At the moment, Korea has faced a big challenge to an economic crisis due to higher exchange rate against foreign currency. In order to escape from this type of economic crisis quickly, our professional engineers have to do every endeavor to develop the basic material industries so that we could produce our product with a competitive price. If we were not victorious in this of borderless game, we would be hungry again very shortly.

The borderless global economy has accentuated the importance of knowledge as the most critical source of competitive advantage. Thus, knowledge management has become a strategic mandate for most world-class organizations. A key enabler for implementing an effective knowledge management system is advanced information technology. Strategies for developing an enterprise-wide knowledge management system Infrastructure with embedded information technology are discussed. In particular, this paper discusses the concept of a knowledge management life cycle- -knowledge capture, knowledge development, knowledge sharing, and knowledge utilization, and how applications of new information technology support each step of the knowledge management practices within and between organizations is suggested.

The 2010 PCRD(Presidential Committee on Regional Development) International Conference aims at designing regional policies to enhance regional growth potential and inter-regional cooperation. Increasing economic interdependence in Northeast Asia in particular among the 3 countries of China, japan and Korea, requires enlightened territorial development policies of each country to accommodate the need for close cooperation and networking across the border. The security problem in the Korean peninsula requires the importance for earnest dialogue and discussion between neighbors about the common future of Northeast Asia. Cross-border cooperation and networking will contribute to enhancing regional stability and development in this era of borderless globalization.

Economic development is the common problem for Northeast Asian Countries, even if their political regimes are defferent. What we based on the economic development are infrastructure and regional development. As a matter of course, they have to be accompanied with science and technology. A 1.8V $650{\;}\textrm{mm}^2$ 4Gb DRAM having $0.10{\;}\mu\textrm{m}^2$ cell size has been successfully developed using 0.11 $\mu\textrm{m}$DRAM technology. Considering manufactur-ability, we have focused on developing patterning technology using KrF lithography that makes $0.11{\;}\mu\textrm{m}$ DRAM technology possible. Furthermore, we developed novel DRAM technologies, which will have strong influence on the future DRAM integration. These are novel oxide gap-filling, W-bit line with stud contact for borderless metal contact, line-type storage node self-aligned contact (SAC), mechanically stable metal-insulator-silicon (MIS) capacitor and CVD Al process for metal inter-connections. In addition, 80 nm array transistor and sub-80 nm memory cell contact are also developed for high functional yield as well as chip performance. Many issues which large sized chip often faces are solved by novel design approaches such as skew minimizing technique, gain control pre-sensing scheme and bit line calibration scheme.

Fabrication, falsification, plagiarism (so-called FFP), and other unethical acts damage the trust of public in science and scientists. Scientific communities, governments and research institutions should take the appropriate countermeasures. With the increasing visibility and importance of problem, funding agencies and policy-makers find that they must have a better understanding of this phenomenon, and take steps to prevent it. Science is often said as a borderless activity. In these days, many scientific misconduct cases have been emerging almost simultaneously and worldwide. Thus, the immediate actions should be taken internationally as well as nationally. From these points of view, we, Japan, proposed a new international joint-study at OECD Global Science Forum in February 2006, and the proposal was approved with supports by many countries including Korea. OECD would seek an international perspective to address this worldwide problem, bringing together the representatives of science communities, publishers, funding agencies, and policy makers, and exchanging their experiences.

In this study, it can be identified that drawing style of cartoon and fashion illustration are mutually linked and interchanged. The common background of drawing style between cartoon and fashion illustration, is as follows; 1. A means of image communication through mass communication 2. Similarities as visual signs 3. The borderless of painting, illustration and cartoon. 4. Usage of common drawing expressions such as deformation, distortion, exaggeration, metaphor, metonymy. Drawing style interchanging between cartoon and fashion illustration, is as follows; 1. Similar to figure and face are contemporary style, similar figure, Anime style and humourous style. 2. Similar to the way of express is focusing on the line, simplification, mixed computer graphics with hand drawing, artistic expression, the way of multimedia.

The field of global logistics has encountered a host of paradigm shifts as well. Therefore, it is critical that managers involved in international logistics take into account perceptional swift or at least understand the value of fully utilizing information. The appropriate management of human resources is a key factor in dealing with not only new information technology, but also shifts in the business environment. In particular, it will be important for Korea's logistics managers at international logistics companies to continually work to develop themselves, as they must carry out a critical role in global supply chain management. If they fail to take heed of the demand's of the new environment, the competitiveness of Korean enterprises in international logistics will suffer severely.

The globalized modern society has facilitated the borderless travel which always starts and ends at the airport. The airport now serves the gateway in spreading and delivering the culture, beyond the role of simply providing assistance to the transport means. Nowaday, the nations throughout the world expand the existing facilities or build the new airport competitively as the medium to link the travel and modern community as well as the symbolism of economic and technical improvement and it has been developed as a huge industry creating a high added value, beyond the simple transport services. Incheon International Airport has already been recognized as the world-class airport but still has a long way to go. It's necessary to develop the comprehensive cultural and art concept for sustainable value creation, instead of remaining as the airport with sophisticated facilities alone.
