Special logistics, such as steel coils or steel plates, are being shipped and deployed depending on experienced personnel. Therefore, there is a great possibility of accidents due to immaturity by human error or lack of experience. There is a need to prevent the possibility of such an accident in advance, to apply security requirements required for special logistics, to ensure the stability of cargo, and to operate an management system to check the correct loading list. In addition, accurate shipping inspection is necessary to balance the ship. This paper analyzes the problems of shipping inspection currently being implemented and proposes a web-based port special logistics shipping inspection and balancing operation system to improve it.

In times of war or emergencies, weapon systems, such as radars, must receive stable power. This can be achieved using improved onboard portable power systems made of steel containers. However, a breakdown can occur in the event of random vibration during transportation via a vehicle or train. Electrical-power shortages or restrictions pose a significant threat to security. In this study, Composite Wheeled Vehicle(CWV) data and rail cargo data with Acceleration Spectral Density(ASD), specified in MIL-STD-810H METHOD 514.8, were interpreted as input data of the three-axis random vibration method using ANSYS 19.2. Modal analysis was performed up to 500 Hz, and deformations in modes 1 to 117 were calculated to utilize all ASD data. The maximum equivalent stress in the three-axis direction was obtained using a random vibration analysis. Similarly, the margin of safety was calculated using the derived equivalent stress and material properties. Overall, the analysis verified that the portable container designed for the power supply system satisfied the required vibration demands.
This study aims to derive a technology development roadmap in related fields by utilizing patent documents of financial technology. To this end, patent documents are extracted by dragging technical keywords from prior research and related reports on financial technology. By applying the TF-IDF (Term Frequency-Inverse Document Frequency) technique in the extracted patent document, which is a text mining technique, to the extracted patent documents, the Latent Dirichlet Allocation (LDA) algorithm was applied to identify the keywords and identify the topics of the core technologies of financial technology. Based on the proportion of topics by year, which is the result of LDA, promising technology fields and convergence fields were identified through trend analysis and similarity analysis between topics. A first-stage technology development roadmap for technology field development and a second-stage technology development roadmap for convergence were derived through network analysis about the technology data-based integrated management system of the high-dimensional payment system using RF and intelligent cards, as well as the security processing methodology for data information and network payment, which are identified financial technology fields. The proposed method can serve as a sufficient reason basis for developing financial technology R&D strategies and technology roadmaps.
Four cargo ships were ambushed by bombs in 2019 while navigating in the Strait of Hormuz. It was not clear who attacked those ships, however, many nations including the United States argued that it was Iran due to several reasons. The United States established the maritime collective defense system named International Maritime Security Construct (IMSC) in order to protect the maritime security in the Strait of Hormuz, without disclosure against whom it is aimed. Persian, who uses the Persian language unlike other countries in the Middle East, is the major ethnic group in Iran, and most of them believe Shi'ah Islam while most of the Arabs in the Gulf countries adhere to Sunni Islam. It seems that historic and religious motives caused the bipolar system in the Middle East, however, it is plausible to analyze the system of international affairs in the Middle East via defensive or structural realism. Iran has attempted to maintain its hegemony in the region by supporting Shi'ah muslims in the neighboring countries as well as in the world by using military and economic means. In this context, Iran's maritime strategy is to maintain its maritime hegemony on the Persian Gulf via countering threats and cooperating with friendly navies by using the Islamic Republic of Iran Navy(IRIN) and the Islamic Revolutionary Guard Corps Navy(IRGCN). IRIN acts like other navies in the world: protecting national interest at sea, expending its operational areas to the outer seas, and enhancing cooperation with other navies. Meanwhile, IRGCN plays a role as an asymmetric force at sea. It is composed of small and fast asymmetric assets, which can ambush ships fast and furious. Considering the poor study for Iran's maritime strategy in Korea, analyzing the strategy is meaningful for the Republic of Korea Navy, which has operated the Cheonghae Unit for more than ten years since it has extended its operational area over the Strait of Hormuz. In order not to be drawn into the conflict in the Strait, research on the maritime strategy of Iran and other countries in the Middle East should be started.
The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. In recent years, the need for economical and sustainable ship routing has emerged due to the enforced regulations on environmental issues. Despite the development of weather forecasting technology, maritime accidents by rough waves have continued to occur due to incorrect weather forecasts. In this study, onboard measurements are conducted to observe the acutal situation on merchant ships in operation encountering rough waves. The types of measured data include information related to navigation (Ship's position, speed, bearing, rudder angle) and engine (engine revolutions, power, shaft thrust, fuel consumption), weather conditions (wind, waves), and ship motions (roll, pitch, and yaw). These ship experiments was conducted to 28,000 DWT bulk carrier, 63,000 DWT bulk carrier, 20,000 TEU container ship, and 12,000 TEU container ship. The actual ship experiment of each ship is intended to acquire various types of data and utilize them for multi-objective studies related to ship operation. Additionally, in order to confirm the sea conditions, the directional wave spectrum was reproduced using a wave simulation model. Through data collection from ship experiments and wave simulations, various studies could be proceeding such as the measurement for accurate wave information by marine radar and analysis for cargo collapse accidents. In addition, it is expected to be utilized in various themes from the perspective of safety and efficiency in ship operation.
The air waybill is supposed to be made out by the consignor. If the carrier makes it out, he is deemed, subject to proof to the contrary, to have done so on behalf of the consignor. The air waybill shall be made out in three original parts. The first part shall be marked "for the carrier", and shall be signed by the consignor. The second part shall be marked "for the consignee", it shall be signed by the consignor and by the carrier and shall accompany the goods. The third part shall be signed by the carrier and handed by him to the consignor, after the goods have been accepted. According to the original Warsow Convention article 8, the air waybill must contain 17 particulars or items. However, the Hague Protocol reduced to three the number of particulars required to appear on the air waybill. Only one item is obligatory, namely, the notice that the carriage is subject to the rules of the Warsaw Convention. The absence of the air waybill entails unlimited liability of the carrier because it deprives him of the right to avail himself of the provisions of the Warsaw Convention which exclude or limit his liability. The consignor shall be liable for all damages suffered by the carrier or any other person by reason of the irregularity, incorrectness or incompleteness of the particulars and statements in the air waybill. Although the contract of the carriage of goods by air is not a formal contract, the document of carriage is issued. The issue of air wayhill is not essential for the existence or validity of the contract, but serves merely as a means of proof. The Hague Protocol has lessened the consequences of the carrier's neglect to faithfully accomplish the required formalities. Henceforth, these formalities no longer constitute legal obligations. The air waybill is the consignment note used for the carriage of goods by air. It is often called an air consignment note and is not a document of title or transferable/negotiable instrument. It is basically a receipt for the goods for despatch and is prima facie evidence of the conditions of carriage. Each of the original parts of the air waybill has evidential value and possession of his part is a condition for the exercise by the consignor or cosignee of his rights under the contract of carriage. Oveall, it is an usage that under a documentary letter of credit, the consignee on the air waybill is the opening bank of the letter of credit, and the notify party is the importer who applied for the letter of credit. In Korea there is an usage as to process of cargo delivery in air transportation as follows: The carrier carries the cargo into the bonded area of the airport and gives both the notice of arrival of the cargo and the consignee's air waybill to the notify party who is the importer. Then the notify party obtains the Letter of Guarantee from the opening bank in exchange for reimbursing the amount of the letter of credit or tendering the security therefor to the opening bank. The notify party then presents this document to the customs authorities for the process of customs clearance. The opening bank becomes a consignee only to ensure repayment of the funds it has expended, and the only interest of the opening bank as consignee is the reimbursement of the money paid to the exporter under the documentary letter of credit. Just as the bill of lading in maritime law, the air waybill has always been considered negotiable although the Warsaw Convention does not emphasize this aspect of negotiability. However, the Hague Protocol article 4 corrected the situation by stating that "nothing in this Convention prevents the issue of a negotiable air waybill." This provision officially recognizes that the air waybill must meet the needs of the present day business circles by being a negotiable instrument. Meanwhile, Montreal Additional Protocol no. 4 has brought important changes. Registration by computer is acceptable and the parties to the contract of carriage are allowed to replace the air waybill with a receipt for the goods. In conclusion, as the Warsaw Convention has not details of provisions relating to the issuing of the negotiable air waybill, it is hoped that there should be supplement to the Warsaw Convention and establishment of international commercial usage with regard to the negotiable air waybill.

X-ray image is a widely used to medical examination, airport security and cargo inspection. However, X-ray images contain many visual noise, which interrupt image analysis. Consequently, it is primary importance to reduce noises of X-ray image. In this paper, we present a improved denoise technique for x-ray image using pixel value and range weights. First, we denoise a x-ray image using bilateral filter. Next, we detect a edge region of the original x-ray image. If a denoised pixel belongs to the edge region, we calculate weighting values of original x-ray image and denoised x-ray image in $3{\times}3$ neighboring pixels and compute the cost value to determine the boundary pixel value. Finally, the pixel value having minimum cost is determined as the pixel value of the denoised x-ray image. Simulation results show that the proposed algorithm achieves good performance in terns of PSNR comparison and subjective visual quality.

When the laws about the security of ships are revised, or voyage conditions are changed, ship owners have converted rather than built new passenger ships including cruise ships recently. As conversion causes a lot of changes in principal dimension, structural strength, hydrodynamic performance, the number of passengers, and cargo capacity, detailed pre-review is needed. But any studies on conversion have not been carried out yet, this study investigated and analyzed the trend of consulting companies' reports (Delta Marine Report, 2005, 2008). As a result, it was found that lengthening conversion brought about the main changes in principal dimension, and performance. Also it was suggested that there be factors for consideration like hull scantling, hull form, and cutting point to minimize side effects when ship owners build ships having lengthening conversion in mind.

The design of LNG ship needs very high level structural design/analysis technology compared with conventional ship types because it requires perfect security against the extremly dangerous and cryogenic cargo. Hence, present paper describes the general procedure of the structural safety assessment for independent tank type LNG ship, which contains following items. 1) Long term prediction of the wave induced stresses including ship motion analysis, structural analysis of hull and tank and stochastic analysis process of ocean waves. 2) Fatigue strength analysis of a tank structure based on the S-N approach. 3) Structural safety assessment against the fatigue crack propagation based on the LBF(Leak Before Failure) concept. The first report focuced on the item (1) (2) and example calculation was performed on a prototype LNG ship. The remained part will be covered by the second report.
