In spite of the increasing popularity of the Ricardian model for the study of the impact of climate change on agriculture, there has been few attempts to examine the role of interregional spillovers in this framework and all of them rely on geographical proximity-based weighting schemes. We remedy to this gap by focusing on the spatial externalities of surface water flow used for irrigation purposes and demonstrate that farmland value, the usual dependent variable used in the Ricardian framework, is a function of the climate variables experienced locally and in the upstream locations. This novel approach is tested empirically on a spatial panel model estimated across the counties of the Southwest USA over 1997-2012. This region is one of the driest in the country, hence its agriculture relies heavily on irrigated surface water. The results highlight how the weather conditions in upstream counties significantly affect downstream agriculture, thus the actual impact of climate change on agriculture and subsequent adaptation policies cannot overlook the streamflow network anymore.

It was enacted 'Emergency Medical Act' in January, 1994 beginning the emergency medical service system from 1982, and while it was established the emergency medical department in junior college providing the detailed agenda about emergency medical technician and the regulation relative to the application of a law on the emergency medical act in 1995, the fire school and the National Medical Center are enforced the curriculum. It is very important subject faced for the construction of emergency medical system to produce a number of emergency medical technicians to be sufficient to the role of emergency aid. In this study it is analysed the training curriculum for the emergency medical technician and presented the improvement plans. 1. Though it needs the qualification level of first and second class in the selection process, the more important thing needs the detailed qualification level by term of one's service and the skills of business accomplishment. 2. In the examination management, (1) written examination is composed of the questions to understand how much faithfully they carry out the practical business as the emergency medical technicians, (2) it is added practical examination as the item to appraise the situation disposal ability. 3. It is necessary to prescribe the activity in the medical institution and ambulance arrangement through the development of 'Business Treatment Guide'. 4. For the regional balanced disposition of emergency medical personnel it is selected balanceably the educational institution by eight medical service areas, and considering the characteristics of region it is necessary to manage, in the practical business training course, another special course such as the mountains medical aid and sea medical aid. 5. In the period of education the first class needs the practical business training period of a certain period after passing examination, and the second class needs the extension of the period. 6. As the problems to improve in the curriculum [1] in the first class course (1) intensification of practical educaiton (2) reinforcement of curriculum (3) the development of standardized curriculum etc., [2] in the second class course (1) varieties of curriculum (2) intensification of basic first aid treatment education.
In this study, we typified the project for revitalizing the rural area through text analysis using news data, and analyzed the main direction and characteristics of the project. In order to examine the factors emphasized among the issues related to the revitalization of rural areas, we used news data related to 'tourism' and 'livelihood', which are the main keyword of the project to promote rural areas. In the analysis, text mining techniques were used. Topic modeling was conducted on LDA techniques for major projects in 'tourism' and 'livelihood' keyword. Based on this, this study typified the projects that are carried out for the activation of rural areas by topic. As a result of the analysis, it was fount that the topics included in the project were distributed in 11 sub-types(Tourism Promotion, Regional Specialization, Local Festival, Development of Regional Scale, Urban and Rural Exchange, Agricultural Support, Community Forest Management, Improve the Settlement Environment, General Welfare Service, Low Class Support, Others). The characteristics of the rural revitalization projects were examined, and it was confirmed that domestic projects were carried out by tourism-oriented projects. To summarize, the government is making projects to revitalize rural areas through related ministries. Within the structure where the project is spreading to the region, a lot of projects are being carried out. It is understood that the tourism and welfare oriented projects are being carried out in the revitalization project of the domestic rural area. Therefore, in order to achieve the goal of rural revitalization, it is believed that it will be effective to carry out a balanced project to improve the settlement environment of the residents.
This paper examines how Korean economy has been asymmetrically changed after economics crises. The three crises during the last three decades, covid19, global financial crisis, and currency crisis, have deteriorated the economic inequalities of Korea in various ways. First, manufacture industry has been affected larger by economic crises, but recovered fast. The shocks in service sector were small but persist longer or were permanent. Second, although the covid19 spreaded out more to the capital area, the negative economic shock was greater in the non-capital region. That is, the crisis in the capital region transferred or amplified to the other region. Third, the inequality between permanent and temporary workers became worse after crises. Fourth, the sluggish small business growth problem became more serious during the covid19. In order to overcome the industrial and labor inequality, it is desirable to government strategy for economic development from focusing on high value-added industry to a balanced growth for all industry and region. To this end, governemt support should be asymmetric. That is, it should focus on indirect support such as regulatory reforms in the high value-added and private-led industries, and, for small business related service sector and non-capital region which have had limited opportunity of renovation and growth, the more active effort of government and government-driven gowth strategy would be desirable.
The purpose of this study is to examine the increasing number of unregistered manufacturing plants and related problems, and to recommend alternative solutions to the problems. Data are obtained from a field survey of randomly selected small scale manufacturing plants in Seoul and its suburban cities. A total number or respondents are 533, and 416 of them are unregistered plants. The Capital Regional Planning has had a goal during last three decades to lead a balanced regional economic development by restriction manufacturing plants in the Capital Region and by encouraging them in other regions in the nation. It was 1984 when a comprehensive planning was established to achieve this goal. Sets of various regulations, by-laws and codes have been implemented to regulate manu-facturing activities in the Capital Region to achieve the goal. The region is divided into three sub-regions, and a different degree of regulations is applied to each sub-region. Only a certain types of industries are allowed in a particular sub-region. For instance, a plant manufacturing high-technology products could be allowed in the most urbanized sub-region. All manu-facturing plant in the Capital Region which has ares size of larger than 200"\;"$m^2$ is compulsory to register to the local government office. In practice, however, it is not common or sometimes almost impossible to get approval for many applicant manufacturers because of strict regulations. There have been increasing number of plants in the Capital Region during last several decades, despite the strict regulations. Many of those newly established plants are without formal registration at the local administration office. howerver. These are so called 'unregisterd' plants. Surveyed data and many government official data show that many of unregistered plants have been established in recent years. which indicate that current regulations are no longer effective. The number of unregistered plants are increasing tin the Capital Region because of many locational advantages in the region for plants, particularly those in small scale. Unregistered plants are the source of many problems, such as local water pollution or noise pollution in residential areas. There are also many administration problems, bed\cause they are not registered. The central government has attempted to cure the problems of unregistered plants. For example, the government allowed a unregistered plant to remain at present site for three ydars, if it met certain conditions in three years. However, this program was unsuccessful because many of those plants were not able to meet the concitions. Three times the government renewed the term for those which did not meet conditions since 1989, but it was afraid to be without success. There are many evidences that current policies to control manufacturing plants are not effective. The Capital Region must face mounting problems if ploicies are not reformed soon. This study suggests that the policy of the Capital Regional Planning has to be reoriented to provide more favorable policies for manufacturing plants in the Capital Region than current regulations which is aimed to restrict manufacturing activities. It is time to improve many existing problems in the region through reforms and of current regulations to foster unregistered plants. This study also proposes many smaller-area sub-divisions instead of current three large area sub-regions which is too broad to apply single kind of regulation, or codes. Flexible regulations and codes can be applied to such a small-area sub-divivisions based on location and industrial characteristics of the individual sub-divisions. It is necessary to provide decent industrial environment in the Capital Region, which is best equipped to provide many favorable industrial locational factors in the nation, thus this nation can be further prepared to compete in an inter-national market at an era of globalization in manufacturing.

Jeongseon-gun has the SaBuk Public Library, 17 small libraries, and the Jeongseon Educational Library. In 2023, with the completion of the Jeongseon County Public Library, there is a need to establish innovative library policy strategies that consider balanced development by region. The primary goal of this study was to set the direction for the future of Jeongseon County's public libraries and provide appropriate strategies. To achieve this, an examination of the local situation and characteristics of Jeongseon County was conducted, followed by an analysis of the operational status of the public libraries. Additionally, a satisfaction survey and demand analysis were conducted among the residents of Jeongseon County regarding the libraries, to analyze directions for library improvements. Ultimately, taking into account the local characteristics, library status, and residents' needs, an optimized strategy for the region was presented. As a result of the study, the operational goal to achieve the vision was set as "a life-friendly library that shares the healthy lives of residents of Jeongseon-gun," and emphasized its role as a companion close to daily life for the healthy lives of Jeongseon-gun residents. The four strategic tasks to promote the operational goals were expressed as "a library that grows with local residents," "a library that provides multicultural exchange," "a sustainable future-oriented library," and "a library that cooperates with the local community."

All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.
Gangwon-do is one of Korea's most popular tourist destinations, with varying tourism demands and trends across its subregions. It is crucial to identify the characteristics of tourism in each area and compare the tourism patterns over time to devise policies that revitalize tourism in each local government and promote balanced development across regions. In this paper, we classify the regions in Gangwon-do based on tourism data from the last four years and analyze the tourism pattern of each region using the non-Euclidean additive model proposed by Jeon et al. (2021). The model incorporates the proportions of visitors by age groups and the proportions of navigation searches by destination types as two covariates, and the proportions of tourism expenditure types as a response variable. We estimate the model using the smooth-backfitting method and coordinate-wise bandwidth selection. The results are visualized in ternary plots, and changes in tourism patterns over time are analyzed by comparing the ratios of prediction errors to fitting errors.

The location of auto industry in Jeon-buk is due to the strategies for secure a low-priced industrial site of the auto assembly companies, which attained to quantitative growth stage in the early part 1990's, and the regional balanced development policy by the location of leader enterprise of the government. As a consequence of the reversal development pattern that is located the auto parts firm after locating the auto assembly companies, the Jeon-buk auto industry has many structural vulnerability. First, because of the lack development of auto parts industries, the auto assembly companies located in Jeon-buk are dependent many auto parts at a external region. Second, most of auto parts firm belongs to the singular assembly company exclusively. And the majority of auto parts industries are the low value-added products that are necessary a simple labor power. Third, the agglomeration undeveloped of associated industries with automobile caused a low competitiveness of invitation a manufacturing company as against other provinces. For a regional economic development by the auto industry, it is necessary a flexible regional structure of production through an agglomeration of associated industries. The geographical proximity between an assembly company and a parts firms is an important locational factor with the induction of Just-in-Time production system and a modularization in the auto industry. And a modularization applies to more new factory than the existing factories. So that, Jeon-buk self-government has to create an amicable industrial environment, try to attract an auto parts enterprises and plan an agglomerated industrial complex that is able to supply a parts modulated to assembly company.

Upon the request of balanced development of the country and making inroads into the continent of China the development of the west coast was begun in the late 1980s, which has been being continued till recently under the blueprint of making the western part of the capital region to be the hub of northeastern Asia. As more lively development is expected to continue in the area, there are many occurrences of change in topology and terrain in the west coast. This study was done to detect the topographic and terrain change of the vicinity of the west coast. To make the basic map of the change in topology and terrain, the mosaic images were made using landsat images. The accuracy of the images was examined by comparing them with GCP through 1:25,000's digital map. After that, among the resultant images of the 1970s and 2000s, those of Sihwa, Hwaong and Ansan, the lands reclaimed by drainage were compared to observe the change in the area. From the results, it was concluded that, in case of the land the topological change was not so big due to the development in the reclaimed land or the bare land, and the area of agriculture and downtown increased, the drainage and bare land area decreased by comparing the change of land use.
