  • Gangwon Provincial Office, which is Historical Landmark No. 439, existed from 1395 to 1895. It played a significant role of provincial administration. Gangwon Provincial Office was rebuilt in the $17^{th}$ Century when governors' additional job system began. It had 50 buildings and 670 sections. During the Japanese colonial era and the Korean War, most of the buildings were demolished, and in 2005 partially restored. Currently, after the old Wonju City Post Office was demolished, the back garden facilities of the Provincial Office are being restored. The back garden of Gangwon Provincial Office was completely destroyed when the Japanese army base at Wonju made it a playing field during the Japanese colonial era. After demolishing the old post office in the back garden, excavation and investigation were made. A pond and building relics were found, but they were too damaged to be restored. However, this thesis found that there were Bongraekak, Yeongjusa(Kwanpungkak), Cheyako, Joojeong Rainbow Bridge after studying literature and paintings. There were also Hwansunjeong and Bangjangdae outside the pond. The names of the back garden and how they were made are related to hsien. In the pond, they made 3 islands signifying Mt. Samshin(immortal world) in the legend and built pavilions on that. The pavilions of the back garden were named Bongrae, Yeongju, and Bangjang, and the titles of other pavilions also had the names of hsien. The back garden of Gangwon Provincial Office was made like an immortal world, befitting its role of governing Mt. Bongrae(Mt. Geumgang.) The governors of Gangwon Province often went to the back garden and enjoyed becoming a hsien. They regarded themselves as the owners of Bongrae, i.e., the immortal world. Gangwon Provincial Office has a unique historical significance because it implemented an immortal world, making use of the characteristic of Gangwon Province.

  • In this paper, we propose optical subcarrier mutiplexing(SCM) transceiver module for base station(BS) that has no optical source and can be used for full-duplex communication over single optical fiber. In this method we retransmit optical modulated signal to the central office(CO) using loop-back system with a ring type Mach-Zehnder modulator(MZM) in BS, where optical source is transmitted from the CO. We have modeled the ring type MZM and were conformed that the measured results were in good agreement with the modeling. In the ring type MZM, the optical symmetric position of the MZM is very important in RF signal transmission.

  • Currently Korean government is rushing the new electronic government system introduced as 'platform e-government' with big data and cloud computing technologies and systems, ultimately intending to provide the public institution services customized from the integrated counter or window for the heterogeneous resident services. In this regard, this study suggested how to design the new metadata information system in which mutual integration of information systems can take place, where heterogeneous services can be shared efficiently at the application and data unit, as a separate application that can provide a single one- stop service for residents' petition at the integrated level in the back-office based on the public data in possession of each of government ministries and related organizations. If this proposed system is implemented, the achievement of customized public service can be advanced one step forward in processing the petitions of the residents by organically connected link between 'Demand Chain' and 'Supply Chain' in the integrated window. In other words, it could be made possible through the unification of both the 'Supply Chain' performed in the office space of the officials at the back-office level and the 'Demand Chain' performed in the living space of the residents at the front-office level.

  • Objective: The aim of this study is to develop an ergonomic office chair that has an alarm function for the unbalanced sitting postures. Background: Contrary to expectation, it is reported that office workers sit on their chairs much more in unbalanced postures during daily work. Even though an office worker uses an ergonomically good-designed chair and begins their work in a good sitting posture, his/her posture is likely to shift to the unbalanced bad posture. Therefore, a posture alarm system would be very helpful in keeping office workers' good postures. Method: We developed a prototype chair with four load cells under a seat pan and one load cell beneath a backrest. Through some experiments, we set the criteria for unbalanced bad postures then implemented the criteria into the alarm system of the prototype chair. The chair called e-BASE chair could detect unbalance postures and show alarms for chair users. We also enhanced back support by developing a step-wised folding backrest. Results: The e-BASE chair showed better performance in interface pressure distributions and balanced posture ratio in VDT work. Conclusion: The ergonomic chair with posture alarm function(e-BASE chair) was developed. It showed better performance in seat pressure distribution and in keeping good posture during office work. Application: The posture alarm system and folding backrest can be applied to the new models of office chair.

  • This study identifies influential factors for invigorating the public management office (PMO) system for system integration (SI) projects in public sectors and analyzes the priority of each factor from the point of different stakeholders, i.e., owners, SI company, and PMO. Based on the literature review, four first-level influential factors are identified: legal system maintenance, owner's capability, SI company's capability, and PMO's capability. Among them, the PMO's capability is determined as the most critical factor by all the stakeholders. Among the second-level influential factors, the capabilities of professional engineers and project managers are considered as important among the PMO's capability, whereas the reasonable consulting fee is considered as the most critical factor among the legal system maintenance. With respect to each stakeholder, project management capability is considered as the most important factor for owners, while the reasonable consulting fee is considered as the most important factor for PMO.
