Objective: This study examined that general characteristics such as gender, age, period of stay at an institution, size of facility, and temperament and attachment affect young children's development under institutional care. Methods: A total of 94 young children (ages 2-4years), who live in 32 institutions in Seoul were assessed on their development using the Korean-Age & Stage Questionnaire. Pearson productmoment correlation analysis, and multiple regression analyses were used for data analysis. Results: The major findings of this study were as follows: first, a longer period of stay at an institution had more positive effects on the development of communication. Facilities with more than 60 children had lower communication, gross motor, and fine motor development compared to facilities with less than 60 children. Second, social temperament had positive effects on communication, problem solving, and personal-social development. Emotional temperament had no effects on all development areas. Third, attachment had positive effects on all development areas. Lastly, social temperament and attachment had interactive effects on communication, gross motor, problem solving, and personal-social development. Conclusion: These results imply that caretakers in institutions should give developmental mediation services for considering temperament and facilitation of attachment.
1. Outline of the Study A boom of baby hotels is taking place in Japan. Baby hotel means day care centers that renders services day and night for babies of working mothers. These baby hotels are thriving because many mothers welcome the system because of their needs. However, accidents occurred in a row recently and therefore baby hotel has suddenly become a social issue. According to the ministry of health welfare, there are 587 baby hotels in Japan accommodating about 10,000 children and they are mostly located around amusement centers. The reasons that these baby hotels thrive in spite of the fact that there are 22,000 day care centers in Japan are : (1) shortage of day care centers compared to the needs (2) most centers do not take in babies below 1 year. This study aims to describe the present status of the baby hotels and the background of the phenomena that made it possible for them to thrive with no permission from the government. This study mostly deals with the phenomena in Tokyo. 2. Day Care Policy in Japan and the Problems of Baby Hotels The present review deals with the problems from the following 6 dementions. (1) the shortage of day care centers (2) inadequate system for the care of babies (3) inadequate daily hours of day care centers (4) Unflexable enrollment system of day care centers (5) imperfect enfollment process & guidelines (6) lack of alternative institutions 3. Result The Ministry of Health & Welfare affered the following ways to cape with the problems of baby hotels : (1) restraint of the baby hotels (2) utilization of existing day care centers for the care of babies. In my opinion, these suggestions seem too superficial in solving the problems. I would rather suggest that the Japanese government review the whole system of child welfare administration. The Child welfare Law of Japan made a clear statement in its article 24 that, "if day care centers are not available, alternative institution for proper care of children must be sought for." My suggestions for the alternative care are : (1) public nursing rooms (2) family day care (3) extention of kindergarten hours (4) foster family care.
The objectives of this study were to assess food behavior and nutritional status of preschool children by using the Nutrition Quotient (NQ) for children and children's growth index. The subjects for this study were 424, 5-year old children, who enrolled in child-care centers (n = 219) and kindergartens (n = 205) in Nowon-gu, Seoul. The NQ was examined by NQ questionnaire which consisted of 19 food behavior checklist items. Their items were grouped into 5 categories: balance, diversity, moderation, regularity, and practice. Children's anthropometric measurements were performed by using InBody J05. All data were statistically analyzed by SAS 9.3 and significant difference was evaluated by Student's t-test and ${\chi}^2$-test. The rates of overweight and obesity for subjects were 11.1% and 3.3%, respectively. Total NQ score of the subjects was 65.1, which was within medium grade. The NQ score of kindergartens (66.1) was higher than that of child-care center (64.2), showing significant difference by institution type. In addition, the NQ score of obesity was significantly lower than that of normal weight subjects. The scores of balance (p < 0.05) and regularity factor (p < 0.001) were higher in kindergarten compared to child-care center. Particularly, the frequency of consumption of white milk and Ramyeon was higher (p < 0.001) and lower (p < 0.05) respectively in kindergarten compared to child-care center. Frequencies of meal regularity (P < 0.01) and breakfast eating (p < 0.001) were also higher in kindergarten compared to child-care center. These results indicate that kindergarten's children had better eating habits than those of child-care center. Overall analysis of items for food behavior checklists implies that children in Nowon-gu are short of vegetables consumption. Therefore, children and their parents need proper nutrition education and counseling to correct their eating habits and to improve their nutritional status.

The present study was conducted to examine the degree of variation in length-of-stay (LOS) among health care institutions participating in 17 diagnosis-related groups (DRGs) payment system and to find out hospital characteristics affecting the variation. Electronic medical claims data for treatments of severity classification '0' of 17 DRGs provided for two $years(2003{\sim}2004)$ were collected. For each DRG, the degree of variation in average LOS among health care institutions were analyzed using the random effect model. For DRGs showing significant differences in LOS, multiple regression analyses were performed to find out factors associated with LOS. Significant variations in LOS were observed 9 DRGs including unilateral/bilateral lens procedures, adult/child tonsilectomy, other anal procedures, bilateral adult/child herniorraphy, unilateral child herniorraphy, and hysterectomy, and hysterectomy using laparoscopic procedure. Among the 9 DRGs, five DRGs were selected to investigate the factors explaining for the variation. It was observed that the location of institution was significant predictors for all five DRGs. Within the same DRGs, LOS was significantly shorter among the institutions located in Seoul than those in other areas. As compared to clinics, hospitals and general hospitals/tertiary care institutions showed significantly longer LOS for DRGs of lens procedures, tonsilectomy, and other anal procedures. It is recommended that the institutions located in other than Seoul area benchmark the strategies of the institution in Seoul in efficiently managing LOS. Also, significant variation within the same severity classification such as other anal procedures implies the imminent need for improvement of patient classification system.
For the recent 5 years, the trends showed that the child abuses by parents was declined while that by child care teachers and principals, employees in child welfare institution was increased. In particular, significant increase of child abuses by child care teachers and principals should be paid attention more than the abuse by the others. The government had already enacted the Act on Punishment against Child Abuses in 2014 to respond and prevent from child abuses strongly. However, as the cases of child abuses continued, questions were raised on the effectiveness of the regulation or whether the court performed well to play a role to punish the assailants of child abuses by amended regulations was suspected. This study is aimed to review the application cases of the Act on Punishment against Child Abuses through the precedents of child abuses in child care centers and to analyze how the punishments to assailants have been changed compared to application of Child Welfare Act. This study has the meaning to grasp the incompleteness of legal application on the child abuse cases and provide the basic data to improve the legal and system.
This paper explores factors associated with multiple concurrent care and education arrangements in early childhood in South Korea. It draws on a subsample from the Korean Longitudinal Survey of Women and Families. Results show that about one-fifth of the families utilized multiple arrangements for their first preschool child. The primary non-parental option in multiplicity was nurseries or kindergartens. Home care and education options such as home study materials were found to be most prevalent secondary non-parental option, followed by services at private institution as well as relative care. Children's age, care cost, non-parental care time and time constraints were found to be positively related to the incidence of multiplicity for the first preschool child while family income and cost constraints were negatively associated. As a secondary option in the multiplicity, services at private institutions increased with children's age, care cost and when the grandparents live far from the parents' house. Home care and education utilization was found more among mothers with low degree of time constraints. Utilization of relative support decreased with the children's age and meant lower care cost and increased with mother's employment, fathers' education, family income, cost constraints and when grandparents live nearby. This paper, based on the associated factors, suggests how issues of children enrichment and constraints might be related to the multiplicity.
The purpose of this study is to offer a basic material for developing a supervision program of a child-care center and to improve quality in the field of the child-care center by researching child-care teachers' perception & real condition and problems on the development and its improvement, necessity, demand about the scholarship program. An object of this study was randomly selected 230 staffs working for the child-care center located in Busan metropolitan and Kyoungnam province. A methodology of this study is using a questionnaire made by writer with referring to the preliminary study which is associated with a supervision program of child-care center in order to research child-care teachers' perception and demands on the development of a supervision program. The collected material was analyzed by a PASW 18.0 statistics program. The result of this study is that firstly, a perception of the supervision program was shown "know somewhat" the highest and as a result of researching the real condition of training and follow-up course for child-care teachers, "never educated" was the highest. Secondly, as a result of researching a perception of the problem on the development of supervision program, "unreflected-in-sound" was the highest. Thirdly, as a result of researching the differences of necessity on the development of a scholarship program for a child-care center according to some factors, there existed meaningful differences statistically in terms of the class size, but there existed no difference in terms of the type of organization, institution type, academic background.
This study aims to figure out the development of Korean child welfare between 1950s and 1970s in the light of Children's Light as the oldest professional journal of social welfare in Korea. This journal had been published by CCF Superintendent Korea Conference from 1957. Particularly, this study has been conducted through the social historical perspective, and the collected data was analysed by three periods, institution-centered care era(1957-1961), home-centered care era(1962-1969), and expanded services era(1970-1979). Finally, the resultant themes are as follows: firstly, orphans' forster under social prejudice, social work inclined to Christianity, and institution-centered social casework based on faith; secondly, development of systematization on the whole social welfare, rising of social work professionalism, tasks for orphans and workers in orphanages, and expectations on the integration of practice; and thirdly, strengthening of children's education and health in the institution, questioning on deinstitutionalization, preparation against withdrawal of foreign aid agencies, and the government's passive correspondence. Unfortunately, this study limits to reveal the children's services by non-Christian agencies because of the data based on the services by Christian agencies.

This qualitative study focused on the activation of cooperative child care sharing centers'. Eight centers nationwide were selected as example cases in accordance with region (large city, small and medium-sized city, county unit), opening time, operating institution, location, full-time care for dual-income children, and participation in the 2020 care community pilot project. Co-researchers visited each center together to observe the site and conducted in-depth interviews with the head of the center or dedicated staff using semi-structured questionnaires. Interview data were analyzed using triangle verification and transcribed : the data were then grouped into 12 categories and 34 subcategories. From this, the following three topics were derived: the main functions, operational difficulties, and activation conditions. In conclusion, four suggestions are made: 1. proper relationship with the Family center, the cooperative childcare sharing center, and the local care communities 2. activation plan through "solution of operational difficulties" 3. "extension" of the cooperative child care sharing center 4. the role of the Ministry of Gender Equality and Family, the Korea Institute for Healthy Family, local governments, and Family Centers.
The purpose of this study is to identify the preferences for care type among the elderly and to analyze contributing variables. The sample in this study are 485 elder people who are age 55 and over. The independent variables are divided into five factors according to their characteristics, and the dependent variables fall into two categories of private and public care types. The descriptive statistics and Logistic Regression method are employed for the analysis. The results can be summarized as follows. The elderly prefer individual care paid for by their own support to the other types like the care by children or institution. However, the elderly stiff like and expect family care by their children. The variables that haute affected the preferences of the care types among the elderly are whether they are employed or not, household's the amount of debt, whether they currently live with the oldest child, their level of self esteem and their degree of satisfaction in life. The results show that the elderly don't have various wants or alternatives to their care and regard public care as negative support for the financially incapable or the elderly who have no relatives.
