A Study on Aviation Oversight System Quality Management Improvement (국내 항공안전감독 품질 향상을 위한 개선방안 연구)

  • This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.

  • Risk Based Oversight is a way of performing oversight, where planning is driven by the combination of risk profile and safety performance. Risk Based Oversight enables prioritization and allocation of State's safety management resources commensurate with the safety risk profile of each service provider. This paper presents the concept of Risk Based Oversight and applies it to the current Korean aviation safety oversight process. In particular, this study presents a method for generating operating profiles, one of the key concepts of Risk Based Oversight. Operations Specifications of Part 121 Airlines can generate operating profiles. In this study, a practical study was conducted to generate the operating profile and scoped DCTs using Part 121 Airlines's Operations Specifications.

  • The checklist currently used for aviation safety inspection performed by ASIs(Aviation Safety Inspectors) consists of inspection groups and multiple items, it does not have safety attribute and structured hierarchy system which required to efficiently process aviation safety analysis. On this study, categorized the domestic and foreign ASI checklist by safety attribute from ICAO recommended and presented composition of checklist for safety assurance by comparative analysis composition of domestic and foreign ASI checklist.

  • The need for risk based safety management has been highlighted in accordance with the growth of aviation industry and public interest in aviation safety. Maintenance, Repair and Overhaul (MRO) in aviation industry is defined to guarantee the safety and reliability. Therefore, state's Civil Airworthiness Authority (CAA) has established safety oversight system dedicated for the development of a healthy MRO industry. The study proposed a risk based oversight system considering Korean environment. Based on literature review including analysis of International Civil Aviation Organization guidance and advance system, we identified two organization risks. Organization complexity can be evaluated in accordance with how large the organization is and how complicated the service they provide are. Organization profile is the organization's characteristic related with safety. This study contributes to improving the process of identifying risk of organization and focusing surveillance capabilities on risk areas for efficient management of CAA's resources.

  • Structured Checklist of System Aviation Safety Oversight had been categorized by HFACS. In this Study, Findings of Aviation Safety oversight, have been categorized by HFACS. Thus, those two categorized results have difference in incongruity clause that can be concluded that Structured Checklist has lack of elements. Therefore, we are able to identify validity and suitability of checklist that need to be restructured and redeveloped by performing test analysis through this study.

On this study, through mapping taxonomy of HFACS onto current checklist to secure structured hierarchy system and present a specification on systematic frequency and severity to perform safety risk assessment of detected hazard.

  • Various aviation safety performance and safety oversight programmes including CRM, SMS and USOAP are operated in various sizes, depending on the capacity of each State. Despite such activities, greate and small, aviation incidents and accidents are continuously occurred. In relation to this point, this paper suggests a result of comprehensive literature review for the purpose of building an aviation safety performance theory. This paper will define the concept of aviation safety and following created common perception on aviation safety will, as basic materials, contribute to pursue consistence and systematic aviation safety activities.

  • ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1995, in response to widespread concerns about the adequacy of aviation safety oversight around the world. The recent reduction in aircraft accidents and effective role that is evaluated on the basis of these results, and in 2013 the existing 'snapshot approach' to 'regular monitoring system (USOAP-Continuous Monitoring Approach)' was converted to. ICAO aviation safety assessment of the state in today's international community 'aviation safety credibility' as objective indicators to judge the enormous impact on the aviation industry, the state is not satisfactory, especially if the results of the evaluation and expansion of code-share airline ban, reduced international air transit passengers, including premium increases business and economic penalties should. In addition, ICAO implementation of the existing laws and regulations(Prescriptive Approach), but based on the Risk-based prevention model, Proactive Approach introduced the concept of aviation safety system, including international aviation safety policy has been to switch paradigms. This new ICAO international aviation safety policy also applies to the Government of the Republic of Korea in line with the aviation safey policies have changed. In particular, the systematic implementation of safety management for the existing laws and regulations in the center of the safety oversight system of risk-based introduction of the concept of proactive safety management, and According to international standards ICAO aviation service providers operate their own Safety Management System was set out in Aviation Law ever. In addition, the aviation safety is at the center of the field of the safety of aircraft operations and maintenance for the promotion is promoting various safety policies. This new paradigm shift in the international aviation safety policy in line with our state in the international community with the most exemplary aviation safety system firmly established itself as a model, the Government will strengthen the competitiveness of our aviation plans to support. To do this, the government, airlines, aviation officials try all the practical effect would be expected.

  • The International Civil Aviation Organization(ICAO) recently established the Global Aviation Safety Plan(GASP) for national aviation safety management, along with the enactment of Annex 19, Safety Management System(SMS). ICAO require the establishment of the 'States Safety Programs(SSP)' for countries with excellent safety evaluation, including Korea, and the establishment of aviation safety supervision systems for all Contracting States by 2017 under the enactment of ICAO Annex 19. Required. The Ministry of Land, Infrastructure, and Transport has continuously invested in R&D to secure such aviation safety systematically, and is making efforts to develop and disseminate related technologies by establishing long-term R&D roadmaps. A study on aviation safety supervision among the system-based aviation safety supervision support technology development R&D project, which is underway as part of the aviation safety technology development project of the Ministry of Land, Infrastructure and Transport. We conducted a study to see if this methodology logically guarantees reasonableness.

  • ICAO Universal Safety Oversight Audit Programme is a comprehensive evaluation for aviation safety matters, including aircraft operation, licensing and aircraft incident/accident investigation. As this programme is measures aviation safety level of States, there is a need to meet international standards, especially in the field of aircraft incident/accident investigation. This research discusses points required to satisfy international standards, which are independence and autonomy of an accident investigation board, the lack of the enough number of investigators and efficient management of those personnel, the effective composition and use of an investigation report, an accident investigation itself to build big data and the creation of a cooperation system among States. This paper suggests various opinions in order to enhance aviation safety especially through aircraft accident investigations, using case studies from the US, UK and Japan.
