  • From natural disasters such as floods, heavy rains, and strong winds and social disasters such as 911 U.S. terrorism and cyber attacks that could have a fatal impact on corporate continuity, it is necessary to introduce and implement a Business Continuity Management System (BCMS) within a firm to maintain continuity of business and to change the organizational structure for an emergency state in order to operate and manage it systematically and efficiently. therefore, this study analyzed and verified the impact of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of an organization in four categories, including personal recognition, organizational culture, organizational structure, and organizational strategy, in order to analyse the impact and effect of introducing a Business Continuity Management System (BCMS) on the change in the recognition structure of each category. through this study, we believe that the introduction of a Business Continuity Management System (BCMS) within a firm could effectively change the organization's perception of an emergency state and help it maintain its continuity as well as improve its value.

The Impact of BCMS Risk Assessment on Business Performance (BCMS의 위험평가가 경영성과에 미치는 영향)

  • Purpose: Based on the preceding studies in supply chain management, factors were analyzed to verify the effect of risk assessment and risk management factors of the business continuity management system (BCMS) on management performance. The purpose of this study is to establish a systematic risk management plan by deriving the risk factors of BCMS and evaluating unpredictable risks, and at the same time, contributing to a company's competitive advantage without interruption of work. Method: The structural relationship between risk assessment, risk management and management performance of BCMS was derived. To this end, a questionnaire survey was conducted of 124 managers and managers in Korean companies. Frequency analysis, validity analysis, reliability analysis, correlation analysis, and simple regression analysis were performed. Result: First, risk assessment had a positive (+) effect on risk management. Second, risk management had a positive (+) effect on management performance. Finally, risk assessment had a positive (+) effect on management performance. Conclusion: BCMS's risk assessment and risk management capabilities should be managed through financial performance, and risk management activities should be managed through non-financial performance.

  • Purpose: This paper aims to develop evaluation criteria of Plan- 'Understanding the Organization' in the PDCA(Plan-Do-Check-Act) requirements of ISO 22301 which is a global standard in the area of BCMS(Business Continuity Management System). Method: The group of 20 experts in the BCMS checked for the validity of the evaluation criteria of Plan- 'Understanding the Organization' by the modified Delphi technique and relative importance are surveyed by the group. Results: As a result, the 12 evaluation criteria with relative importance that can be applied for BCMS evaluation of the organizations are developed and proposed. Conclusion: In order to introduce a quantitive evaluation in the BCMS, it was concluded that evaluation criteria need to be chosen and given relative importance, thus the criteria with the importance could be used for effective evaluation

  • Recently, accidents such as human accidents are increasing rapidly due to natural disasters and changes in social conditions due to abnormal weather. As a result, damage has been causing massive damage unlike the past. In the case of small and medium enterprises excluding financial institutions and big company, there is no system for prevention and restoration for stable operation from various risks such as human and natural disasters. As the current disaster continues, public and private companies have raised the need for BCM, and with the introduction of the ISO22301 certification system, the company has been establishing and operating Enterprise Disaster Management Standards in the Ministry of Public Safety and Security since 2007. However, in most SMEs, it is hard to bear the input of internal labor and investment cost, and there is a lack of personnel with expertise to conduct BCM diagnosis. Therefore, in this paper, we will study the diagnosis level of enterprise continuity plan which is commonly used in Korea and abroad. Based on this, we will study the BCM system diagnosis method which can be applied to small and medium enterprises in Korea efficiently.

  • 본 논문에서는 「중대재해처벌법」과 관련한 중대시민재해의 예방을 위해 BCMS(Business Continuity Management System) 운영체계를 활용하는 방안에 관한 연구이다. BCMS 운영 체계는 시민에게 잠재적인 위협 또는 해당 위협이 발생했을 경우 시민에게 중대재해를 미칠 수 있는 특정 원료, 제조물, 공중이용시설, 공중교통수단 등의 운영·관리에 미칠 수 있는 영향을 사전에 파악할 수 있다. 또한 이를 이용하는 시민과 종사자의 생명과 신체를 보호하고 유해8위험요인으로부터 안전을 확보하는 능력을 갖추어 중대재해를 예방하고 조직의 리질리언스을 확보하는 데 목적이 있다. 따라서 본 논문은 안전 및 보건 확보의 의무가 있는 모든 조직; 사업주, 법인, 경영책임자, 공무원 등의 특성에 따라 접목할 수 있는 BCMS의 PDCA(Plan-Do-Check-Act) 운영체계 설계를 활용하여 중대시민재해 예방 대안을 모색하였다.

  • Until now, there were many BCMS case studies in financial sector based on best practices in BCP(Business Continuity Planning). However, the research on the standardized continuity management system framework that practically applicable to the private and public sectors-based national infrastructure and facilities management are relatively scarce. Therefore, in this study, we research to seek the continuity management system framework suitable for the private or public sector-based facility management through the comparison reviews of domestic and international continuity management system frameworks and the reviews of continuity management components considering the characteristic of the private or public sector-based facility management.

Safety Assessment of the Level of Safety Culture of National Critical Infrastructure Expressway Operating Organizations (국가핵심기반 고속도로 운영기관의 안전문화 수준진단에 관한 소고)

  • Purpose: This study intends to suggest alternatives for improving the level of safety culture by measuring/analyzing safety culture targeting employees of national core-based highway operating organizations. Method: Using the 'Safety Awareness Level Diagnosis Tool' of the Korea Occupational Safety and Health Agency, 16 sub-factor measurement tools reflecting 4 safety culture areas and 4 safety culture activities were evaluated for a total of 144 items. were surveyed/analyzed by online questionnaire. Result: As for the results by safety culture area, "safe operation" was the highest, and "safe communication" was the lowest. As for the results of each safety culture activity, "safe execution (D)", which evaluates whether the plan was implemented, was high. The lowest level of safety culture is "Safety Improvement (A)" Conclusion: When establishing a company's safety and health management measures, the most important aspect of management is the level of safety culture. The ultimate goal is to improve the level of safety culture. In this study, it was possible to confirm the safety culture level of the national core-based expressway operating institution. In the future, we intend to conduct a study on how safety culture affects business continuity management system (BCMS).
