The Economic Impact of Establishing a Customs Free Zone in the Port of Busan Focusing on the Time of Completion of the 1st Phase of the New Port of Pusan (부산항 관세자유지대의 경제적 파급효과에 관한 연구 - 부산신항만 1단계 준공시점을 대상으로 -)

  • This study focuses on analyzing the economic effects and probes the necessity of establishing a customs free zone at the Port of Busan. It first considers the economic effects of establishing a customs free zone at the Port of Busan, then suggests policy prescriptions for introducing and operating the free zone system and improving the logistics functions of the Port. The timeline of this study is focused on 2007, when all of Busan Port will operate as a customs free zone and the first stage of the New Busan Port and distribution parks will be built and opened for operation. The regression analysis, which was conducted using the inter-industry relations table(input-output table data), provided a quantitative prediction on the effects of making Busan Port into a customs free zone. Regarding the impact of a free zone system on the domestic and regional economy, this research found that the impact of a customs free zone on domestic industries and the regional economy once the customs free zone is established throughout all of Busan Port would be highly positive. The positive economic effects on the domestic and Busan regional economy might be further strengthened if the value-added logistics function of Busan Port could be supplemented by effective linking to the hinterlands.

  • In 2006, the share of fisheries distribution in Busan amounted to 1.9 million ton, which was 41 percent of the whole country. In details, coastal fishery 334 thousand ton(14% of the whole country), deep sea fishery 452 thousand ton(82%), import fishery 964 thousand ton(70%), export fishery 157 thousand ton(43%) were distributed in Busan region, respectively. Recently, the share of fisheries sale through e-commerce is increasing owing to the growth of IT and competitive price of its products. and the sale share of large discount store is also on the 10% more increase owing to the effectiveness of distribution structure. Hereafter these structure changes of fisheries distribution in Busan will be more intensified. Therefore, after reflecting the change in distribution policy of Busan Fisheries, the directions of distribution policy should be established, as follows.   • This study was carried out to set the direction of the new industry policy of Busan city by analyzing the changing trend of artificial intelligence technology that has recently developed rapidly and predicting the direction of future development. The company wanted to draw up support measures to utilize artificial intelligence technology, which has been rapidly emerging in the market, in the region's specialized industry. Artificial intelligence is a key keyword in the fourth industrial revolution and artificial intelligence-based data utilization technology can be used in various fields from manufacturing processes to services, and is entering an era of super-fusion in which barriers between technologies and industries will be broken down. In this study, the direction of promotion for fostering Busan as an artificial intelligence city was derived based on the comparison and analysis of artificial intelligence-related ecosystems among major local governments. In this study, we wanted to present a plan to create an artificial intelligence industrial ecosystem that can be called a key policy to foster Busan as an 'AI City'. Busan's plan to foster the AI industry ecosystem is aimed at establishing a policy direction to ultimately nurture the artificial intelligence industry as Busan's future food source.

Busan Tourism Industry applying OECD Tourism Policy and ICT Convergence Platform (OECD 관광정책과 ICT 융합 플랫폼을 적용한 부산관광산업)

  • The purpose of this study is to propose a Busan tourism industry in which the 2016 OECD Tourism policy and ICT convergence platform are applied. OECD proposed 3 policies to promote the tourism industry: First, to maintain the competitiveness of the tourism industry as well as improve its efficiency and sustainability, second, to establish a seamless traffic system, and third, to build a response to the sharing economy. Centering on the OECD's three policies, we propose the developmental possibilities of tourism in Busan. At the same time, we suggest the necessity to build an ICT convergence platform that will help foster the industry. In building an ICT convergence platform, we especially focus on the necessity of: 1. Sharing and creating experience-based interactive contents on the software side, and 2. Developing high quality user experience (UX) and providing a data analysis-based customized service on the hardware side. In addition, we insist on the establishment of the Tourism Promotion Agency for the continuous performance and management of Busan tourism industry. The study ultimately suggests that the construction of ICT convergence platform based on OECD tourism policy can result in the expected outcomes of high effects with low cost for both consumers and suppliers related to the tourism industry.

A Small Study on Gravitation Analysis of the Port of Busan to the Import and Export Countries : Application of Gravity Model (부산항의 입출항국가에 대한 유인분석 소고 - 중력모형적용 -)

  • The purpose of this paper is to analyze the gravitation of ship's cargo tons of arriving and leaving port of Busan based on the gravity model empirically and experimentally and to suggest possible ways to expand the trade quantities(cargo tons) by identifying important factors determining the port of Busan's bilateral trade flows with foreign countries by using the 1995, and 2001 data. In this paper, new independent variables, such as land, populations, and the APEC and ASEAN memberships, and new dependent variable, such as the ship's cargo tons of arrival and leaving port of Busan were used for expanding the previous studies. Empirical analysis found that the port of Busan tends to trade more with countries in close proximity and the large size of economies. The fact that the port of Busan's trades more with APEC countries than with non-APEC countries is a clear empirical evidence of the growing importance of the regional trade agreement and strategic alliance with the ports of these member countries. The main policy implication based on the findings of this study is that GDP, distance, adjacency, and APEC membership which were the affecting variables to the bilateral trade with the port of Busan should be closely investigated for enhancing the trade quantities with those foreign countries.

  • The purpose of this study is to construct the System Dynamics Model that can analyze urban spatial and temporal change and suggest the policy directions applicable to U-City Planning in Busan based on the SD model. It reviews previous literatures to elicit U-City issues and performs the case study to simulate urban spatial and temporal changes in Busan. The elicited results are connected into the policy directions of U-City planning. It emphasizes the necessity of business model suggestion based on U-City technology and industry not a tool, the U-City model construction that linkages and integrates the existing cities and new cities, and the excavation of U-City service model reflecting social and demographic changes.

A Study on Succeeding Together-Busan New Port & BJFEZ (부산항 신항과 부산진해경제자유구역의 연계 발전 방안)

  • The purpose of this paper is to suggest a plan on succeeding together-Busan New Port & BJFEZ(that is, port hinterland development). This study deals with the terms of three connection growth factors which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the factors, a firm's subjective factors(4.11 score) are scored the most ones of connection growth factors of Busan New Port & BJFEZ, to be compared with a governmental policy factors(4.01 score). with a industrial environment factors(3.92 score). Therefore, first of all, Busan New Port & BJFEZ have to promote connection growth through as follows, a firm's subjective factors : (1) to procure competitiveness through establishment of connection growth model, (2) to promote concentrated marketing strategy & market response ability, (3) speedy meeting to customer's needs, (4) to procure reliability of Busan New Port & BJFEZ. And, the next, Busan New Port & BJFEZ have to promote connection growth through considering a governmental policy factors, a industrial environment factors.

Review on the Japanese Super-Core Port Policy - An Assessment and New Politic Demands - (일본 슈퍼중추항만정책의 성과와 한계에 관한 고찰)

  • Japanese government has instituted and carried out Super-core Ports Policy to improve their operating efficiencies of international container ports from 2004. Despite of diverse institutional and administrative supports within this policy, this paper has assessed that they couldn't accomplished goals at the end of 2009 when the policy ended. In short, Japanese Super-core ports have explicitly lost the competitiveness for functioning as a hub-port in the East Asia region. We could find some defaults in the policy i.e. some limits of the private terminal operating units, inefficiencies in teaming between ports within Super-core port, lacking with system for collecting cargoes. In 2010, Japan is going to reinforce International Strategic Container Port Policy following Super-core Ports Policy. With this policy, they ought to prepare for the last leap on the basis of selection and concentration rules in international port. This new policy is particularly focused on recapturing their T/S cargo via Busan port. Regarding these changes, Busan port needs to prepare counter measurements for preserving Japanese T/S cargo firmly.
