A Current Status Study on the Introduction of CM at Risk on the Domestic Major Construction Company (국내 대형건설회사의 책임형 건설사업관리 도입 현황 분석)

  • This paper investigated the qualitative introduction status of domestic major construction company. And that focused on a point of suggestions about CM at Risk introduction. The survey analysis showed that three importan suggestions. First, the biggest obstacles factors to CM at Risk introduction that related laws is lagging amendment. Second, we have to improve the available hands ability in domestic major construction company. And last, we have to do that using uncomplicated design and standard design form. Consequently, environmen analysis for the introduction and example project is urgently required.

  • For the purpose of analysing the capability (knowledge, experience, and ability) of CM at Risk in the major construction company in korea, this study performed questionnaire survey with experts in the companies. Based on the analysis of the survey, the study was found as follows. 1) It is needed to increase the capability of preconstruction services, such as project management plan/manual, contract documents, value engineering, alternative analysis, time management, and claim. 2) Despite of gap of the capability between the present and the future CM services, the study concluded that the capability is sufficient to perform CM at Risk project in the major construction company.

  • When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.

  • Turn-key and CMF(CM for Fee) have been selected as procurement paths of large public projects in Korea. However, recently, researches and discussions on CMR(CM at Risk) have been popular as the Korean government seeks for alternative procurement paths to enhance the performance. In the CMR projects, the part who is responsible for construction management should predict and control the potential risks for guaranteeing benefits. In this paper, CMR projects in which a general contractor plays the role as CMr is mainly analyzed. We give attentions to risk management during construction process given that subcontractors, main parts in this phase, work in various ways and thus more chances for faults exist. In this case, for the general contractor, to recognize potential risks in previous to start construction works of subcontractor by means of virtual design and construction (VDC) must be essential to this end. The case study of practices on VDC in U.S in which CMR has been introduced can provide considerable aspects to implement it in Korea.

Probabilistic Earlier GMP Calculation Method for Apartment Using CM at Risk (CM at Risk를 적용한 공동주택의 확률론적 초기 GMP 산정방안)

  • In the DBB delivery system, the design stage and the construction stage are separated. Because of this, design changes frequently occur, and problems such as construction cost overrun, schedule delay, and quality deterioration happen as well. Recently, in the construction industry CM at Risk(CM@R) delivery system, which can systematically solve the above-mentioned problems of DBB delivery system, meet various demands of clients, and overcome the limited cost and period. In the CM@R delivery system, the contractor negotiates for a maximum guaranteed price(GMP) with the client at the design stage, and the CM performer carries out the construction within the GMP. However, uncertainties are inherent in the GMP calculation because the calculation is based on unfinished drawings and documents. In this study, a Probabilistic Earlier GMP Calculation Method by combining a probabilistic tool of Monte Carlo simulation with a case based reasoning is proposed so that the uncertainty in GMP calculation is reflected. After the earlier GMP is calculated, a process to calculate the $2^{nd}$ GMP at the time of around 80 % of detailed deign and to negotiate with the client to fix the final GMP is proposed. The Probabilistic Earlier GMP Calculation Method is verified through the case study. In this study, researchers set the range of GMP through the proposed probabilistic GMP calculation and tried to reduce the risk through negotiation between the client and the CM performer. The proposed method and process would contribute to the successful introduction of CM@R in Korea.

  • The purpose of this study is to analyze, applications of the construction management delivery systems according to characteristics of facilities. The adapted research method is to selected four mall in the capital region and then divided them into two groups: CM for Fee or CM at Risk. After analyze each applications and administrations, it could propose proper applications of CM for fee according to CM at Risk. The results of this study are as follows: 1) the CM for Fee was suitable for the projects focused on completing on time and constructing the effective business plan of quality control, and 2) the CM at Risk was suitable for the projects concentrated on the cost reduction through shorten the construction time and the related businesses on quality control.

  • Construction Management at Risk (CMAR) is a project delivery method that enables CM companies to deliver projects at a Guaranteed Maximum Price (GMP). General contractors can apply CMAR from the initial design phase right through the construction phase to reduce risks and improve project performance. One of the major advantages CMAR offers is that it permits a general contractor to provide a comprehensive suite of preconstruction services, including estimating, a constructability review, value engineering, drawings and a specification review, green building, and Building Information Modeling(BIM), among others. However, general contractors in South Korea currently provide only limited preconstruction services using CMAR because few CMAR projects have yet been implemented in Korea and their experience using the method is therefore limited. This benchmark study of how foreign general contractors utilize CMAR in their projects, particularly during the preconstruction process, its purpose, and the roles and responsibilities of each of the different participants in successful implementations thus provides invaluable information and will serve as a useful guide for Korean contractors seeking to incorporate CMAR preconstruction services in their projects and thus improve the competitiveness of their construction businesses.

Performance Analysis of Pre-Construction Phase of CM at Risk Project in Public Sector (공공부문 시공책임형 CM 사업의 시공이전단계 성과분석)

  • The CM at Risk project, which started with the aim of strengthening the global competitiveness of the domestic construction industry through innovation of ordering system, is being implemented in the form of pilot projects in the public sector. However, it seems that it is necessary to enact related laws and regulations to move to the formal ordering system, and the performance analysis of the project is still insufficient. In this paper, the effectiveness and reliability of the project were verified through the performance analysis of the Pre-Construction Service of the four pilot projects currently being implemented. The results of the study were analyzed in five areas including Team Building, Design Book, Construction Period, VE, and BIM. Through the interview survey, the problems were confirmed and improvement plans were presented. The results of this study are expected to be used as basic data for the legalization of ordering system to be implemented in the future.
