Purpose: The first grade of Korea's Building Energy Efficiency Rating System(BEERS) is required for new government office buildings as a mandatory measure to reduce greenhouse gas emission. However, there is no specific criteria about performance that which level should apply to energy-saving design element for obtaining Building Energy Efficiency Rating 1st grade. Therefore, Certification status should be analyzed firstly, about the office building which is certificated. Certification analysis for office buildings acquired certification therefore should be done first. Method: In this study, Certification status(Office buildings acquired Building Energy Efficiency Rating Certification)was analyzed by classified year, region, specific scale etc. And we analyzed statistically by eliciting an average value of each element influencing to the amount of energy. Result: Energy demands were gradually decreased due to revision of thermal insulation standards for enhanced u-value. Energy consumptions were different from the kind of equipment and yearly trends applied depending on the size of the building. Total primary energy consumptions were influenced by heat source types and the primary energy scale factors.

In this study, we survey the 2 buildings at the Central 1 and 8 buildings at the Central 2, which are divided by each climate region in the rural regions. Major heat loss factors are 47% loss of the outer shell including outer wall, roof, and bottom, 30% loss through window, and 23% loss through crevice wind. We analyze the energy simulation of ECO2 program to construct a zero energy building regarding village hall located in Jung Juk 4-le at Centeral 2. We simulate the primary energy requirement regarding village hall and the simulated results show the $265.3kWh/m^2{\cdot}a$ and it may estimate '2' energy efficiency grade. The energy requirement regarding village hall is the $183.2kWh/m^2{\cdot}a$ when the passive technology are applied in village hall. We research total amount of energy requirement in village hall when the passive and active technologies such as solar cell with 3kW and solar thermal with $20m^2$, geothermal power with 17.5kW. The simulated results show the improved energy efficiency certification grade with $1^{{+}{+}{+}}$ due to the reduced primary energy requirement with 73% when passive technology including 3kW of solar panel is applied and the energy independence rate is 54%, which is estimated to be 4th grade of zero energy buildings. The order of energy consumption are solar panel, solar thermal, and geothermal power under applied passive technology in the building. In order to expand the zero energy building, it is necessary to introduce the zero energy evaluation system in the rural region.

Many government in the world have conducted building energy performance certification program to reduce building energy consumption. In this study, a reference building and its HVAC system was modeled, and the energy load and consumption were estimated by the ECO2 program. The software is a simple building energy simulation program based on monthly calculated method. The building energy efficiency rating the the reference building was 1+ under baseline condition. The simulation results showed that the insulation performance slightly affected building energy load and consumption, but light density had a significant effect on them. The application of geothermal heat pumps gave improvement of building energy efficiency rating but it could not make it possible to get zero energy building(ZEB) certification. The ZEB 5 certification could be achieved by using photovoltaics, however getting better grade was difficult. The simulation results showed that the ZEB 4 certification, one grade higher than ZEB 5, could be attained by using more than one renewable energy source such as geothermal and solar energy in this study.
Building Energy Efficiency Rating system was enforced in 2001 to enhance spreading high-energy performance and saving buildings. It was only for the new apartments, but expanded to new office buildings in 2010, and moreover, government offices require 1st grade of Building Energy Efficiency Rating system. Green Building Act, which is established to reduce the emissivity of carbon dioxide by reducing building energy consumption, will be enforced in 2013, and new apartments and office buildings will be subjected to it. Henceforward, it will extend to other types of buildings and will be phased in. In general, pumps and fans consume approximately half of the air-conditioning energy consumption, and about a quarter of the total building energy consumption when office buildings have total floor area of more than 10000 square meters. This study analyzed the energy demand when applying VAV(Variable Air Volume) and VWV(Variable Water Volume) System to reduce energy returns of the pumps and the fans by ECO2, which is a computer simulation program used for Building Energy Efficiency Rating system.

Under the regulation of rational energy use in public institutions, it has been mandatory for educational facilities to meet the first grade or higher since 2014. Also the regulation has forced educational facilities as public institutions to use renewable energy since September 2008. Educational facilities are required to be qualified as zero-energy buildings from 2020 under the revision of the Green Building Act. In this study, we identified the current status of the building energy efficiency rating system and the renewable energy system installation for 316 educational facilities that were accredited as "building energy efficiency rating system" from February 2015 to March 2019. Also we analyzed the energy self-sufficiency rate based on energy requirements and renewable energy output. Of the 316 facilities, 12 had 1++ and 293 had 1++ for the "Building Energy Efficiency Rating System". Among the 12 facilities which had 1+++, 11 recorded ZEB level 5 or higher, and 28 out of the 293 facilities(11%) which got received 1++ had ZEB level 5. Thus, it is impossible to implement the ZEB certification system for educational facilities under the present conditions. Expanding the ratio of 1+++ and investing in renewable energy systems should be preceded.
In Korea, the zero energy building was designated as the 7 new industries in the Ministry of Land and the 8 new industries in the Ministry of Industry. In order to maximize the insulation performance of the building envelope, improve the efficiency of building equipment, We are aiming. It is necessary to analyze the energy requirements of the buildings (cooling, heating, hot water supply, lighting, ventilation) of buildings with energy efficiency level of 1++ which is equivalent to the zero energy building certification system in Korea, It is aimed to be used as basic data for the advancement of energy building certification system. Zero Energy Building certification is estimated to be 61 buildings by 2017, and the approximate reference value and the first energy requirement for each of the five loads are calculated considering passive and active aspects. It is difficult to say that it is a clear standard because there is a small sample of data for calculating the load standard. However, it is necessary to interpret various methods in order to upgrade the Zero Energy Building certification standard in the future.

Currently, the energy consumption rate in buildings is approximately 28.5% of the total energy consumption in Korea. Therefore the amount of the consumption of petroleum resourses is at a worrying level of the blackout. The system of the amount of the Architectural Energy Efficiency Grade [AEEG] is in force by the government to apply the technologies of the Emissions Trading System and the Target Management System to mitigate the Green House Gases for buildings according to the climate change. On the account the mitigation of the Green House Gases and the reduction of the energy, from the view of maintenance and management, for the new and remodeling buildings should be under consideration. The author wants to present the possible ways how to improve the AEEG for the existing buildings by trying to establish the foundation of the BEMs, and by confirming the potential of the energy savings.
In order to reduce greenhouse gas by 30% compared to BAU in 2020, research and development of zero-energy building construction technology for reducing greenhouse gas emissions in the construction industry is being conducted. With the recent implementation of the policy as mandatory through the establishment and commercialization of the zero energy building base, the government should devise measures to support and expand technology through the identification of the current status of the zero-energy building incentive system and the erasure of the erasure. In order to implement zero-energy buildings, excessive construction costs are presented as a major issue in revitalizing the supply of new and renewable energy to enhance Passive (energy efficiency grade of 1++) and achieve self sufficiency of energy (20% or higher). A boiler system transforms water to pressured supercritical steam which drives the running of the turbine to rotate in the generator to produce electricity in power plants. Materials for building the tube system face challenges from high temperature creep damage, thermal fatigue/expansion, fireside and steam corrosion, etc. A database on the creep resistance strength and steam oxidation of the materials is important to the long-term reliable operation of the boiler system. Generally, the ferritic steels, i.e., grade 1, grade 2, grade 9, and X20, are extensively used as the superheater (SH) and reheater (RH) in supercritical (SC) and ultra supercritcal (USC) power plants. Currently, advanced austenitic steel, such as TP347H (FG), Super304H and HR3C, are beginning to replace the traditional ferritic steels as they allow an increase in steam temperature to meet the demands for increased plant efficiency. The purpose of this paper is to provide the state-of-the-art knowledge on boiler tube materials, including the strengthening, metallurgy, property/microstructural degradation, oxidation, and oxidation property improvement and then describe the modern microstructural characterization methods to assess and control the properties of these alloys. The paper covers the limited experience and experiment results with the alloys and presents important information on microstructural strengthening, degradation, and oxidation mechanisms.

As environmental issues are rising recently efforts to reduce environmental stress are emerging in all industry segments. Especially environmental impact of buildings occupy a critical portion, so each country is operating green building rating system for life cycle of buildings. Accordingly green building rating system for every facility is operating in Korea. And acquisition of grade I for building energy efficiency is mandatory for every new public buildings since 2010. To design green building efficiently and systematically eco-friendly elements should be considered and checked from the schematic design phase. But in many cases eco-friendly elements are checked at the end of constructed design phase. So applying eco-friendly elements at the value engineering process, which is performing through schematic and constructed design phase, could make a efficient and systematic green building design. Value engineering process is divided into pre workshop, workshop and post workshop stages. And subject selection in pre workshop stage is the step that finds out the subjects which has the great possibility to be improved to perform efficient value engineering workshop. So this study present the Green VE subject selection model to select the most considerable eco-friendly subjects in projects.
