본 연구는 충북대표도서관의 건립 기본계획 수립을 위한 기초연구이다. 이를 위해 본 연구에서는 충청북도의 지역 여건을 조사하고, 전국 공공도서관과 주요 대표도서관의 소장 자료 현황, 이용 현황, 직원 수, 프로그램 현황 등을 분석하였다. 이를 토대로 SWOT 분석을 실시하여 충북대표도서관의 건립 기본계획을 위한 비전과 목표, 추진전략을 도출하였다. 연구 결과를 기반으로 충북대표도서관이 수행해야 하는 사명은 "지식과 문화의 교차로, 도민의 삶과 동행하며 함께 성장하는 도서관"으로 제시하였다.

제7차 전력수급기본계획과 제8차 전력수급기본계획이 고려하는 핵심가치의 범위는 다르다. 전자는 공급안정성과 경제성을, 후자는 여기에 더해서 환경성과 발전 설비의 안전성도 포함하였다. 이는 전원 구성의 전환을 가져왔다. 이에 본 논문에서는 제7차 전력수급기본계획과 제8차 전력수급기본계획의 전원 구성 변화에 따른 영향을 전기요금측면에서 경제성으로, $CO_2$ 배출량과 대기오염물질(NOx, SOx, PM) 배출량측면에서 환경성으로 대표하여 추정하였다. 더하여 전원 구성과 전력수요 전망을 조합 및 절충하는 시나리오들을 설정하여 경제성과 환경성간의 관계를 고려하는 다수의 전원 구성 전환 경로를 검토하였다. 전력계통 모의 전산모형인 M-CORE를 이용한 분석 결과에 따르면 제7차 전력수급기본계획에서 제8차 전력수급기본계획으로의 전원 구성 전환은 중 장기에 전기요금을 인상시키지만 동시에 온실가스와 대기오염물질 배출량을 저감시킨다. 전력수급기본계획을 혼합하는 전원 구성의 대안은 장기에 전기요금의 인상과 온실가스와 대기오염물질 저감량 사이의 상충관계를 완화시킬 수 있다. 전력수급계획을 수립할 때에 공급 안정성, 환경성, 경제성, 효율성, 안전성, 에너지 안보 등의 핵심가치들을 동시에 최적화하는 전원 구성을 도출하기는 어렵다. 그러나 핵심가치들에 근접한 다양한 전원 구성 경로를 탐색하여 각각의 미시적 거시적 영향을 제시하는 것은 국민들에게 미래지향적인 전원 구성으로의 전환 방향을 고민할 수 있는 선택안을 제공할 수 있을 것이다.

본 연구는 1991년부터 정부 주도로 개발하고 있는 새만금 개발프로젝트의 기본계획이 어떻게 변경되었는지 조사하여 새만금 개발이 가지고 있는 미래가치와 관광자원가치를 분석하여 새로운 개발 전략을 제시하고자 시행되었다. 연구의 방법은 새만금 개발을 총괄하는 새만금개발청에서 발표한 시계열 연구자료 및 보도자료 등을 심층 분석 연구방법론을 활용하였다. 정부는 다기능 융복합기지 조성을 위해 농업용지를 대폭 줄이고 비농업 용지의 비율을 70%까지 확대하는 수정계획을 발표하였다. 그 이후에도 정부는 2014년 새만금 기본계획을 수정하여 투자수요육성차원에서 투자수요자 맞춤형으로 계획을 변경하여 세계적인 경제협력을 위한 경제협력특구 제도를 도입하였다. 그러므로 본 논문의 연구 목적은 정부가 변경한 새만금개발사업 마스터 프랜을 중심으로 현재까지 새만금 개발의 추진과정을 분석하고, 새만금 개발의 관광자원으로서의 가치를 평가하고자 한다. 이러한 분석의 결과를 토대로 국제관광의 트렌드 및 유사사례 등을 참고하여 새만금의 주변관광지 환경과 용지특성을 고려한 새만금 관광개발비전을 제시하고자 한다.

In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

This study aims at developing the interior design method of Public Toilet in office building. There needs new concepts in Public Toilet where we felt dirty smelling and dismal in the past. And the behavior in the Public Toilet become various such as combing the hair making-up changing the clothes rinsing out mouth and so on. Nowadays The Public Toilet of office building shows indirectly the hierarchy and the management philosophy of its enterprise, This study treats with the design items such as unit space zoning plan lighting plan and air-conditioning plan and construction method of Public-Toilet in office building. As a result of this study the interior design methods of Public Toilet must reflect use of fitting material lighting plan user's needs and functional divide.(Powder Zone and Physiology Zone) These result will become basic data of future interior design in Public Toilet.

A guest room section is the most important part of the hotel design. It contributes not only to the marketing but also to the effective distribution of the floor plan. This study is to provide the trends of the plan type of the guest rooms at the luxury resort hotels in Jeju-do through analyzing the typical floor plan type and surveying the area distribution of the guest room section. The purpose of the study is to provide the basic materials for the improvement of the quality of hotel guest rooms in Jeju-do, which is emerging as the international tourism destination of 21C. Here, we make the 13 luxury resort hotels in Jeju-do an subject of the study. They are divided into three grades by the size, quality, and the service.

The present conditions of Sanyangri village at Samcheok are stagnated and spiritless because there is only old men without young men. The purpose of this study is to make the basic plans of this rural and mountainous village to learn by personal experience. Therefore this study has been focused on its programs, land uses, roads and facilities how to activate it. The plan orientation of it is to make and become active by tourists to visit this village to experience the rural and mountainous living culture. So the general plan is divided into two zone which are the rural experience zone and the mountainous experience zone. Also the plan is to be considered to increase its amenities through the connection of surrounding villages and their resources. And it is necessary for the conversion as a tour place of sojourn and experience by supplying with various shows through connections with surrounding tour resources worthy of providing the various excitement through the visiting.

This paper analyzed four different perspectives on health care reform in Korea in terms of the basic values, formulated problems and reform plans, implementation methods, and supporting groups. The medical security plan was insisted by social security specialists and social activists focusing on the integration of medical insurance coops in order to enhancing equity and right of the people. However, its perspective was limited to promoting security instead of reforming health care system. The government proposed the health care reform plans in 1994 and in 1997, focusing on promoting efficiency by remedying many problems in health care delivery system. However, its implementation was not successful due to the lack of organizational and financial supporters. Recently, two opposite proposals were issued. The market reform plan paid attention to revitalizing the market function to promoting efficiency by allowing hospitals to treat private patients instead of applying the medical insurance regulation. The government reform plan focused on intensifying governmental planning and intervention in the health care sector in order to removing inefficiency and promoting equity with the supports of social activists and labor unions. Finally, this paper proposed an alternative plan to promote harmonious social relationship between actors in the health care system.

As hospitals change continuously and rapidly, the way of growth and change becomes another important factor in the design of a hospital. The hospitals are adapted for the continuous growth and change during their life span. But the hospitals built in 1970's and 80's have been expanded and reconstructed without any plan of growth and change. So, there is required to the architectural planning on the remodeling and modernization strategy of general hospitals. The purpose of this study is to provide the fundamental data for the reasonable design planning and the basic principles of the construction plan in the hospital remodeling. Thus, this study is to investigate and analyze the characteristics of hospital remodeling, the remodeling planning, and the scheduling process in terms of construction. As a result, this study would apply to design guideline for the remodeling of general hospitals.

This study pursues the problems of plan photogrammetry which is widely used in somatotyping at present, and find out a method which can improve accuracy of measurement on the basis of principles and mechanisms of photography-the basic foundation of the photographic analysis methods. As a result, this study proposes a new method which is based on the reference point method and perspective coordinate system. And the test measurement was operated to compare the measurement accuracy of the proposed method and the method based on reference grid screen method and perpendicular coordinate system which is commonly used at present. The result of this test measurement showed that the proposed method has higher accuracy. Two reasons can be pointed out for the improvement of measuring accuracy. The first reason is that the proposed perspective coordinate system reduces the perspective distortion of photography. And second reason is that measuring points can be closely placed to the scale and coordinate reference plan of measurement by the proposed reference point method which make possible to place measuring object (or person) at the center of scale and coordinate reference plan by utilizing reference points of measurement in the three dimensional space not on screen.
