Semi Automatic Adjustment Method Development of Cadastral Non-coincidence based on knowledge of an expert on Cadastral (지적전문가 지식 기반의 반자동 방식에 의한 지적불부합지 정리 방법 개발)

  • This study suggests the adjustment method of cadastral non-coincidence using spatial data referenced digital cadastral map and a present state. In designing the methodology, we should introduce the semi-automatic method for guaranteeing the stability and the accuracy at the arrangement of cadastral non-coincidence based on some cadastral specialist. This study could mainly show you rotation type, bias type, and rotation/bias type among cadastral non-coincidence types. We selected the matching reference point through the prototype system which automatically arranges in the study area. And then, we analysis the optimum rotation ratio(-0.4%). Finally, this paper show you calibrating cadastral non-coincidence using the rotation ratio. The methodology of this study has a limitation for arranging in case of cadastral non-coincidence by the area variation and some irregular types with unknown reason. Therefore, this case should be surveyed in direct method.

  • Korean government has constructed a nationwide cadastral map database through the cadastral map computerization project and also produced a variety of spatial data through the NGIS (National Geographic Information Systems) project. Under this circumstance, it is needed to set up the new automatic methodology that effectively solve cadastral non-coincidence problems by using various digital map data instead of expensive field survey methods. This study proposed a new automatic methodology for cadastral non-coincidence surveying and developed a prototype system as a proof of concept. Validation of this proposed method was done with some test areas. Results showed that this methodology could easily detect and assess both regional non-coincidence levels and cadastral map quadrangle non-coincidence levels. We expect that this new methodology can provide many benefits in planning and determining work priority of the forthcoming nationwide cadastral re-surveying project.

An Improvement of Cadastral Non-coincidence Surveying Method using Digital Orthophoto (수치정사사진을 이용한 지적불부합지 조사 방법의 개선)

  • This study shows that new methodology improved the problem of unaided eye test level with the digital orthophoto technique can survey more objectively and efficiently any cadastral non-coincidence than existing prior methodologies. For applying to it, we explore eligible other methodologies, and then build up the application strategy of them. New prototype system is implemented with it. Also, we say the availability of new methodology by applying to study area. As a result, we suggest cadastral non-coincidence surveying method based on point-correspondence more objective and more efficient. As a result of comparing with old method and new on same study area for making adequacy, they hardly ever has the difference of accuracy. Constantly, cadastral non-coincidence surveying method based on point-correspondence is acceptable way on the cadastral survey.

  • Prior to start the business of Cadastral Non-Coincidence, there is a difficulty in the boundary setting due to the border dispute between the business owners, because of inconvenient land using and problems and the exercise of the ownership about their shared land. Expected that the cooperation of the residents admission can be used as countermeasures, which lead to conclude in the agreement by converging various opinions, such as about preceding business promotion, property rights and stable boundary, into one submission. Consequently, the national stength can be competitive by the efficient land management; the land portion of utilized area would be increasing as well as the boundary would be more convenient and accurate. In this study, the Cadastral Resurvey is planned to be analyzed the complaints based on complaint resolution cases and problems associated with the Cadastral Non-Coincidence. Following to the result, we want to use it to analyze the actual situation of Cadastral Non-Coincidence in Gyeongnam, so as generated by the Cadastral Resurvey business in the future for efficiency in the business.

A Study on the Current Status and Improvement Plans of Expected Cadastral Coordinate Mapping for Cadastral Confirmation Surveying (지적확정측량을 위한 예정지적좌표도 작성 현황 및 개선방안 연구)

  • The purpose of this study is to analyze the current status of expected cadastral coordinate maps by type of district boundary surveying and the problems of non-coincidence with the surrounding land parcels, and to suggest ways to improve them in the future. Currently, the expected cadastral coordinate maps are drawn using various methods such as reference point adjust adjustment, reference point adjust adjustment and present condition, reference point and present condition. As a result, there was a problem of non-coincidence such as overlapping or blanking in expected cadastral coordinate maps for cadastral confirmation surveying and surrounding individual parcels. In addition, detailed unified standards for minimizing the occurrence of non-coincidence problems are lacking. In order to improve the problems analyzed, the study suggested the acquisition and management of digital coordinates for the parcels around the district boundary, the preparation and dissemination of cadastral surveying results determination standard manual for the preparation of expected cadastral coordinate maps, and the preparation of educational programs for cadastral surveying results determination.

  • This study try to attempt to manage on-line system of land cadastral by computing land registration information, for application to computerized cadastral work through Geo-Spatial Information System. And also, in order to consult D/B of cadastral information, cadastral non-coincidence area uncapable to D/B when land-survey, taking advantage of GSIS drawing made by the present condition drawing and the aerial photograph survey by general survey, makes actual cadastral control point by some selected investigators. And so, it can be compared and analysed by the result of the present survey and, through the interpretation of the relatives, it aims to improve the precision of survey technique in consulting cadastral information D/B in the future.

  • Recently, a lot of interests are commanding in link practical use of country information and cadastral information for management of efficient country resource and administration of land. As map information, a lot of interests are commanding in construction of synthetic informations system including digital map and cadastral map. In this study, achieves analysis about non-coincidence causes of digital map and cadastral map, and achieve investigation about representative algorithm that is used in conversion of map for correct overlay between two map and opes overlay plan. Also, presented plan that can ready fetters for integration database construction of digital map and cadastral map by achieving study about matching security plan between map and plan elevation of the quality.

Analysis of Land Use Change within Four Major River Areas Using High-Resolution Air-Photographs: The Case of the Nakdong River Basin (고해상도 항공사진을 이용한 4대강 하천구역 내 토지이용변화 분석 - 낙동강 유역을 사례로)

  • Landuse changes and cadastral information error categories in the four major river areas were analyzed for the use of policy data as cadastral re-arrangement of national and public lands would be required, using high-resolution air-photographs and cadastral maps before and after the river development. The study sites were the river areas of 40km around four dams of the Nakdong river where their landuses were changed most. As the results, national and public lands reached 79.9% of land parcels and 93.3% of land areas of the study sites similar with those of the four river areas, 84.3% of land parcels and 85.5% of land areas. The landuse classification of the study sites before the four river development was consisted most of 'river'(71.6%) and 'rice field'(12.3%), but after the development the 'river' was reduced to 42.7% and 'park area'(19.6%) including sport fields and 'mixed lots'(20.8%) were increased. Also, 86.7% of land parcels before the development could be reduced after the development if administrative districts and land ownerships were not considered. Cadastral information error categories can be found as cadastral polygon missing, polygon overlap, location and boundary non-coincidence, small polygon generation, and non-coincidence between cadastral boundary and river boundary. Landuse change monitoring method using air-photographs will be useful to analyze landuse state through fast information aquisition and to manage properties of national and public lands such as river areas.

Land Category Non-coincidence Measurements Using High Resolution Satellite Images and Digital Topographic Maps (고해상도 위성영상과 수치지형도를 이용한 지목 불부합의 정도 측정)

  • Basically a land parcel consists of a land parcel number, land category, land boundary and area, and land value is mostly determined by the land category. Generally people want to change their land use to increase their land value so that they can expect more benefits from the land. However, changing land use causes several problems with land properties, haphazard urban expansions and land category non-coincidences. Unfortunately, no effective solutions exist for land category non-coincidence problems. In this study, we proposed a methodology that can classify the land category based land covers using high resolution satellite images and digital topographic maps. For this, we obtained a parcel based land use/cover classification map. Using both this classification map and a digital cadastral map, we inspected land category non-coincidences. As a result, land category non-coincidence rates could be statistically measured and interpreted and demonstrate a possibility that we could quantitatively interpretate and measure cadastral non-coincidence automatically.

  • Korean cadastral system is primarily based on the graphical maps, thus, map reproduction by excessive shrinkage or extension, map mishandling and imperfection of surveying techniques have created cadastral non-coincident areas, which caused public distrust as well as considerable difficulties in land administration and policy making. Therefore, in this study, the methodologies for the resolution of the non-coincident problem are presented by means of a comparative analysis between cases of the non-coincident areas. The non-coincidence caused by the mismatch of parcel boundaries can be settled by introducing a coordinate-based system namely ${\ulcorner}$Integrated Land Information System${\lrcorner}$, meanwhile, those by other reasons can be done by establishing and executing a plan that can deliver the unification of the cadasoal and the land registration systems. Governmental intention and budgetary measures for securing the project expenses are essential to make this feasible. If the comprehensive improvement project is completed, the cadastral registers that define the parcel boundary, area and ownership will recover public confidence, which in turn secures land owners' rights by promoting land markets and stabilizing land prices.
