A basic research on risk control measure for reducing the fishermen's occupational accident in offshore and coastal fishing vessel (연근해 어선원 재해 현황과 저감 대책 마련을 위한 기초 연구)

  • The aim of this study is to research attributes of fishermen's occupational accidents for investigating the measure of risk control on situational condition in the Korean offshore and coastal fishing vessel. Using data of fishermen's occupational accidents are from National federation of fisheries cooperatives for 2013. The results were as belows; Occupational accident occurrence rate was 29.5‰, slips & trips and struck by object and contact with gear were shown severe occurrence pattern. Occupational accident occurrence rate of offshore fisheries was 130.2‰, coastal was 16.9‰, specially the risk rates were severely high in several type of danish seine, stow net and offshore trap. Death rate by accidents was 10.6‰ and by fall into the water in occurrence pattern was 5.5‰.

Estimation of drafts and metacentric heights of small fishing vessels according to loading conditions

  • A large percentage of maritime accidents in coastal seas are related to small fishing vessels. In order to investigate causes of maritime accidents, it is often necessary to carry out dynamic simulations for the estimation of trajectories and motions of vessels. Initial conditions of vessels such as main dimensions, loading conditions and hydrostatic properties are required for the accurate simulations. Small fishing vessels usually have few records of hydrostatic properties during their fishing operations. Therefore, in this study, estimation procedures for hydrostatic properties of small fishing vessels are proposed. At first, hull form characteristics of Korean small fishing vessels are investigated. Most of vessels have hard-chines and centerline skegs, they have similar hull forms. Bonjean curves of several small fishing vessels whose gross tonnages are below 10 tons are normalized with vessel breadths and depths. Representative bonjean curves are derived from normalized bonjean curves, and a representative hull plan is obtained as well. If the vessel loading conditions such as total weights and centers of gravity are given, fore and aft drafts can be calculated by using the representative bonjean curves with the constraint that weights and buoyancies are in equilibrium. Metacentric heights are also estimated by using the representative hull plan. Drafts and metacentric heights estimated by proposed iterative estimation procedures are compared with actual vessel data, estimated values are in good agreements with actual values. In addition, normalized fore and aft drafts, metacentric heights of vessels can be formulated as the linear functions of normalized total weights and centers of gravity. Empirical formulas of drafts and metacentric heights are proposed, and it is confirmed that the empirical formulas also provide reasonable results, which are similar to the results by iterative estimation procedures with representative bonjean curves and hull plan.

A Policy Direction of Vessel Buyback Program for Coastal and Offshore Fisheries in Korea (우리나라 연근해어선감척사업의 정책방향에 관한 연구)

  • The paper is to serve as a guide for deciding on a desirable direction for the vessel buyback program, reviewing their performance and economic effects from fish harvest reduction due to not reaching MSY. Compared with maximum willingness to pay for vessel buyback programs designed to avoid economic losses occurring as a result of overfishing, the portions of investment costs for buyback program are so small comparatively to the range of 0.32% to 12.19% at the annual base. The economic loss effects occurred in terms of the reduction of fishing harvest are comprehensively estimated at the present value of 30,877 billion won since 1971, and exceeded the revenues for fish harvests from 1999. In order to resole fish stocks through a vessel buyback program, this paper recommends that the yield should be reduced to less than the intrinsic growth rate. Otherwise, the buyback program policy eventually fails regardless of the temporal effect of benefits. This paper further argues that technical policy tools such as fishing grounds, fishing seasons, size of fish and minimum size of meshes should be effectively utilized.

A Study on the Measurement of Fishing Capacity and the Determination of Its Reduction Levels (어획능력(Fishing Capacity)의 측정과 감축수준 결정에 관한 연구 -기선권현망어업을 중심으로-)

  • This study was aimed at measuring the fishing capacity of Powered Anchovy Drag Net Fisheries (PADNF) in Korea using Peak-to-Peak(PTP) and Data Envelopment Analysis(DEA) methods recommended by FAO. In the analysis, both fishing capacities of total PADNF and individual PADNF vessels were measured with time series data and cross sectional data, respectively. In addition, the results of the DEA measurement were analyzed in order to determine reduction levels of fishing capacity. In case of total PADNF, the results by rn and DEA methods showed a similar rate of capacity utilization (79%), indicating the capacity was not utilized enough. In addition, the sensitivity analysis suggested that the number of vessels should be reduced by 20%, and the gross tonnage and the horse power should be reduced by 20% and 21%, respectively if the current catch is to stay at the 2004 level. The DEA results on individual PADNF vessels indicated the capacity utilization was 75% on average, showing some differences in capacity utilization among vessels (31%-100%). The results of the study would be useful for measuring production efficiency in PADNF. They would also provide good policy information for efficient use of resources and capacity reduction levels, which are useful far vessel buyback programs of coastal and offshore fisheries.

Management of coastal and offshore fishing ground using wide-area network of AIS (AIS 광역망을 이용한 연근해 어장관리)

  • In order to efficiently manage the coastal and offshore fishing ground, the applicability of real-time monitering was also investigated through a wide-area network of automatic identification system(AIS). The experiment of efficiently managing coastal and offshore fishing ground with a wide-area network of AIS required, on the headquarter's screen, a synthetic display of vessel information transmitted from three different distant stations. This experiment tested the applicability of real-time monitoring with the shown display. The maximum range of detection of the first station in Busan was 24 nautical miles while those of the second and third stations in Yeosu and Jeju were 26 and 52 nautical miles, respectively.

A Study on the Initial Stability Evaluation of 4.99-Tons-Class Standard Fishing Vessels (4.99톤급 표준어선형 어선의 초기 복원성 평가에 관한 연구)

  • Assessing the stability of small fishing vessels is important to prevent capsize accidents in coastal waters that primarily occur on small fishing vessels. However, the regulations regarding stability assessment for small vessels under 24 m are inadequate according to the domestic Fisheries Act. Based on safety standards issued by the Ministry of Oceans and Fisheries in 2022 to enhance safety and welfare, vessels adhering to the enhanced safety standards for standard ship types are required to establish stability regardless of their length. This study aims to utilize these aforementioned standards to assess the stability of vessels under 24 m, investigating the suitability of applying these criteria to these vessels and examining the impact on various small vessels with different superstructures. Initially, a 4.99-ton fishing vessel designed according to the standard ship type was selected as the subject vessel. Compliance with the standards was evaluated based on the initial stability of the vessel using the transverse metacentric height (GM) and transverse restoring moment arm at the limit angle (GZα). Additionally, six types of small vessels with identical hull forms and specifications to the subject vessel were further examined using prevalent superstructure designs in small fishing vessels. The stability of the subject small vessel was also assessed. A study of a 4.99-ton standard fishing vessel confirmed that the safety standards for standard fishing vessels with enhanced safety welfare were applicable to small fishing vessels under 4.99-ton class and that the stability of small fishing vessels with superstructure modifications was not significantly changed.

A Basic Study on the Criteria of Immersion Suits for Fishing Vessels Engaged in Coastal and Inshore Fisheries (연근해 어선에 대한 방수복 비치기준 개정을 위한 기초연구)

  • In order to reduce the risk of death from hypothermia for the fishing vessel's crew at sea, this paper suggests that the criteria of equipment of fishing vessels should be revised for fishing vessels engaged in coastal and inshore fisheries to be equipped with the immersion suit. The criteria of equipment of fishing vessels for immersion suits was amended to reflect the sinking of No.501 Oryongho but it was only reflected in ocean fisheries at Bering sea and Antarctic ocean that immersion suits must be provided with the same number of the total number of crew on board. Therefore, this paper analyses the relationship between maritime accident of fishing vessels and weather condition based on sea water temperature to find out the risk of hypothermia and also compares the international conventions(SFV Protocol 1993, Cape Town Agreement 2012, STCW-F 1995 and SOLAS 1974) and domestic law concerning criteria of equipment of fishing vessels. As a result, fishing vessels engaged in coastal and inshore fisheries are exposed to the risk of hypothermia when they are in distress and the criteria of equipment of fishing vessels should be amended to provide the immersion suits in accordance with the revision trend of international conventions.

A Study on the Development of Sweeping Arm System for Oil Recovery by Small Vessel (소형 선박을 이용한 기름방제용 스위핑 암 시스템 개발에 관한 연구)

  • In the case of occurring marine oil pollution, it is the most effective way that to prepare all the necessary response resources in advance and to respond to incidents, but there are limits in reality. Therefore, may be an important alternative ways to use a fishing vessel registered in the affected area by massive marine oil pollution efficiently. In the United States and other developed countries, it is can be found that temporary response program by local fishing vessels(VOO program) has been developed and operated. This study was examined for sweeping arm system suitable for domestic small fishing vessels. The selected small vessel was as the model of Coastal gill-net and compound fishing vessel with classes of 2.5~3.5tons, length 8~9m, breath 2.5~2.8m, horsepower 200~250 HP and FRP materials. The developed equipment was designed that can be easily mounted on the model ship and portable structure. For increasing the field practicality, the weight of each part was composed less than 10kg for easy assembly and disassembly.

Improvement of resistance performance of the 4.99 ton class fishing boat (4.99톤 어선의 저항성능 개선)

  • The improvement of resistance performance for the 4.99 ton class fishing boats was shown. The 4.99 ton fishing boats are the most commonly used one in the Korean coastal region. The evaluation of resistance performance was estimated by the Computational Fluid Dynamics (CFD) analysis. The CFD simulation was performed by the validation for various types of bow shapes on the hull. The optimized hull form from the simulation was selected and showed the best resistance performance. This hull type was tested on the towing tank in the National Institute of Fisheries Science (NIFS). The effective horsepower (EHP) was estimated by the resistance test on the towing tank with the bare hull condition. The drag force on the three service speed conditions was obtained for the resistance analysis to power prediction. The measured drag forces are compared with the results from the CFD simulation with one another. As results of the model tests, it was confirmed that the shape of the bow is an important factor in the resistance performance. The effective horsepower decreased about 30% in comparison with the conventional hull form. Also, the resistance performance improved the reduction of required horsepower, which especially contributed to the energy-saving for the fisheries industry. In the CFD analysis, the resistance performance improved slightly. In this case, the ratio of the residual resistance ($C_R$) in the total resistance ($C_T$) was high. Therefore, the CFD analysis was not enough to satisfy with reflection for the free surface and wave form in the CFD procedure. Both model test and CFD calculation in this study can be applied to the initial design process for the coastal fishing vessel.

A Study on the Legal Status of Fishing Vessels (실정법상(實定法上) 어선(漁船)의 지위(地位)에 관한 고찰(考察))

  • The fishing vessels operation is a kind of maritime profit-making activities, which are complicatedly integrated by the basic and supplemental fishing activities with navigation. The Fishing Vessels Act of Korea defines the character of fishing vessels and gives a legal status to them, and this Act itself is linked with the allied public laws including the Ships Act of Korea. For this reason, the legal status of fishing vessels as Korean flagged ships by the public law is analogous to the general commercial vessels. And the specific character of ownership of the fishing vessels by the Korean Maritime-Commercial Act as a privated law is analogous to the general commercial vessels, nevertheless the Chapter 4(Carriage of goods) and the Chapter 5(General average) of this Act do not apply to the fishing vessels except the fish carriers. A fishing vessel possesses the legal status as a Korean flagged ship by having it registered and putting it on record under the provision of national law, however the principle of genuine link is an important factor for acquisition of nationality. Especially, the basic rules by the Law of the Sea those are attended with the distant-water fishing vessels operation at the overseas fishing ground are summarized as follows ; Firstly, the rights of navigation and fishing activities on the high seas are fundamentally recognized to all states, but the freedom is restricted according to the international legal order aiming at protection of reasonable interests of other states and conservation of the living resources and marine environment. Secondly, in the EEZ or EFZ the freedom of navigation is recognized, but fishing activities are exclusively ruled by the national law of the coastal state. Thirdly, foreign fishing activities are prohibited but the right of innocent passage is recognized in the territorial sea, while both activities are prohibited in the internal waters of the coastal state.
