A Study on Efficient File Allocation for Distributed Computer Systems (분산 컴퓨터 시스템에서 효율적 파일 할당에 관한 연구)

  • An efficient file allocation algorithm and a new method which calculate appraisal value of candidate computer site for distributed computer systems are proposed. The file allocation problem size is reduced by using the preassignment condition. The appraisal value of candidate node is calcualted as the user state array and node state array are varied according to control variables. As the selection criteria is applied to the candidates, the reasonable node is selected and assign state is determined. The proposed algorithm is heuriatic polynomial time algorithm. By performing algorithm for sample problems. It is shown that the proposed algorithm is superior to conventional method in terms of deviation from optimal solution.

  • Real estate appraisal methods include profit-based, cost-based and comparison-based measures. The purpose of this study is to scientifically quantify the comparison-based method mostly utilized in valuating real estate property among the appraisal methods. The comparison method is to estimate the value of target property from other previously-traded property cases by comparing and adjusting their temporal gap, spatial gap and space-time gap. In appraisal practices, this comparison method is used generally for land property. If based on previous transactions; prices, time point of transaction, region and individual factors were analyzed to valuate. If based on official land values; official value, time point, region and individual factors are analyzed. Of these, the individual factors are an important process of comparing individual characteristics where real estate appraisers' subjective assessment could intervene. Though appraisers, as experts make generally precise assessment, still, it is a subjective judgment open to difference between appraisers themselves, causing disputes from time to time. In this recognition, the study seeks to quantify such a subjective assessment of appraisers by running GIS analysis on individual factor components including street condition, access condition;and plotting condition.

  • This study is to suggest the need to apply appraisal in calculating estimated compensation in order to efficiently implement the national cadastral resurvey project. The results from this research are summarized as follows. First, it is expected that the need to calculate estimated compensation would increase in the near future because current cadstral records do not reflect the reality. Second, the calculation and adjustment of estimated compensation can not be performed by officially assessed individual land price because the true value of a land can not be evaluated on the basis of the individual land price. Third, a variety of evaluation techniques such as individual evaluation and partial evaluation would be required in calculating estimated compensation depending on the type of land. In addition, an expert appraisal would be applied to the calculation of estimated compensation in order to achieve the purpose of fair estimated compensation.

  • This study aims to analyze the distribution of authorities and responsibilities (ARs) to appraise public records, especially between national archives and central or federal government institutions. For this study, archives acts and policies of Britain, the USA, Canada, and Australia were selected for analysis. After attempts in reviewing the laws and policies governing ARs of appraisal and disposition, their level of concentration were investigated and compared. The analysis shows that the ARs to determine and approve which records have archival value and what are to be transferred to archives are mainly located in the national archives. In comparison, it is common that the national archives and government institutions share ARs in identifying the public records and in preparing and approving the disposal authorities. Furthermore, it identifies that the ARs can be distinguished by individual appraisal activities and expects to be used to discuss the ARs to appraise public records in Korea.

  • For the pre-feasibility study and project evaluation, the discount rate or cutoff rate should be given by the government authority. To get the Benefit/Cost Ratio, NPV(Net Present Value) and IRR(Internal Rate of Return) of the public investment projects, the pertinent and realistic discount rate should be determined to be suitable to the present time period. The cut-off rates in Korea were equivalent to 15% in 1970's, 10% in 1980's and 8% in 1990's. The prevailing rate of discount as 8% is considered not to be suitable for the 2000's public project appraisal considering the present interest rates on deposit and national bonds. To determine the socio-economic feasibility of the public projects, the IRR should be bigger than the present cutoff rate. When we still use the high old rate of discount, the analytical results of project appraisal will show always economically unfeasible. Therefore the new rate of discount suitable for present time should be determined by the government. The public projects to be implemented in 2000 year onward are recommended to be adapted 5% of cutoff rate for the project appraisal and evaluation according to the results of reviewing the tendency of discount rates and market rates of interest in Korea.

  • Recently in the construction industry there has been an increasing use of increasing replacement of cement with blast furnace slag cement(BS), an industrial by-product, to reduce environment load and production costs, and other increasing uses of BS cement. However in the case of BS being delivered in RMC factories, only score reports submitted when the are delivered are relied upon and ways to test the quality of fineness is inadequate. Therefore this study gave many changes to various cements and BS fineness to test the variations of BS as a cement, then used the correlation between this and the density value in the Hydrometer method to test the possibility for rapid appraisal of quality fineness of BS cement. Results showed that if the one fifth graph of the density and fineness correlation were to be used, a rapid appraisal of BS cement fineness quality would be possible.

  • This paper is a discussion on the archival appraisal system that operates to document big events of the society or major public policies. The writer brought up three suggestions; the first is to develop documentation strategy to select archives at the same time it is created. This means that what matters is the scenes contained in the archives, and therefore they must reflect as wide social context as possible, which the writer considered as being caused by the change of thinking on the value of archives. The second is to develop tools to acquire archives that satisfy such strategy. The third is the sustainability of such documentation strategy and archival acquisition methods. Regarding this point, the writer discussed the problems of current national archival system of Korea.

  • For the last few decades, forest resources in Korea have continuously increased in terms of their stocks. However, due to the low profitability of timber harvesting in Korea, their economic values have not been well recognized. Furthermore, their economic values have not been counted in national statistics associated with forest resources such as the Forestry Household Economy Survey or the National Accounting. This research fundamentally aimed at building a forest valuation system or a procedure that enables one to evaluate the national-level economic values of timber assets in Korea. For this research, it is necessarily required to understand the principles of appraisal methods and any issues raised in their practical applications. Thus, a comprehensive review of appraisal methods utilized in Korea and other countries was conducted in this research. Also, the current valuation system of the National Forests in Korea was investigated. Through the review and the investigation, it was found that an alternative consists of two appraisal methods, the 'Capitalized Income Value' method adopting the Internal Rate of Return (IRR) for the below-rotation age forest and the 'Derived Residual Value' method for the above-rotation age forest, could be the most acceptable for evaluating timber assets of forestry households derived from the Forestry Household Economy Survey in Korea.

  • It appraises that use an indoor noise standard, a NC value which is a noise appraisal, a dB(A) value, a N value in foreign country because it doesn't yet ready an appraisal standard in domestic. Also, It appraises that the supply and drainage noise which could change water supply pressure, $4kg/cm^2,\;3kg/cm^2,\;2kg/cm^2,\;1.5kg/cm^2,\;1kg/cm^2$, bring about a noise and inquires how does noise level indicates according to each instruments. In case of a water supply pressure standard, $3kg/cm^2$, a C-605is $3{\sim}5dB(A)$ lower than another instruments in directly overhead stories. It appears that all of them is similar to level in directly under level except c-407(2)Analyzed the NC value, c-605is the lowest level, NC-50, of a water supply pressure, $4.0kg/cm^2$, c-407 is the highest level, NC-55.(3) In case of N value, which is one of water supply methods in Japan, it is the lowest level, N-55, of a water supply pressure, $4.0kg/cm^2$ same as NC value and C-407is the highest level, N-60.(4) In case of water supply that is likely to noise level, It appears 6dB(A) level gap each instruments, and C-605 is the lowest level, 63.9dB(A).

Comparative Appraisal of Sustainable Development in Korean Metropolis (우리나라 대도시의 지속가능발전성 비교평가)

  • The paper has its focus on comparative appraisal of sustainable development in korean metropolises. In reference to OECD, UNCSD, PCSD and BBR indicator lists, somewhat transformed 14 themes and 42 quantitative indicators were chosen in economic, social and environmental sector. In next step, for the standardization of the indicators the own value of each Metropolis was relatively appraised based on the mean value of each indicator of the metropolises. If necessary, the indicator which has negative characteristics was transformed into positive scale so as to compare all of the indicators with same scale direction. As a result, it was found out that Seoul and Ulsan, highly concentrated in specific economic sector, reveals high level of sustainable development in economic sector but not in environmental sector. Kwangju is diametrically opposed to the former case. In contrast to the generally low level of sustainable development of Pusan, Taegu and Incheon, the metropolis Taejeon shows equally high level of sustainable development in 3 sectors.
