Analysis of Actual State of Motor Vehicle Fires in Korea (자동차화재 실태 분석)

  • The actual state of motor vehicle fires was analyzed based on Annual Report on Fire Statistics and National Fire Data System and as a result, the followings were obtained. Motor vehicle fires occur over 16 cases every day with over 0.5 casualties and direct property loss of 50 million won. Most motor vehicle fires are caused by mechanical reasons, followed by electrical factors and arson. Arson accounts for 7.39% of all fires but 13.79% of all motor vehicle fires. Yearly fatalities and casualties per 100 motor vehicle fires were 0.9 and 2.4 on the average, respectively. Although fires which occur in the expressway account for 12.55% of all motor vehicle fires, fatalities, casualties, and property loss caused by motor vehicle fires in the expressway were 16.12%, 21.05%, and 20.65%, respectively.

  • Recently the arson crime is increased remarkably in comparison with different violent crimes and the pace of increase is very quick. But Social interest about the crime is still slight, it is a fact that the scientific and professional approaches about the crime is insufficient. This problem causes lower arrest rate of the arson crime than the other crime. So, we need to infer the behavior of a arsonist at the crime scene and analyze the profile and psychological state of the suspect from unique point at the crime scene scientifically and professionally. After arresting the arsonist, we interviewed him and compared a product of interview with our analysis previous to arrest.

A Study on the Factors Affecting the Arson (방화 발생에 영향을 미치는 요인에 관한 연구)

  • This study derives the factors which affect the occurrence of arson from statistical data (population, economic, and social factors) by multiple regression analysis. Multiple regression analysis applies to 4 forms of functions, linear functions, semi-log functions, inverse log functions, and dual log functions. Also analysis respectively functions by using the stepwise progress which considered selection and deletion of the independent variable factors by each steps. In order to solve a problem of multiple regression analysis, autocorrelation and multicollinearity, Variance Inflation Factor (VIF) and the Durbin-Watson coefficient were considered. Through the analysis, the optimal model was determined by adjusted Rsquared which means statistical significance used determination, Adjusted R-squared of linear function is scored 0.935 (93.5%), the highest of the 4 forms of function, and so linear function is the optimal model in this study. Then interpretation to the optimal model is conducted. As a result of the analysis, the factors affecting the arson were resulted in lines, the incidence of crime (0.829), the general divorce rate (0.151), the financial autonomy rate (0.149), and the consumer price index (0.099).

  • It is often thought that when a fire is found in parked motor vehicles, the fire may occur after an engine stops. Also, it is easy to judge that when motor vehicle fires occur during engine stopping, it may be caused by arson or electrical causes irrespective of a fuel system. This study analyzed motor vehicle fires which occurred in operation but were found after parking and revealed that these fires were caused by the defect of a fuel system and the same motor vehicle types had fires by the same causes. Moreover, this study provided judgement process of major fire causes and periods for fire investigators to apply when investigating fires of parked motor vehicles. And this fire is related to automotive products liability.

Application and evaluation of machine-learning model for fire accelerant classification from GC-MS data of fire residue

  • Detection of fire accelerants from fire residues is critical to determine whether the case was arson or accidental fire. However, to develop a standardized model for determining the presence or absence of fire accelerants was not easy because of high temperature which cause disappearance or combustion of components of fire accelerants. In this study, logistic regression, random forest, and support vector machine models were trained and evaluated from a total of 728 GC-MS analysis data obtained from actual fire residues. Mean classification accuracies of the three models were 63 %, 81 %, and 84 %, respectively, and in particular, mean AU-PR values of the three models were evaluated as 0.68, 0.86, and 0.86, respectively, showing fine performances of random forest and support vector machine models.

  • Unlike a general building high-rise buildings itself has a kind of risk. In this study, the risk of a number of high-rise buildings have fire safety management of the particular risks associated with looking for ways to minimize focused. Theoretical Study of the United States since the collapse of the WTC buildings, and be the center of the authentic country was. outside of the high-rise building fire safety and related issues, and measures were based on the theory of reference. Issues include voluntary arson. disaster management, building codes and fire regulations of the discrepancies, such as fire safety aspects are explained in terms of three kinds, and for it to take steps in the direction suggested an alternative for high-rise buildings. Although differences of opinion between departments will not be easy to fire and building regulations regarding conflicts of laws among other things, require immediate resolution, and high-rise buildings to create a standard for effective crisis management manual countermeasures will also be ensured.

  • To reduce human life and property damage at the fire in a building, it is most critical to control flame spread in the early stage. Fire spread prevention measure generally includes fire resistance performance securing of structure member in the arson zone and use limitation based on combustion performance of finishing material. The latter is most fundamental fire safety design to determine flame spread, but domestic combustion test determines combustion performance by specimen sized fire test method. Thus, there are many restrictions in the determination of combustion performance by composite material such as sandwich panel. Especially, outer finishing material uses a variety of composite material such as dry bit, aluminum composite panel, and metal panel compared to inner finishing material. Therefore, this study would determine vertical fire spread features by a full scaled fire experiment through the test method of ISO 13785-2, an international test standard.

  • The domestic wooden cultural properties applied to the sprinkler extinguishing system was confirmed extinguishing performance through fire experiments. Consists of wooden cultural properties of a fire, a flammable material is vulnerable in terms of. The scale of fire will occur to vary appearance of the initial fire in case of arson. Sprinkler nozzles of the characteristics, the discharging pressure is 1 bar and the flow rate is 80 lpm, applied in this experiment. Fire performance experiments were tested in two separated in each of the scale of the fire and cultural properties. Fire extinguishing performance test results was low in high ceilings and two or more units of the fire scale. Fire growth environment of the actual wooden cultural properties to experimental models when you consider that it is more vulnerable, sprinkler extinguishing system is required sufficient verification in order to apply fire protection of the wooden cultural properties.

A Study for the Criminal Profiling of Arsonists (방화범죄자에 대한 Criminal Profiling 적용 가능성 고찰)

  • Recently, police agency and social scientists' interest in the criminal profiling is increasing. Since serial killings had sharply increased during 1960s in U.S. the American law enforcement agency were pushed to solve those criminal incidents. Therefore, they drew various investigative techniques. But there are no study for the criminal profiling of arsonists. So, this paper reviewed prior studies on the arsonist's type and suggested how to apply this kind of basic information for investigating arson cases in Korea.
