The 21st century is called “an era of creation” or “an era of speed.” These are flat expressions requiring a fierce competition between individuals, corporations and nations. In a reality in which we should make new things continuously within a short period of time, the world best benchmarking can become a good alternative. The world best practice can be called “a mode of operation” that has created the world's best performance in a particular field of managerial activities. It is very meaningful for the nations' corporations, which have a lower competitiveness than world-class ones and weak points in the area of human resources development, in particular, to benchmark the world-class corporations' best practices of HRD. Therefore, this study is conducted in conformity with a model of the Instructional Systems Designs for the Total Quality Education that brings the structure of the world-class corporations' best practices of HRD into line with that of the Total Quality Management. That is, analysis, design, development, implementation and assessment are included in this study.

Over the last decade, the field of supply chain management (SCM) and e-business has received an enormous amount of attention from practitioners and academicians. However, little has been known about how and to what extent small- to medium-sized enterprises (SMEs) are implementing SCM initiatives and e-business practices. This paper proposes a comprehensive research model and presents the survey results of these practices of SMEs located in Wisconsin and illinois, U.S., In terms of competitive strategy and priority, value chain activity priority, supply chain and e-business integration focus, SCM best practices implementation focus and challenges, and business performance. The analysis reveals several valuable insights into how SMEs should run their businesses in today's volatile, rapidly changing customer economy.

BACKGROUND: Best management practices are often implemented to control nonpoint source pollutants. Best management practices need to be simulated and analyzed for effective Best management practices implementations. Filter strip is one of effective Best management practices in agricultural areas. METHODS AND RESULTS: Soil and Water Assessment Tool model was selected to explore the effectiveness of filter strip to control total phosphorous in Golji watershed. Soil and Water Assessment Tool model was calibrated for flow and total phosphorous by Sequential Uncertainty Fittin ver.2 algorithm provided in Soil and Water Assessment Tool-Calibration and Uncertainty Procedures. Three scenarios defined by filter strip width were applied. The filter strip width of 5 m was able to reduce the most amount of total phosphorous. In other words, the total phosphorous reduction by filter strip of 5 m was 28.0%, while the reduction was 17.5% by filter strip of 1 m. However, the reduction per unit filter strip width were 17.4%, 8.0%, and 4.5% for 1 m, 3 m, and 5 m of filter strips, respectively. CONCLUSION: Best management practices need to be simulated and analyzed so that the BMP scenario can be cost-effective. A large size of BMP might be able to control large amount of pollutants, however it would not be indicated as a cost-effective strategy.

This paper conducts a qualitative policy analysis of current challenges to safety culture and security culture in Southeast Asia and emerging best practices in Northeast Asia that are aimed at strengthening both cultures. It analyses lessons, including strengths and limitations, that can be derived from Northeast Asian states, given the long history of nuclear energy in South Korea, China and Japan. It identifies and examines best practices from Northeast Asia's Nuclear Security Centres of Excellence in terms of boosting nuclear security culture and their relevance for Southeast Asia. The paper accentuates the important role of the State in adopting policy and regulatory frameworks and in institutionalising nuclear education and training programmes to deepen the safety-security cultures. Best practices in and challenges to developing a nuclear safety culture and a security culture in East Asia are examined using three frameworks of analysis (i) a comprehensive nuclear policy framework; (ii) a proactive and independent regulatory body; and (iii) holistic nuclear education and training programmes. The paper argues that Southeast Asian states interested in harnessing nuclear energy and/or utilising radioactive sources for non-power applications must develop a comprehensive policy framework on developing safety and security cultures, a proactive regulatory body, and holistic nuclear training programmes that cover both technical and human factors. Such measures are crucial in order to mitigate human errors that may lead to radiological accidents and nuclear security crises. Key lessons from Japan, South Korea and China such as best practices and challenges can inform policy recommendations for Southeast Asia in enhancing safety-security cultures.

The importance of project performance management as an alternative for solving problems is rising, which are followed by the difficulties of managing construction project in the construction industry. This research classifies and applies the potential improvement made by the construction practitioners. In order to apply influential factors for success on the construction project, the research identifies the relationship between the factors and performance management practices. In addition, in order to predict the results reflecting the project characteristics which are un-improvable by the construction managers in the initial stage of construction, the effect of project characteristics to the identified management practices have been drawn by performance area. Finally, in order to improve the predicted performance, this research provides a framework in setting valid best practices according to the performance areas through a statistical analysis between the best practices and project characteristics through the industry survey.

건설 산업에서는 프로젝트 관리에 대한 어려움이 높아짐에 따라 이러한 문제점을 해결할 수 있는 대안으로 성과관리의 중요성이 부각되고 있다. 하지만, 성과관리체계의 개발과 적용이 미흡하여 건설 프로젝트에 스스로의 수준을 파악하기 힘든 실정이다. 또한 우수한 프로젝트를 벤치마킹하기 위한 적합한 정보 제공이 힘들어 관리 전략을 수립함에 있어서 의사결정에 비효율적인 문제점이 있다. 그리고 프로젝트 성공에 영향을 미치는 요소들의 개선여부가 고려되지 않고 혼재 되어있어서 성과 관리 요소로서 성공요소를 적용하기 힘들다. 따라서 본 연구는 프로젝트 성공에 영향을 미치는 요소를 시공자의 노력에 따른 개선여부에 의해 분류하였고, 성과관리 요소로 이를 적용하였다. 그리고 건설 초기단계에서 시공자의 노력으로 개선 불가능한 성과관리 요소인 프로젝트 특성을 반영한 성과를 예측하기 위해, 프로젝트 특성이 성과에 미치는 영향을 성과달성 난이도로 도출하여 예측하였다. 또한 예측된 성과를 향상시키기 위해 성과와 공사 관리기법 간의 상관관계를 분석하여 성과 영역별로 시공자의 노력으로 개선 가능한 최적 공사 관리기법(Best Practices)을 규명하고, 이를 선정하는 방안을 제시하였다.

We are in search for many method at 21th century thinking about the environment internationally. One is among them low carbon green city. Consequently this dissertation put a system solar energy key point of low carbon green city and purpose of low carbon green city Besides system and technique about the solar energy best practices try to do the investigation analysis. It's important of low carbon green city's environmental friendly system such as solar heat system, solar power generation, ecological greening, All these systems are connected each other and organize low carbon green city. A solar energy system uses pure energy of the situation directly most among the environmental friendly system. Energy saving and environment-friendly city in the world must do not a choice. However, recognition conversion and infrastructure of the Korea still has not come true. But South Korea and the international best practices is not the same system. But plan to solar city, the concept of green city in Cheongju, Deagu local government. And many meetings are in progress.

Many companies of the world have applied the TQM, which was originated from Japanese management style, to increase their competitiveness. It is not so easy to implement successfully the management practices originated from the foreign countries, which are usually mixed with specific cultures and management systems of their own. Some American companies created some best practices such as 6 sigma approach for applying TQM by creative benchmarking. This Paper Presents some issues for creative benchmarking for Korean companies through the analysis of the creative benchmarking processes of the successful American companies.

국내외 도서관에서는 3D 프린터와 관련 서비스 도입을 확대하고 있다. 이에 따라 각 도서관은 원활한 서비스 운영을 위해 3D 프린터 이용정책을 수립할 필요가 있다. 본 연구에서는 국내 도서관의 3D 프린터 이용정책 보유 여부와 내용을 확인하고, 미국 도서관의 우수한 3D 프린터 이용정책 사례의 내용을 분석하여 국내 도서관을 위한 3D 프린터 이용정책 내용을 제안하였다. 연구 결과, 국내의 3D 프린터 보유 도서관은 성문화된 이용정책을 보유한 곳이 거의 없었다. 따라서 미국 소재 16개 도서관(공공 10개관 및 대학 6개관)의 3D 프린터 이용정책 우수사례를 내용 분석하여, 이를 바탕으로 다섯 개의 상위주제(목적, 이용자, 이용방법, 이용제한, 도서관 면책)와 21개의 하위주제를 도출하였다. 본 연구결과는 3D 프린터 이용정책 수립을 위한 기초자료로 활용될 수 있을 것이며, 나아가 3D 프린터를 활용한 이용자 서비스를 위한 고려사항을 제시하는데 의의가 있다.
