  • Here we report on the first results of sensitivity evaluation of the gadolinium-aluminum-gallium- garnet (GAGG) scintillation detector with SiPM readout to fast and slow neutrons and, to the natural background and Co-60 γ-radiation as well. Data on sensitivity were obtained using certified dosimetry benches, so it can be utilized in the calculation of detection limits of neutron flux with such type of detectors. It was concluded that use of GAGG scintillator has a good prospect for neutron monitoring in different parts of nuclear research reactors and power plants.

  • Ceramics of quaternary garnets (Gd,Y)3Al2Ga3O12 doped with Ce, Tb have been fabricated and evaluated as prospective materials for indirect energy converters of α-and β-voltaic. Samples were characterized at excitation with an X-ray source and an intense 150 keV electron beam and showed good temperature stability of their emission and tolerance to irradiation. The role of X-rays accompanied the α-particle emitting in the increase of the conversion efficiency is clarified. The garnet-type structure of the matrix in the developed materials allows the production of quality crystalline mass with a light yield exceeding that of the commonly used YAG: Ce scintillator by a factor of two times.

  • Composite scintillation screens on a base of Gd1.2Y1.8Ga2.5Al2.5O12:Ce (GYAGG) scintillator have been evaluated for neutron detection. Besides the powdered scintillator, the composite includes 6LiF particles; both are merged with a binder and deposited onto the light-reflecting aluminum substrate. Results obtained demonstrates that screens are suitable for use with a silicon photomultiplier readout to create a prospective solution for a compact and low-cost thermal neutron sensor. Composite GYAGG/6LiF scintillation screen shows a pretty matched sensitivity and γ-background rejection with a widely used ZnS/6LiF screens however, possesses forty times faster response.

  • The transformation of the processes of governance using the Information and Communication Technologies is aimed at bringing in faster and transparent service delivery, accountability, information sharing and people participation in the decision-making and government processes. The implementation of e-Government requires a comprehensive strategy that is not only sensitive to existing political and economic conditions and realities but is also benchmarked on global best practices. The article reviews the handbook E-Government and Governance Efficiency that provides an insight to research that is being undertaken in the e-Government area, gives an in-depth understanding of critical issues involved in e-Government, and provides expert opinion and recommendations for the Republic of Belarus to augment its potential. It studies the Korean experience on e-Government with special focus on such concepts as e-Government benchmarking, mGovernment, Smart Government and u-Government.

  • Authors have developed the method of selecting the efficient variant of designing a systems or products from a some number of competition variants in the conditions of vagueness of the initial information. Registration of information vagueness degree concerning the quantity index values is carried out of the expense of giving to the expert the possibility of using different methods of index evaluation numerical evaluations with physical scale; phrases of limited language; and points evaluation. Using of this method and software is important for marketing research, for systems of quality control of products.

  • In this paper, we consider a terminal, linear control system with delay, subject to unknown but bounded disturbances. For this system, we consider the problem of constructing a worst-case optimal feedback control policy, which can be corrected at fixed, intermediate time instants. The policy should guarantee that for all admissible uncertainties the system states are in prescribed neighborhoods of predefined system states, at all fixed, intermediate time instants, and in the neighborhood of a given state at a terminal time instant, and the value of the cost function is the best guaranteed value. Simple explicit rules(which can be easily implemented on-line) for constructing the optimal control policy in the original control problem are derived.

  • Langmuir-Blodgett mono- and multilayer films from 2,4-heneicosanedione have been examined as lubrication coatings In the process of wear. Tribological properties of the films have been studied by atomic force microscopy and microtribometer. It has been observed that the wear resistance of silicon surface coated with OTS/LB multilayer system increased by several orders of magnitude compared to uncoated surfaces at low normal load. The results obtained suggest that the system constructed on silicon surface reduces surface energy, friction coefficient and increases life of substrate due to a possibility of LB film self-repairing during frictional contact.
