  • Liquefied gas carriers generally transport cargoes of flammable or toxic nature. Since these cargoes may cause an explosion, fire or human casualty, the accommodation spaces, service spaces and control stations of liquefied gas carriers should be so located as to avoid ingress of gas. For this reason, the paragraph 8.2.9 of IGC Code in IMO requires that the height of vent exits should be not less than B/3 or 6 m whichever is greater, above the weather deck and 6 m above the working area and the fore and aft gangway to prevent any concentration of cargo vapor or gas at such spaces. Besides as known, the LNG market has been growing continually, which has led to LNG carriers becoming larger in size. Under this trend, the height of a vent will have to be raised considerably since the height of a vent pipe is generally decided by a breadth of a corresponding vessel. Accordingly, we have initiated an examination to find an alternative method which can be used to determine the safe height of vent masts, instead of the current rule requirement. This paper describes the dispersion characteristics of boil-off gas spouted from a vent mast under cargo tank cool-down conditions in the membrane type LNG carriers.

  • Objectives: Outdoor workers are exposed to thermally stressful work environments. In this study, heat stress indices for harbor workers in summer were calculated to evaluate thermal comfort based on a human heat balance model. These indices are Physiological Subjective Temperature (PST), Dehydration Risk (DhR), and Overheating Risk (OhR) according to respective stage of cargo work in a harbor. In addition, we constructed a forecast system to provide heat stress information. Methods: Thermophysiological indices in this study were calculated using the MENEX model (i.e. the human heat balance model), which used as inputs the meteorological parameters, clothing insulation, and metabolic rate for each stage of cargo work in the harbor of Masan over the course of seven days, including a four-day heat wave. The forecast heat stress information constructed for Masan harbor was based on meteorological data supported by the Dong-Nae Forecast from the KMA (Korea Metrological Administration) and other input parameters. Results: According to higher metabolic rate, thermophysiological indices showed a critical level. In particular, PST was evaluated as reaching the 'Very hot' or 'Hot' level during all seven days, despite the heat occurring over only four. It is important in a regard to consider the work environment conditions (i.e. labor intensity and clothing in harbor). On a webpage, the forecast thermophysiological indices show as infographics to be easily understand. This webpage is comprised of indices for both current conditions and the forecast, with brief guidance. Conclusion: Thermophysiological indices show the risk level to health during a heat wave period. Heat stress information could help to protect the health of harbor workers. Further, this study could extend the applicability of these indices to a variety of outdoor workers in consideration of work environments.

  • The purpose of this paper is to investigate the effectiveness of Korean port investment by using the newly developed slack-based multi-year panel congestion model of DEA(Data Envelopment Analysis). Inputs[port investment amount, cargo handling capacity, and berthing capacity], and outputs[cargo handling amount, number of ship calls, revenue, and score of customer service satisfaction] are used during 1994-2004 for 20 Korean seaports. Empirical analysis identified congestion especially in port investment as input at the ports of Gunsan, and Busan in the all 3 models, and the ports of Pyungtag, Mogpo, Yeosu, and leju in over 2 models. Port investment induced the rapid increase of port efficiency from the ports of Masan, Incheon, Donghae, and Samcheok. Therefore other ports except these ports should examine the reason about the inefficiency of port investment by searching out the situation of each ports directly. The main policy implication based on the findings of this study is that The Ministry of Land, Transport and Maritime Affairs in Korea should introduce the new measurement way after reviewing the multi-year slack-based congestion approach when the amount of port investment for each port is decided.

  • The traditional name given to the insurance of third party liabilities and certain contractual liabilities which arise in connection with the operation of ships is protection and indemnity(P & I) insurance. P & I insurance is very different from traditional hull and machinery insurance in that shipowners' hull and machinery insurance is designed primarily to protect the assured against losses to his vessel, whereas P & I insurance seeks to indemnify an shipowner in respect of the discharge of legal liabilities he has incurred in operating his own vessels. This study is to examine the background of establishment of British P & I clubs md, therefore, the identity of P & I insurance. The present British P & I clubs are the remote descendants of the many small and local hull mutual insurance clubs that were formed by British shipowners in the end of 18th century. At that time, British shipowners were dissatified with the state of marine insurance market and, therefore, established clubs together in mutual hull insurance clubs. After the removal of the company monopoly in 1824, greater competition had a good effect on the rates, terms of cover and service offered by the commercial marine insurance market and by Lloyd's underwriters, and the hull clubs became less necessary and went into decline. The burden of British shipowners on liabilities to third parties was steadily increased after the middle of the 19th century, but the amount insured under hull policy was limited in the insured value of the ship. Eventually, the first protection club, that is, the Shipowners' Mutual Protection Society was formed in 1855. It was designed to like past mutual hull clubs, but to cover liabilities for loss of life and personal injury and also the collision risks excluded from the current marine policies, particularly the excess above the limits in hull policies. In 1870, the risks of liability for loss of or damage to cargo carried on board the insured ship was first awarded by the British shipowners. After 1874, many protection clubs formed indemnity club to cover the risk of liability for loss or damage to cargo. As mentioned above, British P & I clubs have been steadily changed according to the response of shipowners under the rapidly changing law of British shipowners' liability, and so on in the future.

  • The purpose of the study aims to analyse the loss incurred by withdrawal of ship under time charter based on the English Law with the MT Kos case. In this case, it is agreed that if the charterers had begun to make arrangements for the discharge of their cargo as soon as they received the owner's notice of withdrawal, the vessel would have been detained at Angra doe Reis for one day. As it was, she was detained there for 2.64 days. The issue is whether the owners are entitled to be paid for the service of the vessel during that 2.62 days, and for bunkers consumed in the same period. Their claim is put forward on three bases: (1) under clause 13 of the charterparty ; (2) under an express or implied new contract made after the vessel was withdrawn, to pay for the time and bunkers; and (3) under the law of bailment. The judge held they were entitled to succeed on basis (3), but rejected every other basis which they put forward. The Court of Appeal rejected the claim on all three bases, except that they allowed the owners to recover the value of bunkers consumed in actually discharging the cargo.

  • The purpose of this paper is to show the empirical measurement way for predicting the seaport efficiency by using Super SBM(Slack-based Measure) with Wilcoxson signed-rank test under CRS(constant returns to scale) condition for 20 Korean ports during 11 years(1997-2007) for 3 inputs(port investment amount, birthing capacity, and cargo handling capacity) and 5 outputs(Export and Import Quantity, Number of Ship Calls, Port Revenue, Customer Satisfaction Point for Port Service and Container Cargo Throughput). The main empirical results of this paper are as follows. First, Super SBM model has well reflected the real data according to the Wilcoxon signed rank test, because p values have exceeded the significance level. Second,Super-SBM has shown about 87% of predicting ratio for the ports efficiency and the optimal size of investment in domestic seaport. The policy implication to the Korean seaports and planner is that Korean seaports should introduce the new methods like Super-SBM method with Wilcoxon signed rank test for predicting the efficiency of port performance and the optimal size of investment as indicated by Panayides et al.(2009, pp.203-204).

  • Due to development of science and telecommunication with wide-spread computer supply, it could be done through computer automatically instead of manpower-work for paper transportation & paper approval. It is developed to so-called Factory Automation. Further, it is developed to Office Automation. Trading companies & concerned trade authorities are interested in Trade Automation that such technique is applied to trade work. Generally, Trade Automation means to realize paperless trade by exchanging electronic papers through inter-computers after concerned trade operators transformed various papers to electronic papers that computer could read. In case Trade Automation fix in the trade business, it is expected one of innovations among traditional paper work of trade business, namely without going import-export authorities, Customs office, Banks. Shipping companies, Marine insurance companies on hand-carrying papers, it could be fast, simple, correct to finish every trade procedures such as commercial business, foreign currency, customs clearance, transportations, insurance. terms of payment, etc., with Electronic Data Interchange through computer facilities. Especially, telecommunication for trade form could be helpful to proceed trade paper with one-run-method Further we can anticipate 6 effects for Trade Automation as belows : First, as explained just above articles, with completion for Trade Automation, every trade procedures can be done by computer. so, time to work can be diminished. namely. logistics cost including accessory costs for trade procedures can be saved much. Second, viewing to private enterprise, effect of Office Automation can be maximized and rapid, correct exchange for various trade informations could raise efficiency of enterprise management establishing rational production, storage, transportation and could raise competition improving standard for consumers's service. Third, establishing Trade Automation systems makes it easier piling-up of harbor cargo by pre-transmission of electronic paper & trade informations make it possible to finish customs clearance in advance and can be dispatched upon cargo arrival. Fourth, most of concerned trade authorities such as import-export approval office. financial authorities, transport & insurance companies concentrated in Metropolitan area(Seoul, In -Cheon, Kyung-Ki). Therefore, in case Trade Automation could be realized. it is possible to proceed trade business instantly in every country area by computer facilities. Also. it contribute well-balanced development for suburb. region area by suburb dispersion of trading companies. Fifth, on the way to Trade Automation establishment & its enlargement process. producing enormous demand for over-all telecommunication such as hardware. software. network makes opportunity to progress telecommunication industry & concerned industries. • The regional industry promotion system, which seeks to link the characteristics and resources of the region to its core strategic industry, is spreading the industrial resources in the form of an organic network. The Seosan-Daesan Port is the only port in the Chungcheong provinces that is equipped with international passenger dock and terminal, and it will soon have a ferry service operating to the Longyan port in Rongcheng, China in 2018. The study focuses on effects of the first international ferry operation in the provinces that are being realized with the aim of developing the regional industry. The study also analyzes the ripple effects on the tourism and port industries in the provinces by tapping into the 2013 regional inter-industry table. The analysis shows that the scheduled ferry operation will generate 47,815 million won in production and 23,423 million won in added value for the region's tourism industry. It will also generate total revenue of 12,567 million won for the port industry driven by the locally handled freight containers and the added value. Currently, the Korea-China ferry operation in other regions exhibits greater dependence on the cargo than the passengers. Thus, for the international ferry operation to and from Seosan, generating maximum employment in tourism from the passengers of the international ferry operation will require strategic marketing to attract tourists. At the same time, a steady supply of cargo needs to be sustained by maintaining a balance between import and export cargoes. Furthermore, greater efforts should be made to create more sea routes than other regions or to increase voyages for the purpose of generating more added value.

  • The improvement in logistics competitiveness is the key element of corporate competitiveness in the era of severe competition among companies and high oil prices due to globalization. For this reason, this study analyzed the effect of transportation mode selection factors of Indonesian export companies on the logistic performance in accordance with the logistics environment. The results of the analysis show that only the cargo characteristics, which are the transportation mode selection factor of export companies, had a significant effect on logistics; the services, time, and expenses, on the other hand, had no effect on logistics performances. This result reflects the poor logistic infrastructure of Indonesia. While the export company considers service, time, and expenses when choosing transportation mode, it had no effect on logistic performances due to poor logistic infrastructure. The poor logistic infrastructure of Indonesia has caused a rise in the overall logistic expenses of companies due to excessive transportation time over the transportation distance, unavailability of on-time acceptance and delivery, and increase in the transportation expenses and subsidiary expenses. These are also the factors that decrease the competitiveness of export companies and affect the promotion of the manufacturing industry and foreign investment for the purpose of job creation and industrialization by the Indonesian government. Therefore, the logistics infrastructure must be improved initially. This study determines various points in terms of the logistics infrastructure environment of Indonesia, a developing country, using previous studies and provides their implications.

  • While marine transport freight is steadily increasing, people are more interested in terminals handling cargo. But the domestic researches on terminals were almost on container terminal. This study attempted to study the service quality for bulk terminals. The users of bulk terminal services were divided into shipowners and shippers to compare their differences by using bulk terminal service provided. During the attributions proposed in this study, Tangibles were descripted by the numbers of berth or depth, facilities, and so on. So it was suitable to consider the tangibles by formative indicators. And also this study has tried using "reflective model" and "formative model" to make a measurement model for comprehensive analyses. The results showed that all of the items were significant except the relation between empathy and performance satisfaction in the overall measurement model analyses. User groups difference analyses results have showed that the trust responsiveness impact on performance satisfaction was more importantly assessed by shippers than by shipowners. It was expected to use the results of this study as a good strategic resource to help bulk terminal administrators make various expansion plans to improve the bulk terminal's competitiveness in the future.
