The Roles of Intermediaries in Clusters: The Thai Experiences in High-tech and Community-based Clusters

  • Industrial clusters are geographical concentrations of interconnected companies, specialised suppliers, service providers, firms in related industries, and associated institutions (for example, universities, standard agencies, and trade associations) that combine to create new products and/or services in specific lines of business. At present, the concept of industrial cluster becomes very popular worldwide, policy makers at national, regional and local levels and business people in both forerunner and latecomer countries are keen to implement the cluster concept as an economic development model. Though understanding of clusters and related promoting policies varies from one place to another, the underlying benefits of clusters from collective learning and knowledge spillovers between participating actors strongly attract the attention of these people. In Thailand, a latecomer country in terms of technological catching up, the cluster concept has been used as a means to rectify weakness and fragmentation of its innovation systems. The present Thai government aspires to apply the concept to promote both high-tech manufacturing clusters, services clusters and community-based clusters at the grass-root level. This paper analyses three very different clusters in terms of technological sophistication and business objectives, i.e., hard disk drive, software and chili paste. It portrays their significant actors, the extent of interaction among them and the evolution of the clusters. Though are very dissimilar, common characteristics attributed to qualified success are found. Main driving forces of the three clusters are cluster intermediaries. Forms of these organizations are different from a government research and technology organization (RTO), an industrial association, to a self-organised community-based organization. However, they perform similar functions of stimulating information and knowledge sharing, and building trust among participating firms/individuals in the clusters. Literature in the cluster studies argues that government policies need to be cluster specific. In this case, the best way to design and implement cluster-specific policies is through working closely with intermediaries and strengthening their institutional especially in linking member firms/individuals to other actors in clusters such as universities, government R&D institutes, and financial institutions.

  • During the last decade the co - management concept has gained increasing acceptance as a potential way forward to improve fisheries management performance. It has, however, at the same time become increasingly evident that the co - management concept is not clearly defined and means very different things to different people. In this article, we attempt to development of self regulatory management model of coastal fisheries in Korea, and to present a more comprehensive understanding of fisheries co - management and community - based fisheries management and to summarise the experiences with both the positive outcomes and the problems in actual implementation. The Korean style of fisheries co - management system such as a fisheries self - governance & self - management system has been become a way to activate social processes and involve fishers in Korea coastal fisheries management. As results of this study, the policy recommendation to improve the effectiveness of implementation of this system are summarized.   • The rapid changes in consumption patterns and the manufacturing industry environment are both a threat and an opportunity for small and medium-sized enterprises in Korea because it lacks innovative capacity compared to large conglomerates. In this new manufacturing environment, social manufacturing is an innovative business model that can create new business opportunities for these companies. However, there are not that many proven models of platforms where products are created jointly with consumers. Some conceptual analysis of the success factors and operation strategy of co-creation platforms have started to be released but there are almost no empirical studies conducted on this matter today. In this study, the social manufacturing platform business concept and its components were studied; various factors that affect the willingness to participate in consumer-led co-creation platforms were considered; the factors were surveyed on potential consumers; a study was carried out to analyze the relationship of these factors; a model of these factors were set up and proven.

Twin Deficit and Macroeconomic Indicators in Emerging Economies: A Comparative Study of Iran and Turkey

  • The study examines the existence of twin deficit in two emerging economies (Turkey and Iran) and also investigates the relation of twin deficit with specific macroeconomic indicators such as the GDP, money supply, foreign direct investment, and the interest rate both in short and long-run periods. The twin-deficit concept refers to a situation where the current account deficit and budget deficits exist in the same corresponding period of an economy. This study employs the Bound Test Autoregressive lag distributed (ARDL) model on time-series quarterly secondary data of Turkey and Iran from 1992 to 2019. The stationarity of variables has been ensured through the Augmented Dickey-Fuller (ADF) test at the level and the first difference. The results reveal the existence of a twin deficit in both the short and long-run periods only in Iran. Its existence could not be observed in the Turkish economy. The findings suggest a positive relationship between twin deficit and GDP, and a negative relationship between twin deficit and FDI and M2. At the same time, the relationship of the twin deficit with interest rate could not be found in the Iranian economy. The findings may be helpful for economic managers of both countries in executing their economic policies.

A Case Study of Measuring Eco-Efficiency of Products Using the QEFD Approach (QEFD를 활용한 제품 환경효율성 측정 사례 연구)

  • Purpose: This study proposed a systematic approach to measure eco-efficiency of products based on the concept of quality function deployment(QFD). QFD method has been used to convert customer's subjective requirements to design specifications. A extension of QFD to environmental issues is known as quality environmental function deployment(QEFD). QEFD includes environmental requirements into customer's demand for quality, and incorporates them to design specifications of a product. Methods: In this study, we compared eco-efficiency of old and new models through application of QEFD. Results: The result revealed that the new model's eco-efficiency improved 24% better than the old model. Also, we found that user's Factor X of the new model has been improved to 1.178, which is about 18% better than that of the old model. Conclusion: This study implied that we can systematically use QEFD to determine eco-efficiency of two comparable products in any industries.

  • As a futuristic construction model, building information model(BIM) based project management system(PMIS) and mobile PMIS have been showing visible sign. However, researches on the 3D BIM based PMIS using mobile device are hard to find, result from limitation of mobile device application(slow speed at huge BIM file, display size, and etc.) and undefined standard of business processes. Therefore, this research aims at studying feasibility of mobile BIM PMIS based on cloud computing as a business model. In case of applying mobile BIM PMIS, 3D drawings and integrated building informations are possible on mobile devices in real time. it would support increasing the productivity of project participants as designer, engineer, supervisor, and etc. Globally, BIM based PMIS and Mobile BIM system, cloud computing based mobile BIM simulator are in the concept or experimental phase, therefore it is possible to secure global leading technology of IT and construction merger in the mobile BIM.

Collaborative Object-Oriented Analysis for Production Control Systems

  • Impact of business process re-engineering requires the fundamental rethinking of how information systems are analyzed and designed. It is no longer sufficient to establish a monolithic system for fixed business environments. Information systems must be adaptive in nature. This demand is also applied in production domain. Enabling concept for the adaptive information system is reusability. This paper presents a new object-oriented analysis process for creating such reusable software components in production domain, especially for production planning and scheduling. Our process called MeCOMA is based on three meta-models: physical object meta-model, data object meta-model, and activity object meta-model. After the three meta-models are extended independently for a given production system, they are collaboratively integrated on the basis of integration pattern. The main advantages of MeCOMA are (1) to reduce software development time and (2) to consistently build reusable production software components.

  • This paper presents the main business models in ubiquitous city (u-City), the future city strategically integrated with the ubiquitous computing technology. Based on the concept of u-City, the chief services related to the u-City that has been actively developed are analysed, and then the best main four business models (u-Tour, u-ITS, u-SCM and B2B) for SongTan city are presented. The four business models are selected from making an analysis for the present situation of the tour industries, industrial complex, traditional market in SongTan. With the business models, the strategies to realize the active business transactions, high revenues, high value-adding industries, self-sufficient business through the construction of u-City are also presented. Finally, the promoting plans for local autonomy party, citizen party and consortium of industries/universities/researches to give an comfortable u-Life to citizen in SongTan are described.

  • This study aims to determine (1) the inhibiting factors and solutions in the development of eco-tourism, and (2) how green entrepreneurship can be used for eco-tourism development. The increasing issue of global warming is pushing awareness of environmental preservation. This condition changes the people's paradigm in traveling from the concept of mass-tourism to the concept of eco-tourism. The development of eco-tourism has consequences for entrepreneurial activities which is known as green entrepreneurship. This study is applied research conducted in East Lombok, one of the regions in Indonesia. The sampling technique used is purposive sampling covering a total of 34 informants. Data collection methods are carried out through interviews, observation, and documentation studies. Based on the data analysis, the findings of this study show that (a) inhibiting factors of eco-tourism development are limitation of eco-tourism knowledge, lack of awareness in environmental preservation, and absence of supporting government policy; and (b) solution for eco-tourism development discovered in this research is divided into five factors i.e., condition, demand, related industry and support, strategy, government. Besides, for applying the green entrepreneurship model i.e., developing the spirit of green entrepreneurship, training in making products and services that are environmentally friendly is needed.

  • As the significance of quality in the sense of customer satisfaction is growing, the management of quality becomes one of the main interests in the manufacturing systems research systems research. This paper presents the concept of quality-oriented manufacturing system which is composed of a business process domain and a quality domain. In the business process domain, business functions are integrated by traditional design and manufacturing databases on the one hand, and a quality management system is interlinked to them via several quality modules on the other hand.
