The study carried out a questionnaire survey of 102 people engaged in child-care centers in the Chonbuk, and the findings of the study are as follows: 1. In the comparison of the averages of the sub-categories relating to the safety management practice of child-care centers, the item of safety direction and education received the highest practice score of 1.82, while the item of indoor centers safety management the lowest practice score of 1.59. 3. The purpose of this study was to examine the influence of satisfaction with workplace child-care on the parenting stress, job commitment, and job satisfaction of parents. The questionnaires survey of this study was conducted on 185 parent-employees (97 fathers & 88 mothers) who used employer-supported child-care in the province of Kyungki-do. The results of this study were as follows: As the level of satisfaction with workplace child-care became higher, the level of parenting stress became lower. And as the level of satisfaction with workplace child-care became higher, the level of job commitment and job satisfaction became higher. Among five components of satisfaction with workplace child-care, satisfaction with the environment for child-care had an independent influence on parenting stress. And satisfaction with the management of child-care facility had an independent influence on job commitment and job satisfaction. This study suggested that education programs that target employers need to raise employers' awareness about the importance of workplace child-care in order to reduce parenting stress and to enhance job commitment and job satisfaction of parent-employees.
This article attempts to restructurize the current arguments on how to change the method of financing child care programme, which is currently under discussion in Korea. There has been a series of changes in Korean child care policy, such as the amendment of Child Care Act, the transition of its responsible administrations, adoption the child care policy as a national agenda. In these changes, new needs for child care financing method comes out with a new direction of child care policy and a plan of expansion of finances. That's the transition from 'facility-centered subsidy' to 'child-centered subsidy'. This article redefine it as the arguments about 'supply-side subsidy' vs. 'demand-side subsidy'. To analyse the different traits of two branches of arguments, this article reviews the social welfare models, and has come to the conclusion that the Burchardt's model is appropriate to explain the financing debates. Thus, the analysis the traits of the two perspectives is based on three dimensions i. e. service provision, financing and decision making according to the Burchardt's model. This also examines how the two sides is connected to the discussion of publicity and quality improvement of child care service. Through this approaches and analysis, this helps us restructurize the debates on the method of financing from the present superficial arguments.
The objective of this study is to provide basic information for planning and practicing social welfare services for married nurse officers serving in the Korean military. For such a purpose, this study identifies the difficulties which married nurse officers have faced and the necessary services which are supposed to alleviate them. The data were collected by sending a questionnaire to 114 married nurse officers from July 16 to August 10, 2001. The results of this study are as follows: First, the married nurse officers were relatively dissatisfied with such domains as child care and education, health, and housing. And among the thirty-four problems, the married nurse officers expressed the most serious dissatisfaction with the difficulty in attending the events held in child's school, lack of children's dormitory run by the military, difficulty in adjusting to the school due to frequent house-moving, and limited access to dental care. Second, the married nurse officers needed services in domains such as housing, child care and education, and health. Specifically, they wanted the military-run housing, child care facility within military hospitals, maternity leave for child care and education, extension of risk allowances, and support for BOQ. Third, with regard to the seriousness of problems as well as the priority of services, the married nurse officers gave higher priority to such domains as child care and education, health, and housing. These results indicate that married nurse officers were to the largest extent concerned with these three domains and that they had the urgent need for services relevant to those domains. The importance of routine need assessments as well as solutions to the family-related problems for married nurse officers is therefore suggested in this study.
