급성메탄올중독사고, 왜 발생했으며, 그 대책은 무엇인가? (What Caused Acute Methanol Poisoning and What is the Countermeasure?)

  • Objectives: Acute methanol poisonings known to be typical occupational diseases occurring in developing countries broke out in sub-contract manufacturers in the early 2016. The present paper attempted to identify underlying causes which hide under apparent findings, and suggest alternative policies to prevent recurrence of similar intoxication Methods: We evaluated occupational health and safety characteristics of workers in micro-enterprises similar to workplaces with methanol poisoning by in depth-interview of employers, workers, and labor inspectors, and literature review. Results: The common findings of workplaces with methanol poisoning were addressed; First, the victims were illegal agency workers. Second, the workplaces were sub-contract micro-manufacturers with less than 5 employees. Investigators found that local ventilations did not work, while most of workers did not wear any proper personal respiratory protective equipment in the workplace. In addition, periodic environmental monitoring and medical check-ups were not done. However, these apparent findings do not appear to be root causes of methanol poisoning. Our in depth-analysis clarified a root cause; micro-enterprises with less than 5 employees are exempted with essential regulations of OSH Act, and employers do not know about OSH Act. Conclusions: We suggest occupational health policies to prevent recurrence of similar intoxication; First, government should introduce programs so that all employers should know about employers' responsibilities in OSH Act from the start of business. Second, even manufacturers with less than 5 employees should not be exempted with essential regulations of OSH Act. Finally, employers should take responsibilities for health and safety of all the workers including agency workers working in workplaces.

초등학교 급식에서 구매자 - 공급자 관계의 성공요인에 관한 연구 - 구매자의 관점에서 - (A Study on Success Factors of Buyer - Supplier Relationship in Elementary School Lunch : From the buyer's viewpoint)

  • The purpose of this study is to clarify success factors for desirable relationship between buyer and supplier in elementary school. Therefore, the survey questionnaire consisted of general background, past success, success difference, buyer-supplier relationship characteristics(trust, supporting status, communication behavior, conflict resolution techniques, supplier selection process). The subjects were 66 dieticians of elementary school in Inchon. The statistical analysis of data was completed using SPSS program. The results were summarized as follows : Average total cost/day per one person ₩1,156. The number of suppliers per one school were 6. 92.3% of the subjects were in favor of private contract, regarding contract methods of purchasing food materials. For the past success, degree of satisfaction about past their supplier showed 3.49 score. The present success difference was shown higher than the past success. There was significant correlation between the past success and the present success difference. Trust about suppliers showed 3.40score. Supplying companies hardly support for buying school. Among information quality(timely, accurate, adequate, complete, credible), timely and complete showed lower score than the other kind of elements. Among the buyer-supplier relationship characteristic elements, only trust correlated with satisfaction about suppliers significantly. Among the conflict resolution techniques, joint problem solving and persuasive attempts were often made use of by subjects. The supplier selection criteria were shown quality(7.47), supplier's capabilities(6.46), management plan(6.00), price(5.73), scale(5.48), assets(5.27), considers delivery(4.76) and technology(2.39). As results, trust was needed for the desirable relationship between buyers and suppliers. This study has some limitations. The data in this study were collected from only buyer. It is more desired to acquire data from suppliers also.

  • 최근 정부는 이러닝 콘텐츠 개발의 대가 기준에 대한 조사를 기반으로 명확한 대가 기준을 수립하고 이러닝 산업의 특성을 반영한 이러닝 콘텐츠 개발 대가 산정 가이드라인(기준)을 공개하였다. 그러나 제도적인 뒷받침이 없으면 제도가 취지와 목적을 달성하지 못하고 사문서화될 소지를 안고 있어 정책적 기반 마련이 필요하다 이에 본 연구는 대가기준 활용 활성화를 위해 이론적 배경 정리와 분석을 통해 대가기준의 단계적 적용 활성화, 대가기준의 제정 고시 및 정기적 조정, 대가기준운영위원회 운영, 이러닝산업 실태조사와의 연계성, 저작권 공동 소유 문화 확산, 개발과정의 체계적인 모니터링, 대가기준 적용 활성화 정책 연구, 표준계약서와 연동을 통한 정책 실효성 제고 등의 정책을 제언하게 되었다.

서울 지역 직영 학교 급식의 공급 업체 선정 및 식재료 규격서 사용 실태 조사 (Status of Supplier Selection Status and the Practical Use of Purchase Specifications for Self-operated School Foodservices in the Seoul Area)

  • The purpose of this study was to identify the problems related to the purchasing processes of school foodservices that should be corrected for the food service safety, by examining the purchasing processes and the status of supplier selection. A questionnaire was given to 300 dietitians working at self-operated food services. Ninety-eight responses, excluding incomplete answers, were used for the statistical analysis. The survey consisted of three parts: the general characteristics of the school foodservice and dietitian, purchasing processes and supplier selection, and the purchase specifications. We found that 84% of the contract was made by informal purchasing, and the contract period was 6 months or one year. For supplier selection, problems related to the document screening systems were the superficiality of the content(45.7%) and the absence or lack of clarity of the appraisal criteria(34.8%). The important factors for the facility and equipment standards of suppliers were included unclear evaluation methods for content(41.1%) and inappropriate appraisal lists(21.1%), while unclear evaluation methods for content(41.9%) and absence or lack of clarity of the appraisal criteria(20.4%) were the problems pertaining to the supplier evaluation checklist. When using the Food Labeling Standards to select suppliers, confirmation of the sell-by date and the storage method had the highest score at 3.85 out of 5. For supplier selection, only 25% of the contract was made by using the purchase specifications. The levels of satisfaction of with Kimchi and rice cakes suppliers were significantly different according to employment type and educational background, respectively. Depending on working experiences, satisfaction was significantly different for the use of document screening, as a standard for the selection and management of suppliers, and for the facility and equipment standards of suppliers, The use of purchase specifications was different by employment type, while the use of purchase specifications for contracts was different by working experience. These results imply that the specialization of suppliers is necessary to unsure food safety. Therefore, the objective methods to evaluate the suppliers should be developed by the government, and appropriate education programs for dietitians should be prepared to enhance the utilization of purchase specifications.

노동자 집단적 저항의 일상화와 중국의 노동정책 변화: 광둥성을 중심으로 (Routinization of Collective Labor Protests and Changing Labor Policies in China: Focusing on Guangdong Province Case)

  • 최근 몇 년 동안 중국의 노동 영역에서는 '건국 이후 최초'라는 수식어가 붙는 다양한 노동문제와 노동쟁의가 발생하고 있으며, 이는 특히 개혁개방의 전초기지인 광둥성에 집중되어 나타났다. 주목되는 점은 중국의 농민공이 점차 노동자의 정체성을 획득해 가면서 이익추구형 협상모델이 자리를 잡아가고 있다는 점이다. 중국 정부는 '안정유지'를 기조로 삼지만 노동쟁의를 제도화된 틀로 끌어들여 해결가기 위한 새로운 시도를 추진하고 있다. 중앙정부는 2015년 <조화로운 노동관계 확립에 관한 중국공산당 중앙 및 국무원 의견>을 발표해 구체적 방침들을 지시하였다. 광둥성은 이런 기조를 수용하면서 한 걸음 더 나아가 <단체협약조례>를 제정해 단체협상을 통해 노동-자본 갈등을 제도화하고자 한다. 그런데 이런 정책방침이 실효성을 얻으려면 공회(노동조합)가 제대로 기능을 하여야 하며, 이를 위해 이주노동자가 집중된 광둥성에서는 공회가 외부 전문 인력을 채용해 기층 조직 간부로 활용하는 '사회화간부'모델을 실험 중이다.

ADR을 통한 인도기업과 분쟁해결 방안에 관한 연구 (A Study on the Ways of Disputes Resolution Against Indian Company through ADR system)

  • 2000년 이후 한-인도간 교역규모가 증대함에 따라, 양국간 분쟁 또한 증가가 예상된다. 국내기업이 인도기업과 분쟁을 효율적이면서 효과적으로 해결하기 위하여는 인도의 대체적 분쟁해결방법(Alternative Dispute Resolution; ADR)에 대한 이해가 중요하다. 인도의 대체적 분쟁해결제도의 특징으로는 첫째, 협상, 조정(conciliation, mediation, Lok Adalat) 및 중재에 의한 해결방법이 주요 ADR제도이고, 둘째, 인도는 중재 조정법에 의하여 조정(conciliation)에 관한 별도의 규정을 마련하여 강제력을 부여하고 있으며, 셋째, 조정제도는 크게 conciliation, mediation 및 Lok Adalat로 구분할 수 있다. 한국기업들이 인도기업과 분쟁을 해결하는 방법을 다음과 같이 제언하고자 한다. 첫째, 향후 인도기업과 투자나 거래를 하고자 하는 한국기업들은 ADR제도를 활용하여 분쟁을 해결하여야 하며, 둘째, 이를 위해 인도의 각 ADR제도에 대한 지식을 사전에 습득하고 각 분쟁 상황에 맞는 유용한 ADR방법을 선택하여야 한다. 셋째, 협상력을 강화하여야 하며, 넷째, 인도의 공공분야에 직접투자를 할 경우에는 Lok Adalat 제도를 숙지하여 이에 대하여 적극적으로 대처하여야 하며, 마지막으로 분쟁이 발생한 경우 해결방법을 찾는 것보다 분쟁을 예방하는 것이 중요하다 하겠다.

부동산 건설업의 원가구조 변화에 대응한 공종별 신활동기준 원가관리 기법에 관한 연구 (A Study on the Method of New Activity Based Cost Management Coping with Changes in the Cost Structure of Real Estate Construction Industry)

  • 국내 부동산 건설기업 중 2001년 말 현재 등록된 업체 중 약 93$\%$가 5억원 이하(적자 기업 포함)의 당기순이 익을 나타내고 있는 실정이다. 과거 10여년간의 매출원가 율과 매출원가 구성비율을 분석한 결과 매출원가 구성비에 큰 변화가 있었음을 발견하였다. 재료비, 노무비는 점차 감소하였고 외주가공비는 크게 증가하였다. 원가통제의 기본이 되는 활동점을 찾기 위해 공종별 신활동기준 원가관리를 모색하였다 부동산 건설업의 특징이 수주금액(판매금액)이 확정되어 있고 원가사용에 따라 이익 규모가 달라진다. 확정된 수주금액에서 최대의 이익을 창출하고, 새로운 원가관리 방법을 찾아 지속적인 경영혁신을 이루어야 할 시점이다. 공종별 신활동기준 원가관리는 부동산 건설업의 생존경영을 위한 관리혁신으로 생각된다. 실행예산과 경영원가 통제는 같은 대상을 놓고 서로 다른 관점에서 일정과 비용을 통제한다. 실행예산은 구체적인 활동 중심으로 집행되고, 경영원가는 지출내역인 재료비, 노무비, 외주비, 경비의 형태로 통제된다. 공종별 신활동기준 원가관리 방법을 이용하여 실행하기 위해서는 우선 활동의 동인이 무엇인가? 그 활동이 얼마만큼의 부가가치 창출을 하는지 사전에 분석되어 실행해야 한다. 부동산 건설업의 공종별 신활동기준 원가관리 기법은 부동산 건설업의 생존경영에 꼭 필요한 원가 관리 방법으로 지속적인 연구가 필요하다고 생각된다.

An Empirical Study on Trade Claim Management from a Relational Perspective

  • Purpose - This study is designed to provide new insights on trade claim management by typifying trade claims from a relational perspective, which defines trade as an organic combination that exchanges relationships based on a mutual goal instead of conflicts between obligations and rights of the contracting parties. Design/methodology - This is a phenomenological study that aims to typify trade claims based on a relational perspective and extract implications for trade claim management. The research procedures of this study are as follows. First, international commercial dispute cases applying the CISG are collected. Second, the cases collected are quantified through content analysis. The variables for quantification are developed based on a relationship perspective. Third, cluster analysis is conducted on coded data to typify cases. And finally, this study compares the characteristics of each type using analysis of variance and suggests implications for the strategic management of trade claims from a relational perspective. Findings - Results show that trade claims are divided into four clusters, depending on whether flexibility is accepted or not and which party violates mutuality. There is also a difference between the claimant and the cause of the claim, according to the cluster. Based on the results, this study suggests that the buyer and the seller should employ different strategies depending on the type of trade claim and presents proposals for strategic claim management. Originality/value - Firstly, this study extends the theoretical discussion on trade claims by applying relational contract theory. Prior studies on trade claims have been primarily based on traditional contract theory. The second is to analyze trade claims quantitatively. Prior case studies on trade claims have mainly relied on qualitative research. Finally, the study contributes to international commercial practice by typifying trade claims and presenting options for strategic management.

콜센터 종사자의 직무스트레스와 직무만족도에 관한 연구 (A Study on the Job Stress and Job Satisfaction of Call Center Employees)

  • Purpose - Although various studies have been conducted on the stress of service employees, there are still lack of studies regarding job stress and job satisfaction of call center workers. Especially there are quite few studies on the job stress according to employment type. This study focused on job stress and job satisfaction for call center employees and the correlation between the two factors and aimed to provide basic materials for seeking for the plans to reduce job stress and improve job satisfaction. Research design, data, and methodology - Frequency, percentage, and mean value were calculated through descriptive statistics in order to find out demographic characteristics, level of job stress, and job satisfaction. Differences in job stress according to employment type were calculated by using one-way ANOVA. Correlation between job stress and job satisfaction were identified through empirical analysis with Pearson's correlation coefficient. 150 materials were used for final analysis. The collected materials were analyzed to get statistics by using SPSS 20. Results - First, as for the job stress of call center workers, overall mean value was 2.54 in 4-point scales. Among the six sub-factors, job demands had the highest score, which was 2.67. Second, as for the job stress according to employment type, others showed higher score than mean value followed by contract job and full-time job in that order, in terms of job insecurity and organizational system. In terms of inappropriate remuneration, contract job showed higher score than mean value followed by others and full-time job. Third, as for the satisfaction with job, the mean value was 2.37 in 4-point scale and "very much satisfied" was only 3.3%. Lastly, in terms of job stress and job satisfaction, all sub-factors except for job demands showed significant correlation. The more job stress increased, the more job satisfaction decreased. Conclusions - First, as a result of analyzing job stress according to the employment type of call center workers, job stress increased more when the employment type was not full-time. Therefore, it was assumed that self-rescue efforts should be followed for effective employment management of call center business where contract employment takes most part as well as efforts to transfer them to full-time job. Second, decrease in job satisfaction of call center workers may affect the performance of an organization as well as service quality of the company providing the service. Therefore, various supports are required to decrease job stress and increase job satisfaction for call center workers through the expansion of rest area or break time. Third, I could recognize that there were lack of academic research on call center business in the whole service industry. Therefore, further research should be conducted more actively in the future. In particular, this study has special significance in the aspect that there were few studies on the job stress of call center workers according to employment type.

비디오 게임에 대한 스펙터클적 관점에서 계약의 관점으로 이동 - 비디오게임과 플레이어가 맺는 연극적 계약 - (Transition from Spectacular Point of View to Contractual Point of View on Video Games - Theatrical Contract between Video Games and Player -)

  • 비디오 게임은 하드웨어와 3D그래픽 기술의 발달에 따라 90년대 후반 이후 전적으로 환영을 추구하고 영화의 형식을 답습하는 쪽으로 진화의 방향을 잡아가고 있기 때문에 스펙터클 중심의 미디어로 인식되고 있는 것이 사실이다. 그러나 비디오 게임은 그 태생적인 특성 때문에 기존의 환영 중심의 오락물처럼 투명한 미디어가 될 수 없다. 그 구조를 살펴보면 플레이어로 하여금 지속적으로 미디어의 존재를 각성시켜 환영으로부터 벗어나게 하는 요소가 발견되기 때문에, 플레이어는 엄밀히 말하면 환영에 도취되는 것이 아니라 내부의 콘텍스트와 일정한 거리를 유지하는 관계를 취하고 있다. 오히려 게임은 환각에 의존하기보다 연극에서 발견되는 일종의 컨벤션과 유사한 플레이어와의 계약에 의존하여 플레이어의 적극적 상상력을 개입시켜 내부의 불완전한 요소를 투명화 시킨다고 할 수 있다. 본 연구에서는 비디오 게임에 나타나는 환영 붕괴 요소를 찾아 분석하고 이것이 플레이어와 게임 사이에 탄생시키는 연극적 계약에 관해 논하고자 한다. 연구의 취지는 스펙터클 오락물로서의 비디오 게임에 대한 인식을 재고하여 게임문화의 미래적 진화방향을 탐색하는데 있어 도움이 되고자 함이다.
