A Study on the Master Plan of Natural Environment Conservation compared with National Biological Survey in USA (환경부 전국자연환경조사사업의 문제점과 개선방안 - 미국의 사례를 중심으로 -)

  • The Master Plan of Natural Environment Conservation in Korea by Ministry of Environment has been carried out since 1986. The 2nd 10-year survey started in 1997, and there are three major parts in the Master Plan : First, the basic natural environment survey, second, sites in special features of ecological characteristics such as uninhabitable islands, wetlands, etc, and third, biological species featuring status of habitat, and population dynamics. However the information in the Master Plan is very fragmented and collected data are not so abundant due to insufficient man-power and unsynchronized survey time/season. In this regard this paper examined the similar National Biological Survey in USA and compared the differences with the Master Plan in Korea. The Master Plan in Korea should separate the management zone based on hydrological characteristics, and in each zone we should set a management goal in the long term basis. Secondly the species list is not so meaningful that we must concentrate more on research activities. In each taxonomical group we set up hypotheses and research goals. Thirdly local residents and communities should be involved in research so that enhanced biological diversity should benefit people in areas. Lastly legislation and laws should be reexamined and rectified to provide information to the managers that deals with natural resources, expecially when conflicting with economic matters.

A Residents' Mechanical Equipment Remodeling Preferences Study on the Aged Apartment Housing by Questioning Survey (설문조사를 통한 노후 공동주택의 설비 리모델링 의식조사)

  • This study has been conducted to provide the basic datum to draw mechanical equipments needed for aged apartment housing remodeling by questioning survey and interview for residents who has been lived in the aged apartment housing. To preferences survey, we prepare four forms of sheets - questioning survey and interview for residents, interview for managers, and visiting interview for residents. The questioning survey results shows that some residents feel discomfort for water hammer and water supply noise and for noise and stink transmission from air duct installed ceiling to ventilate bathroom. The interview results for residents and managers shows typically two major problems. The first is insulation and heating problems when balcony extended in each household. The second is piping and shaft layouts problem for maintenance and remodeling flexibility. It is important to study indepth each problems because these problems will increase more in the future.

Characteristics of the Fracture Distribution on the Granitic Rock by DC and VLF-EM Survey in the Northern Part of Yusong (유성북부 화강암지역에서 전기비저항탐사와 극저주파 전자탐사를 이용한 단열분포 특성)

  • Groundwater flow in rock mass is controlled by the fractures developed in the area. So, the conductive fractures are very important for groundwater flow in crystalline rock. This study aims to find out the characteristics of the fracture distributed in granitic rock in the northern part of the Yusong area (latitude $36^{\circ}24'18"~36^{\circ}25'08",{\;}longitude{\;}127^{\circ}21'00"~127^{\circ}23'23"$). The electric and EM surveys were carried out in the site to delineate the fracture the fracture zones. Since geophysical survey provides non-unique solution, hydraulic data and dilling log data including BHTV scanning were used as complementary data to achieve the objective of this study. Electric survey(DC) arrays used are schlumberger and dipole-dipole arrays. VLF is used for EM survey. The main charcteristics of the fracture developed in the study aera are that fractures associated with basic dyke cut corss the main fracture zone in NNW and play an important role as hydraulic barrier. In trun, groundwater table in the upstream area is lower than that downstream area.

Estimated Food Cost to Maintain Basic Living Expenditure (기본생계비를 위한 식품비 산정에 관한 연구)

  • In this study, the food cost for the urban worker's living expenses was estimated for the Korea Labor Union. The urban workers living expenses are minimum of healthy and decency level expenses with allowances for minimum quality of life. Thus, the food cost should be enough for purchasing proper kinds and amount of foods which can supply sufficient nutrient to maintain health and which should reflect current food consumption patterns. To estimate the food cost, the Korean Recommended Dietary Allowances was used to calculate the amount of nutrients which should be supplied. The National nutrition survey and the Food balance sheet, were used to estimate the current consumption patterns for the kind and amount of food. To estimate price for each food item, the market survey was executed in six large cities. Also, to verify the estimated food cost, actual food costs were surveyed. For 5 kinds of model household, dietary allowances were calculated for the each nutrient. Using the Korean food guides, the number of serving for each food group were decided for the model households. In each food group, the amount and kind of foods were decided by the current food consumption pattern. The kind and amount of food were adjusted by the amount of calculated nutrient. When the amount of nutrient was between 90% and 110% of the recommended dietary intake, it was accepted. With these amount and kinds of foods, the food cost were calculated using the market survey. Considering extra expenses for the eating-out and processed foods, extra expenses are added. As a results, for single person family, the estimated food cost was 149,210won per month. For two, three, four and five person family, the estimated food costs were 245,179won, 381,182won, 501,669won and 687,980won per month, respectively. The estimated food cost were lower in the single and two person family than the actual food cost by the survey. The cost for eating-out gave major differences. In the future, to estimate food cost, the food consumption patterns for the different kind of household, sex and age should be studied carefully. Also, the pattern of eating-out should by analyzed.

Survey on the actual injured condition and wintery ecology of Black vulture(Aegypius monachus) (독수리(Aegypius monachus)의 월동생태 및 부상실태 조사)

  • Eurasian black vulture (Aegypius monachus) belongs to family Accipitridae and is a raptor preying small birds and mammals. It is a wintering bird residing from the mid of November to the late of March in Korea. Although Eurasian black vulture population wintering at Korea is gradually increased, the efficient rescue and treatment for injured Eurasian black vultures are still problematic, due to lack of basic data. Therefore, in this survey, to obtain basic resources for establishing more efficient rescue system, we surveyed the number of Eurasian black vultures wintering at Gangwon province, wintering ecology and injury state of Eurasian black vulture. Survey area was Togyo reservoir at Cheorwon, Seonan basin at Yangoo and Wolsong reservoir at Chuncheon from November 2004 to March 2005. From 12 rescued Eurasian black vultures, physical examination, total plasma protein (TPP) and packed cell volume (PCV) were measured. To survey injury state of Eurasian black vultures wintering at Gangwon province, we surveyed the cause, morbidity and mortality from 103 Eurasian black vultures, based on medical records from animal rescue teams. The number of eurasian black vultures were gradually increased from November, peaked at Feburary, then steeply decreased at March. Eurasian black vultures showed the most vigorous activity around 1 PM within a day. In physical examination, mean body weight was $9.6{\pm}1.22kg$, body length was $1130{\pm}45.4mm$. No statistically significant difference in body weight and length between male and female eurasian black vultures was observed. Mean PCV was $40.2{\pm}2.7%$, while mean TPP was $5.86{\pm}0.8mg/dl$. The most common cause of injury and mortality was intoxication, while that of morbidity was fatigue.

Rolling Census as an Alternative to the Population and Housing Census (인구주택총조사 대안 방법으로의 순환총조사)

  • Even the importance and necessity of a basic national statistical survey, the population and housing census is facing with some practical difficulties such as higher survey cost, decrease of survey information and much longer survey period. As an alternative to the traditional census for tackling such difficulties, a rolling census has been introduced. The rolling census has some advantages such as improved timeliness with much more frequent data and evenly distributed survey cost over several years. On the contrary, the rolling census has also some disadvantages such as the lost of snapshot feature of the population and increasing risk of outside influence on field work. In this paper we reviewed the French rolling census and the American community survey as roiling surveys, and then investigated some factors like balanced sample selection, population update, synthetic estimation, and the operation of rolling survey, which are to be checked carefully in case of introducing a rolling census as an alternative to the current census.

Research on Standardization for Survey Control Points (측량기준점 표준화 방안 연구)

  • In any production and construction of geospatial information covering surveying, survey control point is a vital geospatial information. Survey control points in South Korea are currently classified as following: national control points, public control points, and cadastral control points. Each of these different categories of survey control points act as a basis and sets perimeters for the production, management and operation of subjects within the category. Universal standard, the unified format between different survey control points, also, are not yet defined, causing difference in basic information provided by altering categories and disturbance in connecting, managing, utilizing and operating survey control points. Establishment of a standard regarding survey control points, is therefore required for the efficacy of their utilization. This study, to solve such inadequacies, selects management items for creation of standardized survey control point, by investigating domestically and internationally the status of operating survey control points, determining data model for management, establishing TTA and agency standards, and establishing of activation methodology for survey control point standards.

Priority-setting in Expanding the Basic Benefit Package in Korean Health Insurance Scheme (건강보험 기본급여의 우선순위)

  • Universal health insurance normally requires a basic benefit package, whose design intersects with almost all other aspects of the health insurance debate. Despite its central importance, basic benefit package has not received the analysis it deserves in Korea. The issue of how to decide which health services should be delivered and to whom has been a matter for consistent policy debate. Many industrialized countries observed in this study have been dealing explicitly or implicitly with the basic benefit package. The methods vary from having a specific positive list of services (Bismarkian countries) to the use of guidelines (Beveridgian countries). The purpose of this paper is to form the underlying principles and process for determining what is included or left out by getting accurate and representative responses from health-related personnel. Mail survey is used. Economic burden for treatment, seriousness of disease and urgency of treatment are ranked at the first three priorities. Services that had been suspended because of financial crisis in health insurance scheme in 2001 were selected as items which should firstly be expanded into coverage. Diagnostic test against heart disease and vaccination were also selected as items which should additionally belong to the list of covered services.

  • The recent entry into information society as well as the development and universalization of the Internet through rapid development of ICT technology produced a new educational method called PMP learning. PMP learning overcomes restrictions of previous education methods in terms of time and space and allows the learners to customize their learning environments according to their leads, providing voluntary education that centers on the learners. This study aims to verify the causal relationship in academic achievement of PMP learners through the theory of basic psychological desire, learning satisfaction, and learning metastasis. In order to accomplish this, a study model which applies perceived autonomy, perceived competence, and perceived relationship, which are major variables of the theory of basic psychological desire, was presented. For practical verification of the study model, survey analysis was conducted for students of R High School in Hamyang. Through this, the study aims to provide basic materials for improving the academic achievement of learners in PMP learning. It also plans to suggest educational effects that can be obtained by supporting intrinsic motivation of learners.

A Study on the Determination of Programming Language for Software Basic Education of Non-majors (비전공자 소프트웨어 기초교육을 위한 프로그래밍 언어 결정에 관한 연구)

  • Purpose The objective of this study is to determine the programming language for improving algorithmic thinking of basic software education for non-majors, which has recently been receiving attention to nurture talents needed in the era of the Fourth Industrial Revolution. Design/methodology/approach In this study, Delphi method was used to select the suitable programming language for the features of each of five departments for basic software education for non-majors in order to develop the capability of algorithmic thinking. The survey was conducted three times to 21 experts, and the results were analyzed using quantitative analysis (CVR) values and stability. Findings For the most suitable programming language for each department determined in this study, App Inventor was selected for humanities department, RUR-PLE for natural science department, App Inventor for social science department, Python for engineering department, and Scratch for fine arts department. This is expected to be used as the basis for determining the direction of curriculum and operation of universities starting basic software education through programming language by department proposed in this study.
