Benzene is a class 4 hazardous material according to the Act on the Safety Control of Hazardous Substances. This study qualitatively evaluated the damage size of a "toxic" accident and "pool fire" accidents based on benzene in a virtual scenario of a fire and leakage accident during unloading at a port facility. The KORA program was used as an evaluation method, which is supported as a universal program by the National Institute of Chemical Safety. The range of damage effects of a benzene-induced fire and leakage accident was predicted. In the case of toxic damage range, the accident's damage effect range for the "worst case scenario" was reduced by up to 5.11% with a decrease in the size of the leakage hole. In the case of the leakage time, the damage effect range increased to 145.12% with a 10 min leakage time compared to that of a 5 min leakage time and went up to 20 min (212.29%) with a 20 min leakage time. In the case of pool-fire-induced damage, the damage effect range by radiant heat in the "worst case scenario" was 228.8 m in radius from the center of the handling facility. In the "alternative scenario," the damage effect range by radiant heat was reduced by up to 8.26% compared to that in the "worst case scenario" since the size of the leakage hole was decreased by reducing the cross-sectional area of the pipe.

HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %). This study was carried out to evaluate the harmful factors in working environments and to investigate the labor productivity after improvement of environments, surveying 93 industrial establishments of 10 industries located in Youngdeungpo industrial area in Seoul. The results obtained were as follows: 1) The highest noise level of 125dB(A) was indicated at the rolling process of transport equipment manufacturing industry. 2) The best illumination level was shown in precise machinery industry and the worst was indicated in rubber products, metallic products and transport equipment manufacturing industries. 3) Thermal conditions were above threshold limit value (TLV) at more than two processes of all industries except printing industry. 4) The highest dust concentration was determined in textile and wearing manufacturing industry. 5) Organic solvents were detected at 52 processes in 93 industrial establishments and 33 processes of them showed higher than TLV. The results about harmful chemicals were as follows: a) sulfur dioxide ($SO_2$)was determined higher than TLV on welding process of metallic product manufacturing industry and heat treatment process of transport equipment manufacturing industry. b) Carbon monoxide (CO) concentration was 700ppm at heat treatment process of transport equipment manufacturing industry, indicating 14 times of TLV. c) vinylchloride concentration in the air of PVC raw material mixing process and PVC preparation process of chemical product manufacturing industry was determined higher than TLV. d) Hydrochloride (HCl) concentration in the air of wire expanding process of transport equipment manufacturing industry was determined higher than TLV. 7) Higher values of lead concentration than TLV were determined at lead welding metallic product manufacturing industry and type planting process of process of printing industry, $1.8mg/m^3$ and $0.3mg/m^3$ respectively. 9) 22, 968 of 52, 855 workers (i.e. 43.5%) in 93 industries were exposed to various harmful agents. 10) It was found that the improvement of illumination in electric apparatus manufacturing industry (from 20~40 lux to 420 lux) resulted in an increase in productivity of 6.5% per capita and a decrease in faulty products of 19%. 11) Improvement of environments using local exhaust ventilation system resulted in a decrease of harmful substances lower than TLV and an increase in productivity of 11.4%. 12) Improvement of shovelling tools based on ergonomics resulted in a reduction in energy expenditure of 25.3% and an increase in productivity of 32.2% per capita.
This paper describes the changes of characteristics of pig slurry according to storing depth. Most of the substances containing pollutants, such as were Management of manure and wastewater from animal confinement facilities is a critical factor for pollution control. With proper treatment processing method in both solid and liquid forms, it can be used as a fertilizer and soil conditioner. In Korea, liquid-manure handling system is very popular because its treatment and application is easy and labor saving. In the storage tank treatment, the period of fermentation process and solids-liquid separation averages six months and the supernatant liquid is being used as a fertilizer. In this study, the changes in chemical characteristics of pig slurry at varying depths of the storage tank were investigated. Results showed that the pH value of the fermented pig slurry was > 7, while the major pollutants such as BOD, SS, N and P were highest in the bottom of the tank. Therefore, the above findings proved that varying depths in the storage tank can influence the concentration of pollutants of the fermented pig slurry.

Hydrofluoric acid is a less acidic substance than hydrochloric acid, nitric acid, and sulfuric acid, but it is one of the most dangerous substances for humans. In recent years, it has become an indispensable substance in industries such as chemical plants and the semiconductor industry, and although it is a threat to the human body, its use is increasing for various purposes, and the amount of use is constantly increasing due to the expansion and development of the industry. The dangers of hydrogen fluoride have been highlighted since the 2012 accident, which led to a more than fivefold increase in management standards for handling facilities. Hydrogen fluoride converts to hydrofluoric acid when exposed to the air, which can be fatal to humans. This study simulates the effects of a release of a toxic substance in the workplace, even though a protection layer has been provided to minimize the damage caused by the released toxic substance, and recommend ways to control the risk to workers in the event of a release in the workplace.
Recently, wood-framed houses has been built in the Korea for pension. Wood is good material for human healthy, while the construction lumbers are treated with preservative such as CCA (chromated copper arsenate), which contain some toxic elements for human body. However, if the waste woody biomass treated with various heavy metals, which has been collected from house construction or demolition, was fired in the field, and incinerated or landfilled after mass collection, such components will result in the toxic air pollutants in the burning or land fills, and spreaded into other areas. So the careful selection of wood and chemicals are required in advance for house construction, in particular, for environment-friendly housings. Therefore, this study was carried out to determine the content of toxic heavy metals in woody materials such as domestic hinoki and imported hemlock treated with CCA for housing materials, and the post-treated wood components such as organic fertilizer, sludge, dry-distilled charcoal and carbonized charcoal, to be returned finally into soil. The results are as follows. 1) The chemical analysis of toxic trace elements in various solid biomass required accurate control and management of laboratory environment, and reagents and water used, because of the error of data due to various foreign substances added in various processing and transporting steps. So a systematic analyzers was necessary to monitor the toxic pollutants of construction materials. 2) In particular, the biomass treated with industrial biological or thermal conditions such as sludge or charcoals was not fully dissolvable after third addition of $HNO_3$ and HF. 3) The natural woody materials such as organic fertilizer, sludge. and charcoals without any treatment of preservatives or heavy metal components were nontoxic in landfill because of the standard of organic fertilizers, even after thermal or biological treatments. 4) The CC A-treated wood for making the construction wood durable should not be landfilled, because of its higher contents of toxic metals than the criterion of organic fertilizer for agriculture or of natural environment. So the demolished waste should be treated separately from municipal wastes.

As the type of Hazardous and Noxious Substances(HNS) becomes various and the transport volume of HNS increases, HNS spill incidents occur frequently on land and the sea. In view of various damages to human lives and properties by HNS spills, it is necessary to educate and train professional personnel in preparation for and response to potential HNS spills. This study shows the current state of response systems and education courses against HNS spill incidents on land and the sea to compare those with each other between land and sea in Korea. Incident command system on land are basically similar to that at sea, but leading authority which is responsible for combating HNS spills at sea is changeable depending on the location of HNS spill, as it were, Korea Coast Guard(KCG) is responsible for urgent response to HNS spill at sea, while municipalities are responsible for the response to HNS drifted ashore. Education courses for HNS responders on land are established at National Fire Service Academy(NFSA), National Institute of Chemical Safety(NICS), etc., and are diverse. Education and training courses for HNS responder at sea are established at Korea Coast Guard Academy(KCGA) and Marine Environment Research & Training Institute(MERTI), and are comparatively simple. Education courses for dangerous cargo handlers who work in port where land is linked to the sea are established at Korea Maritime Dangerous Goods Inspection & Research Institute(KOMDI), Korea Port Training Institute(KPTI) and Korea Institute of Maritime and Fisheries Technology(KIMFT). Through the comparison of education courses for HNS responders between land and sea, some recommendations such as extension of education targets, division of an existing integrated HNS course into two courses composed of operational level and manager level with respective refresh course, on-line cyber course and joint inter-educational institute course in cooperation with other relevant institutes are proposed for the improvement in education courses of KCG and KOEM(Korea Marine Environment Management Corporation) to educate and train professionals for combating HNS spills at sea in Korea.
Purpose: The purpose of this study is to determine the dangers of biodiesel and general diesel mixtures currently used as alternative fuels by equipment (tag method and penski Marten method) and to determine the difference between flash point and combustion point (closed, open) according to test methods. It is intended to be used as a reference material for identification and evaluation of firecausing substances by confirming the risk of mixtures by comparative analysis and measurement, and establishing a risk assessment method for chemical substances. Method: Flash point test method and result treatment were tested based on ASTM and KS M mode, which are tag sealing and pen schematense test methods used as flash point and combustion point test methods for crude oil and petroleum products. The manufacturer of the equipment used in this experiment was a test equipment that satisfies the test standards of KS M 2010 with equipment produced by TANAKA of Japan. The flash point and combustion point were measured, and the flash point according to the test method of biodiesel and general diesel mixture ( Closed, open), and the ignition point of a mixture of biodiesel and general diesel was compared and analyzed for ignition risk compared with conventional diesel. Results: Looking at the experimental results, first, as an analysis of the risk of flammability of the mixture, the flash point of a substance containing 70% biodiesel was found to be about 92℃ based on general diesel with a flash point of 64.5℃, and gasoline and biodiesel or When the biodiesel mixture was synthesized, it was confirmed that the flash point tends to decrease. In addition, the difference between the flash point and the combustion point was analyzed as about 20 ~ 30℃, and when a small amount of gasoline or methanol was mixed, the flash point was lowered, but it was confirmed that the combustion point was similar to that of the existing mixture. Conclusion: In this study, in order to secure the effectiveness of the details of the criteria for judging dangerous materials in the existing Dangerous Materials Safety Management Act, and to secure the reliability and reproducibility of the judgment of dangerous materials, we confirm the criteria for judging the risk of the mixture through an experimental study on flammable mixtures. It will be able to provide reference data for experimental criteria for flammable liquids that are regulated in the field. In addition, if this study accumulates know-how on experiment by test method, it is expected that it can be used as a basis for research on risk assessment and research on dangerous goods.
This study was carried out to research the multimedia fate modeling, concentration distribution and impact assessment of polycyclic aromatic hydrocarbons (PAHs) emitted from automobiles, which are known as carcinogenic and mutation chemicals. The amount of emissions of PAHs was determined based on the census data of automobiles at a target S-city and emission factors of PAHs, where multimedia fugacity modeling was conducted by the restriction of PAHs transfer between air-soil at the impervious area. PAHs' Concentrations and their distributions at several environmental media were predicted by multimedia fugacity model (level III). The residual amounts and the distributions of PAHs through mass transfer of PAHs between environment media were used to assess the health risk of PAHs at unsteady state (level IV), where the sensitivity analyses of the model parameter of each variable were conducted based on Monte Carlo simulation. The experimental result at S-city showed that Fluoranthene among PAHs substances are the highest residual concentrations (60%, 53%, 32% and 34%) at all mediums (atmospheric, water, soil, sediment), respectively, where most of the PAHs were highly accumulated in the sediment media (more than 80%). A result of PAHs concentration changes in S-city over the past 34 years identified that PAHs emissions from all environmental media increased from 1983 to 2005 and decreased until 2016, where the emission of heavy-duty vehicle including truck revealed the largest contribution to the automotive emissions of PAHs at all environment media. The PAHs concentrations in soil and water for the last 34 years showed the less value than the legal standards of PAHs, but the PAHs in air exceeded the air quality standards from 1996 to 2016. The result of this study is expected to contribute the effective management and monitoring of toxic chemicals of PAHs at various environment media of Metropolitan city.
