According to the many ancient literatures, it is said to be that Merchant Prince, Chang Pogo in unification Silla had traded with not only China, Japan but also Arab-Islam Countries, but unfortunately there is no definite records about this. Therefore in this study the writer would like to presume the sea routes of Merchant Prince, Chang Pogo in a unification Silla. For the purpose of this study the writer would like to study the reference books and materials regarding to the sea routes of prehistoric age and ancient three countries of Kingdoms and unification Silla. Especially the writer consider “The Work of Routes and Kingdoms” of Ibn Khurdarhbih regarding to the ancient sea routes of Korea, China, Arab-Islam Countries, and also the writer consider the ancient sea routes of Tang Dynasty in China and Ryukyu Kingdom in Japan. About this methodology of this study, the writer believe that the sea routes of today is the results of ancient sea routes, and this ancient sea routes could not be changed forever except special circumstance. According in this study the writer would like to persume the sea routes of Merchant Prince, Chang Pogo using like this methodologies. This presumption of the writer is originated on the basis of The Work of Routes and Kingdoms written by ancient Arabian Geographer, Ibn Khurdadhbih in the early years of 9th century. The Work of Routes and Kingdoms is geography, and the principal contents of this geography are the activities of Arab-Islam merchants and Chinese Merchants between Arab-Islam countries and China from 9th century to 11th century by ancient sea routes. But surprisingly in this geography, Silla was marked, and another ancient Arabian geogrpher, Al-Biruni marked Silla on his map, Qanun Al-mas'udi in the 9th century, and also another ancient Arabian geographer, Al-Idrisi marked Silla on his map in the 11th century. Especially Al-Biruni expressed the longitude and latitude of Silla on his map, he expressed Silla as following. “at the extreme end of China toward the East and few people travelled to it by sea”. Therefore the writer would like to presume that Arab-Islam merchants had traded with unification Silla in the 9th century, and also Merchant Prince, Chang Pogo had traded with not only China, Japan but also Arab-Islam Countries using above ancient sea routes in the 9th century.
As the environment for international logistics varies according to the globalization in world economy, world-class seaports are struggling for the position as strongholds in their own block. As a new government begins its own era in Korea, they are positively implementing their strategies at the level of government for making the Korean Peninsula the logistics centre in North-eastern Asia, marking the most of its geographic advantage. As one of those strategies, it plans to foster a specific area as an international logistics base camp in Northeast Asia by activating its logistics industry through inducing multinational logistics enterprises. In reality, however, in order for Busan seaport, the late-comer, to induce investment from the world-class multinational companies, a considerably large volume of investment should be given from both central and local governments. Accordingly, the objective of this study is to assess its competitiveness and to suggest an activation plan for BSDFA(Busan Seaport Duty-Free Area), based upon the results of on-the-spot interviews in China and Japan. The survey for the respondent's preference by way of Conjoint Analysis indicated that Investment procedures and limitations get the highest 36.2% preference, so the most critical strategy to be considered for attracting enterprises into DFA(Duty-Free Area) is to solve the problems related to the investment procedures and limitations. The simulation analysis results for market share showed that UAE has the highest preference and BSDFA the lowest preference among the five countries. However, when the levels of investment procedures and limitations and production costare upgraded, the competitiveness of BSDFA was elevated next to that of UAE among the 5 countries. Thus, in order for BSDFA to obtain competitiveness, it is implied that production cost level as well as investment procedures and limitations level, should be lowered so that it could meet companies' demand.
Logistics needs in Asia are surprisingly increasing due to rapid growth of China in Northeast Asia We are endeavoring to make an economic block in opposition to NAFTA and EU by economic revival, political stability, and easing of exclusive parts between countries as increasing of traffic infra such as asian highway, transcontinental railway in the region of Northeast Asia and as considering diversification of transportation mode. Now, Busan is not a final terminal of this business, and it is not a concreted level in considering an undersea tunnel between Korea and Japan as effort to extend to Japan. Therefore, this study performed an effect analysis which be affected to Northeast Asia and Korea in future by analysis and comparison of a cost and time required of marine transportation and railway before and after construction through course analysis and summary of discussed content until now for undersea tunnel between Korea and Japan. This result expects as a accelerative play for study cf undersea tunnel between Korea and Japan in future. In this result, we estimate that it is an effective things in a cost and time required if undersea tunnel between Korea and Japan is constructed, and we simply searched for theirs effects in the aspects of Northeast Asia, national balanced development, regional economic in Busan, and marine logistics.
This study aims to draw meaningful points from the Chang Po Go period in which Chang Po Go, who established an integrated logistics system while operating on the seas of three nations including Japan, China, and Shilla by taking Chunghaejin, Shilla, as a base of operations in the 9th century, and to discover the need for the construction of the logistics system in northeast Asia. Also, the study intends to propose strategies for contemporary application of the logistics system used during the Chang Po Go period, based on the modern logistics concept. As a result of specifically reviewing the lesson from the Chang Po Go period, which created a paradigm for a new cooperation in logistics, the leadership of the CEO, who is prepared with the long-term vision of Chang Po Go, the implementation of an integrated system for logistics activity, and the political support of the government for private companies, will initiate a bright outlook for the construction of the logistics system in northeast Asia, amid the growing need for cooperation in logistics among the three northeast Asian countries. In this era in which northeast Asia is emerging as the center of the world economy, the cooperative model in the logistics field, which transcended the border of Chang Po Go, who built a maritime logistics network in the 9th century, will help implement a cooperative logistics system in the northeast Asian region.

This thesis deals with the legal principles, case law decisions and suggestions for the Sale & Purchase of ships concerning enactment proposal of maritime law. Recently, the shipbuilding market has shown a major shift towards East Asia, particularly Korea, Japan and China. The major Korean shipyards in particular have engaged in substantial investment programmes both to expand their overall shipbuilding capacity and to enter new markets, such as for liquefied natural gas(LNG) carriers. The Korean Government has recently taken interest in the sale & purchase of used ships, utilizing the Internet and has made plans for building the Shipping Exchange in korea. So this thesis examines the situation of the world's shipping industry and the different kinds of the Sale & Purchase of ships. deals with the legal principles, and case law decisions. describes Forms of Shipbuilding Contracts and Memorandums of Agreement of second-hand ships. And makes suggestions for 1) the Shipbuilding Contracts of the shipowner's Association of Korea and 2) The Korean Shipbrokers' Association's Memorandum of Agreement for Ship Sale & Purchase in the korean shipping industry. Having reached the end of this thesis. the writer suggests to make terms of sale of ships in the korean civil code and commercial code, Additionally. the writer suggests to make a special law in relation to the Sale & Purchase of ships. Furthermore, the writer suggests expanding the Shipping Exchange in Korea.

Korean shipping industry is ranked the fifth largest in the world in terms of deadweight tonnage after Greece, Japan, Germany and China with 55 million DWT as of year 2011, and its size of foreign exchange earning marked 30 billion US dollars. In respect of volume of seaborne trade, it has handled 99% of import and export cargoes. Korean shipping fleets have increased from 420 to 979 ships between year 2003 to year 2011. By reviewing through the relating literatures, it has been found that Shipping Funds under Ship Investment Company Act, and Tonnnage Tax System, worked as positive influences to increase the Korean shipping fleets. However, there is scant of research to examine the following two points: 1) weighing the decision making factors of ship investments for Korean shipping companies, and 2) weighing the influential factors of government shipping policies. In this respect, the aim of this study is to evaluate 8 decision making factors of ship investments for Korean shipping companies, and 8 influential factors of government shipping policies. For weighing the factors, the fuzzy methodology was adopted. As the results, for the side of decision making factors of ship investments, 'shipping market conditions and future prospects', 'ship's price and future prospects, and 'securing cargoes and future prospects' are ranked as top 3 factors. For government shipping policies side, 'shipping finance provided by lease companies', 'establishment of Korea Shipping Guarantee Fund', and 'establishment of Korea Shipping Finance Corporation' are verified as the important factors.
The purpose of this paper is "A Study on the Establishment of Distribution and Logistics System in the unified Korea". The main conclusion of this paper are as follows : North and South Korea shall conjunctionally foster the exchange and cooperation area and operate the joint pilot project to combine distribution and logistics system. To solve the problems of the maritime affairs, Fisheries, and international logistics, the cooperative agreement between North and South Korea will be needed to protect and develop of shipping, aviation and shipbuilding industry. Unification of two Koreas must be prepared as stage by stage ; ${\cdot}$Stage1(preparation period) : initiation of peace area. ${\cdot}$Stage2(development period) : forming the exchange and cooperation area ${\cdot}$Stage3(settlement period) : establishing peace belt on border area. After the unification, two Koreas must plan and undertake the construction of the distribution and logistics infrastructures, establishment of SCM system through Network and the connection to China through railway and road Network.

Typhoon numbers and intensity according to the sea areas of occurrence(sea area of A : Caroline Marshall Islands and vicinity, sea area of B : north of $20^{\circ}N$, sea area of C : greater coasting area of Philippines, sea area of D : South China Sea) were analyzed for 22years from 1986 to 2007 using the meteorological administration's data. Yearly mean typhoon numbers are 26.3 and are showed decreasing trend in the sea areas of A, B, C and D. The decreasing trend is especially notable in the sea area of A and is slight in the sea area of D. Yearly mean typhoon number is most in the sea area of A(13.8, about 53% of all), the next orders are the sea area C(5.6, about 21%), sea area of B(3.8, about 14%) and sea area of D(3.1, about 12%). Typhoon intensity is strongest in the sea area of A(mean central minimum pressure : 951hPa), the next orders are the sea area C(970hPa), sea area of B(975hPa) and sea area of D(983hPa). The time series of yearly mean central minimum pressures for whole sea area is showed slightly decreasing trend, it means that typhoon intensity is strengthened gradually. Results of this ste seare in accord with simulated results on typhoon vntrations in the global warming.
Although 'the International Ship Registration Act' has been enacted in Korea as of 1997, its effect is still in question to make shipowners and operators flag in or reflag because of insufficient incentives for them. Therefore, 'the Special Law for Jeju Free International City' has been established and the system of 'Special Ship Registration Zone' has also been enforced. Despite this, few studies were carried out to measure the relative importance of factors for Jeju International Ship Register yet. Against this backdrop, the purposes of this study are firstly, to investigate a relative importance of Jeju International Ship Registration System using AHP(Analytic Hierarchy Process) and secondly, to compare the characteristics of Flags of Convenience(FOC) with International Ship Register(ISR) which was adopted by several Far East Asia Countries(e.g., China, Hong Kong, Chinese Taipei and Japan). Moreover, this study aims to compare FOC with ISR in terms of shipping policy, ship management, and expenses and tax policy. In this paper, the factors were constructed with four high levels consisting of twenty one low levels to evaluate Jeju International Ship Register by utilizing Expert's brainstorming and AHP. According to the results, it is critical to expand the exemption and tax-related expenses, and also manage foreign-related systems systemically. This study provides important implications to maintain the tonnage tax system for ships effectively as well as to intensify the competitiveness of Jeju International Ship Register System.
