In order to improve participation and quick decision-making in an emergency, the Voluntary Participation Program was recommended in this study for effective management of Civil Defense. The problems in the Law and Administration group and Forced Education by Mobilization system were analyzed through actual conditions of Civil Defense management and participation. In order to improve these problems, cases such as "Extension of Participation Methods", "Cooperation Activities with Civil Groups", "Usage of Community Information" were studied. Based on the investigation results, domestic applicability was recommended.

The role of Unmanned Aircraft Vehicles(UAVs) has been increasing significantly in both military and civilian operations. Many complex systems, such as UAVs, are difficult to model accurately because they exhibit nonlinearity and show variations with time. Therefore, the control system must address the issues of uncertainty, nonlinearity, and complexity. Hence, identification of the mathematical model is an important process in controller design. In this paper, attitude dynamics identification of UAV is investigated. Using the flight data, nonlinear state space model for attitude dynamics of UAV is derived and verified. Real time simulation results show that the model dynamics match experimental data.

In this paper, we explain Production Liability(PL) law and research method of protection and defence of PL law. In introduction, we give some examples of PL law In main issue, we explain more detail PL law. We survey several country PL law, specially U.S.A., EU, Japan whose are deeply related with us as important export country We discuss our country PL status, our country don't legislate PL law until now We have consumer protection law(소비자보호법) which is weaker than PL law but stronger than civil law(민법), We believe that PL law will be legislated within not long time. At last we discuss protection and defence of PL law inside of company and outside of company as PL insurance.

This paper describes the application method of systems engineering for systems of systems and addressed the evolution in approach as organizations have evolved from standalone platform providers to architect of SoS. There is an increasing need to perform Systems of Systems Engineering(SoSE) in a global environment This has stimulated the development of new, innovative SoSE approaches that surpass current military and industry state-of-the-art systems engineering processes. The simple scaling of the former process was ineffective in dealing with global distributed large-scale integration efforts of network-centric systems of systems. A new SoSE process has been developed which is a significant breakthrough in the development of large complex systems and net-centric systems of systems. The SoSE process provides a complete, detailed and systematic development approach for military and civil SoS. In this point of view, this paper analyzes functionally the architecture framework, process and integrated verification & validation of SoSE. From results of this analysis, perspectives on the application of SoSE suitable for Korea aquisition environment are presented.

The snow cornice mass on the formation zone had triggered avalanches which led to the loss of human life and property. Snow cornice is formed due to flow separation on the leeward side. Effect of lee slope is more prominent in the formation of snow cornices as compared to the windward slope. The analysis of wind flow pattern has been carried out to evaluate the performance of a jet roof. Computational Fluid Dynamics (CFD) analysis of wind flow over a 2D hill model was carried out using RNG based k-∈ turbulence models available in ANSYS Fluent. Effect of varying leeward hill slope (1:2 to 1:6) on flow separation for the given windward slope was observed and a critical slope of 1:4 was found at which the separation zone ceased to exist. The modification of wind flow over a hill due to the installation of jet roof was simulated. It was observed that jet roof had significantly modified the wind flow pattern around hill ridgeline and ultimately snow cornice formation had mitigated. The results of the wind flow pattern were validated with the wind data collected at the experimental site, Banihal Top (Jammu and Kashmir, India). The wind flow simulation over the hill and mitigation of cornice formation by the jet roof has been explained in the present paper.

본 연구의 목적은 경보 전달 체계에 대한 정보 수용자의 이용 및 인식 조사를 통해 전달 시스템의 개선 방향을 제시하는 데 있다. 조사 결과에 따르면, 정보 수용자들은 민방위 경보 방송을 개인 미디어 보다는 대중 미디어를 통해 접하고 있었다. 민방위 경보 방송의 청취 빈도는 매우 낮았는데, 1년에 5회 이하로 청취하고 있는 것으로 나타났고, 4명중 1명은 경보 방송의 사이렌과 내용이 잘 안들린다는 의견이었다. 그리고 민방위 경보 방송의 사이렌은 소방차 등과 같은 다른 경보 사이렌에 비해 낮은 기억 회상과 구분 능력을 보였으며, 실제 상황 시 사전 지식에 따른 행동 보다는 방송에 따라 행동할 것이라는 응답이 높은 것으로 나타났다. 마지막으로, 민방위 경보 시스템이 나가야 할 방향으로는 사회 시스템 구축 보다는 교육 및 홍보를 통한 국민의식 개선이 중요한 것으로 나타났다.

A forecast foresight of the conditions for the development of educational affairs in the Information Society of Ukraine is presented, taking into account changes in the technique, technologies, and the socio-social sphere. Unresolved problems in Ukraine regarding the modernization and improvement of the education system by means of informatization are highlighted. The need for further improvement of Ukrainian education by means of informatization is noted. Formulated the main goal of future education. The necessary conditions for the successful development of future education are highlighted. The role and place of the key figure of the teacher in the education of the future is determined. The article highlights the theoretical and philosophical foundations of professional subjectivity of the future specialist. Recently, the world's pedagogical thought has increasingly focused on how to build an educational process so that it brings a sense of happiness to all its participants. It is believed that this is a new management philosophy in general, although its origins are in ancient Greek sources, which claim that only a happy life has meaning and value. It is found out that the professional subjectivity of a specialist is an important professionally significant quality of the individual, which provides a purposeful and optimal implementation of their mental, personal resources for solving professional and life problems, which is manifested in the desire for self-definition, self-determination, self-regulation and self-improvement in professional activities taking into account the information society. The structure of this phenomenon is shown.

본 연구는 만경강 유역을 대상으로 하천을 하도경사를 이용하여 구분하고 빈도별 홍수량에 따라 확보해야 하는 공간과 홍수 방어 대책 수립 지역을 선정하였다. 하천 구분에 의한 분석결과 상류하천 유역에서는 빈도별 홍수량이 커져도 홍수범람면적의 변화가 작으나 하류 하천유역의 경우 빈도별 홍수량이 커짐에 따라 범람면적이 크게 증가하는 것으로 나타났다. 또한, 하천구간별에 따라 주거지역 면적비율이 10%이하인 지역에 대해서는 하천공간 확보 가능 지역, 그리고 10% 이상인 지역은 홍수방어 보강지역으로 선정하고 분석 수행하였다. 분석결과 하류지역은 하천공간 확보 가능 지역이 많고, 상류지역은 홍수방어 보강지역이 많은 것으로 분석되었다. 향후 과거 하천 형태 및 습지 분포 위치 등을 고려한 하천공간 확보 가능지역을 분석하고자 한다.
