The Current State and Tasks of Citizen Science in Korea (한국 시민과학의 현황과 과제)

  • The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.

Ideal Type Analysis of Citizen Inclusiveness in Korea: Focusing on Local Communities (한국의 시민포용성의 이념형분석 : 시도자치단체를 중심으로)

  • This study amis to analyze the levels of citizen inclusiveness in Korea by the 17 local government levels. Citizen inclusiveness was measured by donations, volunteering, and citizen perception indicators. This study adopted the ideal type method of fuzzyset analysis. We found that citizen inclusiveness was classified into 6 types: inclusive citizen type, inclusive citizen-oriented type, donation-oriented type, volunteering-oriented type, citizen perception-oriented type, and individual-oriented type. This study analyzed key features of these 6 ideal types of citizen inclusiveness. More research on citizen inclusiveness is needed. Trends of changes in citizen inclusiveness and key factors on citizen inclusiveness will be examples of future studies. Inclusive welfare states need both government's efforts in enhancing welfare institutions and citizens' advancement in inclusive citizenship. This study concludes with several implications for further developed citizenship for inclusiveness.

  • Currently most domestic passenger railway transportation companies are operating citizen monitor system. The citizen monitor is the system to grasp the passengers' inconvenience and proposals in depth and to collect improvement methods based on those. But the present citizen monitor system has little difference from general complaint processing system, so it is necessary to improve to correspond its original purpose. Therefore in this paper, based on my citizen monitor experience of many years and literature investigation, I will summarize present condition of the operation of citizen monitor system, grasp its problems and propose improvement point of citizen monitor system. By these improvement, the effectiveness of citizen monitor system per expense will increase, and ultimately it can be contributed to public relations and service advancement of railway operating companies.

A Study on Deliberative type of citizen participation: The case of The case of A Food Waste Recycling Facility in Ulsan City, Korea (숙의적 시민참여 모델 연구: 울산시 북구 음식물자원화시설 건립 사례)

  • This paper is to analyse the case of citizen participation employed in the local government, Buk-gu (Northern District) in the city of Ulsan, Korea. A kind of deliberative type of citizen participation named' citizen jury' was exercised to resolve an environmental conflict between Buk-gu government and its residents. The conflict was caused by the construction of a food waste recycling facility near by some residential areas in Buk-gu. Theoretically this paper makes a typology of citizen participation methods. Two criteria are employed. First of all, lay citizens are the primary participant or not? Secondly, interactive communication is feasible or not among participants in the process of citizen participation. Four generic types of citizen participation are sorted out: technocratic, pluralist, direct/participatory, and deliberative type. Especially deliberative type of citizen participation is based on an idea of deliberative democracy. This paper argues that the case of citizen participation employed in Buk-gu belongs to deliberative type of citizen participation. The argument is based on the following reasons. Firstly, primary participants in deliberation process can be considered as lay citizens though they are selected form local NGOs and religious groups. According to a survey, most of participants said that they would participate in the process of deliberation in the capacity of lay citizens though they were selected by their own groups. Secondly, the citizen participation process was deliberately designed and implemented to facilitate competence of primary participants and fairness in the deliberation. Viewed from this analysis, this Buk-gu case can be safely considered an innovative method of citizen participation which is also very successful in resolving intractable environmental conflict in the local government.

  • Citizens' demand, which has been previously focused on welfare, is now expanding to include elements for higher quality of life such as employment, housing, culture, and sports. Accordingly, the government, with an aim of effectively delivering resident services that satisfy various demands, is committed to transforming the central government-oriented service system into the integrated service system based on public-private partnership. The government is also dedicated to expanding services to 8 areas including not only welfare but also healthcare, employment, housing, education, sports, culture, and tourism, which are directly related to everyday lives of residents. This project is designed to support such reforms in the citizen service delivery system in order to enhance quality of life of local residents. This study is to draw implications from analysis for implementing the citizen service integrated information system in order to reform the citizen service delivery system effectively through examinations and analyses of citizen services provided by the central government. Especially focus on public utility charges depreciation simplification citizen service. Its implications are expected to offer a real contribution for central and local Governments that want to increase the productivity of implementing eGovernment service.

A Study on the Citizen Participation Program of Korean Public Library Based on the Citizen Participation Programs of Local Government Administration (지방자치행정기관의 시민참여제도에 기초한 공공도서관의 주민참여프로그램에 관한 연구)

  • As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.

A study on structural relationships among police service and citizen (경찰 서비스와 시민간의 구조적 관계 연구)

  • Police is an organization that provides service to the public. Police service is focusing on enforcing the law and solving the problem to improve the relationship between police and the public within the society. To accomplish their goal, police should build a better relationship with the public. In the current study, the researcher focused on factors of police service quality, community policing, fear of crime, police-citizen relationship, and the relationship among citizens. The current study used the interview methods for collecting data of 371 individuals from Seoul metro area and resulted that each factors had a causal relationship but police-citizen relationship and citizen-citizen relationship did not show the statistically significant results. Based on this study, the research provided critics and implications.

  • This study examines how to realize citizen participation for public service design development. Firstly, after understanding the background of public service development process improvement, the concept of public service design and citizen participation, the summary of how to realize citizen participation for public service design development centered on the Participatory Public Service Design Group. The study found that in order to realize citizen participation, the citizen directly participated in the public service design development process, and it was important to adopt a citizen participation-oriented process and methodology based on service design.

  • This paper aims to study on the relationship of u-Security service, usefulness and citizen satisfaction. Independence variable is u-Security service, a mediation parameter is usefulness, and dependent variable is citizen satisfaction. Using SPSS 18.0, a series of factor analysis, reliability analysis, multiple regression analysis and path analysis have been performed. The conclusion is as following. First, u-Security service affects usefulness. That is, as publicity safety, system quality, service quality increase, usefulness increases. Second, u-Security service affects citizen satisfaction. That is, as publicity safety, system quality, service quality increase, citizen satisfaction increases. Third, usefulness affects citizen satisfaction. That is, as economic usefulness and security usefulness increase, citizen satisfaction increases. Last, u-Security service has direct and indirect effect in usefulness and citizen satisfaction. That is, usefulness is an important variable that mediates u-Security service and citizen satisfaction.

A Study on Community Senior Citizen Center as the Senior Health Care Center Vitalization Plan Measures

  • Purpose. This study aims to explore Situations and Problems of the Community Senior Citizen Center as the senior health care and the Elderly's Leisure status. Then, aims to arrange Activation Vitalization Plan of the senior's leisure in Community Senior Citizen Center. Methods. The literature and data used in this study was based on a questionnaire survey, mostly from Gyeongki-Do Community Senior Citizen Center Branch and statistical research data. Literature review and analysis frequency was by reference to the paperback and academic papers related to the senior health welfare. Results. First, the period of the seniors with the Community Senior Citizen Center as health facilities has appeared in 6-10years(32.8%), followed by the response showing that more than 10years(32.4%). Therefore, it reveals that the senior live in the same region in the long term. Second, the number of days that the senior health care the Community Senior Citizen Center has been used by the senior was over 5days. This result was supported by 608people(61.7%). Both men and women replied that they use the health center more than five days. Third, the number of the senior who responded that they use the Community Senior Citizen Center as health facilities 629people(63.9%). They replied that they use the facilities mostly afternoon. The senior use the facilities all day appeared to 263people(26.7%). Conclusions. It seems like that there needs to be a variety of personalized programs that can be added to increase the life satisfaction of the senior participation in leisure programs for the Community Senior Citizen Center as senior health facilities in the future. Additionally, the government needs to require a wide range of financial support for the Community Senior Citizen Center as senior health care and devise the strategies that will lead the health center for the senior need to be actively utilized.
