PSM 제출대상 독성물질의 규정량 합리화에 대한 연구 (A Study on Reforming Threshold Quantities of Toxic Substances in Process Safety Management)

  • 화학사고의 발생을 감소시키고, 예방하기 위한 공정안전관리(PSM) 제도는 우리나라의 경우 1996년부터 시행되었다. 그러나 PSM 제출대상인 기존 21종 물질에 대한 규정량과 새로이 추가된 브롬화수소 등의 독성물질의 규정량에 대한 타당성 검토가 미흡하여 많은 문제점이 발생되고 있다. 본 연구에서는 25종의 PSM 제출대상독성물질의 규정량을 국내 외 공정안전관리제도와 관련된 규정량과 비교 검토하였다. 그리고 흡입독성, NFPA 지수 등으로 구성된 독성 유해 위험성 식을 제안하여 고위험, 중위험, 저위험의 3등급으로 독성물질을 분류하고, 규정량의 조정에 반영하였다. 본 연구결과의 규정량 개선안은 유사 공정안전관리제도의 규정량 차이로 인한 사업장의 혼란과 부담 완화 및 합리적 개선에 도움을 줄 것으로 기대된다.

사업장 MSDS 영업비밀 적용실태 및 제도 개선방안에 관한 연구 (A study on the actual conditions of trade secrets in the MSDS and the improvement of the relevant system)

  • Objectives: It has been pointed out that there are problems in handling and managing chemicals due to trade secrets of Material Safety Data Sheet(MSDS). To date, some company intentionally leave out of several parts and use an inaccurate expression in MSDS. In particular, with the result of the inspection of the government and labour community, it is required that the 2nd section in MSDS included the composition and information on ingredients has to be provided with comprehensive expression to secure more reliability. Methods: Therefore, this study is aimed: 1) to recognize the current status of trade secrets of MSDS in workplaces with both domestic manufacturers of chemical products and multinational corporations; 2) to make contributions to prevention of the industrial accidents by providing the accurate information of MSDS; 3) to improve the risk communication system related with chemicals; 4) to impress workers on the importance of right of known for MSDS. With the result we analyzed the status of trade secrets in MSDS in 73 companies, such as petrochemistry production, paint production, metal processing oil production, detergent production, and international company related with chemicals, we have found that 38,150 (45.5%) have the trade secrets parts in the total number of 83,832 in MSDS. Also, based on the 288 MSDS gathered by the Occupational Safety and Health Research Institute (OSHRI) from 2005 to 2009, 41.7% of the MSDS are classified into the trade secrets. Conclusions: Therefore, to procure an assurance system of MSDS, we suggest that a MSDS picking up and checking system be legislated in the Occupational Safety and Health Act to protect workers from the unidentified chemical hazards due to the secret trade of MSDS.

플라스틱 부유 분진의 폭발특성과 화염전파속도 (Explosion Characteristics and Flame Velocity of Suspended Plastic Powders)

  • 산업분야에서 사용되는 플라스틱 분진은 대부분 가연성이며 화재폭발사고 위험성이 있다. 그러나 산업현장에서 안전한 취급을 위해 활용할 수 있는 폭발특성 자료는 매우 적다. 본 연구에서는 사업장에서 취급하는 다양한 플라스틱 분진 의 폭발특성을 실험적으로 조사하여 관련 자료와 안전정보를 제공하는 것을 목적으로 수행하였다. 이를 위해 20 L 분진폭발시험장치를 사용하여 각종 폭발특성값을 측정하였다. 그 결과 ABS ($209.8{\mu}m$), PE ($81.8{\mu}m$), PBT ($21.3{\mu}m$), MBS ($26.7{\mu}m$) 및 PMMA ($14.3{\mu}m$)시료의 분진폭발지수($K_{st}$)는 각각 62.4, 59.4, 70.3, 303, 203.6[$bar{\cdot}m/s$]의 값이 얻어졌다. 또한 플라스틱 분진폭발에 의한 피해예측을 위하여 분진폭발압력에서 분진의 연소속도가 일정하다고 가정하고 최대압력소요시간 및 화염도달시간을 고려한 화염전파속도모델을 통하여 분진폭발시의 화염전파속도를 추정하였다.

해양 화학물질 유출사고 대응을 위한 한국형 위험유해물질의 데이터베이스 개발에 대한 연구 (A Study on the Development of HNS Database for Response System of Marine Spill Accident in Korea)

  • 본 연구에서는 국내의 공시된 545종의 위험유해물질의 국제 해상운송위험물 코드를 포함한 다양한 물질 고유번호들을 수집하고 물질정보와 위험성에 대해 조사한 후, 이미 개발된 미국, 일본, 유럽형 데이터베이스를 참고하여, 해상 운송되는 국내 HNS의 물질정보와 폭발성과 부식성을 포함한 거동특성에 대한 자료를 취합한 한국형 위험유해물질 데이터베이스를 구축하였다. 또한 기존 육상 환경위주의 위험유해물질의 데이터베이스의 문제점과 혼합물 위험유해물질의 물질정보의 부재를 포함한 해결해야할 문제점을 보고하였다. 해양유출사고에 대비한 데이터베이스의 구조를 국내 해양환경에 맞는 기본모델을 구축하고 추후 확장 데이터베이스 구성에 대한 개선안을 제시하였다.

유해작업 사내도급 금지와 관련된 논란 및 개정방안에 관한 고찰 (A Review on Recent Debate on Proposals of Amendment of the Article of Prohibition of Inhouse-Contract for Harmful Work in the Industrial Safety and Health Act)

  • Objectives: The purpose of this study is to review the debate on the Article 28(Prohibition of Inhouse-Contract for Harmful Work) of the Industrial Safety and Health Law. Methods: Literatures and recent debate for prohibition and permission of inhouse-contract for harmful work were reviewed. Proposals of revision for the Article 28 of the Industrial Safety and Health Law were also reviewed. Results: It was not found reasonable to revise the Article 28 based on increased fatal accidents or diseases in the electroplating work and heavy metals handling works that are currently listed in the Presidential Decree under the law as the harmful works. Regulation types of prohibition or authorization for any harmful work shall have inherently poor coverage since the scope of application is extremely limited. Contractors for maintenance and repair of chemical facilities may not be included in the scope of application if the harmful works are defined as chemical handling works. If harmful works are prohibited, the contractor workers may loose their jobs. Therefore, it is necessary to consider balancing job security and occupational safety and health safety. Conclusions: Various limitations were found in the Article 28 and the proposals to revise it. Currently in-house subcontracting is widely spread in the workplace. Therefore, it may be inappropriate to set one or two Article such as the Article 28 and 29 to protect in-house subcontract workers from injury and illness. It is believed that it needs fundamental redirection and new approach with new paradigm to impose occupational safety and health duty to prime contractors.

퇴적금속 분진층을 전파하는 화염의 연소특성과 위험성 평가 (Characteristics and Risk Assessment of Flame Spreading Over Metal Dust Layers)

  • 미립 금속분체에 대한 산업 수요 증가와 함께, 퇴적 금속분의 착화에 의한 화재, 폭발사고가 증가하고 있다. 본 연구에서는 퇴적 금속분체의 화재, 폭발 위험특성을 조사하기 위하여 새로운 실험장치를 개발하였다. 금속분(Mg, Zr, Ta, Ti) 및 PMMA(polymethyl methacrylate)분진을 사용하여, 연소 거동(소염거리, 화염전파속도) 및 화염전파에 미치는 $N_2$ 치환 분위기 농도의 영향 등을 실험적으로 상세히 조사하였다. 실험결과로부터, 퇴적 금속 분체의 화염전파속도는 PMMA보다 크고, 화염전파속도의 퇴적층 두께에 대한 의존성은 작으며, 질소 치환 분위기에서의 Mg의 한계 산소 농도는 3.6-3.7 vol%로 나타났다. 퇴적금속 분체층의 화염전파속도와 소염거리 역수는 높은 상관관계를 가지고 있으며, 이들 연소성 지표에 있어서 상대적인 위험성의 예측이 가능하다.

바람길을 활용한 국가중요지역 안전대책 강구에 관한 연구 (Study on security measures for protecting major national facilities using the wind corridor)

  • 기상상황은 고금을 통해 인간의 생활이나 병법의 중요한 요소로 생존전략의 핵심적 역할을 해왔다. 현대 도시의 과밀집중현상은 여러 가지 문제를 야기하고 있으며, 고층화와 토지피복의 변화는 기상의 이상 현상을 일으키는 작용을 하고, 특히 도심지역의 바람길은 주변의 지배적인 기상여건과 다른 흐름이 나타나고 있다. 따라서 바람길은 도심지역에 위치한 국가 중요시설 등에 대한 위기관리를 위한 방어계획에 중요한 고려 요인이 될 수 있다. 특히 대기 중에 유출된 유독물질의 유해성은 비람길이 핵심적인 변인이 된다. 본 논문은 도심지역의 바람길의 산출과 이를 통한 국가 중요시설 및 지역에 대한 위기관리에 유용성을 논의하고, 방어계획의 수립에 활용하기 위한 방안을 도출하고자 하였다. 이는 화생방테러리즘이나 폭력적 집회 시위에 대한 방어계획의 수립, 대형 사고나 자연재난 시 주민대피계획의 수립에 유용할 것으로 사료된다.

화학산업에서의 안전성능지수 개발에 관한 연구 (A Study on the Development of Safety Performance Index in Chemical Industry)

  • In order to maintain the continual safety management in a company, it needs to evaluate and monitor its implementation of safety management. Because the number of major-accidents is not an effective method of indicating company's safety performance, various efforts to develop more reasonable indicators have been made in world wide. After Korean government has legally required the PSM report, PSM compliance audit has been developed and made by the authorities concerned since 2005. However, this audit consists of complicate procedures difficult to utilize as companies' own audit program and corresponds to only a conformity check that confirms whether the PSM be operated and maintained properly. So a new index by which to measure easily the level of safety performance and self-monitor the implementation of safety management is needed. We have studied a new method that may quantitatively evaluate the performance of safety management by investigating application cases in foreign countries and doing the domestic survey of lots of companies subject to PSM regulation in Korea. This study proposes three of safety performance indices(SPI) together with the several prerequisite preconditions and the timing for application of each index. Although the first draft of SPI needs further legal support, it might help to evaluate every company's safety level. The second draft of SPI is a voluntarily evaluating method based on web-site online program. The last draft of SPI consists of a series of simple questions about 12 elements of PSM. Also each of 3 indices has differences in evaluation methodology and application area and, therefore, they may be used concurrently.

37K DWT 석유화학제품 운반선의 선미관 베어링 발열 사고 및 축계정렬에 대한 연구 (A Study on the Stern Bearing Damage and Shaft Alignment for 37K DWT Product/Chemical Tanker)

  • Together with the emerging of the Eco-ship, the application of large-diameter and high-efficiency propeller required more careful attention than before in the design of the shafting system. After the adoption of Environmentally Acceptable Lubricants (EAL) to the stern tube lubrication oil, a number of aft stern tube bearing accidents have been reported, and a variety of institutions have actively conducted research on the cause relationship. This study attempted to find the cause of the accident by measuring the alignment of the shafting system of a medium-sized product/chemical tanker with aft stern tube bearing damage and analyzing the reaction force of each bearing. In addition, a reasonable solution to the correction of the shaft alignment was suggested and the feasibility was reviewed. Through various measured data and analysis, the actual installation of shafting system was slightly different from the design drawing condition, but it was found that each bearing load distribution was within the allowable range. Therefore, it was confirmed that the cause of this accident was due to the dissatisfaction the misalignment slope of aft stern tube bearing rather than the effect of the bearing overload. As a solution to this cause, countermeasures such as double slope were suggested in the aft stern tube bearing, and the characteristics of EAL also seem to have an indirect effect.

Investigation of the LPG Gas Explosion of a Welding And Cutting Torch at a Construction Site

  • A fire and explosion accident caused by a liquefied petroleum gas (LPG) welding and cutting torch gas leak occurred 10 m underground at the site of reinforcement work for bridge columns, killing four people and seriously injuring ten. We conducted a comprehensive investigation into the accident to identify the fundamental causes of the explosion by analyzing the structure of the construction site and the properties of propane, which was the main component of LPG welding and cutting work used at the site. The range between the lower and upper explosion limits of leaking LPG for welding and cutting work was examined using Le Chatelier's formula; the behavior of LPG concentration change, which included dispersion and concentration change, was analyzed using the fire dynamic simulator (FDS). We concluded that the primary cause of the accident was combustible LPG that leaked from a welding and cutting torch and formed a explosion range between the lower and upper limits. When the LPG contacted the flame of the welding and cutting torch, LPG explosion occurred. The LPG explosion power calculation was verified by the blast effect computation program developed by the Department of Defense Explosive Safety Board (DDESB). According to the fire simulation results, we concluded that the welding and cutting torch LPG leak caused the gas explosion. This study is useful for safety management to prevent accidents caused by LPG welding and cutting work at construction sites.
