A Comparative Study on Distortion Correction Algorithms for Digital Cadastral Maps (전산화 지적도의 왜곡 최소화 알고리즘 비교연구)

  • In order to calculate the position of parcel boundary points, the area of the Parcel, and the length of the parcel boundary lines using a digitalized cadastral map or maps, the distortion of the map has to be corrected. The correction methods, such as the method of 2D affine transformation using 4 comer points of the edge lines, the method of tessellation into 9 subregions, the method of using the original surveying sheets, and the method of straightening the 4 edge lines, have been developed. In this Paper, the four methods were programed and applied to some sample cadastral maps and the correction accuracies were obtained and analysed. No method could prefectly correct the distortions because the distortions were irregular throughout the maps. However, it is found that tile method of straightening the 4 edge lines is the one which can minimize the distortions when the method is applied after applying the 2D projective transformation on the maps using the 4 comer points of the edges.

  • 본 연구는 경상남도 창원시 삼각점의 GPS 데이터를 활용하여 오차수준 및 지역적인 특성 등을 종합적으로 분석하여 봄으로써 향후 지적세부측량을 위한 지적기준점측량 수행 시 보다 정확한 성과가 산출될 수 있는 방안을 모색하여 보고자 하였다. 연구결과, 토지조사사업 당시 설치된 삼각점의 경우 삼각점 자체의 자연적 인위적 이동이 없을 경우 대부분 삼각점의 성과가 안정적으로 나타나므로 지적기준점 성과결정시 기지점으로 사용할 삼각점은 토지조사 당시 설치된 삼각점을 우선적으로 선정하여야 할 것으로 판단되었다. 또한 본 연구결과에서 안정적인 성과로 제시된 삼각점을 기준으로 하여 지적기준점의 성과를 결정할 경우 향후 지적기준점이 망실되어 재설치 하더라도 항상 동일한 측량성과를 유지 관리할 수 있을 것으로 보인다.

  • 정부에서는 사회 경제적으로 많은 문제를 발생시키고 있는 지적불부합지 문제를 해결하고자 지적재조사 사업을 계획하였으나 수 조원에 달할것으로 예상되는 막대한 사업비와 국민적인 이해부족으로 인하여 중단이 되었다. 이렇게 지적재조사 사업이 전면 중단된 상황에서 지적불부합을 효율적으로 해결하기 위해서는 현지 측량 방식에 기반하여 불부합지를 조사하고 정리하기보다는 현재 구축되어 있는 지적도 전산화 데이터와 GIS 관련 데이터 등을 최대한 활용하여 조사할 수 있는 새로운 방법론의 모색이 필요하다. 본 연구에서는 기 구축되어 있는 수치지적도와 수치지형도를 이용하여 지적불부합을 측정할 수 있는 방법론과 절차를 개발하였다. 그리고 모든 과정을 상용 GIS 소프트웨어를 이용하여 구현하였다. 방법론의 실험을 위해 실제 사례지역을 선정하여 적용하여본 결과 불부합을 정량적으로 조사하고 해석할 수 있는 가능성을 제시할 수 있었다.

  • In recent years there has been considerable interest in the network GPS RTK surveying. Single RTK has some limit in long distance and it has an accuracy problem depend on the baseline length. The significant improvement of GPS network technology, RTCM V3.0 correction format and telecommunication technology can eliminate the weakness of single GPS RTK. This paper is the practical field result of GPS network RTK.

A Study on the Accuracy Analysis of RTK-GPS for Cadastral Surveying Application (지적측량에서 RTK-GPS의 효율적 적용을 위한 정확도 분석 연구)

  • 본 연구에서는 기준국을 달리함으로써 관측 횟수를 달리하여 RTK-GPS 측량을 시행하여 보고 이에대한 정확도 분석을 토대로 지적측량에 효율적인 적용 방안을 제시하여 보고자 하였다. 실험지역을 선정하고 기준국을 달리하여 관측 후 기존 TS 성과와 비교한 결과, 제1기준국은 X좌표의 RMSE가 ${\pm}0.024m$, Y좌표의 RMSE가 ${\pm}0.016m$로 산출되었고, 제2기준국은 X좌표의 RMSE가 ${\pm}0.040m$, Y좌표의 RMSE가 ${\pm}0.029m$로 산출되었다. 이는 모두 현행 지적법령에서 규정하고 있는 성과인정 범위 이내의 오차이고, 더불어 두 성과의 차이는 크지 않았다. 따라서 GPS 위성자료 수신에 장애가 없다면 1회 관측으로도 충분히 안정적인 성과의 취득이 가능한 것으로 나타났다. 다만, 측량 환경에 따라 주변에 수신에 제약을 받는 요소가 있다면 이러한 지역에 대해서는 성과의 안정적인 취득을 위해 2회 이상의 관측이 필요할 것으로 판단된다.

  • At present, Cadastral map of 2 dimensional is in the stream of changing it to 3 dimensional type supported by GPS and laser techniques. In addition, this steam can be explained at the same time with improvement of equipment of storing much information, support of equipment for imaginative 3D spatial information, and support of equipment of expressing land in 3D Cadastral. This study suggest to apply airborne lidar survey technique on cadastral map to acquire comparably and quickly detailed height of ground. For doing this, this study checked out credibility regarding accuracy of airborne lider survey. After choosing research area, this study has done the airborne lidar survey and acquire the result after surveying Cadastral Comparison Point to check out the accuracy of acquired results. In addition, this study check out the result of Cadastral Comparison Point and airborne lidar survey applied by paired sample t-test based on actual results. The result is that test statistics is 0.322 which is 5 % similar level and null hypothesis cannot be rejected, so this study found out that result of both survey ways are the same. Therefore, the result of airborne lidar survey can be utilized to build up 3D Cadastral information hereafter.

Accuracy and Economic Evaluation for Utilization of National/Public Land Actual Condition Survey Using UAV Images (국공유지 실태조사 활용을 위한 UAV 영상의 정확도 및 경제성 평가)

  • In this study was to survey method of national/public land actual condition survey to utilization of UAV, in order to evaluate the economic and accuracy. we carried out the comparative evaluation of the cadastral status surveying in terms of accuracy of parcel checkpoint, economical costs. The results are summarized as follows. First, average position error of the orthoimage was 0.033m in X error, 0.023m in Y error when the RMSE average calculated 0.046m from the intersection of plane distance connections. Secondly, it was appeared the accuracy of the orthophotograph is 0.076m at the maximum RMSE of the UAV orthoimage check point and 0.042m at the minimum RMSE compared with the VRS-GNSS survey results. Thirdly, when the allowable error specified in the implementing regulation of the current cadastral survey is applied, all of the checkpoint of 0.360m tolerance corresponding to the scale of 1/1,200 is satisfied. Finally, UAV utilization method in national/public land actual condition survey is 26,497,436(KRW) cheaper than cadastral survey method for In the economic evaluation of national/public land actual condition survey. Therefore, as a result of this study shows that the method of utilizing UAV in the national/public land actual condition survey satisfies legal standards in terms of accuracy and economical aspect is a way to further reduce the local government budget.

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

A Study on the Methodologies for Resolving Cadastral Non-Coincidence (지적불부합 토지의 정리방안에 대한 연구)

  • Korean cadastral system is primarily based on the graphical maps, thus, map reproduction by excessive shrinkage or extension, map mishandling and imperfection of surveying techniques have created cadastral non-coincident areas, which caused public distrust as well as considerable difficulties in land administration and policy making. Therefore, in this study, the methodologies for the resolution of the non-coincident problem are presented by means of a comparative analysis between cases of the non-coincident areas. The non-coincidence caused by the mismatch of parcel boundaries can be settled by introducing a coordinate-based system namely ${\ulcorner}$Integrated Land Information System${\lrcorner}$, meanwhile, those by other reasons can be done by establishing and executing a plan that can deliver the unification of the cadasoal and the land registration systems. Governmental intention and budgetary measures for securing the project expenses are essential to make this feasible. If the comprehensive improvement project is completed, the cadastral registers that define the parcel boundary, area and ownership will recover public confidence, which in turn secures land owners' rights by promoting land markets and stabilizing land prices.

  • As In spite of a close relationship between the land and the building administration, the registration information have been managed separately, because of the different department and the different working area as a national office. To record and manage the exact location of the building within the land we should oblige to submit a status survey results and also register them on the cadastral map. Even now we should make a business cooperation system by building a co-construction of information. The purposes of this study are to suggest ways to improve the legal system for the exact registration of a building on the cadastral map and to look for ways to increase the confidence of building information by reducing the inconvenience of the people through the analysis of a current building administration.
