On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1. A Study on Evaluating the Ability of the Competitive Container Ports in Far-East Asia (극동 아세아 컨테이너 항만의 능력평가에 관한 연구)

  • The rapid progress of the intermodal freight transportation in recent years has induced fierce competition among the adjacent hub ports for container transport. This brings increased attention to the evaluation of the port competitive ability. But it is not easy to evaluate the port competitive ability because this belongs to ill-defined system which is composed of ambiguous interacting attributes. Paying attention to this point, this paper deals the competitive ability of container port in Far-East Asia by fuzzy integral evaluation which is adequate to interacting ambiguous attribute problem. For this, the proposed fuzzy evaluation algorithm is applied to the real problem, based on the factors such as cargo volumes, costs, services, infrastructure and geographical sites These are extracted from the precedent study of port competitive ability, etc. The results show that the port evaluation factors come in following order ; services, costs, infrastructure, geographical sites and cargo volumes. There are some interactions(interaction coefficient, ${\lambda}=-0.664$ between evaluation attributes. The port competitive ability comes in following order : Singapore, Hongkong, Kobe, Kaoshiung and Busan. According to the sensitivity analysis, the rank between Busan and Kaoshiung changes when ${\lambda}=0.7$. From the analysis of the results, we confirmed that the proposed fuzzy evaluation algorithm is very effective in the complex-fuzzy problem which is composed of hierarchical structure with interacting attributes.

A Study on Deciding a Container Feeder Port Development Priority (컨테이너 피더항만개발 우선순위 결정에 관한 연구)

  • The aims of this study is to suggest how the port specialists think the priority of container feeder port development in Korea. To illustrate the ideas regarding a container feeder port development, 56 detailed attributes were identified both from the previous studies and from brainstorming port professionals. And these were grouped into 5 criteria by 'KJ method' and made into 4 levels hierarchy structure. AHP technique identifies the relative weights of each levels and trends of the preference of port specialists from 6 alternatives. As a result, a feeder port development priority in Korea has been proposed.

  • In the recent years, there has been attempts to try to understand the urban waterfront in diverse aspects. This article aims to understand basically the port-city's waterfront by the cultural interpretation of it in the basis of the concept of Water Culture. Water has the attribute that put down the border between inside and outside. This attribute of water leads to the attributes of Sea, such as dynamism, collectivity, and openness. The perimetric quality, openness, hybridity, and passage quality of the sea-port city's waterfront are resulted from these attributes of water and sea. These cultural attributes of urban waterfront exert a effect upon the residents' cultural identity of sea-port city. Thus the correlation between waterfront's attributes and the cultural identity should be reflected in the stage that its development is planned.

A Study on the Structural Model and Evaluation of National Maritime Power System(I) (국가해양력시스템의 구조모델과 평가에 관한 연구(I))

  • For composing the structure model of national maritime power system by system structural modeling, in this study, the 50 basic factors are selected by survey of the extensive and through literatures on maritime, sea, maritime power and sea power. And the basic factors are classified into 36 component factors by cluster method. The 9 attributes are extracted by the application of the principle component analysis method, one of the factor analysis method in system engineering, to component factors. In this study, we define the attributes composing the national maritime power system by integrating the result of this study and existed our studies relating to this topic. Which are showed in Table 2. and we show the structure model of national maritime power system in Fig. 3. In Table 2, the 9 attributes are as follows : the fundamental power of maritime, shipping and port power, naval power, fishing power, shipbuilding power, the power of ocean research and development, dependency on seaborne trade, the protection power of ocean environment and the will and inclination of govemment. Also, in the case of evaluating this system, we conform the importance of considering the interactions among the attributes which have strong interactions in structure model of national maritime power system.

A Study on the Concept and Attributes of Sea Power for Evaluation of Maritime Power (해양력 평가를 위한 해양력의 개념과 속성에 관한 연구)

  • For evaluation of maritime power, the attributes of sea power are identified in this paper by system analysis method. A many fundmental factors of sea power are selected by survey of the extensive and thorough literatures on maritime power. And the factors are classified into 11 standard attributes by cluster method. The 11 standard attributes are as follows: geographical condition, character of territory, character of the people, maritime will of the government, shipping power, navel power, shipbuilding power, fishing power, ocean research and development, dependence on seaborne trade, number of ocean population. As the sub-attributes of the standard attributes, 37 composite factors and some basic factors are defined through careful survey and discussion with some experts. As the result of this study, the maritime power is systematically identified as maritime power system. And it is realized that the evalution of maritime power system is the hybrid MADM problem with both quantitative and qualitative factors.

An Exploratory Two-dimensional Approach to Port Selection Behavior (항만선택행위에 대한 탐색적 이차원적 접근)

  • The implicit assumption of port selection studies based on survey and respondents' perceptions is that the preference of the port selection attributes is proportional to the selection behavior. Further, the straight lines of the port selection attributes could also have non-linear properties. This study confirms nonlinear characteristics of selection attributes by using Kano model. The findings of this study showed that several properties of carriers were evaluated as nonlinear characteristics, such as the intermodal links and network accessibility, and size of port and terminal. Hence, port service providers such as port authorities and terminal operating companiesl, should construct a port operation strategy that reflects the non-linear port selection characteristics of shipping companies. Since this study aimed at exploring the forms of port selection characteristics, long-term additional verification studies on ports and stakeholders at domestics and abroad were needed. The Kano model and importance-selection analysis method used for analysis and strategy establishment also need to be improved to capture evident characteristics and to present strategic guidelines.

A Comparison Study between Korean and Foreign Shipping Lines on Logistics Service Attributes and Capability (국적선사와 외국적선사의 물류서비스 속성과 역량에 관한 비교 연구)

  • In order to obtain and maintain competitive advantage, under rapidly changing maritime environment, liners should make efforts to reinforce their logistics service capabilities. Most of all, for this, shipping lines should accurately recognize and evaluate their logistics service attributes. In the present research, various logistics service attributes for ocean carriers were selected from previous studies and the observed data for 6 main service attributes were collected through a questionnaire survey to 31 maritime experts. Moreover, shipping lines' relative logistics service capabilities were measured by an additional survey process. The comparative gravity between core evaluation factors were measured by AHP technique and the relative capability levels of 2 Korean liners and 5 foreign shipping companies were assessed by utilizing a fuzzy model. The empirical result presents that Korean liners are superior at customer service capability but inferior at freight rate competitiveness. This research shows that Korean liners are ranked at high position for overall logistics service capabilities and focusing on the differentiation strategy but not on the cost related strategy.
