A Study on the Design of EA Performance Evaluation Model and the Application Case (EA성과평가 모델의 설계 및 적용사례에 관한 연구)

  • Korean government has operated EA by the act on efficient introduction of information system and operation, etc. But the evaluation system for EA and the criteria don't prepare well. Particularly, There is no model for EA performance measurement and the way is insufficient. In this study, we derived 8 areas and 17 criteria for the performance evaluation based on the Performance Reference Model of U.S FEA and Korea. And we also derived 8 areas and 10 criteria for it based on the OMB EA Assessment Framework and the EA maturity model in Korea. We propose the performance evaluation model of the five areas that consists of the business performance, customer performance, process, human resource and the technology for EA performance evaluation. To verify the model, we applied the model to three organizations and evaluated EA performance. In addition, we compared the performance result with the performance evaluation area of EA maturity model of Korea to verify the result. We also analyzed the criteria of the proposed performance evaluation model with the current EA maturity model and Performance Reference Model of Korea. As a result of the evaluation, we verified of the proposed performance evaluation model, too.

Examining the Debate of Social Security Pension Reform in the United States by 1996 (미국의 사회보장연금 개혁논쟁에 관한 고찰)

  • The purpose of this paper is to examine the issues and the characteristics of the recent social security pension debate in the United States. For the purpose the transforming process from the funded system to the pay-as-you-go system in the 1930s, three alternatives of social security reform proposed by the Social Security Administration in 1996, and the other various alternatives proposed by the politicians, the business leaders and the scholars were analysed. While the alternatives were compared, the critical issues could be identified. The core issues were as follows. First, the individual accounts should be newly made or not? Second, who is the main administrator, government or private investment companies? Third, what is important, the inter-generational and the vertical income redistribution effect or the individual equity in social security pension system? Besides, the different positions of the social forces were also examined. The supporters of privatizing the social security pension, supporters of IA and PSA, prefer the value of equity, the effect of promoting savings, the private management of the social security funds, and the investment of the funds to the private capital markets. The supporters of pay-as-you-go system, supporters of MB, prefer the inter-generational and the vertical income redistribution effect of social security pension, and were convinced that fundamental changes of the systems are not necessary, and the insolvency problem could be overcome through a few reform, for example, increasing the rate and decreasing the benefits.

A Preliminary Discussion on Policy Decision Making of AI in The Fourth Industrial Revolution (4차 산업혁명시대 인공지능 정책의사결정에 대한 탐색적 논의)

  • In the fourth industrial revolution age, because of advance in the intelligence information technologies, the various roles of AI have attracted public attention. Starting with Google's Alphago, AI is now no longer a fantasized technology but a real one that can bring ripple effect in entire society. Already, AI has performed well in the medical service, legal service, and the private sector's business decision making. This study conducted an exploratory analysis on the possibilities and issues of AI-driven policy decision making in the public sector. The three research purposes are i) could AI make a policy decision in public sector?; ii) how different is AI-driven policy decision making compared to the existing methods of decision making?; and iii) what issues would be revealed by AI's policy decision making? AI-driven policy decision making is differentiated from the traditional ways of decision making in that the former is represented by rationality based on sufficient amount of information and alternatives, increased transparency and trust, more objective views for policy issues, and faster decision making process. However, there are several controversial issues regarding superiority of AI, ethics, accountability, changes in democracy, substitution of human labor in the public sector, and data usage problems for AI. Since the adoption of AI for policy decision making will be soon realized, it is necessary to take an integrative approach, considering both the positive and adverse effects, to minimize social impact.

The Effect of Changes in Airbnb Host's Marketing Strategy on Listing Performance in the COVID-19 Pandemic (COVID-19 팬데믹에서 Airbnb 호스트의 마케팅 전략의 변화가 공유성과에 미치는 영향)

  • The entire tourism industry is being hit hard by the COVID-19 as a global pandemic. Accommodation sharing services such as Airbnb, which have recently expanded due to the spread of the sharing economy, are particularly affected by the pandemic because transactions are made based on trust and communication between consumer and supplier. As the pandemic situation changes individuals' perceptions and behavior of travel, strategies for the recovery of the tourism industry have been discussed. However, since most studies present macro strategies in terms of traditional lodging providers and the government, there is a significant lack of discussion on differentiated pandemic response strategies considering the peculiarity of the sharing economy centered on peer-to-peer transactions. This study discusses the marketing strategy for individual hosts of Airbnb during COVID-19. We empirically analyze the effect of changes in listing descriptions posted by the Airbnb hosts on listing performance after COVID-19 was outbroken. We extract nine aspects described in the listing descriptions using the Attention-Based Aspect Extraction model, which is a deep learning-based aspect extraction method. We model the effect of aspect changes on listing performance after the COVID-19 by observing the frequency of each aspect appeared in the text. In addition, we compare those effects across the types of Airbnb listing. Through this, this study presents an idea for a pandemic crisis response strategy that individual service providers of accommodation sharing services can take depending on the listing type.

A Study on the Effect of Representative Competency of SMEs on Accounts Receivable Management and Management Performance (대표자역량이 중소기업 매출채권관리와 경영성과에 미치는 영향에 관한 연구)

  • This study empirically analyzed the effect of SME representative competency on account receivable management and management performance using questionnaire data. The research model was confirmed through EFA, reliability analysis, CFA, and model fit, and the hypothesis was verified with a SEM. As a result, representative's manager competency had a positive(+) effect on account receivable management, and entrepreneurial competency had a negative(-) effect on credit control management. Account receivable management had a positive(+) effect on management performance. In the mediating test, credit sales management had a positive(+) effect but credit control management had a negative(-) effect on the effect between entrepreneurial competence and business performance. The result suggests that representative competency is an important factor and it is necessary to cultivate management competencies such as finance, utilization of management resources, and account receivables knowledge to improve management performance, and to manage account receivable based on insurance and customer credit for stable account receivable management. In the future, research on the impact of external factor such as consulting and government support and the account receivable management is required.

A Study on the Writings and Achievements of Jaewook Lee in Korea (이재욱(李在旭)의 저작(著作)과 업적(業績)에 관한 연구)

  • This study is to collect and organize the writings and related materials of Lee Jae Wook, the first director of Korea National Library, and, therefore, find out his achievements in the library system. By comparing existing and newly collected lists of Lee's writings, the total lists had been revised and complemented. As a result, the lists were finalized with 190 writings which were published on books, library journals, cultural magazines and various newspapers. In consequence of analyzing the writing-lists with historical records, Lee's accomplishments are as follows: First, he find philological and bibliographical value in Korean books and writings by studying classic literature. Second, he played an important role in grafting theory and practice of modern library into Korea in Japanese colonial era. Third, he made an effort to diffuse reading culture all around Korea through column and essays he published. Fourth, he contributed to make status and fundamental of early National Library with pioneering leadership by solving a problem of transferring National Library's legislation books that U.S. Military Government Office requested and founding Chosun Library School. Fifth, he implemented the core business of environment of Korean Library such as library class, establishment and implementation of Reading Week, foreign cooperation and etc., as a president of Chosun Library Association.

Analysis of domestic and foreign future automobile research trends based on topic modeling (토픽모델링 기반의 국내외 미래 자동차 연구동향 비교 분석: CASE 키워드 중심으로)

  • After industrialization in the past, the automobile industry has continued to grow centered on internal combustion engines, but is facing a major change with the recent 4th industrial revolution. Most companies are preparing for the transition to electric vehicles and autonomous driving. Therefore, in this study, topic modeling was performed based on LDA algorithm by collecting 4,002 domestic papers and 68,372 overseas papers that contain keywords related to CASE (Connectivity, Autonomous, Sharing, Electrification), which represent future automobile trends. As a result of the analysis, it was found that domestic research mainly focuses on macroscopic aspects such as traffic infrastructure, urban traffic efficiency, and traffic policy. Through this, the government's technical support for MaaS (Mobility-as-a-Service) is required in the domestic shared car sector, and the need for data opening by means of transportation was presented. It is judged that these analysis results can be used as basic data for the future automobile industry.

A Study on the Status and Direction of the Nursing Hospital Certification System (요양병원 인증제도의 현황과 방향에 대한 연구)

  • This study briefly compares the first-cycle certification of nursing hospitals with the second-cycle certification, reviews the changes and achievements of the second-cycle certification and the third-cycle certification, and examples of challenges and solutions in the process of preparing the third-cycle certification. In this study, it is suggested as follows. First, in order to see the practical effect of certification intended by the government, the exhibition is prepared in a short period of time before certification. Second, after the implementation of the nursing hospital certification system, research on the hospital performance of the medical institution certification system is insufficient in terms of quality and quantity. Therefore, in order to see the effect on the certification system, various research support is also required so that research on this can be actively conducted. Third, design certification standard guidelines from a long-term perspective so that the standard guidelines for certification do not change significantly, and certify not only the guidelines but also individual standards and forms that can be used by medical institutions. Fourth, in the four-cycle certification, accurate and realistic guidelines for infection control and quarantine ward operation support should be developed. The importance of managing infectious diseases will be highlighted in the future due to COVID-19. Fifth, medical institutions can improve the quality of medical care in nursing hospitals and have competitiveness if their daily activities, not short-term certification preparation, are carried out in accordance with certification standards, which affects performance. Sixth, when preparing for certification, nursing hospital officials have problems in organizing documents or processing administratively in the short term as in the past. This is also based on the certification criteria for the usual business process.

A Study on the Intention to use Personal Mobility Services: Focused on the SOR(Stimulus-Organism-Response) Model (퍼스널 모빌리티 사용의도에 관한 연구: SOR(Stimulus-Organism-Response) 모델을 중심으로)

  • This study proposed a research model that can explain the usage intentions of users and non-users by considering the performance aspects of personal mobility and external environmental factors based on the SOR (Stimulus-Organism-Response) model, A survey was conducted targeting domestic users and non-users, and research models and hypotheses were verified through Partial Least Square (PLS) and Artificial Neural Network (ANN). As a result of the analysis, it was confirmed that the users' perceived satisfaction and perceived trust had a positive effect on their intention to use, and that perceived risk and environmental value had a significant relationship with perceived satisfaction and perceived trust. For non-users, it was found that there was a positive correlation between perceived satisfaction and intention to use, and it was verified that perceived risk and environmental value, like users, were significant antecedents of perceived satisfaction and perceived trust. Among the remaining variables, the perceived mobility of users and the perceived ease of use of non-users were respectively presented as important influencing factors on perceived satisfaction.

Current Status of Korean Ginseng Products and Trends in Enhanced Functional Ginseng Products

  • The abolishment of the red ginseng monopoly act by the Korean government in 1996 resulted in a drastic change in the Korean ginseng industry, leading to a significant increase in the market size and consumption of ginseng products. Red ginseng is most popular type, with approximately 74% of harvested fresh ginseng being processed into various red ginseng products. Since 1997, there has been a substantial increase in the cultivation of ginseng for production of red ginseng, which, in turn, has contributed to the proliferation of ginseng processing companies. To investigate the products of ginseng manufacturing businesses, we select 200 companies primarily engaged in ginseng processing or specializing solely in ginseng. Our survey on the status of ginseng industry covered 8 different categories. 1) Root ginseng: There were 66 companies involved in manufacturing red ginseng root, accounting for 33.0% of all surveyed companies. This was followed by black ginseng root with 36 companies (18.0%) and red ginseng fine roots with 22 companies (11%). 2) Red ginseng products: A total of 144 companies were involved in manufacturing red ginseng pouches, making it the most common product category. This was closely followed by 142 companies producing pure(100%) red ginseng extract concentrate. 3) Fermented red ginseng products: Companies producing fermented red ginseng extract concentrate products were the most numerous, totaling 26. Following this, companies producing fermented red ginseng stick and pouch products were next in line. 4) Ginseng products: There were 15 companies involved in the production of ginseng products, with the majority focusing on ginseng tea. 5) Black ginseng products: Companies producing black ginseng extract concentrate were the most numerous, with 31 companies, followed by 26 companies producing black ginseng extract pouches. 6) Taegeuk ginseng products: Only 5 companies were involved in the production of taegeuk ginseng products. 7) Fermented black ginseng, and 8) Ginseng berry products: These categories are manufactured by less than 5 companies each. However, the variety in ginseng berry products suggests the potential for future growth. In the 2000s, a trend emerged with the development of new processed products aimed at enhancing the functional components of red ginseng, and these products have captured the attention of consumers. However, this study primarily focuses on black ginseng, fermented red ginseng/fermented black ginseng, and ginseng berry products as they have exerted a significant influence on the overall ginseng industry.
