A Study on improving Direction of the Barrier-Free Certification Evaluation Item of School Facilities (학교시설의 장애물 없는 생활환경(BF) 인증기준 평가지표 개선방향에 관한 연구 - 우수시설학교를 대상으로 -)

  • This research as an obstacle -free living environment certification mandatory school facilities based on studies of BF accreditation indicators of school facilities, BF Survey and Analysis amenities installation status of school facilities based on the certified assessment indicators and school facilities improvement of the accreditation indicators for BF was to explore. Excellent facilities via one of the surveyed schools selected as school facilities, the comparison analyzing the current status and BF certification evaluation indicators within the facility, the intermediate facility entry access, handicapped parking areas, main entrance item BF was to meet the minimum standards of accreditation indicators. For internal facilities BF accreditation indicators have applied the same criteria to all buildings less than that is not reflected in layout and space planning, environmental planning of school facilities was analyzed that showed the limits conflict with installation.

  • Based on basic studies on the current status index of BF certification application for school facilities according to the BF certification implementation, this study sought to improve the direction of the different BF certification evaluation indexes for school facilities by investigating and analyzing the status of BF Reservation Certification for elementary schools. A comparative analysis of the status and evaluation indexes of 30 elementary schools in the Gyeongsang region that included indicators of external and internal facilities, sanitary facilities, guidance facilities, and other facilities indicated that school facilities are insufficient to discriminate based on criteria and thus need to be updated for accurate grading. For school facilities that are open for anyone to use, quality improvement should be induced by improving standards and adjusting points for items that earn middle and lower grades.

  • For Barrier-Free certification, the floor and ground surfaces must be finished with materials that are not slippery, flat, and have low-impact in fallis. However, the BF Certification Act does not provide specific methods to meet these regulations. In performance-based design, the responsibility of proving the performance rests with the building owner and architect, so quantitative evaluation indexes are needed to select suitable materials. Furthermore, changes in performance after completion should be checked periodically in 'As-Is' conditions. There are various methods for slips, trips and falls risk assessment, causing confusion for users. In this study, the results of previous studies on the evaluation methods of slips, trips and falls were considered closely, and each quantitative evaluation index that can be used in the new construction and maintenance phase was presented.

BIM-based Efficiency Review of Barrier Free Certification Items (장애물 없는 생활환경(BF)인증 항목의 BIM기반 효율성 검토)

  • This study conducted a survey for BIM experts as a basic study to improve the efficiency of a BIM-based review of the BF certification evaluation method. By limiting the buildings to elementary schools, the first survey was conducted to extract the mandatory facilities from the BF certification evaluation items according to the evaluation criteria, and 63 out of a total of 94 evaluation items were extracted. The extracted facilities were intermediary facilities, internal facilities, and sanitary facilities. The second survey provided detailed calculation criteria for BF certification evaluation items, and through investigating the possibility of BIM-based review, 31 items were derived. In the 3rd and final survey, when asked about the effectiveness of the current CAD-based and BIM-based evaluation methods, the BIM-based evaluation method showed 96.8% effectiveness and the CAD-based evaluation method showed 3.2% effectiveness.

  • With the trend for the construction of barrier-free living environments in accordance with the ever-increasing external activity of the aging population, multi-culture families and socially disadvantaged, there is also a demand for the facilities improvement at parks for their convenience of use. This study analyzed the possibility of Barrier-Free Certification of an existing open space and defined its prototype renovation plan. This study is intended to help develop Borame Park into a barrier-free park by securing a barrier-free line of movement linking the major facilities sites within the park, improving park facilities lest there should be inconvenience in the use of the major facilities, and a guidance system convenient for use by physically and mentally impaired people. The significance of this study lies in the fact that it diagnosed the possibility of the BF Certification of existing urban parks and established a barrier-free park, which is easy for anyone to use. In the course of doing research on this, this study was able to discover the limitations of the BF Certification system, and its related tasks to be solved in the future as follows: The first thing this study shows is that there is a lack of understanding and awareness of the BF Certification system. Basically, there is a need for giving consideration to the development of a barrier-free living environment from the planning and design phase of a park, but in actuality, an examination of the certification is undertaken at the time of the completion of design and construction, which causes a large loss both time-wise and economically. Second, as evaluative items for the BF Certification of a park, applied are detailed evaluation items that fail to reflect the characteristics of an outdoor space whose natural constraints are large, such as geographical highs and lows and existing trees, plants, etc. Third, guidelines for establishment of a barrier-free park must be created in the light of the locational conditions of the park, followed by improvements of its BF Certification evaluation items.

A Barrier-free Design Assessment of Sidewalks for Improving Pedestrian Infrastructure (Barrier Free 인증 모의평가를 통한 보행자도로 개선 방안에 관한 연구 - 인덕원역, 석수역 주변 왕복 6차선 도로를 중심으로)

  • Urban Designers and Planners are interested in creating barrier-free (BF) environments as the demand for social equity increases. BF design consists of design strategies for modifying buildings or facilities to be used by the physically disadvantaged or disabled. To construct buildings or facilities to be "Barrier-free", design standards specifically modified for the physically disadvantaged or disabled should be applied. The purpose of this study is to analyze the BF design standard used in the national laws and provide suggestions for their future improvements. In the study national laws in four countries were reviewed and important BF standards to be used in the laws were identified using a frequency analysis. The results of the frequency analysis were applied to the BF assessment criteria for sidewalk design. Then a field assessment for two sidewalks located in Seoul metropolitan region was conducted using the refined BF criteria. The findings from the field assessments indicated that current regulations were not appropriately designed to provide sufficient convenience for the disabled. It is needed to enhance the BF standards in the domestic regulations to offer sufficient mobility to the physically disadvantaged or disabled.

  • When a human being grew older, followed by visually and perceptually impaired, and dementia, it jeopardizes safety and life unless supportive design is secured for a living environment. This supportive space is based on universal design concept which offers safe-oriented, and simple use by incorporating gender and physical/mental limitation. The study of purppose was to examine the appropriateness of barrier-free standard for seniors' living in apartment through IPA. Chi-square analysis found that satisfaction with BF space is lowered as aging is continued and for female group. Regression analysis indicated that sink was the prime predictor in satisfaction, and stair/elevator was the most important variable. IPA concluded that sink, bath, shower/locker and alert/egress were prime BF indexes to be improved among 14 elements, implying careful design in sanitation area for seniors.

Study on Deriving Improvements through Analysis of BF Certification Evaluation Indicators for Parks and Park Facilities (공원 및 공원시설 BF인증 평가지표 분석을 통한 개선방향 도출 연구)

  • According to the revision of the Convenience Act for Persons with Disabilities, parks and park facilities where the first park development plan is established after December 4, 2021 are mandatory, and parks must be equipped with convenience facilities for the disabled. Hence, this study aims to derive the improvements of the park evaluation index by analyzing the park certification evaluation index, the building certification evaluation index of park facilities, and the evaluation reports of the current certification status cases. As a research method, first, the certification of parks and park facilities were compared and reviewed with the Park Green Act, and differences in the certification process and certification performance were compared and analyzed. Second, differences and common items were derived by analyzing barrier free (BF)-certification evaluation indicators for parks and buildings. Third, improvement plans were derived after analyzing differences and problems in 4 BF-certified parks and four building certification cases of park facilities in certified parks, focusing on the self-evaluation report and examination results. As a result of analyzing the park and building evaluation indicators, the items for which the evaluation purpose, evaluation method, and evaluation items were commonly applied to 7 access roads for each facility, 5 parking areas for the disabled, 2 guide facilities for information facilities, 14 in 5 categories of sanitation facilities, and 1 for other facilities. In the case of sanitation facilities, there is no case where it was evaluated as a park. If the park does not have an attached toilet, the park is certified as a building. Hence, it would be essential to establish the concept of an attached toilet and discuss the application of the evaluation index on the park sanitation facility. The score of buildings in parks and park facilities was lower than that of the self-evaluation results, and the certification grades of buildings declined in three cases. The items with the highest standard deviation were BF walking continuity for parks and the path to the main entrance among access roads for buildings. As a result of analyzing the park and building evaluation results of 19 common evaluation items except for sanitary facilities, the difference in the grades of the evaluation items for each case site except for one item appeared. Therefore, applying common detailed calculation criteria for items evaluated in common with parks and buildings is needed. Since sanitation facilities have no cases of park certification and are not certified as buildings, it is essential to establish the concept of attached toilets and discuss the application of park sanitation evaluation indicators. It is necessary to develop an evaluation index suitable for the characteristics of the park, such as adjusting the items that are not evaluated in parks and establishing an evaluation index considering the ones of parks. It expects that this study would be used as primary data for improving park certification indicators.

  • Among the Barrier Free (BF) certification evaluation items for public facilities, at which position the standard for the effective height of the stair railing handle should be calculated is not clearly determined. Because of this, not only the evaluation standards of the certification authority and the evaluation committee are different, but disputes are occurring between the ordering organization, the design company, and the construction company. Therefore, the stair railing installation standard laws for public facilities were analyzed and through a case study of institutions that obtained the BF certification, problems were analyzed. The results of problem analysis reveal the following. 1) The standards of the Ministry of Health and Welfare and the Ministry of Land, Infrastructure, and Transport were different. 2) The effective height calculation standard was ambiguous, and disputes occurred frequently. To solve this problem, we proposed improvement plans for calculating the height of the stair railing that can comply with laws while ensuring safety.

A Study on Improvement of Barrier Free Door Standard (Barrier Free 출입문 규격기준 개선에 관한 연구)

  • Purpose: The Korean government has implemented a Barrier Free Certification System since 2008 to create a secure and convenient environment for the socially disadvantaged. The drastic increase in the number of BF-certification facilities is expected due to the revision of the system and increasing the number of certification institutions. An analysis of individual evaluation items needs to be made for the BF-Certification with public confidence. Method: Korean standard, International Standard(ISO/FDIS 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(${\ddot{O}}NORM$ B 1600, 2017) and Swiss Standard(Norm SIA 500 / SN 521 500, 2009) were investigated and analyzed. A comprehensive improvement plan is proposed by comparing details of the aforementioned standards and the evaluation items of BF-Certification. Results: Many problems arise in applying existing Barrier-free standards due to changes in population structure, environmental change and the use of powered wheelchairs. International standards are being improved to solve these problems. The korean standards also require improving of the Barrier Free Law and Certification System, which reflect these trends. In korean cases, standards such as the size of the doors (width and height), the Unobstructed Manoeuvring Space and Clear Space at the Latch side of the Door are required to improve standards in accordance with international standards. In addition, the expression of laws and evaluation items of BF-Certification should be clearly defined. And the application of visual contrast standards for the enhancement of perceptions presented in international standards should be considered. Implication: Barrier Free related legal standards and evaluation items of BF-Certification that are used in Korea are required to be revised in consideration of social and environmental changes. Comprehensive improvements should be made through detailed review.
