This is a research on the method of how to improve stall characteristics for the small general aviation airplanes to meet the FAR part 23 requirements. This research is based on the experience of certification flight tests of KC-100 airplane for Korea type certification. KAS/FAR Part 23.201/203 are the stall characteristics requirements. 23.201 requires to show the stable stalling tendency of the wings level stall and 23.203 requires to show the stable stalling tendency of stall characteristics during turning flight. In this paper, the stall characteristics requirements, improvement methods and flight test experience of KC-100 airplane for type certification.

The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.

Many attention have been paid to the innovative technologies aiming at the paradigm shift such as the modular housing, pre-fabrication method, or long-life housing. Despite the government's efforts to diffuse the long-life housing, few case gained the high grades by applying various technologies required in the Long-life Housing Certification System. The concerns of cost increase and low profit are the main reason why most of the construction firms avoid the adoption of long-life housing. In this study, the variations of construction costs were analyzed according to the grades in the Long-life Housing Certification System. The results of this study will help the decision makers find the optimal solution in employing the long-life housing technologies during planning.

Nowadays most companies are required to acquire the quality assurance system for their survival. It is essential to improvement company's competitive power that Certification of Quality Assurance System but there are many problems. To analysis the effects of ISO 9000 series/QS-9000 QA systems to the Domestic Company Quality Improvement as well as quality consciousness, data has been surveyed form quality assurance engineers who have work on certification activities. The data is analyzed using relevant tabulations of five scale or paired t test method in order to compare level of quality management of pre-certification with that of post-certification. It is analyzed in two parts which are qualitative effects and quality maturity grid. Also, to analysis for the bottlenecks and problems the data is analyzed using frequency analysis method.

As a rapid development of electronic commerce transactions in these days, the security and private protection problems became more important matters under the electronic transaction base. Because electronic transaction using electronic documents be carried without direct person to person meeting, there can be the possibility to use other's identity illegally without notice, and very hard to verify authenticity of transaction as well. In addition, it is very hard to find out that the electronic documents on the process of submitting is forged documents or not, and also have much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic commerce transactions and electronic documents, the digital signature and certification system with cryptography skill is inevitably necessary. As the wide use of digital signature together with beginning of digital government and financial transaction, not only the issuance of electronic certification, but certification market came to gradually expand. In Korea, after enacting digital signature act in 1999, the act contents were expanded to the wide range of contents complying with global standards from the end of 2001 to April, 2002, including the new clause of certification problems. And the act was put into operation now. Therefore, in this paper, we'd like to suggest development scheme through the investigation on electronic certification related problems, such as, concepts, procedures, service conditions here and abroad.

연구목적: 본 논문은 미래 산업발전과 환경변화에 대한 안전인증기준의 합리화를 위하여, 안전인증기준의 성능화에 대한 문제점을 검토하고 개선방향을 제시하는 것을 목적으로 한다. 연구방법: 문헌조사 및 실무자 면담조사를 통해 안전인증 체계에 대한 문제점과 한계점을 정리하고, 안전인증기준의 현황을 설계기준과 성능기준 그리고 세부적인 기준으로 분류하여 현황 분석을 실시한다. 그리고 조사 및 분석한 결과를 종합하여 안전인증기준의 성능화를 위한 개선사항을 제시한다. 연구결과: 조사를 통해 안전인증의 문제점과 한계점은 정부주도의 인증체계운용, 정형화된 인증기준, 인증개선에 장시간이 소요, 인증기준 마련체계의 부실, 업계의견 반영의 부족 등 6가지로 정리 할 수 있었다. 그리고 인증기준을 성능 및 설계기준으로 구분하여 분석한 결과, 기계 및 설비, 방호장치의 경우, 설계기준이 69.7% 및 64.9%로 높게 나타난 반면, 보호구의 경우 성능기준이 61.1%로 높게 나타났다. 설계기준 중심의 안전인증기준을 성능화하기 위해서는 인증기준의 성능화 가능성 판단, 검사시험방법의 규정 가능성 판단 등이 전제되어야 한다. 그리고 성능화를 위해서는 제조물책임법강화, 시장모니터링 등 체계화, 인증시험 업무의 분산, 민간의 인증기준 마련 참여 등의 제도기반 및 인프라 구축이 필요한 것으로 검토 되었다. 결론: 연구를 통해 우리나라 안전인증제도의 문제점과 한계점을 정리하고 성능화 필요성에 대하여 검토 하였다. 안전인증기준의 성능화는 법령정비, 인프라 구축 등 준비 작업이 필요한 사항으로 중장기적인 추진이 필요하다. 또한 전체 안전인증기준의 성능화 보다는 인증대상 품목별로 성능화 요건을 검토하여 추진하고, 세부적인 사항은 추가적인 연구를 통해 구체화해 나가야 한다.

근래 통신과 인터넷과 디지털 및 그래픽 기술의 발전으로 콘텐츠 산업은 새로운 문화 창달 및 경제발전의 중요한 산업으로 부각되고 있다. 디지털 콘텐츠 기술의 발전은 콘텐츠의 생성 및 유통을 획기적으로 발전시켜 새로운 부가가치를 창출하며 거대한 유통시장으로 확대되었다. 그렇지만 디지털 기술의 특징 중 하나인 유통과 복제가 용이하다는 것은 무단으로 불법복제와 도용, 변조로 인한 불법콘텐츠의 유통량도 증대 시켰으며 이로 인한 피해도 심각한 실정이다. 현재 온라인사이트를 대상으로 하는 저작권 보호 제도는 있지만 정작 온라인에 밀려 고전하고 있는 오프라인 정품 콘텐츠를 판매하는 업체를 대상으로 시행되는 제도는 부재하다. 한류열풍 등으로 해외 관광객의 콘텐츠 수요가 급증하고 있으나 오프라인 정품 콘텐츠 업체들은 온라인 업체들과 불법콘텐츠 유통으로 상당수가 경쟁력을 잃은 상황이다. 이에 본 연구에서는 선행연구를 통해 국내와 해외의 유사한 저작권 인증제도의 사례와 현황을 분석하고 인증제도의 요인들을 도출하여 이를 기반으로 오프라인 정품 콘텐츠업를 인증해 주는 제도에 대해서 연구하였다. 사례분석과 함께 저작권 관계자들과의 심층면접을 통해 얻은 인터뷰 내용을 중점으로 정품 콘텐츠 판매 오프라인 업체 인증제도의 인증영역, 인증 방향성, 인센티브를 정하여 인증제도 프레임워크를 도출하였다. 도출된 인증방향은 윤리형, 개방형, 당락형, 매장인증형, 다소엄격형(사후평가)의 인증모델을 선택하였다. 본 연구를 통해 국내 소비자들의 정품 콘텐츠 사용인식 확산과 건전한 콘텐츠 시장의 투명한 거래질서 확립을 기대해 본다.

Environmental issues have become gradually important around the globe, which has increased society needs for the environment-friendly construction. In an effort to realize the environmental protection and energy efficiency, the British BREEAM has been developed, which is followed by the USA LEED, Japanese CASBEE and other national certification systems based on their own conditions. In this end, the Republic of Korea has implemented its own certification system named GBCS(Green Building Certification System) in 2002, and now actively promoted the G-SEED(Green Standard for Energy and Environmental Design) after GBCS modifications and amendments. The purpose of this study is to identify possible problems to be encountered in the process of the G-SEED for office facilities and to provide relevant solutions. In this end, three office facilities have been selected, which had obtained the G-SEED. This study has analyzed reasons of change of assessment scores between the preliminary certification and the main certification phases, has identified problems through in-depth interviews with practicing professionals(design, construction, eco-friendly consulting firm) and then has reached a conclusion for improvements. This study will be possibly used as reference materials for improvements of the green building certification system, and further detailed studies on respective parts will be required for improvements.

최근에 제조기업들간에 이슈가 되고 있는 스마트공장의 성공적 확산을 위하여 기업들이 자발적, 경쟁적으로 스마트공장을 도입할 수 있도록 표준 인증제 수립을 위한 기본 모델을 제시하는 민관의 움직임이 활발하게 이루어지고 있다. 그러나 인증제도를 도입하기 위해서는 인증 운영체계의 정비는 물론 스마트공장에 대한 사회 전반의 공감대를 형성해야 하므로 제도 도입에 대한 심도있는 검토가 필요하다. 본 연구는 이러한 연구의 필요성에 따라 아직까지 국내에 스마트공장 인증제도가 도입되지 않은 상황에서 인증제도 도입에 대한 다양한 이해관계자들의 인식을 조사하는데 그 목적이 있다. 조사연구 결과, 과거 공장관리에서 전사적 경영으로 제조프로세스관리의 패러다임이 변화되었고, 조직의 경영성과를 달성하기 위한 새로운 제조프로세스관리체계와 관련 경영활동을 적절하게 평가할 수 있는 도구에 대한 필요성이 도출되었다. 그러나 인증제도는 협의해야 할 과제가 많아 제조기업의 스마트공장 인프라 부실과 인증제도 추진시 인증제도의 부작용 등이 인증제도 도입의 방해요소로 작용하는 것으로 파악되었다. 인증제도의 성공적인 도입을 위하여는 인증 조직체계의 정비, 관련법 제 개정, 중소기업청 주도의 시범사업 운영, 전문인력 양성, 인센티브 정책 마련이 확립되어야 하는 것으로 결과를 도출하였다.

As more and more companies pursue ISO 9000 certification, the adaptation of ISO 9000 has brought about some significant positive effects to domestic quality systems However, somenegative results occurred in domestic industries rushing to fulfill the requirements of these new quality systems. The primary objective of this research is to provide the efficient implemen tation process of ISO 9000 certification on the basis of total quality management concerning with ISO/ DIS 9000:2000, ISO/ DIS 9001:2000, ISO/DIS 9004:2000. this study has been conducted using the data collected from 325 Korean small and medium manufacturing companies which registered ISO 9000 certification in March 2000. The first, the adoption of a quality manage ment system needs to be a strategic decision of the organization. The design period of the adoption of a quality management system is influenced by the size of the organization, the products process, KS certification, the rate of management.
