Measuring Safety Culture to Promote Aviation Safety Culture

  • Objective: The objective of this research is to study preceding literature on safety culture surveying tools and indicators used in aviation organizations to help the further understanding of aviation safety culture by presenting Korea-Safety Culture Survey Indicator (K-SCSI) as a relevant case. Background: The aviation field puts a great deal of effort in preventive safety management through the application of Safety Management System (SMS), which was co-developed by international aviation organizations such as ICAO and FAA. To successfully operate safety management system, safety culture factors such as the organization member's level of consciousness, attitude and faith regarding safety must be put together. However, the aviation field currently lacks programs to promote safety culture and the exact understanding of some safety culture concepts. Method: This research inquired into the definition of safety culture in the aviation field and the surveying tools used to measure it. It then described the development and application process of the Korea-Safety Culture Survey Indicator (K-SCSI) mainly focusing on case studies. Results: In this research are presented safety culture promoting programs that can be applied to subordinate indicators of K-SCSI such as organization commitment, management involvement, rationality of reward system, employee empowerment and reporting system. Conclusion: For a mature safety culture to settle successfully, it is essential that safety culture survey indicators are developed and applied in a way that fits the organization's features. Also, behavior measuring indicators are required to develop a more objective indicator and thus must be standardized. Application: Cases that deal with the development and application of safety culture measuring tools within the aviation field can be studied and applied in other domains to spread safety culture.

국적항공사 조종사들의 항공안전문화 인식도 변화에 대한 연구 (A Study on Degree of Perception Changes of Korean National Carriers' Pilots in Safety Culture)

  • Among other various aspects of safety culture, this research has considered safety culture from the view of aviation. A tool to examine aviation safety culture has been developed on the basis of Global Aviation Safety Network's safety culture survey. Using this tool, the degree of perception of Korean national carriers' pilots in safety culture has been examined three times for the period from 2002 to 2015. Compared to an initial result of the survey in 2002, results in 2008 and 2015 demonstrate that safety culture among pilots has rapidly changed from negative and bureaucratic to positive. Hence, it is expected that positive index of safety culture will increase 28% (total approximate 90%) in 2020.

항공정비 분야의 안전증진을 위한 학습문화 연구 (A Study on Learning Culture for the Safety Promotion in Aviation Maintenance)

  • The organization's safety culture is strongly tied to the success of its safety learning programme. All personnel must understand the concept and necessity of Safety Management System. In order to settle the culture which they are willing to share the responsibility of safety, it is essential for service provider as the airline company to develop the technique and knowledge which intenses the organization's safety and to perform safety learning programme to be applied. This study has looked into the preceding studies about the learning culture and surveyed how the airmen have acquired the safety lessons learned thru their safety promotion within aviation maintenance organization. Accordingly, it intends to contribute safety promotion by suggestion of the effective and positive learning culture thru the establishment of strategy and the safety learning programme suitable to the organization.

긍정적인 항공정비안전보고문화에 관한 연구 (A Study on Positive Safety Reporting Culture in Aviation Maintenance)

  • In field of Aviation Maintenance, honest and expedite voluntary report of potential hazard provide airworthiness aircraft by eliminating or avoiding from dangerous factors of aircraft. Although it supports for safety flight, voluntary incident reporting system consist of Aviation practitioner and require cooperation of practitioner due to there are no forcibleness. These occur when positive safety culture and report culture are settled. In this regard, this study firstly identify the current status of Aviation Safety Reporting System in Korea. Then, this article also find out the level of reporting culture of the AMT(Aircraft Maintenance Technicians) and problems in reporting system. Finally, suggestions on the model of positive safety reporting culture in a field of aircraft maintenance.

  • Aviation Maintenance Technician(AMT)'s error is not directly link to deficiency which is differ to flight crew's error and it potentially maintains. Due to it usually occur as undesired aircraft state, hazards, like unreported maintenance error or near miss fortunately undetected and are not develop to accident. This could be a crucial influence of an accident occurrence. To remove these hazards, just safety culture should be support that anyone can report about safety problems and person who reported safety problems and hazards like near miss, should not get disadvantages. Also if it is satisfied, they must exempt for punishment and guaranteed for security. Hence, on this study, aviation maintenance site's just culture need to be researched and analysed about improvement for aviation maintenance field's positive just culture.

An Research Into The Reactive Safety Action Program for Promoting Aviation Safety Culture

  • Objective: The objective of this research is to inquire about safety information from the standpoint of its usefulness to suggest the significance of the Reactive Safety Action Program, which serves to promote aviation safety culture. Background: Safety information plays an important role in operating safety programs. Each organization learns lessons from safety information collected from aviation accidents and incidents. When an accident occurs, it is only through safety investigation and a close inquiry on the cause that we can come up with an appropriate countermeasure which would contribute to preventing the recurrence of the same or similar accident. However, the usefulness of safety information produced from unsatisfactory safety investigation is insufficient. Method: This research analyzed the characteristics of aviation accidents, the differences between safety investigations and legal accident investigations in systematic and operative perspectives, and safety culture as a measure to activate reporting systems (compulsory/voluntary). Results: This research defined the investigation scope and processes of safety investigations and legal accident investigations. It also suggested factors such as just culture based on trust, non-punitiveness, confidentiality, the participation of the entire staff through the use of inclusive reporting base, ensuring the independence of the operating organization as a way to promote safety through reporting systems. Conclusion: The organization's effort is the important aspect in obtaining exact and accurate safety information from accidents/incidents. The separate running of SIB (Safety Investigation Board) and AIB (Accident Investigation Board), the systematization of safety information reporting system, and prescribing (legislating) the composition of related organizations are some representative programs. Application: This research inquired experiences that contributed in promoting aviation safety culture in a reactive perspective, and will serve a role in spreading safety culture by enabling the use of application experiences of the aviation field in other domains.

조종사 양성교육기관의 안전문화지수 측정에 관한 연구 (A Study on the Safety Culture Index Measurement of Pilot Training School)

  • The importance of safety culture improvement and transformation has highlighted since an organization's safety culture can be the causal factor of the accident. Every designated aviation training school have to manage their own SMS and will comply with the regulations specified in article 49, Korean Aviation law. In related regulations, it is specified the safety culture status and problems of an organizations must be accessed and improved. On this study, safety culture index of designated aviation training school has measured using abbreviated CASS developed by KTSA. Results from the statistical analysis, the overall safety culture average found as 3.711. Among the subindex, mean of 'Employee Empowerment' appeared the most high(3.980) and 'Reward System' appeared the most low(3.309). Service providers are able to apply the intervention strategy on the basis of the results of these measurements. The weak part of Safety Culture might be improved and this will lead the better organizational culture.

  • There are many ways to identify airline's perception of the safety program and safety culture. In particular, various studies are under way to measure airline safety culture and safety awareness of airline employees. Often, survey methods are used a lot, but there is a limit to understanding the complex and diverse aviation culture through surveys alone. Nevertheless, the Air Safety Management System (SMS) of the International Civil Aviation Organization (ICAO) emphasizes the importance of safety surveys as a means of ensuring awareness of safety culture. The safety surveys is effective in identifying and providing awareness of the relationship between employees and the Air Safety Program (SMS, Safety Management and Safety Culture aspects). In this study, we conducted a survey of Z Airlines flight attendants and cabin crew to compare their perception of safety programs and culture, and based on this survey, we would like to compare and analyze simple safety culture measurements and safety awareness.

  • Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.

국내 항공사 운항승무원 안전문화 인식도 비교 연구 (A Comparative Study on the Perception of Safety Culture of Airline Flight Crew in Korea)

  • Despite the development of the aviation industry, aircraft accidents caused by human errors by flight crews continue to occur. In order to reduce such human error accidents, it is important to strengthen flight-related regulations and establish a safety culture in which pilots themselves seek to ensure flight safety, rather than requiring flight crew members to follow them. In this study, the sub-concept of safety culture was classified into three latent variables (safety management, safety atmosphere, and process culture) and eight measured variables to investigate the safety culture awareness of domestic flight crew. The survey results were analyzed by type of airline and flight crew. The purpose of this study is to present a plan to improve the performance of revitalizing the safety culture of domestic flight crew through an empirical comparative analysis according to the number of flight hours and years of service at the airline.
