new text.

Revision in the Codex Classification of Foods and Animal Feeds (2013)

  • Since the year of 2006 when the extended revision of the Codex Classification of Foods and Animal Feeds was undertaken, considerable progresses have been made in revising the Classification. This paper aimed to summarize the present status on revision of the Codex Classification of Foods and Animal Feeds, focusing remarkable achievements such as 1) the draft revision of the Codex Classification for the fruit commodity group and 2) the draft Principles and Guidance on the Selection of Representative Commodities for the Extrapolation of Maximum Residue Limits for Pesticides to Commodity Groups, adopted by the Codex Alimentarius Commission in 2012. Additionally, it included information on lists of crop group or subgroup which are holding at Step 7 and were adopted at Step 5, and further have not been yet discussed by the Codex Committee on Pesticide Residues. These information will be very helpful for a pesticide regulatory regime.

과일류의 명칭 및 분류: 국내와 코덱스 비교 (Classification and Nomenclature of Fruit Commodities in South Korea and Codex Alimentarius Commission)

  • 본 연구는 과일류의 국내 명칭에 상응하는 코덱스 명칭과 코드번호, 그리고 변경 또는 검토가 요구되는 국내 명칭과 분류를 파악하기 위해 수행되었다. 국내 명칭과 분류에 대해서는 식품공전과 식품의 농약 잔류허용기준 발간물을 그리고 코덱스에 대해서는 'Codex Classification of Foods and Animal Feeds'를 검토하였다. 연구 결과는 다음과 같았다. 첫째 구기자, 무화과, 석류, 오미자에 대한 분류가 국내와 코덱스가 다르므로 이에 대한 검토가 필요한 것으로 나타났다. 둘째 감, 감귤, 구기자, 금귤, 나무딸기, 대추, 대추야자, 리치, 매실, 머루, 모과, 복분자, 산딸기, 산수유, 앵두, 오미자, 유자, 으름, 자두, 코코넛, 키위, 탱자의 경우 국문 또는 영명을 국내에서 조차 달리 사용하고 있거나 코덱스와 차이가 있으므로 이들 식품 명칭에 대한 개정이나 검토가 필요한 것으로 나타났다. 셋째 복숭아의 경우 천도복숭아를 포함하는 지가 명확하지 않고 라즈베리와 나무딸기 둘 모두가 국내 영명이 Raspberry 이므로 이들 식품 명칭에 대한 면밀한 검토가 필요한 것으로 판단된다.

Codex 유기식품규격 내용과 한국 유기경종과 축산의 적응 실천 (Codex Guideline for Organically Grown Food and its Implementation of Organic Crop and Animal Production in Korea)

  • This paper is aim to report the core aspects of Codex guideline for organically grown food which is finalized by FAO/WHO Codex Alimentarius Commission on May 2000 in 28th session of the Codex committee on food labelling. The chapter of animal production had discussed for a long time before it was finalized in Ottawa/canada as well as use of GMO(Genetically modified organism), manure from factory farming, animal welfare, and fodder inputs consisting of at least 85% for ruminants and 80% for non-ruminants. As the guideline for Codex set out the several things which is very difficult for Asian country, Organic farmer in Korea should pay an attention to maintain/increase the fertility and biological activity by cultivation of legumes, green manures or deep-rooting plants in an appropriate multi-annual rotation programme, and incorporation in the soil of organic material from holding producing in accordance with the guidelines. Pest, diseases and weeds should be controlled by choice of appropriate varieties, appropriate rotation, mechanical cultivation, diversified ecosystems, flame weeding, animal weeding and steam sterilization. The use of plant growth hormone, GMO and manure from industrial management system are not allowed, and closed recycling system, rotation, resistant seeds again pest and disease should be practiced in organic farming. But these are not unfortunately practiced in the country. In the conclusion it was strongly suggested to enact the Basic Standard for Korean organic agriculture which contains the core principles of Codex guidelines, and to try the importation of the most advanced theory, skills and technology from leading country in organic farming.
