The purposes of this paper are to present a selection method of neighboring pixels whose local statistics are similar to the center pixel and combine the selection result with mean curvature diffusion filter to reduce noises in remote sensed imagery. The order of selection of neighboring pixels is critical, especially for finding a pixel belonging to the homogeneous region, since the statistics of the homogeneous region vary according to the selection order. An effective strategy for selecting neighboring pixels, which uses rank-order differences vector obtained by computing the intensity differences between the center pixel and neighboring pixels and arranging them in ascending order, is proposed in this paper. By using region growing method, we divide the elements of the rank-ordered differences vector into two groups, homogeneous rank-ordered differences vector and outlier rank-ordered differences vector. The mean curvature diffusion filter is combined with a line process, which chooses selectively diffusion coefficient of the neighboring pixels belonging into homogeneous rank-ordered differences vector. Experimental results using an aerial image and a TerraSAR-X satellite image showed that the proposed method reduced more efficiently noises than some conventional adaptive filters using all neighboring pixels in updating the center pixel.

By the reason that order of meaning is only determined by the connection of signs, and that of meanings, each meaning of sign is not fixed. In this respect, certain meaning is changeable on account of changing new order of ideas. Through re-arranging new order of meaning, language could express more adequate and better idea than before. but what the most important fact is that it is not sufficient to express adequate idea by the means of language. Power of language determining human's belief and attitude does not depend on whether meaning of sign is true or not, but on hegemony of order of meaning. with this regard, this world could be seen as battle area of conflicting for orders of meaning. For the purpose of investigating the in vitro antidiabetic activity of a medicinal herb mixture prepared through traditional antidiabetic prescription, the study analyzed the existence of insulin-similar components and examined ${\alpha}$-amylase and ${\alpha}$-glucosidase inhibition activity. As a result of arranging the medicinal herb mixture extracts over the 3T3-L1 fibroblast in the concentration of $10{\mu}g/mL$, which confirmed that it included much of insulin sensitizer components as 151.7% in the differentiation of 3T3-L1 fibroblast. The inhibition activity against ${\alpha}$-amylase of the medicinal herb mixture extracts as hypoglycemic agent were 38.4, 31.5 and 16.6% in the concentration of 10.0, 1.0 and 0.1 mg/mL, respectively. The inhibition activity against ${\alpha}$-glucosidase of the medicinal herb mixture extracts were 81.3, 35.8 and 26.7% in the concentration of 10.0, 1.0 and 0.1 mg/mL, respectively. The inhibition activity against ${\alpha}$-glucosidase in the ethyl acetate fractions of the water and 80% ethanol extracts were 66.9% and 55.1%, respectively, the highest levels in the various solvent extracts.

Since the leased line is a structure that exclusively uses two connected areas for data transmission, a stable quality level and security are ensured, and despite the rapid increase in the number of switched lines, it is a line method that is continuously used a lot in companies. However, because the cost is relatively high, one of the important roles of the network operator in the enterprise is to maintain the optimal state by properly arranging and utilizing the resources of the network leased line. In other words, in order to properly support business service requirements, it is essential to properly manage bandwidth resources of leased lines from the viewpoint of data transmission, and properly predicting and managing leased line usage becomes a key factor. Therefore, in this study, various prediction models were applied and performance was evaluated based on the actual usage rate data of leased lines used in corporate networks. In general, the performance of each prediction was measured and compared by applying the smoothing model and ARIMA model, which are widely used as statistical methods, and the representative models of deep learning based on artificial neural networks, which are being studied a lot these days. In addition, based on the experimental results, we proposed the items to be considered in order for each model to achieve good performance for prediction from the viewpoint of effective operation of leased line resources.
Under the Korean Marine Environment Management Act (hereunder, the KMEMA), the duty to arrange spill clean-up equipments, including spill clean-up vessels, required by the article 67 of the KMEMA is in essence the provision of public goods since it is a precautionary or preventive measure for the efficient performance of oil spill cleaning up. Also the obligation to control marine pollution and the duty to arrange of anti-pollution measures imposed on polluters is the obligation imposed by the public law in accordance with "the Polluter-Pays Principle". Therefore, the execution of such obligations shall be accompanied by the minimum legal and institutional arrangements. On the other hand, judging whether to form the roles of the public and private sectors in providing public goods is basically a matter of policy decision. However, even if the private sector is allowed to participate in the provision of public goods, it is imperative that a minimum requirement be provided to secure the public interest. Although major countries allows polluters to conclude a preliminary contract with a civil anti-pollution management company, these civilian institutions are in principle constituted by the owners of oil storage facilities. Additionally it is worth noting that it operates as a non-profit organization. In particular, if the practitioner performs pollution control for commercial purposes, their profitability may depend on the size of the pollution, the period spent on pollution control, the size of the equipment and manpower mobilized in the pollution control, and so on. Considering the above problems, caution should be taken to allow marine environmental management companies to be un-limitedly entrusted with the responsibility of arranging measures such as pollution control. In order to allow the marine environmental management contractor to be entrusted for the assignment of duty to protect the marine environment, the marine environment management business should be expanded so that the marine pollutant management capacity satisfies the statutory control capacity. For this purpose, it is necessary to manage and supervise the maintenance and improvement of the control capability of the marine environment management business. It is also necessary to discuss the introduction of the grading system for the control ability of the civil control companies alike in major countries.
In this paper, local public archives is referred to the public archives of provincial governments and metropolitan city governments as defined in the public Records Management Act. Under the Act, as professional archives, the local public archives preserves records designated as permanent preservation which the local government and its sub-agencies created or received to conduct public business. The Act also allows local public archives to establish an appropriate basic plan to manage its holdings as well as to oversight its sub-agencies. The Act stipulates that the local public archives are to be established in all provinces and metropolitan cities. The local public archives shall preserve archival heritage safely and utilize use of the recorded information as defined in the Article one of the Act. The local archives shall respect the principle of provenance. It is expected that the local archives shall strengthen local archival promotion campaigns which necessarily reflect unique local circumstances. However, as the Act just recommended the establishment of local public archives not to force as a mandatory procedure, it resulted in a flow of some confusions and misinterpretations. Despite the act was proclaimed two years ago, the local public archives are not yet established, not to mention that no preparatory works are on the way. To establish the local public archives effectively which meet local residents needs and demands, provincial governments and metropolitan city governments should proceed a well-prepared preparatory works plan considering the steps to transform them into the local public archives when they establish agency records centers. The first step in this process is to reach at a common consensus on the functions and roles of the local public archives which accommodates local residents needs and demands. Secondly, by analyzing the functions of archives to be established, an estimation of needed human resources, facilities, equipments, organization, budget appropriation, and local rules should be performed. Otherwise, the establishment of decent local archives is a far remote future. One of the methods to proceed this project systematically is to establish a local research institute for the local archives and cultural studies which would be put under the local university authority while consulting with local governments, local civil organizations, local historical and cultural societies. It is very undesirable to stress too much upon administrative efficiency when concerned parties discuss the functions and roles of the local public archives. They must keep in mind that when the functions to collect and use historically valuable records are active then administrative efficiency can be raised as well as accountability. Collecting and arranging historically valuable records is a short-cut way to promote accountability and develop local political culture. The local public archives is a valuable community historical center and an effective medium to facilitate historical speaking and writing among local people, something more than a simple public archives. Then our campaign for the establishment of local public archives can be a meaningful political cultural movement.
Assemblypersons' activities have organizational and individual nature. The activities of assemblypersons and their assistant staffs become a motive for major work performance of Korean legislature, and are also critical public services affecting contemporary political history, history of political parties and history of assemblyperson's hometown. Moreover, their activities are also characterized by work performance in favor of assemblyperson's personal interests to effectively communicate his or her achievements during term of office to electors with a view to winning reelection after the end of 4-year term of office. Assemblyperson's organization produces various types of record in the performance of these works. From the viewpoint of public archive as a product of assemblypersons' public service performance and from their own personal viewpoints, they can create their own identity by arranging their personal records that can demonstrate their own political philosophy, policy orientation, achievements during term of office, and personal features. In addition, their personal records can have much more values and significance in the sense that those records are available to electors to make it possible to highlight their own images in objective and reliable manner. Conclusively, this study underlined that the efforts for assemblypersons and their assistant staffs to keep their records well could be helpful to streamline their internal works and be also helpful for personal interests of assemblypersons. And this study proposed procedures and methods for deducing and screening a list of production archives to meet a viewpoint of streamlined internal works and needs for keeping personal records, ultimately with a view to giving practical helps for these works.
This study conducted direct shear test on about 290 sorts of materials such as sandy soil, clayey soil and gravely soil to present proper standard on shear strength of soil. Shear strength of soil in large scale tends to show that angle of internal friction increases as sand contents grow and it ranges $23.5^{\circ}{\sim}34.9^{\circ}C$ with cohesion of 2.0 kPa~15.7 kPa. Elastic modulus was visibly distinct by load, and which increased approximately 80% as vertical load grows. Angle of internal friction arranging $15.0^{\circ}{\sim}28.6^{\circ}$ on clayey soil decreased as clay contents rises and cohesion increase in regular scale. Elastic modulus tends to increase initial elastic modulus with almost same growing rate. While angle of internal friction on gravely soil indicates $29.9^{\circ}{\sim}36.7^{\circ}$ which hardly shows distinctive features. According to test in detail, cohesion of SW (well-graded sand), SP (poorly-graded sand), SC (clayey sand) and SM (silty sand) indicates value by 94%, 78% and 59% comparing to SC, SW and SP respectively. Angle of internal friction of ML (low-liquid limit silt) and CL (low-liquid limit clay) appears almost same features, and MH (high-liquid limit silt) despite of 88% value of ML. Cohesion among them varies with similar growing rate.
Since the development of NCS-based curriculum in field of game education is not well studied, so we carried out research on the curriculum development of game contents department of Kimpo University as the first study to link game education and NCS. In order to develop the NCS-based game education course, we analyzed the game industry environment and conducted a demand survey on the game industry officials to derive the vocational basic subjects required for game contents creation. In addition, we analyzed the types of manpower training by using on-site experts (SME). SME also designed the NCS curriculum by matching the manpower type comparing with NCS classification and capacity unit, analyzing the usefulness of each Capacity unit, and finally, by arranging each NCS and non-NCS subjects by semester. This research is meaningful as the first study linking NCS and game content creation, and it will be a reference for other education institutions planning game education course based on NCS. It also can be used as a basic material for researching game education quality management (CQI) as well as improvement methods for future game education courses.

The masonry infill walls are one of the most popular components that are used for dividing and arranging spaces in building construction. In spite of the fact that the masonry infills have many advantages, the system needs to be used with caution when the earthquake load is to be considered. The infills tend to develop diagonal compression struts during earthquake and increase the demand in surrounding RC frames. If there are openings in the infill walls, the loading path gets even complicated and the engineering judgements are required for designing the system. In this study, a masonry infill system was investigated through finite element analysis (FEA) and the results were compared with the current design standard, ASCE 41. It is noted that the equivalent width of the compression strut estimated by ASCE 41 could be 32% less than that using detailed FEA. The global load resisting capacity was also estimated by 28% less when ASCE 41 was used compare to the FEA case. Rather than using expensive FEA, the adapting ASCE 41 for the analysis and design of the masonry infills with openings would provide a good estimation by about 25% conservatively.
