Identification of Core Competencies of Construction Managers (CM단장 핵심역량 발굴에 관한 연구)

  • As the construction management(CM) market has grown, so has the CM competition in the market place. Consequently, competent construction managers become a core part of CM firms' competitiveness. The objective of the study is to identify and discuss core competencies of construction mangers based on literature survey, Delphi Method and AHP. Among various competencies required for construction managers, skills for problem solving, trust and negotiation skills were identified as the crux of construction managers' competencies. A better understanding of construction managers' core competencies is very critical in terms of CM firms' training of construction managers and continuos self-improvement for construction managers.

  • Since early 2000s, the importance of CM services has been increasingly recognized and the CM market is continuously growing. As a consequence, the number of CM companies has increased, which means keener market competition. In order to increase their competitiveness, it has been a major task for CM companies to employ and foster competent construction managers who can play a role of efficient project leaders. The objective of the paper is to analyze key characteristics of construction managers' roles during design stages from the perspective of leader's roles including strategic planner, team builder, gatekeeper, expert, champion.

  • In domestic construction industry, CM companies perform overall project management tasks such as planning, designing, construction management, evaluation, maintenance for construction projects. However, even with these tasks, as competition becomes more fierce and probability dependence is high, lots of CM companies are experiencing difficulties of securing and preparing indicators for order competence reinforcement. This study examines domestic business condition and task analysis. Also Competence factors are derived through institutional and legal investigation, and review of existing literature. The derived competence factors are focused on practical factors by interviewing with experts. competence factors for each type were classified into BSC's four perspectives(Finance / Customers / Internal processes / Learning and Growth) and surveyed. Based on the results of the survey, the priorities of competence factors that companies should focus on were derived. The purpose of this study is to contribute on making an indicator that can be utilized on business activities through priority analysis of competence factors for order competitiveness reinforcement of CM companies.

  • Since early 2000s, the use of construction management(CM) in the public and private building sectors has rapidly grown in Korea. In addition, the use of CM services during pre-construction stages has been increasingly recognized as a critical factor to succeed in construction projects. Understanding clients' needs of pre-construction CM services is important for CM firms to strategically prepare and cope with market needs. The objective of the paper is to investigate and compare the usage level of CM services in public and private building projects during pre-construction stages, and to identify key characteristics and implications for CM firms. The paper identified that although there are some differences in CM service needs between public and private sectors, time management and cost management commonly showed the higher usage level.

It is put in competitive situation with the overseas enterprises and even from construction industry it follows in construction market opening and there is not another idea to the research the management strategies, directions and focus competitive elements of the enterprise against, what it sees consequently and to rise to the priority where the competitive power reinforcement of the enterprise is important, it becomes. Competitive power of like this enterprise for a reinforcement the technique which induces a big interest 6 Sigma is technique from the many companies. 6 sigma preceding researches of manufacturing and service industry the fact that it is accomplished with the object which will carry most. The research which relates with construction industry is staying to an introduction of 6 sigma the investigation phase, the actual introduction introduces and "S" construction there is not only a possibility against the application result of having a limit because it is applying. It is like that but like referring to a minute description for the international competitive power security which it follows in the change which market environment is sudden 6 sigma the introduction will judge, indispensability development of the logical propriety against hereupon and it will reach and it verifies the question investigation for to lead, 6 sigma of the construction companies it confirms the application possibility and presents the propulsion model as 6 sigma the fact that overcoming the limit characteristic of that introduction application as objective of sample research means it will do.

Policies and Tasks for Improving Korean CM Industry (CM 산업 발전을 위한 정책 및 과제 추진 방안)

  • As domestic construction investment has been gradually reduced, the issue of expanding overseas CM market has increased. Strengthening CM capability from the view point of project life-cycle is required in overseas CM market. However, current regulations institutionally force public CM services to focus on the construction phase. Therefore, Korean CM firms can hardly have the opportunities for accumulating technical competitiveness especially for pre-construction phase. Result of this study shows that the total efforts in terms of man-hours for the construction phase is found to be more than 78 percent in domestic public CM projects. In this context, this study proposes the policies and tasks for improving 'rigid man-hour placement', 'unreasonable CM fee standards', 'CM firm selection method', 'unreasonable business scope decision', and 'evaluation of owner's project management capability' in order to improve domestic CM Industry as well as to expand overseas CM market successfully.

  • The Korean construction industry has been severely impacted by the 2008 global financial crisis, which resulted in a significant reduction in the overall contract amount. For survival, many construction management (CM) companies had to adapt a strategy of lowering bid prices to maintain their competitiveness. As a result of the strategy, companies faced a number of issues including their decreased capability in risk management. However, most risk management-related studies focused on construction risk management, yet these studies lacked consideration of enterprise-level risk management practices. To fill the gap, the objectives of the present study are (1) to investigate, the risk management practices of Korean CM companies, (2) to identify factors that determine efficient enterprise-level risk management practices, and (3) to propose a module for the development of enterprise-level risk management. Lastly, the efficiency of the proposed development module was validated by using a survey.

Improvement through Analysis of Current Open Book Policy for the Korean CM at Risk (국내 시공책임형 CM 오픈북 정책 현황 분석을 통한 개선방안)

  • CM at Risk has been introduced in Korea to keep up with the global standards of construction management and provide a higher quality of cm service in line with a rapid change of the construction industry recently. However, it is widely considered that more time would required to settle down the system due to a lack of understanding towards CM at Risk, shortage of reliability and low capability to manage and undertake CM at Risk. Therefore, this research is analyzed problems of contract types, open book policies, and contract conditions of 33 numbers of projects undertaken by a bespoke domestic construction management firm in this research. Moreover, this research is suggested a method to establish an open book policy of CM at Risk aiming a better customers satisfaction through staff training, simplifying and improving a payment system, and a way to settle down an open book policy by improving a performance management system on site. It's expected that this research will contribute to a more competitive system with more dominating the market and a differentiation of the service so as clients to rely more on the CM at Risk.

  • According to the enforcement of the Cloud Computing Development and User Protection Act, a new paradigm called as Cloud Computing is coming to the fore among public and private domestic enterprises. Therefore, domestic companies should develop SaaS products specialized for the domestic market and try to preempt the IaaS market ahead of global companies. Now we are facing a necessity to combine all the cloud systems in Korean government to operate seamlessly in a harmony. In this paper, we will look at the prospect of future development of related industry through cloud computing concept and G-cloud's cloud management system (G-CMS). G-CMS can be seen as the first system to comprehensively manage heterogeneous Unix virtualization systems. G-CMS can also save costs by managing heterogeneous virtualization systems in data centers.

Developing a Project and Program Management Capability Assessment System for the Korean Construction Management Firms (국내 CM 기업의 프로젝트 및 프로그램 관리역량 평가를 위한 자가 역량 평가 시스템 개발)

  • Since the global financial crisis, the Korean domestic construction market has continuously experienced downturns, and the Korean domain construction firms'profitability has been persistently deteriorated. Domestic construction firms have rapidly advanced to overseas markets exclusively for the construction contract packages. However, the profitability for the construction contracts has been lower compared to engineering or project management contracts. One of the critical issues the Korean firms have faced was project management capability across all phases in project execution. Even though several project management capability assessment tools were introduced, most tools were applicable to a wide variety of industry sectors rather than construction industry. Project management capability assessment tool specifically applicable to domestic CM firms was developed through this research, in order to assess project and program management capabilities and improve the competitiveness in overseas market Also, the correlation between project, programs, and the CM infrastructure were identified. The CM firms were divided into two groups according to the size of the business, and both were evaluated at the project and the program level based for the 9 different criteria. The project management capability assessment tool developed for the CM firms can be used for self-assessment to distinguish the strengths and weaknesses of each company at the project and program level. In addition, the current status of each group can be identified by spotting improvement areas for the management capabilities.
