This study was carried out to find out the possibility of continuity of the Farming Service Company (FSC), which has been founding since 1991 by the public administration to obtain the scale economy in the rice production, through the only financial analysis of the FSC. The results obtained were as follows. 1. The FSC's business is forward to the off-farm business rather than farm business. Based on the profit ratio, the profit ratio of off-farm business is more than that of farm business. It may cause the difficulty of policy to obtain the scale economy in the farming through the FSC. 2. Without subsidies the average net profit of the FSC was negative, which may provide the motives to the FSC to seek out the way to survive through the off-farm business, unless the FSC's could break up. 3. After all, the possibility of continuity of the FSC through the only financial analysis seems to be very little. Therefore the public administration should reconsider the present policy which is to found the more FSC continuously. If government wants to support the FSC continuously, government should focus on the conglomeration of farm land to increase the productivity of farming and on the subsidy of off-farm business to increase the profit ratio of the FSC.

Social enterprise is defined as a sort of companies that pursue both publicity and profitability. It is usual that their business activities and viability are dependent upon localized resources in terms of a labor market, raw material procurement and sales market. Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.

This study aimed to analyze the structure of the value chain of the olive flounder aquaculture industry to increase the value of this industry. Based on the value chain theory, olive flounder aquaculture industry activities were classified as primary and support activities. The primary activities included seed production, fish production, producer distribution, consumer distribution, and consumption. The support activities were production infrastructure, organization and specialization, R&D, and government policy. A survey was conducted on the costs of seed and fish production in the primary activities to investigate the business structure, and the distribution structure was analyzed to examine distribution costs and margins. In the support activities, the recent trends in R&D and government policy were mainly examined, based on which, a measure to reduce costs and maximize profits was suggested. It is necessary to reduce costs across the production processes by improving seed quality and reducing labor, feed, and management costs, which are strongly associated with support activities. Therefore, lowering costs will be possible in the olive flounder aquaculture industry when R&D outcomes, such as species development, feed quality improvement, and aquaculture system development, are stably diffused and applied in tandem with government policy regarding the industry.
Startups are undergoing a change throughout the growth process of startups that appear in existing studies as they move away from the existing B2B or B2C frame and expand their target customer groups to O2O, C2C. In this regard, a new type of startup known as unicorns, a unicorn which has grown rapidly in a short period of time, is being created by successfully attracting government support and external investment in recognition of the potential value of the startup. This study examined the relationship between investment attraction and growth after founding for five representative unicorns in the U.S. and Korea. As a result, it was found that private investment in Korea is passive and defensive, and is attracted after the Series A stage, compared to the U.S., where the growth potential of the startup ecosystem is positively evaluated. In addition, it found that government's support policy throughout the startup's growth process is an abstract and comprehensive policy focusing on initial funding for startups. Therefore, it was suggested that the scope of government policies should be expanded to forster startups as unicorns, and that it is necessary to establish and implement differentiated support policies for each growth of the scale-up of startups. This study is significant in that it presented the criteria for the growth stage and support of startups as well as policy support for scale-up through practical case analysis of unicorns.

This aims to study impact of the youth start-up business incubating system by government's or local autonomous governments' center on start-up business performance. This focus on Youth Start-Up Business Support Program operated by Seoul Metropolitan City and explore practical alternatives. In this study, young entrepreneurs are defined as those who are aged between 20 and 40, and start-up is defined as an act by such entrepreneur that establishes an organization or system that produces any goods or services selected as business idea by utilizing capital in order to create profits. The empirical results are as follow; a significant correlation between scale of capital in initial stage by young entrepreneur graduating from Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the number of obtained intellectual properties before moving into Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on start-up activity support fund for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on promotion and territorial cultivation support activities for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of satisfaction on collaboration support among member firms for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. There is a significant correlation between the degree of overall satisfaction on start-up business support program for young entrepreneur in Start-Up Business Support Center and start-up success satisfaction by young entrepreneurs. The study has an implication that it provides a basic data on policy support strategies by central and local autonomous governments that facilitate young entrepreneurs to achieve start-up business goals by understanding the factors that affect the business performance of young entrepreneurs. In addition, the study offers an effective direction for young entrepreneurs in a way that promotes the start-up performance by young entrepreneurs, which expects to contribute to core factors of new employment opportunity creation as well as national and local economies, so that the author expects the study to play a role of raising the necessity of start-up business support for young entrepreneurs.

This study analyzed the ripple effect of the demand-side support for start-up venture companies on the macro economy using Dynamic General Equilibrium model. In the model, start-up venture companies were expressed in a manner that distinguished between workers and entrepreneurs by applying the span of control in the Lucas(1978). As a result of the analysis, when the share of public procurement of start-up venture companies was increased from 5.7% to 10%, the actual production of start-up venture companies increased by about 46.17% and the number of venture companies increased by about 150%. In addition, it was analyzed that the number of jobs through venture companies increased by about 61.56%. In addition, it was found that the economic effect was greatly reduced when the start-up venture company was supported as a subsidy for the supply sector with the same amount as the public procurement support. This is interpreted as the fact that if the government implements the supply-side support policy, the expansion of supply causes the price of start-up venture companies to fall, reducing the effect of the support policy in half. Therefore, when supporting start-up venture companies, the government should make efforts to maximize the policy effect by expanding the demand-side support through public procurement and reducing the payment of simple subsidies to start-up venture companies.

Since the financial turmoil in 1997, both the national and local governments have initiated a variety of policy measures to support small and medium-size firms to strengthen the national and regional economies. It is no doubt that such policies contributed to establish better business environment for them. However, many analytical reports and academic studies in recent years diagnose that the economy conditions for the small and medium-size firms are in crisis because many policy measures are made based on the supply-side approach rather than demand-side consideration. In order for the governments' efforts to be more realistic and effective, it is necessary to see what the policy target groups(that is. the small and medium-size entrepreneurs) want. This study surveyed entrepreneurs in Hwaseung city, Kyonggi-do, which has more than three-thousands of small and medium-size firms. It finds that in spite of locational advantages and a variety of policy supports from the provincial and local governments, they need more financial supports, more effective mass transportation system for commuting workers. less bureaucratic barriers, and so on.

Based on the theoretical underpinnings of the agency theory and liquidity theory, the purpose of this study is to show how managers who want to enhance the performance of Pakistan's non-financial sector can use liquidity policy in relation to corporate governance. Nowadays, Pakistan is facing a severe liquidity crisis; this study contributes by examining the mediating role of liquidity on the link of corporate governance-performance. We use data from 63 firms from 2010 to 2018, excluding 17 outliers. To analyze the data, we use the Seemingly Unrelated Regression (SURE) model and nlcom-Stata test. Our findings support the mediating role of liquidity on the link between corporate governance and performance. In addition, the results show that corporate governance improves performance. Furthermore, the study supports a significant positive association of liquidity and performance. For robustness, we use two performance variables - return on assets (ROA) and Tobin's q (TQ) - where ROA represents full mediation and TQ indicates partial mediation. This study helps to use liquidity policy to strengthen the inside and outside dimensions of corporate governance mechanisms that improve the performance of firms. Overall, these findings suggest better disclosure, transparency, and solutions to auditing issues that add value to the firms.
The purpose of study was to examine the entrepreneurial supporting policy and the entrepreneurship which can affect the entrepreneurial intention, and to prove the moderating effect of the business failure burden and the self-efficacy on the relationship of the entrepreneurial supporting policy, entrepreneurship and the entrepreneurial intention through the empirical study in the fusion of industries. We used data from 321 survey participants by using structured questionnaires, excluding dishonest respondents, and statistical analysis was conducted using SPSS 18.0 statistic package. We used hierarchical regression technique to prove our hypothesis. The results showed that education and marketing support which are part of the entrepreneurial supporting policy in the fusion of industries will have positive influence on innovativeness, pro-activeness and risk acceptability which are part of entrepreneurship. It has been reported that only funding support has positive influence on entrepreneurship pro-activeness. The results also indicated that the entrepreneurial supporting policy will have positive influence on the entrepreneurial intention, but business failure burden and self-efficacy will have no moderating effect in the relation between the entrepreneurial supporting policy and the entrepreneurship. The theoretical and practical implications of the findings were discussed and the directions for future research were presented.

The main thrusts of Canadian regional innovation policy lies in the two tract system. Federal government decides only the strategic research and development sectors and priorities, and then researchers and stockholders in the regions decide and implement the specific networking relationships and appropriate governance system. This paper reviewed the decentralized and market-friendly Canadian regional innovation support system and the characteristics of Canadian innovation clusters: Learning, Labour, Location, Leadership, Legislation/ Labs. finally, policy implications for Korean regional innovation system such as networking, formation of social capital, and business support systems are offered.
