This is a research on the method of how to improve stall characteristics for the small general aviation airplanes to meet the FAR part 23 requirements. This research is based on the experience of certification flight tests of KC-100 airplane for Korea type certification. KAS/FAR Part 23.201/203 are the stall characteristics requirements. 23.201 requires to show the stable stalling tendency of the wings level stall and 23.203 requires to show the stable stalling tendency of stall characteristics during turning flight. In this paper, the stall characteristics requirements, improvement methods and flight test experience of KC-100 airplane for type certification.

The Technical Standard Order articles are the parts and appliances for which the civil aviation authority designates as it is necessary to standardize for the expedited certification process and aviation safety. TSO articles were used on the type certified aircraft as replacement parts in the early days of TSO authorization system, but those articles are widely used on the newly developed aircraft as well in these days. In this paper, we compared the differences of the TSO authorization systems between FAA and EASA, and proposed the rulemaking items to improve Korean TSO authorization system and to contribute to growth of aviation industry.

Many attention have been paid to the innovative technologies aiming at the paradigm shift such as the modular housing, pre-fabrication method, or long-life housing. Despite the government's efforts to diffuse the long-life housing, few case gained the high grades by applying various technologies required in the Long-life Housing Certification System. The concerns of cost increase and low profit are the main reason why most of the construction firms avoid the adoption of long-life housing. In this study, the variations of construction costs were analyzed according to the grades in the Long-life Housing Certification System. The results of this study will help the decision makers find the optimal solution in employing the long-life housing technologies during planning.

Nowadays most companies are required to acquire the quality assurance system for their survival. It is essential to improvement company's competitive power that Certification of Quality Assurance System but there are many problems. To analysis the effects of ISO 9000 series/QS-9000 QA systems to the Domestic Company Quality Improvement as well as quality consciousness, data has been surveyed form quality assurance engineers who have work on certification activities. The data is analyzed using relevant tabulations of five scale or paired t test method in order to compare level of quality management of pre-certification with that of post-certification. It is analyzed in two parts which are qualitative effects and quality maturity grid. Also, to analysis for the bottlenecks and problems the data is analyzed using frequency analysis method.

As a rapid development of electronic commerce transactions in these days, the security and private protection problems became more important matters under the electronic transaction base. Because electronic transaction using electronic documents be carried without direct person to person meeting, there can be the possibility to use other's identity illegally without notice, and very hard to verify authenticity of transaction as well. In addition, it is very hard to find out that the electronic documents on the process of submitting is forged documents or not, and also have much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic commerce transactions and electronic documents, the digital signature and certification system with cryptography skill is inevitably necessary. As the wide use of digital signature together with beginning of digital government and financial transaction, not only the issuance of electronic certification, but certification market came to gradually expand. In Korea, after enacting digital signature act in 1999, the act contents were expanded to the wide range of contents complying with global standards from the end of 2001 to April, 2002, including the new clause of certification problems. And the act was put into operation now. Therefore, in this paper, we'd like to suggest development scheme through the investigation on electronic certification related problems, such as, concepts, procedures, service conditions here and abroad.

Purpose:The purpose of the paper is to review the problems of performance enhancement of safety certification standards and to suggest directions for improvement in order to rationalize safety certification standards for future industrial development and environmental changes. Method: The problems and limitations of the safety certification system are summarized through literature review and interview with manager, and the status of safety certification standards is classified into design standards, performance standards, and detailed standards, and the status analysis is performed. In addition, by synthesizing the results of the investigation and analysis, improvements are suggested to improve the performance of the safety certification standards. Result: Through the survey, the problems and limitations of safety certification could be grouped into six categories: government-led certification system operation, standardized certification standards, long time required to improve certification, poor certification standards preparation system, and lack of reflection of industry opinions. And, as a result of analyzing the certification standards by dividing them into performance and design standards, in the case of machinery, equipment, and protection devices, the design standards were high at 69.7% and 64.9%, whereas in the case of protective equipment, the performance standards were high at 61.1%. In order to improve the performance of safety certification standards centered on design standards, it is necessary to determine the possibility of performance enhancement of the certification standards and determine the feasibility of the inspection test method. In order to improve performance, it was reviewed that it was necessary to establish a systemic foundation and infrastructure, such as strengthening the Product Liability Act, systematizing market monitoring, etc., distributing certification test tasks, and participating in the preparation of certification standards by the private sector. Conclusion: Through this study, the problems and limitations of Korea's safety certification system were summarized and the necessity for performance improvement was reviewed. Performance improvement of safety certification standards is a matter that requires preparatory work, such as legislative revision and infrastructure construction, and requires mid-to-long-term promotion. In addition, rather than improving the overall safety certification standards, the performance requirements for each item subject to certification should be reviewed and promoted, and details should be specified through additional research.

With the rapid development in network, graphic technology, and digital technology, content industry is emerging as an important industry for new cultural development and economic development. The development in digital content technology has remarkably expanded the generation and distribution of contents, thereby creating new value and extending into a large distribution market. However, the ease of distribution and duplication, which characterizes digital technology, has increased the circulation of illegal contents due to illegal copying, theft, and alteration. The damage caused by this illegal content is severe. Currently, a copyright protection system targeting online sites is available. By contrast, no system has been established for offline companies that sell offline genuine content, which compete with online companies. The demand for content of overseas tourists is increasing due to the Korean wave craze. Nevertheless, many offline content providers have lost competitiveness due to illegal content distribution with online companies. In this study, we analyzed the case and status of similar copyright certification systems in Korea and overseas through previous research and studied a system to certify the offline genuine contents business. In addition to the case analysis, we focused on interviews obtained through in-depth interviews with the copyright stakeholders. We also developed a certification framework by establishing the certification domain, certification direction, and incentive of the certification system for offline businesses with genuine content. Selected certification direction is ethical, open, inward, store, and rigid (post evaluation). This study aimed to increase awareness among consumers about the use of genuine content and establish a transparent trading order in a healthy content market.

Environmental issues have become gradually important around the globe, which has increased society needs for the environment-friendly construction. In an effort to realize the environmental protection and energy efficiency, the British BREEAM has been developed, which is followed by the USA LEED, Japanese CASBEE and other national certification systems based on their own conditions. In this end, the Republic of Korea has implemented its own certification system named GBCS(Green Building Certification System) in 2002, and now actively promoted the G-SEED(Green Standard for Energy and Environmental Design) after GBCS modifications and amendments. The purpose of this study is to identify possible problems to be encountered in the process of the G-SEED for office facilities and to provide relevant solutions. In this end, three office facilities have been selected, which had obtained the G-SEED. This study has analyzed reasons of change of assessment scores between the preliminary certification and the main certification phases, has identified problems through in-depth interviews with practicing professionals(design, construction, eco-friendly consulting firm) and then has reached a conclusion for improvements. This study will be possibly used as reference materials for improvements of the green building certification system, and further detailed studies on respective parts will be required for improvements.

The certification for Smart Factory supoort successful management of organization while providing strategic plans to the issue of manufacturing process. In Korea, these standards are prepared as the national standards since 2015, and also, there are actions being taken to adpot the certification for Smart Factory. However, to adopt such certification, it is required that the certification operation system needs to be organized, as well as that the society in general should understand about Smart Factory. Accordingly, it is even more required an review on the adoption of the system. This study has the purpose in surveying a variety of atakeholders' perception for the adoption of Smart Factory certification given the circumstance that the cetitification is implemented through literature review and in-depth interviews. This study will be provide significant implication to build a successful plan for the adoption of Smart Factory certification by reviewing perception of professional and problem, strategy of this certification.

As more and more companies pursue ISO 9000 certification, the adaptation of ISO 9000 has brought about some significant positive effects to domestic quality systems However, somenegative results occurred in domestic industries rushing to fulfill the requirements of these new quality systems. The primary objective of this research is to provide the efficient implemen tation process of ISO 9000 certification on the basis of total quality management concerning with ISO/ DIS 9000:2000, ISO/ DIS 9001:2000, ISO/DIS 9004:2000. this study has been conducted using the data collected from 325 Korean small and medium manufacturing companies which registered ISO 9000 certification in March 2000. The first, the adoption of a quality manage ment system needs to be a strategic decision of the organization. The design period of the adoption of a quality management system is influenced by the size of the organization, the products process, KS certification, the rate of management.
