The domestic market of CM at Risk has not been activated yet. It was analyzed duo to the fact that construction owners didn't have confidence in CM at Risk, because of the concerns regarding CM firms reliability, service, specialty, system and feasibility. Therefore, this study analyzed the problems to find the reason for declines in orders through a business diagnosis based on the Business Model Canvas(BMC) and set up the direction of business model improvement with one on one expert interviews. Additionally, we suggested the sub-activities for the business model improvements of CM at Risk service that are divided into 9 building blocks. Through this method, we determined that we would need preceding innovation activities such as good communication with customers, reinforcement of subcontract and excellence in project operations to convert the successful practice and settlement of the CM business model based in BMC. It is expected that the business model suggested from this study would contribute to improvement of CM at Risk competition and the differentiation strategy when compared with other firms. Also, it would be used a basis data to develop CM at Risk business model in the future.

The uplift force acts directly on the foundation and causes a building to float to the upper ground. To examine the stability of a structure according to the uplift force, four sites (Paju, Anyang, Osan, and Gangneung) were selected, and sensors were installed on the foundations for the field tests. The rainfall characteristics were analyzed around June~September, and the changes in the water level of the adjacent river were considered. The maximum uplift force except for Gangneung did not exceed 72% of the water pressure when the groundwater level was up to the surface. On the other hand, the maximum uplift force in Osan was approximately 67%, but the reliability was slightly inferior because the difference from the average (46%) was large. The minimum uplift force was within 10% except for Anyang (~ 41%). At the Gangneung site on soft rock where the permanent drainage facility was installed before the measurement, the maximum and minimum uplift force was approximately 14% and 3.5%, respectively. Based on the measurement results, the possibility of overdesigning or underdesigning comes from the design by the hydrostatic pressure when the groundwater level is up to the surface.

To prevent safety accidents caused by aging pipe infrastructure and to maintain water quality, construction projects for water and sewage pipes are actively conducted across Korea. This study analyzed the criteria situations, site survey details, and regulation revisions related to the calculation of construction cost standards for pipe laying and joining work. The analysis showed that the major causes for revision are the unclear construction scope, limitations in implementing some pipe materials due to installation facility types, workforce focused on ordinary labor, limitations of manual laying work, and the lack of tool hire cost and machine expense-calculation criteria. Field studies were conducted to categorize the pipes according to their features, in addition to identifying the use of lifting heavy equipment and light equipment. In addition, excavation and testing work conducted in connection to pipe laying, as well as the use of skilled labor, were investigated. The current study clarified the work scope through new common items, provides an organization based on the pipe material, adjusted the workforce ratio to focus more on skilled labor, and developed grounds for calculating machine expenses. This study examined the safety of a cable stayed bridge caused by damage to the cable system. Many cable-supported bridges, including cable-stayed bridges and suspension bridges, have been constructed on the Korean peninsula. This requires efficient maintenance and management because this structure has complex structural components and systems. This large structure also often faces risks either from manmade causes or natural phenomena. In 2015, the cables on one cable-stayed bridge in South Korea was struck by lightning, which led to a fire on the cables. These cables were damaged, which put the bridge at risk. This bridge was back in use after a few weeks of investigations and replacements of the cables but this was done at enormous social and economic expense. After this event, risk-based management for infrastructure is required by public demand. Therefore, this study examined the risks on the cable system due to potential damage. In this paper, a one cable-stayed bridge in South Korea was selected and its safety was investigated based on the damage scenarios of cable system for efficient and prompt management, and to support decision making. FEM analysis was conducted to evaluate the safety of the bridges after damage to the cable system.

North Korea's demand for infrastructure construction and maintenance is growing rapidly. On the other hand, the number of skilled workers is insufficient. Therefore, through a survey of North Korean defectors, this study analyzed the status of construction technology and the difficulties of construction workers. In addition, an attempt was made to derive an appropriate education and training program process and operation plan. As a result of the survey, the reason for the low technical level of construction workers was the lack of skills, lack of motivation to work, and the lack of training and management systems. The appropriate education and training period was 56% of the total response within one year and 36% within six months. Based on the results of this survey, the period of education and training for the rapid training of construction technical personnel in North Korea was adopted as one year. Moreover, compared to the NCS standard in South Korea, appropriate training hours were suggested, excluding training courses, such as planning and design, construction management that require specialized knowledge. Finally, the curriculum corresponding to the education and training courses and the standards for facility names and required areas for facility operation were suggested.

A computerized information management system of road bridges as a national key infrastructure is needed to effectively collect data of the current status, improve the reliability of data, and use the results from the analysis of the accumulated data as fundamental resources for supporting the establishment of policies. The Internet-based Bridge Information System (BIS), including a database and geographic information systems (GIS), was designed, and the data items were comprised of essential information, such as GIS-based location coordinates, bridge condition grade information and so on. The BIS was developed to be connected with a related information system, and it is possible to make the current information of traffic volume, address and so on by adopting the GIS. To enhance the reliability of the information of current bridge status, it is also possible to improve the accuracy of data through an information verifying function to prevent entry errors. In addition, the BIS can easily support the establishment of policies offering various types of knowledge information that were available in the past based on an analysis of the accumulated data. The intuitive identification and analysis of the current status is to be feasible through a GIS screen. Improvement of the business efficiency and data accuracy and time-series information analysis are available by managing the information of current status through BIS. In the future, it is expected that BIS can be used effectively for the establishment of reasonable maintenance policies of the nation.
In this study, the concept of spatial big data and effective ways to build a spatial big data system are presented. Big Data is defined as 3V(volume, variety, velocity). Spatial big data is the basis for evolution from 3V's big data to 6V's big data(volume, variety, velocity, value, veracity, visualization). In order to build an effective spatial big data, spatial big data system building should be promoted. In addition, spatial big data system should be performed a national spatial information base, convergence platform, service providers, and providers as a factor of production. The spatial big data system is made up of infrastructure(hardware), technology (software), spatial big data(data), human resources, law etc. The goals for the spatial big data system build are spatial-based policy support, spatial big data platform based industries enable, spatial big data fusion-based composition, spatial active in social issues. Strategies for achieving the objectives are build the government-wide cooperation, new industry creation and activation, and spatial big data platform built, technologies competitiveness of spatial big data.
Disasters that destroy homes and infrastructure and cause significant financial damage are becoming more common as population centers grow. In addition, several natural disasters have resulted in a major loss of life and created countless refugees due to damage to housing. After major catastrophic disasters, it is very important that the government agencies respond to post-disaster housing issues and provide resources such as temporary housing before the full rehabilitation and reconstruction of destroyed and damaged housing. To provide affordable temporary housing for residents who may lose their homes as the result of a catastrophic disaster including storms, government agencies must develop a post-disaster housing prototype. In general, government agencies should explore several different forms of factory-built single-story, single family housing, such as modular homes, panelized homes, and precut homes. In urban cities including New York and Seoul, it is very important to provide housing which supports the demand for higher-density living spaces than single-family homes or trailers typically available due to the high population density and the desire to resettle as many residents as possible in their former neighborhoods. This study identified the urban post-disaster housing prototypes that may provide higher density housing with high quality living spaces, high air quality, and energy efficiency as well as rapid deployment. A case study of "Urban Post-Disaster Housing Prototype Program in New York" was conducted through a detailed interview process with a designer, engineer, contractor, the Office of Emergency Management (OEM) in New York, the U.S. Army Corps of Engineers (USACE), and temporary occupants. An appropriate disaster housing program that can provide living spaces for victims of disasters that keeps residents in their community and allows them to live and work in their neighborhoods was developed.
The Grenpell tower fire in England in June of 2016 is a representative example of damage caused by a vertical fire spreading through external insulation. Organic insulation materials, which are widely used in external insulation, have the disadvantage that they have good insulation performance but are vulnerable to fire. Aluminum composite panels are used as exterior wall finishing materials, and plastics used in aluminum are regarded as the cause of vertical fire spread. Due to the steel frame used to secure the aluminum composite panel to the outer wall, a cavity is formed between the outer wall and outer wall finish. When a fire occurs on the outer wall, the flammable outer wall as well as the flame generated from the heat-insulating material spreads vertically through the cavity, resulting in damage to people and property. In Korea, material unit performance tests are carried out by the Ministry of Land, Infrastructure and Transport notice 2015 - 744. However, in the UK, the BS 8414 test is used to measure the vertical fire spreading time on the outer wall in real scale fire tests. In this study, the risk of external wall fire was evaluated in an actual fire by conducting a real scale wall fire test (BS 8414), which was carried out in Europe, using aluminum composite panels of semi-noncombustible materials suitable for current domestic standards. The purpose of this study was to confirm the limitations of material unit evaluation of finishing materials and to confirm the necessity of introducing a system to prevent the spread of outer wall fire through an actual scale fire test.

To establish an infrastructure for technology and information in the domestic construction industry, several construction regulations pertaining to construction information have been institutionalized. However, there are major problems with the domestic information classification system, earned value management (EVM) and project management information system (PMIS). In particular, the functions of the current PMIS have consisted of a builder-oriented system, and as EVM is not applied to PMIS, the functions of reporting, analysis and forecast for owners are lacking. Moreover, owners cannot confirm information on construction schedule and cost in real time due to the differences between the EVM and PMIS operation systems. The purpose of this study is to provide a framework that is capable of operating PMIS efficiently under an e-business environment, by providing a proposal on how to establish a work breakdown structure (WBS) and an EVM - PMIS integration model, so that PMIS may provide the function of EVM, and stakeholders may have all information in common. At the core of EVM - PMIS integration is the idea that EVM and PMIS have the same operation system, in order to be an activity-based system. The principle of the integration is data integration, in which the information field of an activity is connected with the field of a relational database table consisting of sub-modules for the schedule and cost management function of PMIS using a relational database management system. Therefore, the planned value (PV), cost value (CV), actual cost (AC), schedule variance (SV), schedule performance index (SPI), cost variance (CV) and cost performance index (CPI) of an activity are connected with the field of the relational database table for the schedule and cost sub-modules of PMIS.
