본 연구의 배경 및 문제는 초경량비행장치 산업의 발전으로 드론의 성능이 향상되고 운행 대수는 증가하는 반면에 비행 인·허가 과정은 개선되지 않아 민원이 증가하는 추세에 있다. 목적은 민원을 최소화하고 양개기관 요구조건에 맞게 시스템 운용 및 관리 전반에 대한 개선이다. 연구방법은 문헌연구 및 조사를 통하여 문제점을 도출하고 기관 및 전문가들의 포커스 그룹 인터뷰를 통해 검증하여 개선안을 제시하였다. 연구결과는 국토부 주관 하 항공안전법 내에 양개기관 임무·역할 및 시스템 운용·관리에 대한 반영, 비행 인·허가에 대한 명칭·절차·양식의 통합, 시스템 상에 홈페이지 바로가기 등 다수의 기능개선이다. 기대효과는 첫째, 관련법령에 양개기관의 임무와 역할을 명시함으로서 민원처리 협조가 원활해지며 둘째, 민원처리 프로세스를 통합함으로서 처리 기간단축으로 효율성이 향상되고 셋째, 대국민서비스 부가기능을 개선함으로서 민원 최소화가 기대된다. 향후 연구는 국방부 주관 하 항공촬영허가에 대한 제도적 기반마련, 국방개혁 2.0연계 관할부대 재편성, 현장 보안조치부대 여건보장 등 개선이 필요하다.

It is very important to evaluate predictable problems diversely such as stability of a tunnel and structures when tunnel is inevitably constructed in the area where is adjacent to a structure and low overburden. Double electrified railway design on the third section of Donghae-Nambu line studied in this paper has some problems mentioned above. So more careful works are required before construction. In this study, ground surrounding is composed of faults, fault zone and set back about 13m from a Buddhist temple located on the upper part of the tunnel. From these conditions, this case study presents proper methods considering ground condition, effects of blasting and civil petitions. It is tried to make the tunnel and Buddhist temple stable by analytical technique and analysis of existing cases. And design considering stability of tunnel and adjacent structure during operation is carried out as well. Especially, environmentally friendly railway tunnel which is appropriate to the local condition and surroundings is designed by minimizing noise and vibration that is able to occur during construction and train service. From now on, this study is helpful to better design in the case of tunnel design which has to consider civil petition.

본 연구는 민원을 청원과 불만표현의 두 가지 성격을 지닌 행위로 이해하고, 공공도서관에서 민원의 성격을 파악하고 그 요인을 도출하는 것을 목적으로 한다. 이를 위해 이용자와의 도서관 민원에 대한 심층면담과 선행연구를 바탕으로 설문지를 개발하여, 3개 공공도서관의 이용자를 대상으로 설문조사를 실시하고, 수거된 설문지 154부를 바탕으로 요인분석, 정준상관분석 및 회귀분석을 이용하여 통계분석을 실시하였다. 분석결과, 도서관 민원은 건의/청원과 불평행위로 구분하여 이해할 수 있었으며, 이러한 각각의 종속요인에 영향을 미치는 독립요인으로 사서전문성, 서비스편의성, 사서와의 교류 등 6개 요인을 도출하였다. 또한 각각의 종속요인에 대한 개별 독립요인의 영향을 분석함으로써 건의/청원 및 불평행위의 성격은 물론, 민원에 대한 기능적 접근뿐 아니라 구조관계적 접근의 중요성을 파악하였다. 이러한 분석 및 토의를 토대로 종속변수로서의 민원뿐 아니라 도서관 성과에 영향을 미치는 독립변수로서의 민원 및 도서관의 대처에 대한 연구의 필요성을 제시하였다.

국가기록원 등 일부 기록물관리기관에서는 페이스북이나 트위터와 같은 소셜미디어를 이용한 서비스를 제공하고 있어, 이용자들과 소통하고 있으며, 이용자들은 또한 국민신문고 등을 통해 이러한 기관과 소통하고, 정보를 얻고자 한다. 이러한 채널에 제시된 댓글이나 민원의 분석을 통해 이용자들이 어떤 요구를 가지고 있는지, 어떤 소통을 하고 있는지 알아보는 것은 서비스 제공에 의미가 있을 것으로 판단하였다. 이에 이 연구에서는 국가기록원 소셜미디어와 국민신문고를 통해 나타난 이용자의 인식 및 정보요구를 분석하였다. 국가기록원 대표 페이스북, e-기록 페이스북, 부산기록관 페이스북, 대통령기록관 페이스북의 게시물 및 댓글과 국민신문고의 민원에서 '국가기록원'과 '대통령기록관'이라는 검색어를 입력하였을 때 나온 글을 대상으로 내용을 분석하였다. 이러한 분석 결과를 반영하여 기록물관리기관에서 이용자 중심의 기록정보서비스를 활성화할 수 있는 방안을 제시하였다.

2005년 1월 1일 국회를 통과한 '신문등의자유와기능보장에관한법률'(이하 신문법)은 시민언론단체의 신문법안과 비교하면 상당히 후퇴했다고 볼 수 있다. 편집자율성을 보장하기 위한 두 가지 장치 중 신문사 소유지분 분산 규정은 사라졌고 편집위원회(편집규약)는 임의기구가 되었다. 결국, 신문법은 '절반의 성공'만을 거둔 법이라는 비판을 받기도 했다. 그렇지만 신문법은 여론다양성 보장을 위해 신문시장의 시장지배적 사업자 추정 요건을 일반 상품 시장보다 강화하고 신문산업 진흥을 위한 신문발전위원회, 신문발전기금 신문유통원의 설치를 제도화하는 등 나름대로 의미가 있다고 볼 수 있다. 신문법이 시행되자 동아일보, 조선일보 등이 신문법 헌법소원을 제기하였고 이에 대한 헌법재판소의 판결이 이루어질 예정이어서 신문법의 위헌 여부가 관심의 대상이 되고 있다. 이 논문에서는 조선일보가 제기한 '신문법 위헌소원 청구이유 보충서'(이하 청구서)의 내용을 중심으로 신문법 위헌 논쟁의 주요 쟁점을 검토하였다.

The protective area of military installations can be a essential investment goods for producting public goods like military installations and national security. For the purpose of this, The protective area of military installations are set up and applicated at important strategic areas. It causes colplications and frictions among the people, government and army inevitably to set up the protective area of military installations, as the relation between the army which produces security or public goods and the people that make and use valuable goods is opposed and contradictory to each other. Heretofore, the civil petition of the protective affair to military installations has been presented individually. As local self- government is fixed, a local selg-governing body presents many civil petitions now. Therefore the protective affair to military installations came to be examined carefully in the aspecs of improving the relationship between the civil and army, raising natinal competitiveness, and increasing efficiency of military operations. Though the relationship between the civil and army is opposed and contradictory, it is required to be in keeping with each other with a situation around society, that is, changes and trend of national security, politics, economy, society. Accordingly, if you drive plans of rational management to the protective area of military installations, you can not only achieve successful military installations, but also be a great help to growth of a local community. Then 「The Army with the people」worthy of the name can be real.

Necessity of removable soil nailing has been arisen in the soil nailing system because of problem such as civil petition for geotechnical environment and invasion of the ground boundary line and payments for use besides geotechnical engineering. Removable soil nailing system is improved soil nailing system that fixed socket arranged in boring hole for increasement of skin friction. In this study, field pull-out tests are carried out more 4 times considering installed distance of fixed socket and analyze skin friction behavior characteristics in fixed socket through analysis of measurements of strain gauge attached to fixed socket. Also, to evaluate application for wedge type removable soil nailing system analyzing displacement aspects through field pull-out tests by trial construction.

The objective of this paper is to develop a automatic computation module for optimum stories in apartment buildings in order to assure the solar access right for neighboring areas. Compared to the existing solar access right analysis programs, the proposed solar access right analysis program is more improved and expanded by automating the computing process of optimum stories in apartment buildings. With the result of this research, it would be possible to furnish advanced information for an amicable settlement against the civil petition and disputes, to reduce waste of the time and money, and to improve the efficiency of solar access right analysis works.
