건설공사보험요율 합리화를 위한 수급자위험도 적용방안 (An application of contractor′s risk to the premium rate of CAR)

  • 최근 건설공사가 대형화$\cdot$특수화$\cdot$다양화됨에 따라 시공 중에 돌발적인 사고의 발생 가능성이 높아지고 있으며, 사고발생 시에는 막대한 경제적 손실과 인적피해를 수반하여 그 사회적 충격도 커지고 있다. 이러한 우연한 사고의 발생으로 인한 손실에 대비하여 일부 공공공사에 대하여 의무적으로 건설공사보험(Contractor's all risks insurance policy : CAR, 이하 공사보험)에 가입하도록 관련법에서 규정하고 있다. 이처럼 공사보험이 위험관리의 주요 수단으로 활용되고 있으나, 공사보험요율의 적정성 및 공평성에 대하여 많은 문제가 제기되고 있다 이에 본 연구에서는 첫째, 보험요율의 적정성을 검토하고 수급자의 공사수행 위험도를 평가하여 공사보험요율에 반영할 수 있는 할인$\cdot$할증 제도의 적용방안을 제시하고 둘째 이 제도를 적용하기 위해 수급자의 공사수행 위험도를 평가하기 위한 항목의 개발방향을 제시하였다. 마지막으로 공사위험의 특성을 고려하여 보험요율 결정과정을 합리적으로 진행하기 위해 건설공사와 관련된 기술전문가와 보험관련 전문가로 구성된 위험평가 팀의 활용방안에 대하여 제시하였다.

  • The internet has been giving new business opportunities due to the unlimited and convenience of using it. So, A lot of companies confront many challenges to hold customer. In this situation, The holding many customers of online car insurance company could have very significant meanings, Therefore, this study could be meaningful to analyze the factor of building customer loyalty. The main results of the paper are as follows : Firstly, The attributes and recent situation of online car insurance have been researched. Secondly, The Customer brand relation quality(BRQ) has been shown a important role of building loyalty. Finally, Conceptual criteria for the study, which was modified considering cultural values of Korean customer from Fournier's seminal study, have shown very significant means.

  • Currently many safety assessment tests are conducted by crashing a vehicle against a rigid or deformable barrier. It is quite rational to evaluate crash performance of a vehicle in a barrier test in terms of vehicle stiffness and strength. However, there has been a lot of debate on whether barrier testing is a duplicate of real world crash collisions. One of the issues is car to car compatability. There are two essential subjects in compatability. One is partner-protection when crashing into another vehicle and the other is self-protection when struck by another vehicle. When considering a car to car frontal crash between a mini car and a large heavy car, it is necessary to evaluate human body stiffness of each vehicle. In this study, in order to evaluate the compatability of cars in car-to-car crashes, four tests were conducted. Test speed of each car is 48.3km/h, and the overlap of the mini and large car is $40\%$, and the overlap of the small cars is $100\%$. In all tests, only a drive dummy is used. The test results of the car to car crash test show that vehicle safety standard of mini car is not satisfied compared with large heavy car and HIC value of mini car is higher than large car. In this case observed that the relatively lower stiffness and weight of the mini car resulted in absorbing a large share of the total input energy of the system when crashed into the large heavy car.

EXPERIMENTAL EVALUATION OF USED CARS FOR FRONTAL COLLISION COMPATIBILITY

  • This research investigates injury values and vehicle deformation for vehicle frontal crash compatibility. To investigate compatibility in an individual case, it is possible to impact two vehicles and evaluate the injury values and deformations in both vehicles. In this study, four tests were conducted to evaluate compatibility. A large and mini vehicle were subjected to a frontal car-to-car crash test at a speed of 48.3 km/h with an offset of 40%. An inclination car-to-car crash test using the large and small vehicle were conducted at 30 km/h at a $30^{\circ}$ angle. The results of the 48.3 km/h, car-to-car frontal crash revealed extremely high injury values on the chest and upper leg of the Hybrid III 50% driver dummy with seatbelt in the mini vehicle compared to the large vehicle. For the 30 km/h, car-to-car inclination crash, however, injury values in the small vehicle were 1.5 times higher compared to the large vehicle.

한방병원에 내원한 교통사고 외래환자에 있어서 사고규모와 치료기간 및 치료비용 간의 상관관계에 대한 연구 (The Study on Correlation between Traffic Accident Severity with Period and Cost of Treatment in Traffic Accident Outpatients Visiting a Korean Medicine Hospital)

  • Objectives The purpose of this study is to investigate the corelation between traffic accident severity and treatment period and cost by traffic accident. Methods Outpatients who visited Jaseng Korean medicine hospital traffic accident clinic were investigated by hospital computer system about period and cost of treatment. And we requested for repair cost of car, a sort of car groups and agreement date with car insurance company to insurance company. Therefore we could analysis statistical correlation of traffic accident severity (repair cost of car) with period of treatment, cost of treatment, number of treatment in same sort of car groups. For statistics, we used SPSS version 18.0 for windows. Results A significant positive correlation was found between traffic accident severity (repair cost of car) with repair cost of car, cost of treatment and number of treatment in semi-midsize car, midsize car group. But, any significant correlation wasn't found between traffic accident severity (repair cost of car) with repair cost of car, cost of treatment and number of treatment in small car, full-sized car group. In SUV (sport utility vehicle) car group some significant correlation was found, but it isn't between traffic accident severity (repair cost of car) with repair cost of car, cost of treatment and number of treatment. Conclusions It was found that traffic accident severity (repair cost of car) had an effect on cost of car, cost of treatment and number of treatment by statistical analysis. But, it was also suggested strongly that other factors like a cost of car and ages had an effect on them.

  • 최근 보험 처리과정에서 소용되는 시간과 비용을 절감하고자, 자동차 보험에 블록체인 스마트 컨트랙트 기술을 도입하는 연구들이 활발하다. 그러나 기존의 연구들은 사고를 입증하기에 미흡한 수준의 교통 사고관련 데이터의 활용으로 악의적인 보험자의 사고 위조, 손상 확대 등의 보험사기 위협에 노출되어 있다. 이를 해결하고자, 본 논문에서는 자동차에 탑재된 센서, RSU, IoT 기기 등을 통한 다양한 종류의 데이터와 차량용 스마트 컨트랙트를 이용하여 사고데이터 기반 신뢰도 산정 모델을 제안한다. 특히 교통사고 데이터의 종류 및 상태에 따라 가중치를 달리하고, 다양한 사고 상황에 따라 학습되는 신뢰도 산정 모델을 고려하여 회귀모델을 적용했다. 제안 모델은 보험 처리과정의 투명성, 보험 처리 과정의 간소화와 같은 기존 장점을 유지하며 효과적인 보험사기 차단, 보험 소송의 감소의 효과를 보일 것으로 기대된다.

교통사고감소를 위한 자동차보험의 지역요인 반영에 관한 연구 (The Study of Reflecting Regional Characteristics in Car Insurance for Reduction of Traffic Accidents)

  • 이 연구는 교통사고감소를 위한 자동차보험의 지역요인 반영에 대해 다루고 있다. 연구의 목적은 지역별 자동차보험 적용방안에 대한 과학적인 검증절차를 수립하는데 있다. 이를 위해 이 연구는 지역별로 서로 다른 교통환경 요인에 대한 자동차보험 손해율과의 상관분석을 수행하였으며, 그 타당성을 검증하였다. 또한, 교통사고의 주된 원인인 인적요인에 해당하는 교통문화를 지역별로 구분하여 손해율간의 상관관계와 모형도를 제시하였다. 이러한 결과를 토대로 지역별로 교통사고를 유발하는 다양한 교통환경이 있음에도 불구하고 자동차보험요율은 획일적으로 적용되고 있는 문제점을 제기하였으며, 이를 해결하기 위한 방안으로 지역요인을 반영한 자동차보험정책의 도입을 주장하였다.

Research on improvement of law for invigorating autonomous vehicle

  • The Korean government announced its goal of commercializing autonomous vehicle by year 2020. With such changes, it is expecting to decrease car accident mortality by half. To commercialize autonomous car, not only worries on safety of autonomous vehicle has to be solved but at the same time, institutional system has to be clear to distinguish legal responsibilities in case of accident. This paper will present the legal improvement direction of the introduction of autonomous vehicles as follows. First, it is necessary to re-establish concept of 'driver' institutionally. Second, it is appropriate to focus on Level 3 autonomous vehicle which is about to be commercialized in year 2020 and organize legal responsibility. Third, we should have a clear understanding on how level 3 autonomous vehicle will be commercialized in the future. Fourth, it is necessary to revise The Traffic Law, Act on Special Cases concerning the Settlement of Traffic Accident, and Automobile Accident Compensation Security Law in line with level 3 autonomous vehicle. Fifth, it is necessary to review present car insurance system. Sixth, present Product Liability Law is limited to movable products (Article 2), however, it is necessary to include intangible product which is software. Seventh, we should review on making special law related to autonomous car including civil, criminal, administrative, and insurance perspectives.

차 대 차 정면충돌시험을 통한 상호안전성 연구 (Research on Vehicle Crash Compatibility Through Car to Car Frontal Crash Test)

  • Since 2000, sports utility vehicles(SUVs) occupy about 40% of domestic vehicle sales. As sports utility vehicle sales are increased the probability of crash accident between SUVs and passenger vehicles increases. Generally, SUVs are heavier than passenger vehicles and their drive height and front end stillness are higher than passenger vehicles. Because of these characteristics SUVs cause more severe injury and fatal injury in SUV to passenger vehicle head-on impact. To evaluate SUV's aggessivity to passenger vehicle, we carried out SUV to passenger vehicle head-on crash test. And finally the way how to reduce incompatibility between SUVs and passenger vehicles is suggested.

건강보험과 자동차보험의 선택적 우선적용에 대한 고찰 -경과실 자기신체피해 교통사고를 중심으로- (A Study How to Decide the Priority on choosing between National Health Insurance and Automobile Insurance In Korea -Focused on medical expenses of the Insured's own bodily Injury Coverage-)

  • A person is injured in car accident caused by his/her slight negligence except he / she causes accident by his / her willfulness or gross negligence. Because the National Health Insurance Corporation (hereinafter called "Corporation") shall not provide any insurance benefit "when he has intentionally or through gross negligence caused a criminal conduct or intentionally contributed to the occurrence of an accident" referred to in Article 48 (1) 1 of the National Health Insurance Act. So, if he / she is insured by his / her own bodily injury coverage, he / she can be compensated for his / her medical expenses. The injured have the rights to file either National Health Insurance claim and Automobile Insurance claim but there is no clear and definite adjustment clause. The claim disputes between National Health Insurance (hereinafter called "NHI") and Automobile Insurance (hereinafter called "AI") in the own bodily injury coverage makes some problems. Firstly, there are some differences in co-payments which he / she chooses between NHI and AI. Profit per a patient is higher in the NHI than in the AI. Secondly, it can provoke criticism that people shall unnecessarily pay double contributions. Lastly, it can raise moral hazards. For example, if he / she can cover the compensations when the insured receives the compensations from his / her insurer, the Corporation can be claimed by medical care institution payment of the health care benefit costs. In conclusion, first of all, to improve the national health and preserve the insured's rights the Corporation shall keep notice these facts.
