  • A retrieval performance of VOD sever is estimated by how quickly it services popular videos to users and how many users it is able to service. Each video data is placed on heterogeneous disks and placement techniques are various, retrieval performance is under the control of these elements, so that a retrieval performance is affected by placement policy. In this paper, we place video data considering their characteristics, especially, we place videos distributively according to their popularity. To verify our policy, we make various environment of experiment, estimate a placement policy using popularity of videos and a contrary policy, and compare them.

  • In this paper, we constructed a cognitive map of President Lee of Korea on the policy vision of green growth. This cognitive map is characterized by a scarcity of feedback loops and a strong emphasis on the positive loops. These characteristics can be understood by the fact that the green growth policy is to overcome the limits to growth coming from negative feedback loops. As a conclusion, we proposed a negative feedback loop approach to the green growth policy vision, which might minimize the side effects of positive loops.

The Necessity and Future Challenges of Science, Technology, Society and Humanities Fusion Research in Korea

  • Science, technology, society and humanities (STSH) fusion research is aimed at creating new research areas and methods that can resolve complicated issues in society that cannot be solved by a single academic discipline. This study identifies initiatives that can promote STSH fusion research in Korea. We review the definition and characteristics of STSH fusion research to analyze the necessity of STSH fusion research with a focus on the structural changes in the S&T environment. The emergence and diffusion of generic technologies, transition to post catch-up innovation mode, and the evolution of policy to the third generation innovation policy are identified as notable changes. This paper briefly reviews the status of fusion research underway and presents initiatives to promote STSH fusion research.

  • There are two elements of security policy that can have a bearing on its effectiveness: content and form. While the content of the security policy has been investigated extensively in the most of the previous studies, there is very little literature on the form of the security policy. Since the form of the policy influences its success, it is important to understand how to articulate the form of a security policy. Thus, the aim of this study is to investigate the relationship between security form and policy compliance of employees. Research results find that dimensions of security form have effect on attitude towards security compliance, subjective norm, perceived behavioral control, and perceived response costs, and besides attitude towards security compliance and subjective norm have an effect on persistent security compliance intention. The conclusions and implications are discussed.

  • The aim of this conceptual article is to explore the sharing economy ecosystem concept in innovation policy context with cluster, innovation system, smart specialization and business ecosystem approaches. This study conducts comparative study to understand what has been changed by sharing economy through Uber case in four cities. By analyzing vital constructs in sharing economy ecosystem, we suggest how sharing economy ecosystem works, and presenting core factors in policy framework of sharing economy ecosystem. In addition, we attempt to explain that policy maker should consider the relationship between these factors. The result of this paper shows sharing economy ecosystem has developed with their characteristics and constructs that are different with traditional industry.

  • This research examines the characteristics of the newly emerging 'transformative innovation policy' and discusses the current status and issues of the Korean social problem solving R & D policy. Transformative innovation policy is a new paradigm that aims to transform socio-technical systems to address societal challenges. In this study, we analyzed 'the policy plan for solving social problems based on science and technology'. In the "Policy Plan", efforts are being made to establish new direction of science and technological innovation activities such as emphasis on social values, network formation of innovation actors, and spreading of social impact. But in this "Policy Plan", the perspective of transformative innovation policy is weakly reflected. The Policy Plan refers to system improvement that adds new elements to existing system, but it is not discussing system transformation. In order to develop social problem solving R & D policy from the viewpoint of the transformative innovation policy, it is necessary to construct the innovation platform deliberating vision and prospect for the socio-technical transformation.

A Critical Analysis of the Characteristics and Causes of the Changes in Marriage Rates and Recommendations for Family Policy (혼인율 특성, 변화요인 분석과 가족정책 제언)

  • This study analyzes marriage and fertility rates in Korea and makes recommendations for family policy. Based on the 'The Report of Marriage & Divorce Statistics in 2005' and data from the Korea Statistical Information System (KOSIS) of the National Statistics Organization, the trends, reasons for marriage rates changes, and future expectations were critically reviewed. In addition, the relationship between marriage and fertility rates was analyzed. The principle characteristics of marriage rates are as follows: 1) the M-shape of the longitudinal crude marriage rates; 2) the increased age of individuals entering their the first marriage; 3) the increase in remarriage rates; 4) the changes in the patterns of remarriage; 5) the increased in the age at which individuals remarry and; 6) the increase in marriage to non-Koreans. The marriage and fertility rates changes are a permanent normative shift because of 1) later marriage because of women's increased education and labor force participation 2) rational choices about birth control 3) reduced population because of the aging of baby boomers 4) structural changes in the marriage market and 5) egalitarian changes in women's attitudes toward marriage and family. The recommendations for future family policy were as follows: 1) the need for a realistic, long-term family policy because the current marriage patterns will continue; 2) the need to develop new statistics such as fertility rates that are based on marriage cohort or birth cohort because family behavior is a mixture of personal, social and political responses; 3) the need for impact analysis of current family policy about increasing fertility rates; 4) the need for a new family perspective that encompasses diverse marriage and family patterns; 5) the need to focus on men's role in families because of women's changing roles and family interaction patterns and; 6) the need for preventive family policies such as family life education.

Quantitative Approaches for Agricultural and Rural Policy Evaluation (농업.농촌정책평가를 위한 정량적 분석모형 연구)

  • The present study construct a new technique that can evaluate diverse rural policies, which have been applied to the rural development programs at the village level. The method incorporates spatial econometrics models with a decomposition method that has little been utilized before. We applies the technique to evaluate the rural development programs that have been carried out by the Korea Forest Service and. Korea Rural Development Agency. The technique proved to be quite useful in that the technique efficiently separate the direct effect caused by the government policy from the effect explained by the endowment effect such as regional or area characteristics, and residual effect that cannot be identified by the models. The present study concludes with suggesting more quantitative methods need to be developed to evaluate diverse government policy programs, which enables us to discern correct policy effects.

Socio-technical Systems Approach and Innovation Policy (사회.기술시스템론과 과학기술혁신정책)

  • This study examines the approach of socio-technical systems and strategic niche management. It reviews the characteristics of that approach such as multi-level perspectives, the views on technology, and policy orientation. It applies the approach to the long-term vision making in science and technological innovation, socio-technical planning, participatory R&D, and science communication in Innovation policy areas and suggests some policy implications.

Exploring Policy Reform Options for the Welfare Regime Shift in Korea (한국 복지의 새판 짜기를 위한 문제 인식과 방안 모색)

  • Generally, regime shift occurs less frequently than policy change and/or government change. Regime shift needs alterations and changes along the three critical components which constitute a domestic regime: (1) the character of the socioeconomic coalition that rules the country; (2) the political and economic institutions through which power is acquired and exercised; and (3) the public policy profile that give political direction to the nation. This paper tries to examine characteristics of the welfare regime of Korea, and explore policy reform options for the welfare regime shift in Korea. From the viewpoint of livelihood security perspective, I firstly tries to examine development process of Korean welfare regime and specify the main characteristics of that regime. Secondly, I present three policy reform options: (1) reform of the formal political institutions such as electoral system and government type; (2) restructuring of the composition of government expenditure structure; and (3) reduction of the informal employment. These three policy reform options are related to the alteration of socioeconomic coalitions and the changes of the political and economic institutions. Instead of concluding remarks, I finally suggest two debate topics to the round table discussion.
