Competitiveness and Cooperation of Logistics Industry in Northeast Asia (한.중.일 물류산업 경쟁력과 물류협력방안)

  • The purpose of this paper is to analyze the competitiveness of the logistics industry of three countries - Korea, China and Japan - by looking into their logistics industry structure and the related regulations. For this aim, the paper examined the modal distribution of transportation, transport infrastructure, freight cost structure and regulation in transport sector in these countries. Furthermore, this study suggests some proposals for the further cooperation to bring sustainable progress in the logistics sector across Northeast Asia. The main suggestions of this paper are as follows: First, Korean government needs to strategize its options in the logistics industry, the most competitive in the country’s service sector, in upcoming FTA negotiations with China and Japan. Second, Korea needs to foster Busan into a strategic point for the Rail Ferry System and Road Feeder System. Third, Korea should participate in establishing shuttle flight service in Northeast Asia amid exploding flight demand from active economic interchange and tourism industry development.

  • In Climate change is a global issue that requires global responses. As a key factor in climate change, greenhouse gas (GHG) emissions have attracted increasing attention the international community. One of the crucial global efforts to alleviate climate change is the establishment of an international climate change regime, comprising rules, norms, principles, procedures that are applicable to a wide range of activities. The International Maritime Organization (IMO) received a mandate from the Kyoto Protocol to regulate shipping GHG emissions. However, the IMO Convention and the UN Convention on the Law of the Sea also provide regulations on regarding GHG emissions. To execute its mandate, the IMO has developed various regulatory initiatives. In addition, the Chinese government has declared new regulations which designate parts of its coastal waters as emission control areas (ECA). Owing to the growing recognition of the benefits of ECA, ships, including ocean-going vessels that operate in areas near the Pearl River Delta, Yangtze River Delta, and the Bohai Sea will be obliged to use fuel containing less than 0.5% sulfur. China's shipping industry is playing a growing role in the international shipping market, and its response to these initiatives will have a substantial effect on the future application of these regulations. This study analyzed the GHG mandates of the IMO and the Chinese government, and then examines the main outcomes that have been achieved.

Inversion Research on the shortening and Sliding of Drape Zones between Chinese Continent Blocks by GPS Data

  • A uniform velocity field of crust can be obtained by cumulative multi-year GPS data. Then the shortening and sliding of drape zones between Chinese Continent Blocks can be researched through the velocity field and dynamics meaning is also analyzed. A model of movement and strain is created to extract displacing and rotating information of blocks in this paper. On the basis of it, the shortening vectors and sliding states of drape zones between blocks can be obtained by the model of level center of gravity moving velocity vectors between neighboring blocks. Some result show as follows. India plate jostles greatly toward north, so a complicated movement situation is formed for 14 sub-blocks. And self-deformations of inner tectosomes can be greatly reflected according to the characteristics of drape zones between tectosomes. The extrusion deformation exists between Himalaya and Qiangtang blocks. Its contraction ratio is about 20.1 $mm.a^{-1}$. However, it only is $mm.a^{-1}$ between Tarim and Zhungar. The deformation characteristics and contraction ratio of other drape zones are obviously different with the former. The movement characteristics of contraction, shear, dislocation, etc. are showed in these zones. The average contraction ratio is about 5.0 $mm.a^{-1}$. The whole trend in the west continent has a big movement toward north, and in the east continent has a small movement toward south or southeast. The strain of west continent is far bigger than that of east, and the strain of southwest is bigger than that of the southeast. It is whole showed that India plate jostles toward north-east and the south-north zone has cutting and absorbing phenomena. The total characteristics and present-day trends of deformation of inland drape zones are basically described by the sinistrorse dislocation in south-north zone and Arjin fracture, the sinistrorse shear between south china and north china, etc.

Manning Structure and Navigation Skills of the Period of Chosun appeared in POHAE-Rok ("표해록"에 나타난 조선 시대 선원 조직과 항해술)

  • It has not been well known to the publics about the manning structure and navigation skills of the period of Chosun CHOI Bu left several records on the crews and navigation skills in his book PYOHAE-Rok. Though PYOHAE-Rok the record of Drifting across the Sea, written by CHOI Bu in 15th century, has been studied by many scholars from the Korean Sea Literary viewpoints, no one was interested in the above book from a maritime history standpoint until now. In this paper the author tried to find out the manning structure of ship and navigation skills in the period of Chosun Finally the author would like to explain the reasons CHOI's ship could succeeded in reaching mainland CHINA but CHANG Han-cheol's ship was wrecked.

Trade Practice of Surrender Bill of Lading and Prevention of Its Disputes (권리포기 선화증권의 실무관행과 분쟁예방)

  • Two solution approaches have been suggested globally to solve the crisis of bill of lading; that is to say, electronic bill of lading and sea waybill. Electronic bill of lading is not unsettled as a solution to solve the crisis of bill of lading but sea waybill is used on a global basis to do so. The surrendered bill of lading is applied for practical usage instead of sea waybill in a short voyage among Korea, China, and Japan, owing to faster delivery at destination and lower cost than bill of lading. To surrender the original bill of lading, the consignor should submit all originals with a request letter to the carrier of goods with necessary surrender charges, if any, in doing so. Once after receiving the original bills of lading consisting of normally three originals but in some cases five, the carrier stamped "Surrendered" on the front of original bills of lading and sent a message to his counterpart at the port of destination, stating that the original bill of lading surrendered at the port of shipment and the consignee can take delivery of the goods without production of the original bill of lading at destination. The legal regime of the surrendered bill of lading is not settled as it is not considered legally as bill of lading, and the decisions rendered by each nation's courts are different according to the usages of the surrendered bill of lading. The purpose of this paper is to prevent the disputes between parties with regard to the surrendered bill of lading by studying the causes and precautions of disputes in relation to the surrendered bill of lading.

An Empirical Study on the Use of 3LPS by Chinese Manufacturers: Business Performance, Information Technology Capacity, Partnering, and Strategy Orientation (중국 제조기업의 제3자 물류 활용에 따른 전략적 지향성이 정보역량, 파트너십, 사업성과에 미치는 영향 연구)

  • The purpose of our study is to investigate the relationships among business performance, information technology capacity, partnering, and strategy orientation within China's manufacturing industry. Based on theoretical observations and precedent studies, we forward a hypothesis and conduct an empirical analysis through a structural equation model using AMOS statistical package. Our questionnaire survey targets senior managers of domestic Chinese manufacturing companies. The results of our study are as follows: First, strategy orientation has a significant positive effect on information technology capacity and partnering. Second, information technology capacity has a significant positive effect on business performance of Chinese manufacturers. Third, partnering has a significant positive effect on the business performance of Chinese manufacturers. Our results imply that information technology capacity, partnering, and strategy orientation are critical factors in determining successful business performance of Chinese manufacturing companies when they employ third party logistics.

Origin/Destination and Portfolio Analysis of Sea&Air Intermodal Transportation (해공(Sea&Air)복합운송의 유통경로 및 포트폴리오 분석)

  • The demand of international intermodal transportation is continuously increasing in accordance with a changing environment on international logistics, Under this circumstance, the Sea&Air intermodal transportation, combined by sea-based and air-based transport, has a potential growth in the future. After analyzing routes for Origin/Destination and implementing portfolio analysis, finally, this research aims to propose alternatives to create additional customers(or cargoes) for the Sea&Air transport. As a result of the analyses, China appeared to be a major customer of the Sea&Air transport in Korea because some of the Chinese areas - i.e. Qingdao, Shanghai, Weihai and Yantai - account for 88.1% of the total throughput. In general, this indicates that it would be more efficient to establish specific strategies targeting those major areas. Excluding the four areas, most of the other area, have much less demands and are relatively unstable. The demands, growth rates and market shares especially in Vladivostok, Dandong and Tianjinxingang are on the decrease, and therefore, stable strategies seems to be appropriate than aggressive strategies for these areas.

Infection State and Classification of Anisakid Larvae in Salmon (Oncorhynchus keta) which Caught from Taep'o Port, Kang-won-do (강원대 대포항에서 구입한 연어(Oncorhynchus keta)의 Anisakid 유충 감염상)

  • Seven specimens of salmon(Oncorhynchus keta) purchased directly, in Oct. 10. 1990, in the Taep'o port. Kang-won-do were examined for infection state of anisakid larvae and classification of extracted larvae according to morphological characters. The results were as follows. 1) From seven salmon 202 anisakid larvae were found, and mean infection number of anisakid larvae per individual salmon was 28.86. 2) From total extracted anisakid larvae 198 larvae(98%) were found in muscle. Therefore the distribution of anisakid larvae in intestine was extremely rare compared to in muscle. 3) The percentage of anisakid larvae in II, IV muscle region was 93% and from this we could surmise that most anisakid larvae in salmon did not penetrate to the very distanted muscle from intestine. 4) Three types of anisakid larvae(Anisakis Type I, Contracaecum Type B, Contracaecum Type D) were identified and, among them, Contracaecum Type B was the first recording type in Korea 5) Larvae of Contracaecum it genus were found only in intestine. Therefore it surmised that penetration neture to muscle of Contracaecum larvae was less than that of Anisakis Type I.

Studies on Effective Management of Cabotage in Maritime Co-operation of Northeast Region (동북아물류협력에 있어 효율적 Cabotage운용에 대한 연구)

  • It is recent trend that every countries are opening their border in the name of liberalization of contemporary era. Shipping is not exceptional and it used to be said as international business. Therefore, co-operation and openness of maritime sectors between regional countries is required to utilize resources that each countries can manage. It can be done by employing their vessels in other countries' short sea area. However, there are some problems to implement this practices, here cabotage is centre of issue. Each countries do not open their sea in order to protect their national interests in sovereignty. But, it should be opened if co-operation between each countries work well and properly. To achieve true maritime co-operation, countries as Korea, China and Japan in Northeast Asia region should have understanding for the opening of cabotage. In order to make things work well, it can be done by the lessons from EU and American cases. Therefore, it should be clarified such as market scale to provide cabotage trade, employment as well as interested parties, and technical safety matters as well as environmental standards. Then cabotage matters can be smoothly resolved between three countries in Northeast Asia region.

Analysis of the Efficiency of Chinese Repair Shipbuilding Industry (중국 수리조선산업의 효율성 분석에 관한 연구)

  • The purpose of this research is to analyze the efficiency of the Chinese repair shipbuilding industry using a DEA model with 12 Chinese repair shipbuilding companies. Unlike preceding studies, this study has different research subjects as well as selected input and output variables. The research was conducted with competitive Chinese companies in the market. For the efficiency analysis, input variables included the number of technicians as well as facilities, and output variables were diversified with relevant factors using the number of repaired ships and service ranges as well as sales. The differences were analyzed by including only facilities as an input variable for the DEA model, and then both facilities and technicians. For inefficient DMUs, the strengths and weaknesses were analyzed by finding the causes through a reference group, which was developed into an efficient DMU. Moreover, public and private companies were separated to develop improvement measures.
