Preliminary Study on Digitalizing Registration Conversion (등록전환 수치화 방안 연구)

  • At present cadastral surveying is being driven fort combination of digitalized cadastral map accord with real cadastral boundary between cadastral resurvey area and World Geodetic System transformation about all country. So this study is conducted to newly establish items being needed in making digitalization of parcel boundary points based on the World Geodetic System in registration conversion surveying. For this study firstly management of mountainous districts Act, related laws and registration conversion-related laws and regulations are reviewd. Secondly, economical, administrative validation by using data from 12-branch companies of LX is analyzed. Thirdly, surveying method and procedure were established through experimental surveying on the two cases such as digital and analog area. Finally, through investigating standard of estimate about cadastral surveying, it was calculated amendment of registration conversion surveying fee based on World Geodetic coordinate System.

The Pilot Production of Topographic-Cadastral Maps and Its Applications in Korea

  • The Government confirmed the action planning of digital mapping project for major thematic maps based on ‘Revised Plan for The Development of the National Geographic Information System’(NGIS). Mapping for major thematic maps was begun in 1998 when digital mapping project for topographic maps finished due to the delay of the action planning, and will selectively have produced the essential digital thematic maps according to the frequency of usage. The models of topographic-cadastral maps and administrative boundary maps around Suwon were produced in accordance with the presented draft. We presented specification for production of the most appropriate topographic-cadastral maps and administrative boundary maps through the analysis of the process of production, discussion and error check, and correction of the produced topographic-cadastral maps and administrative boundary maps. And we could make it easier to develop digital mapping project of topographic-cadastral maps and administrative boundary maps effectively by presenting the strategy for data input and maintenance, the cost model for carrying out the digital thematic map production, digital topographic maps, and the supplement of data model and data format. Topographic-cadastral maps has a wide range of usage but a lot of difficulties in the process of production and map update under use. So it seems that the study on users, university, private sector and municipal self-government must follow for promoting the use of topographic-cadastral maps.

A Study on Decision Making of Cadastral Surveying Results using Drone Photogrammetry (드론항공사진측량을 활용한 지적측량 성과결정에 관한 연구)

  • This study evaluates the applicability of determining cadastral surveying results using drone photogrammetry during the phase of determining cadastral surveying results, which is the most important stage of cadastral surveying, but known to be hardly objective and highly probable in causing a subjective misjudgment or mistake made by a surveyor. In the experiment to analyze the accuracy of boundary point extraction from drone photogrammetry results, by comparing the coordinate area of 22 parcels extracted from 2D and 3D images with the coordinate area measured from ground survey, the difference could be quantified as RMSE of 1.44m2 for 2D and 0.32m2 for 3D images. In addition, experiments to evaluate the determination of cadastral surveying result based on drone photogrammetry survey showed the RMSE measure of 0.346m towards N direction and 0.296m towards Y direction in comparison to the existing surveying results through data investigation. Based on these experiments, it is judged that cadastral surveying result based on drone photogrammetry can be determined without needing to conduct a location survey with an accuracy of approximately 0.3m in the graphical area, which also leads to possibility of reducing individual errors if drones images are used along with ground survey by objectifying the process of cadastral surveying results.

Practical Study of Area Error Formula in Numerical and Graphical Cadastral Surveying (수치 및 도해 지적측량의 면적오차 계산식에 관한 현실적 고찰)

  • In cadastral surveying, there are problems that no area error is allowed where numerical surveying is carried out, and allowable area error is specified irrespective of parcel shape where graphic surveying is carried out. In this research, we derived a general formula of parcel area error necessary for grasping these two problems. The calculations using the derived formula showed that where the coordinate error of the boundary point is set to 5cm+10ppm practically, then even a small parcel of $100 m^2$ includes non-negligible area error of $0.71m^2$. And, it is found that the area error specified by the current egulation is based on a rectangular parcel of 1:5 aspect ratio. These results show that the area error of polygon parcel can be determined by a single formula by specifying the coordinate error of the boundary points, and can be used to revise the current regulations that can be applied uniformly regardless of surveying methods.

  • Prior to start the business of Cadastral Non-Coincidence, there is a difficulty in the boundary setting due to the border dispute between the business owners, because of inconvenient land using and problems and the exercise of the ownership about their shared land. Expected that the cooperation of the residents admission can be used as countermeasures, which lead to conclude in the agreement by converging various opinions, such as about preceding business promotion, property rights and stable boundary, into one submission. Consequently, the national stength can be competitive by the efficient land management; the land portion of utilized area would be increasing as well as the boundary would be more convenient and accurate. In this study, the Cadastral Resurvey is planned to be analyzed the complaints based on complaint resolution cases and problems associated with the Cadastral Non-Coincidence. Following to the result, we want to use it to analyze the actual situation of Cadastral Non-Coincidence in Gyeongnam, so as generated by the Cadastral Resurvey business in the future for efficiency in the business.

  • As of date, the cadastral information which is the utility to be computerized have not been identical with local autonomous entities and relational groups each other and updated real-time, therefore the relation group or the academic circles carried out in many researches on a cadastral map matching, but the cadastral maps have not been even occurred the expansion and contraction so that the theory arrangement doesn't seem simple as to a cadastral map matching. As being take such reality into consideration, We have to be based on $\boxDr$construction ministry of the rules for continuous map$\boxUl$ for a continuous cadastral map with using PBLIS data; so the operators use Autodesk Map 5 which added applications and match the neat line by the identical scale, the different scale, the district boundary and the origin according to the judgement myself We have the purpose to minimize the problem as analyzing the accuracy between the parcel coordinates If the matched map and ones of moved map.

Accuracy Assessment of Parcel Boundary Surveying with a Fixed-wing UAV versus Rotary-wing UAV (고정익 UAV와 회전익 UAV에 의한 농경지 필지경계 측량의 정확도 평가)

  • UAVs (Unmanned Aerial Vehicle) are generally classified into fixed-wing and rotary-wing type, and both have very different flight characteristics each other during photographing. These can greatly effect on the quality of images and their productions. In this paper, the change of the camera rotation angle at the moment of photographing was compared and analyzed by calculating orientation angles of each image taken by both types of payload. Study materials were acquired at an altitude of 130m and 260m with fixed-wing, and at an altitude of 130m with rotary-wing UAV over an agricultural land. In addition, an accuracy comparison of boundary surveying methods between UAV photogrammetry and terrestrial cadastral surveying was conducted in two parcels of the study area. The study results are summarized as follows. The differences at rotation angles of images acquired with between two types of UAVs at the same flight height of 130m were significantly very large. On the other hand, the distance errors of parcel boundary surveying were not significant between them, but almost the same, about within ${\pm}0.075m$ in RMSE (Root Mean Square Error). The accuracy of boundary surveying with a fixed-wing UAV at 260m altitude was quite variable, $0.099{\sim}0.136m$ in RMSE. In addition, the error of area extracted from UAV-orthoimages was less than 0.2% compared with the results of the cadastral survey in the same two parcels used for the boundary surveying, In conclusion, UAV photogrammetry can be highly utilized in the field of cadastral surveying.

  • The human history has progressed closely related to land. Mankind started land administration as a tool of governance to make land the object of imposing taxation as well as developing the land administration as a concept of securing property rights. People have drawn boundary lines on the ground to form a land parcel according to the usage and/or ownership. Furthermore, the land administration has been developed as a registering system of cadastral records fer the public announcement of fixed boundary instead of changeable ground boundary. Currently the citizens demand the provision of accurate and diverse information on the land which is assessed to has high property value encouraged by the rapid development in the post-industrial society today. However, even though the fact that the Korean cadastral registers produced during the Land Investigation Project are still practically in use causes land-related disputes and promotes public mistrust because of the changed boundaries by parcel mutation, the expansion and contraction of map sheets and the quality deterioration and damage of map paper, but the ultimate resolution is not yet made so far. The distance difference between boundary points are compared and analyzed using TS surveying method in the research as a methodology to resolve the boundary inconsistency, the current problem of cadastral records. Consequently, I'd say that the new surveying method of registering the coordinates of real ground boundary has been regarded as more efficient than considering the matter on the map regardless of urban or rural areas.

A study on the construction and application of administrative boundary (행정경계 구축 및 활용방안에 관한 연구)

  • Currently, 1/5,000 Digital Topographic Map covers the whole country with administrative boundary of Gu, while some region has already been constructed with 1/1,000 digital topographic map has legal boundary of Dong. Here, Dong in 1/1,000 scale represents the legal boundary which is used in the address most of time. Therefore, there is no administrative-Dong yet although it is very useful in various fields. In this study, we suggested a method to construct the administrative boundary extending to the level of Dong empirically. In addition, the practical application of the administrative boundary in GIS is discussed. Two methods are applied to construct the administrative boundary to the level of administration-Dong; using the edited cadastral map and the digital topographic map. When the edited cadastral map is used, some problems such as boundary discordance to superordinate administrative area is appeared. On the other hand, using digital topographic map showed simple construction processes and easy connection with other framework data. Therefore, it is recommended that the digital topographic map should be used in the construction of the administrative boundary It would be useful as framework data in various industries and public operations.
