This study is on the development of optimal method for transforming cadastral map to be referred to KGD2002. The method was developed by referring to the method used at transforming Korean National Digital Topographic Map to be referred to KGD2002 and analysing the records about making cadastral map. We tested the method by transforming the cadastral maps of three sample sites and analysing the accuracy of transformed maps. It was proved that the method could be used at transforming cadastral map to be referred to KGD2002 for the propose of being related to National Digital Topographic Map, National GIS data, and so on. We also introduce the longitudinal process for transforming national cadastral maps to be used as a data to verify land ownership.

현재 지적측량은 전국을 지적재조사측량 지역, 세계측지계변환 지역으로 나누어 현실경계에 부합하는 디지털지적으로 통합될 수 있도록 추진되고 있다. 따라서 본 연구에서는 등록전환 업무를 세계측지계 기준으로 필지 경계점을 좌표화하기 위해 필요한 사항을 새롭게 정립하고자 하였다. 연구 수행을 위해 산지관리법 등 관련법규와 현행 등록전환 관련규정을 검토하고 대한지적공사 12개 본부 자료를 기준으로 경제적 행정적 타당성을 분석하였으며, 기준점과 현형법에 의한 성과결정지역을 선정, 실험측량을 실시하여 측량방법과 절차를 정립하였다. 등록전환 수수료 개정을 목적으로 현행 수수료 산정에 따른 세부내용을 검토하고 시 군 구 지역을 구분하여 품셈조사를 실시하였으며, 품셈조사 자료를 근거로 세계측지계에 의한 등록전환측량 방법과 절차에 적합한 개정 수수료를 산출하였다.

Recently, in a field of cadastre, a computerization of cadastral map is in progress with great growth of GIS field. Also, the needs for the integration of land and building information are widely increasing for integral-management and its application of various land related information. In this study, it is constructed a 3D information cadastral map model that can make the integral management of land, building, connecting land recorders, building management ledgers, building titles, building pictures, and related attribute information.

The purpose of this study is to propose the method that it minimizes a disagree phenomenon when we superpose the digital ortho image on the cadastral map. Through the method, we are to apply the method to app licate and vary the land-relative information maximumly by adding the merit of the digital ortho image to the cadastral map.

본 연구에서는 지적기준점과 도시기준점을 연계 활용의 가능성을 제시하고자 창원시를 대상으로 세계측지계 성과로 고시된 창원시 도시기준점(32점)의 GPS 관측데이터를 이용하여 도시기준점에 대한 지적좌표 성과를 산출 분석하여 보았다. 연구결과 3가지 서로 다른 계산 S/W를 이용해 지적좌표를 산출하고 이를 기존 도시기준점 고시 성과와 비교한 결과 현행 법률에서 규정하고 있는 오차의 허용범위 이내로 분석되어 지적측량에 활용 가능성이 있는 것으로 나타났다. 다만 실무에서 안정적인 활용 위해 현행 도시기준점 고시 성과를 직접 지적측량에 이용하기 보다는 새로이 지적성과를 산출해서 활용하는 방안을 제안하였다. 또한 지역 삼각점에 대한 사전 정밀한 성과점검이 필요함을 제시하였다. 끝으로 계산 S/W는 삼변망조정계산 S/W가 적합한 것으로 나타났다.

우리나라의 지적기준점은 구소삼각원점, 특별소삼각원점, 특별도근측량원점 및 통일원점 등 다양한 원점체계를 기준으로 하고 있다. 이러한 다양한 원점체계를 가진 수치지적도는 통일원점을 기준으로 하는 국가 GIS 데이터와의 연계에 어려움을 가지고 있다. 본 연구에서는 구소삼각원점에 기준한 지적기준점 성과를 통일원점을 기준한 성과로 변환하기 위한 실험을 실시하였다. 변환 방법은 2차원 등각변환에 의한 변환 매개변수를 산출하고 이를 적용하여 간접변환한 성과를 GPS로 측량한 성과와 비교하였다. 또한 통일원점 기준의 지적기준점 성과를 세계측지계 기준의 성과로 변환하기 위한 최적합 실험을 실시하였다.

With rapid land development, land category should be updated on a regular basis. However, manual field surveys have certain limitations. In this study, attempts were made to extract a feature vector considering spectral signature by parcel, PIMP (Percent Imperviousness), texture, and VIs (Vegetation Indices) based on RapidEye satellite image and cadastral map. A total of nine land categories in which feature vectors were significantly extracted from the images were selected and classified using SVM (Support Vector Machine). According to accuracy assessment, by comparing the cadastral map and classification result, the overall accuracy was 0.74. In the paddy-field category, in particular, PO acc. (producer's accuracy) and US acc. (user's accuracy) were highest at 0.85 and 0.86, respectively.

Recently, in a field of cadastre, a computerization of cadastral map is in progress with great growth of GSIS field. Also, the needs for the integration of land and building information are widely increasing for integral-management and its application of various land related information. Through a revision of cadastral laws to replace the existing 2D-Cadastre with the 3D-Cadastre, a legal basis to register the position of buildings and facilities is prepared in the governmental or civil fields. This paper presented 3D-Cadastre theory that has been studied on Europe and surveyed building position directly with Totalstation at cadastral control point after choosing pilot test area, Also, the most efficient surveying method of registering building in a cadastral map is presented with comparing and analyzing building position after surveying digital orthophoto and digital map.

서로 인접하는 토지소유자간에 경계분쟁이 발생한 경우 원칙적으로 지적도를 기준으로 그 침범여부를 가려야 하는데 이 때 지적공부상의 경계를 실지에 복원하기 위하여 행하는 측량이 바로 경계복원측량이다. 토지반환, 건물철거 등의 민사사건에서 실무상 접하는 거의 모든 측량이 여기에 해당하며 그 측량성과는 판결의 결과에 결정적인 영향을 미친다. 그러나 경계복원측량은 측량을 수행하는 측량기술자 개인의 지식과 경험에 의존함으로써 상이한 측량성과를 가져오는 경우가 많다. 이 글은 인접하는 토지소유자간의 경계분쟁이 있는 경우에 이를 해결하기 위한 수단으로 행해지는 경계복원측량이 소송실무에서 어떻게 작용하는가. 특히 경계복원측량에 관한 법 규정과 대법원판례를 검토함으로써 경계복원측량의 법리가 무엇인지를 파악하고자 하였다. 이를 통해 측량기술자가 경계복원측량을 실시하는 경우에 이러한 판례 법리에 입각하여 측량하도록 함으로써 일관되고 신뢰성 있는 측량성과를 달성하는데 기여하고자 한다.

최근, 공간정보 산업의 급격한 성장에 따라 산업 간 융 복합 등 측량과 지적 정보의 활용범위가 지속적으로 증가되고 있는 실정 있다. 이에 따라 공간정보의 환경변화에 따른 능동적 대비와 국가 공간정보 활용의 극대화를 위해서는 측량과 지적의 새로운 융합 방안이 필요하다. 본 연구의 목적은 국가 공간정보의 생성과 이용 관리라는 종합적 측면에서 측량과 지적의 융합 발전 방안을 모색하고 이를 제시하는 것이다. 우선, 국가공간정보기반(NSDI)을 고려한 측량과 지적 융합의 목적과 기본 정책의 방향성을 정립하기 위한 정책 환경을 검토하였다. 또한 측량과 지적 융합을 위한 행정 (조직, 인력, 서비스) 및 제도적 추진 현황을 분석하였다. 이를 토대로 SWOT분석을 통해 측량과 지적 융합을 위한 내부 역량 및 외부 정책 환경을 분석하고 이와 관련된 핵심 성공 요인(CSF)을 도출하였다. 마지막으로 측량과 지적 융합을 위한 발전 모형 및 방안을 제시하기 위해 융합의 기본방향과 발전모형을 제시하고 이원화된 이해관계자들이 상호보완적으로 발전할 수 있는 구체적인 실천 방안을 도출하였다. 결론적으로 측량과 지적의 융합은 국가공간정보기반의 성공적인 구축이라는 큰 틀에서 이뤄져야 하며, 기본공간정보의 완성과 유지에 기여할 수 있어야 할 것이다.
