Collection Development Policy for the No Gun Ri Digital Archive (노근리 디지털 아카이브 수집정책 연구)

  • A collection policy (or a collection development policy) is a document that archival institutions must have to allow them to build their collections legitimately and consistently. Digital archives often lack sustainable financial and systematic supports. Thus, it is especially important for digital archives to have a policy for consistent collection activities. Digital archives have a different set of characteristics from physical records, and these characteristics should be considered in a collection policy. This study was initiated to create such a policy for the No Gun Ri Digital Archive. It reviewed existing literature for collection policies in archives and digital archives. Moreover, it examined several cases of digital archives and their policies to identify the necessary elements as well as the legal and procedural coverages for digital content and services. Furthermore, it studied the unique characteristics of the No Gun Ri incident and the No Gun Ri Digital Archive. Based on such investigation, a collection policy for the No Gun Ri Digital Archive was suggested. It is believed that suggesting a practical collection policy will provide a useful precedent for future digital archive projects.

A Study on the Activation of Archive Exhibitions using Archival Contents (기록콘텐츠 기반의 아카이브 전시 활성화 방안)

  • Archive exhibitions are one of the important tasks of archives that promote the value of archives and contribute to increasing users' interest and positive image but have not yet been activated. Recently, there has been a shift from a one-way archive exhibition to a new way to draw attention and understanding from users by using archival contents. This study aims to propose ways to activate archive exhibitions by utilizing archival contents by analyzing the exhibits of domestic cultural heritage institutions. Focusing on ways to improve the understanding and utilization of records through archival contents, the proposed strategy for developing archive exhibition programs is a three-way contents-based exhibition, experiential exhibition, and digital environment-based exhibition. The results of this study are expected to help develop archival exhibition programs that will enhance users' interest and understanding of records.

Semiotic Approaches to New Archival Methodology (새로운 기록방법론을 위한 기호론적 접근)

  • For the past few years, there has been active seeking of archival practices outside of public institutions. For example, there is oral history archive which has an actual field of its own, community archive, archives of everyday life, cultural resources archive, digital archive, and post-modern archive with its discourse practical character. In this reading, such flow is organized through everyday paradigm, and examines new archival methodology that is suitable for it. Through such critical mind, semiotic approach is taken and the need, direction and alternative of archival methodology is offered. Especially, archival methodology, which can be applied to archives is thoroughly observed. Also, the way how sign practices can be executed in the archival field is explained through specific examples. Of course, it is clearly stated that this is an instance, and that it is an archival methodology that can be applied to public institutions. We hope this would be a discuss that would enable a comprehensive understanding of records.

A Study on the Establishment of Digital Archives by Jang Jae-seong, a Gwangju Student Independence Activist (광주학생독립운동가 장재성 디지털 아카이브 구축에 관한 연구)

  • The purpose of this study is to present a proposal to build an archive of Gwangju Student Independence activist Jang Jae-seong. The research method used for this purpose was, first, a literature study related to Jang Jae-seong. Second, the current status of records related to Jang Jae-seong, such as the National Archives of Korea and the Ministry of Patriots and Veterans Affairs, was investigated, and the types of records were presented for each collection. Third, an expert interview with Jang Jae-seong's family was conducted. As a result of the study, the Jang Jae-seong archive was designed with documentary and commentary content. In addition, a method of linking with the record-holding institution through mapping by content was suggested. Recorded content are structured so that users can receive detailed information linked to each collection through a search. Also, considering that an archive of Gwangju student independence activists has not been established so far, a plan was prepared and presented to build an archive of people involved in the incident together and provide data.

A study on Wikidata linkage methods for utilization of digital archive records of the National Debt Redemption Movement (국채보상운동 디지털 아카이브 기록물의 활용을 위한 위키데이터 연계 방안에 대한 연구)

  • This study designed a data model linked to Wikidata and examined its applicability to increase the utilization of the digital archive records of the National Debt Redemption Movement, registered as World Memory Heritage, and implications were derived by analyzing the existing metadata, thesaurus, and semantic network graph. Through analysis of the original text of the National Debt Redemption Movement records, key data model classes for linking with Wikidata, such as record item, agent, time, place, and event, were derived. In addition, by identifying core properties for linking between classes and applying the designed data model to actual records, the possibility of acquiring abundant related information was confirmed through movement between classes centered on properties. Thus, this study's result showed that Wikidata's strengths could be utilized to increase data usage in local archives where the scale and management of data are relatively small. Therefore, it can be considered for application in a small-scale archive similar to the National Debt Redemption Movement digital archive.

A Study on 'the Ecological Archive' in the Anthropocene (인류세 시대 '생태 아카이브' 구축에 관한 연구)

  • This article explores how to incorporate the topic of the global environmental crisis called the "anthropocene" into archives studies and connect it to ecological practical reasons. In order to encourage discussion of archival studies, which puts the environmental crisis at a kind of archive constant value, this study seeks to examine the possibility of a quality shift in archival studies based on ecology. This article aims to go beyond the pragmatism of preparing improvements to eco-friendly record management, which is recently claimed by the "Green Archive" in Western archival studies. It calls for a new concept called 'ecological archive', which theoretically combines a more archives-based and ecological paradigm, and its epistemological transformation. Specifically, the ecological approach of archives is first discovered in the discussion of archival studies and at the same time, through the "ecological turn" of archives emphasized by recent anthropocene discourses, the concept of "ecological archive" emphasized by this article is embodied. This study uses 'ecological archive' as a universal and theoretical framework for archives as a basic concept for building ecological 'living' archives. In other words, for the construction of ecological archives, we reinterpret and extend so-called democratic values for archives, i.e., post-custodianship, community archives, and archives of emotions. Finally, the records of foot-and-mouth disease killing burial sites, an important site and example of the anthropocene tragedy, exemplifies the methodology of the actual application of ecological living archives. The case analysis aims to seek a new qualitative shift in record management that adapts to global ecological transformation, while also emphasizing the documentation by archival activism in ecological field practices jointly organized by archivists and citizens.

Basic Analysis for Social Spreading of Family Archives (가족아카이브의 사회적 확대를 위한 시론적 분석)

  • This study examined the necessity of establishing a family archive as a means for the recovery of the family community and the direction for establishing the family archive as a social culture. With the lack of research on family archives worldwide, this study analyzed family archives focusing on three areas. The first is a review on the necessity of family archives. To this end first, studies in the fields of sociology and family studies were analyzed to understand the situation in which the crisis of the family community intensified in the recent social environment, and based on this analysis, the necessity of establishing a family archive using records in Korean society was suggested. The second is case studies of National Archives of advanced countries for social expansion of family archives. In the case of advanced countries in Western, family archives are closely related to family history or genealogy research, and more than half of visitors to archives are occupied by family history or genealogy researchers. This is because National Archives of Western countries provide a variety of services for building family archives. The third is an analysis of the meaning and characteristics of family archives. This is because in order for the family archive to become a pan-social recording culture, it is necessary to establish the values and roles of the family archive along with its own meaning and characteristics different from the existing public records. Accordingly, the aim was to establish the concept and goal of the family archive, and to explore the functions and values of the family archive in comparison with the existing theories of archives. As a result of the analysis focusing on these three areas, the family archive needs to focus on 'culture', not 'institution', and 'utilization' rather than 'management'. Theories and methodologies of archival science have been developed with an emphasis on systematically managing and preserving a vast amount of records like public records, and based on highly specialized knowledge, records management has been established as an institution. However, in order to spread the family archive socially, it must be established as a culture or lifestyle that can be practiced by all ordinary citizens in the process of daily life. Prior to the management and preservation of professional records, all members of the family must understand the meaning contained in the records. It is necessary to prioritize use so that they can be shared.

Embracing Archival Arts in Contemporary Archival Practices ('아카이브 아트(archival art)'의 동시대 기록학적 함의 연구)

  • The article has the characteristics of a preliminary writing about how to look at the trend of new archives 'fever' and 'impulsion' emerging around the domestic and foreign art world, which have not been paid much attention yet in the 'mainstream' archive research, and how to accept it independently. Specifically, this study aims to examine how archival art is involved in history and memory with aesthetic attitudes and methods through observation of recent tendency of domestic archive art, and what implications or influence the 'archival impulse' phenomenon in the art world can have on the research trend of 'archival studies.' First, I would like to look at the meaningful movement to reinterpret and actively accept archival impulses in concrete overseas cases, that is, the archive system of a public archive in the United States. This is followed by an attempt to explore the characteristics and characteristics of creative works that are carried out through the medium of archives, that has not yet reached the level of organization of specific archive methods but are sporadically attempted in the domestic art world. It examines how so-called 'archive artists' record unrecorded in a way that is not observed in the existing archival world, and how they summon and include excluded history in aesthetic language. In conclusion, this study explores the possibility of pulling the historical records of tradition out from archival boxes and reinterpreting them as living archives within the contemporary emotional structure from this new artistic trend called 'archival art'.

User Perceptions of a Digital Archive for Content Creation: Focused on the Korea Creative Content Agency (KOCCA)'s 'Culturing' (창작 목적 디지털 아카이브 콘텐츠 활용에 대한 이용자 인식 연구 - 한국콘텐츠진흥원 컬처링(Culturing) 웹 사이트를 중심으로 -)

  • A significant number of studies have been conducted on user perceptions of archive and record contents for the National Archives of Korea (NAK) and local record centers in the field of archives and records management in Korea. Yet, there has not been such a research on the use of digital archive contents designed for contents creation. Accordingly, this study investigated user perceptions of the use of the contents on the Korea Creative Content Agency (KOCCA)'s Culturing archive designed for creation purposes. A survey was conducted, examining the user's degree of interests, the expected user preference of the use and the expected extent of help by the contents of the archive. For the analyses of the survey data, this study performed one-way ANOVA for the comparative analyses of the means related to the subjects' general characteristics and the perceptions, along with cross-tabulation analyses for the association among the same items and nominal variables related to perceptions. On the basis of these analyses, this study suggests the following: ① to supplement the contents of the archive; ② to design customized interfaces and to enhance the readability; ③ to reinforce site PRs for large portal sites and creators' groups.

A Study on the Public Broadcasting and Audiovisual Archive : Focusing on the INA (공공 방송·영상 아카이브 연구 프랑스 INA 사례분석을 중심으로)

  • Broadcasting and audiovisuals are the easiest audiovisuals to access in everyday life and are shared through the media by recording the times. Overseas, independent broadcasting and audiovisual archives are already in operation under the legal system. As the domestic broadcasting and audiovisual industries continue to grow in size and are drawing global attention, the establishment and operation of public broadcasting and audiovisual archives need to be discussed in more detail. In particular, it is clear that the legal device is a task that must be preceded as the basis for the establishment of public broadcasting and audiovisual archives. To this end, this study first looked at the Digital Archive Center, which was operated in the 2000s. In addition, the cause of the dismantling of the Digital Archive Center was considered as the absence of a legal device, and the case of the Institut national de l'audiovisuel(INA), which has been operating on a legal basis for a long time, was investigated. INA is a representative example of implementing a lead-based system in the broadcasting and audiovisual fields, and has been introduced several times through previous studies, but tends to be focused on user services. Therefore, in this study, the analysis was focused on legal factors supporting the operation of INA. Finally, in order to realize the Public Broadcasting and Audiovisual Archive discussed in the previous study, I would like to suggest a legal device for the establishment of Public Broadcasting and Audiovisual Archive in Korea.
